Graz is UNESCO City of Design!
It’s official now: Graz is the first Austrian City of Design! On 16. 03. 2011 the DirectorGeneral of UNESCO in Paris, Ms Irina Bokova, officially announced the inclusion of
Graz into the international network of creative cities.

The driving forces of the application and all those who have opened the
way towards the City of design status since 2007 – the Provincial Government of Styria, the City of Graz and the Creative Industries Styria (CIS)
– are more than happy now. “With the designation of City of Design, Graz is
now at eye level with other Cities of Design such as Berlin, Shanghai, Kobe
or Buenos Aires“, Mag. Siegfried Nagl, Mayor of the City of Graz, is glad
to remark.
By founding the CIS in 2007 Dr. Christian Buchmann, Member of the
Provincial Government responsible for Economic Affairs, laid the cornerstone for the city’s application for the status of a UNESCO City of Design.
“Graz has enormous creative potential. Creating public awareness for this
is the task of the CIS. In the greater area of Graz the share of the creative
economy amounts to fourteen percent of the total added value after all. I
am happy that the year-long commitment on the part of CIS is crowned
with this title now. Yet this title is not the end but only the beginning of
a challenging mission”, Buchmann is happy to state. Within the frame of
the new economic strategy the creative economy as a cross-sectional area
is of special importance. “What we aim for is creating new jobs through
by implementing creative ideas”, says Provincial Government Member
Buchmann.
As a UNESCO City of Design Graz will continue on the path the city has
already chosen. “In this respect this path must be seen as a creative process
involving all participants where design must be incorporated into the everyday life of the city across all departments and disciplines. Thus the city can
develop its individual face through design”, Deputy Mayor Lisa Rücker
emphasizes.
The inclusion into the UNESCO list of Cities of Design is not limited in
time, so Graz is permanently a City of Design. “Thus the design process
must be organized for the long term”, CIS CEO Mag. Eberhard Schrempf
explains. “Design as we understand it is a lived attitude and the expression
of an urban and sustainable culture that regards the intelligent figuration of
living space as a central value.”

All spheres of life will benefit from the City of Design status, from the
user interface of the city and the self-conception of the Grazers right
through to the economy – such as, for example, tourism, trade and gastronomy. Eventually, the process should result in making the “Made in
Styria” brand a successful brand for the whole of Austria.
In the past three and a half years the CIS have managed the application
and positioned the creative economy with manifold projects over the
years. There is for example
- the Design Month, when Graz is the hub of the local and international
design world for one month,
- the designforum Steiermark, a modern presentation space for designers
and design-relevant projects in the Kunsthaus Graz,
- the Designers in Residence project, which brings together designers and
entrepreneurs,
- the Architecture Export aiming at making Styrian architecture better
known on the international level or
- Erlebniswelt Wirtschaft (Adventure World Economy) with already
15 companies on board which open their doors to the interested public
so that it can experience innovation.

Guide to a Lived City of Design
“We are very happy about this distinction and about being able to contribute to the creation of an open climate for innovation and experimentation. Applying for the status of a City of Design was the right decision.
Because creativity is a vital resource, which we are going to mine now”,
Mag. Siegfried Nagl, Mayor of Graz, explains. A city’s size doesn’t matter, says Nagl. What counts is the creative potential, which is available
in Graz now. “Now we have to create framework conditions for the way
design can be lived out across all departments and tasks and among the
population,“ Nagl adds.
Design is more than just styling. First and foremost, design is no result but a
creative process which must be developed bottom-up. To make Graz a City
of Design – with founding the Creative Industries Styria (CIS) Graz already
decided to take this step in 2007 and anchored the subject of “design” in
the city’s agenda. The UNESCO title of a City of Design is no distinction for
already accomplished things, on the contrary: Now the real work is about
to begin because City of Design is regarded as a task for the future.

A Successful Pair: Creativity & Economy
Dr. Christian Buchmann, Member of the Provincial Government responsible for Economic Affairs and Innovation, Culture and European Affairs,
is one of the driving forces behind the project of City of Design. “Over
the past few years the creative economy has been built up as a field of
excellence in Styria and as a cross-sectional area it has been established
as one of the most significant core themes of the Economic Agenda 2020,
Environmental Technology, Life Sciences and Mobility”, says Buchmann.
With their work the CIS have contributed a lot: With projects such as the
Design Month, the designforum Steiermark, the Designers in Residence
project or the lead project of the department, Erlebniswelt Wirtschaft
(Adventure World Economy), with already 15 companies involved and
further 20 in the pipeline.

In the greater area of Graz the creative economy generates 1.5 billion
euros of gross added value per year, which corresponds to a share of 14
percent of the total added value. The creative economy in Styria offers
jobs for about 40,000 people – with upward tendency. “With the City
of Design status this potential is moving to the foreground and getting the attention of crafts, commerce, industry and service providers”,
Buchmann adds.

New Ways off the Beaten Track
„Creative“ derives from Latin „creare“, which means something
like make, produce, manufacture but also select something new.
“Being a City of design expresses a lived attitude and a high degree of
awareness for creative processes across all areas of the city’s activities.
Creativity needs an environment which is open for creative solutions
and new approaches off the beaten track. We, as those with political responsibility, enjoy being involved in this with our decisions”, Deputy
Mayor Lisa Rücker emphasizes.
Now, as a UNESCO City of Design, we must make good use of the momentum we have gained in recent years and translate it into long-term
projects and measures. So, starting from the design city Graz a value
chain is created which extends all over Austria: “Made in Styria“ not
only becomes a brand of quality that upgrades the business locations
of Graz and Styria but, in addition to this, the region is to become the
reference for innovation that sets the standard nationwide and defines
the framework conditions for international competition.

CIS Laid the Cornerstone
Since 2007, the Creative Industries Styria (CIS) have been continuously
working on the project of City of Design and have already established a
large number of international contacts. Moreover, the CIS managed the
application. “Now it is a matter of integrating and anchoring design as
something self-evident in everyday life, CIS CEO Mag. Eberhard Schrempf
explains. Then he adds: “In Central Europe people more often than not
equate design with styling.Yet design is no result but a process and styling
is only part of it. Now this design process has to be carried on in Graz despite the possible risk of failure. Only in this manner we can successfully
create something new.”
Over the past three and a half years the CIS have already accomplished a
lot. Projects such as the Design Month, the designforum Steiermark, the
Designers in Residence project and, most recently, Erlebniswelt Wirtschaft
(Adventure World Economy) have been launched. With the support programme Einfalls!Reich of Steirische Wirtschaftsförderung SFG (the Styrian
business development agency) the Provincial Government of Styria made
a significant contribution to developing and promoting the creative economy scene.

As opposed to the title of a “Capital of Culture” the UNESCO distinction means one thing first and foremost: The UNESCO does not contribute
any funds and, unlike “Capital of Culture”, the status is not limited to
one year. Thus Graz is and will remain a City of Design. This entails
establishing design as a holistic creative process of developing products
and services for the society and as an interface between art and technology, and not carrying out as many attractive projects as possible within
a given timeframe. The challenge is to incorporate design into the everyday life of the city and live it across all departments and disciplines.

Indirect Profitability and Next Steps
Apart from the newly won international appeal, Graz as a City Design
will benefit in many respects and across all business sectors and areas.
Tourism, trade and gastronomy will experience a boost, the quality of
life will further improve and the growing creative economy will get the
opportunity to market local products on a national and international level.
The existing network and the new contacts to other Cities of Design help
further develop and at the same time further extend what is already in
place on the local and regional level with the help of international partners.

Rethinking the “User Interface” of the City
All parties involved agree that the “user interface” of the city must be reviewed, too. This not only means taking responsibility for the way we deal
with public space. Altogether, it is about the appearance and the question
how the city – from public space and the city’s Internet presentation to the
shop windows – shall present itself. To make this visible and perceptible,
all parties involved have to work together. Moreover, the already initiated
process of raising public awareness is to be continued, so that Graz as a
City of Design is not only instilled in the minds of the Grazers but in their
hearts too.

City of Design Board
The City of Design Board is a consultative board of experts with the task
of developing and managing projects. After the UNESCO completed the
evaluation phase, it has been extended and now acts as a strategic development center that makes sure that for the application and beyond the
content is conceived and developed that enables the positioning of Graz
as a “UNESCO City of Design” in a national and international context.
The Board recommends projects to be realized to the City of Graz and
cultivates the brand of “City of Design”. Thus the Members of the Board
are both internal and external ambassadors of Graz as a “UNESCO City
of Design”.

Networks
In recent years the Creative Industries Styria and the City of Graz have done some
strategic networking to put both Graz and Styria on the map as up-to-date design
and creative economy locations. The result of this international networking effort is
the membership in three important creative networks, the UNESCO Creative Cities
or City of Design Network, the European Creative Business Network (ECBN) and the
Global Design Cities (GDC).
UNESCO City of Design Network:
Since 2004, the UNESCO has tied an international network of creative
cities. Meanwhile, the Cities of Design Network comprises 10 cities. Moreover, there are 18 cities from other creative disciplines (literature, music,
film, gastronomy, crafts & folk art and media arts) which are also members
of the global Creative Cities Network.

European Creative Business Network (ECBN)
The ECBN organizes a sustainable network of cities and organisations
for the principal purpose of creating an easily accessible, effective and
attractive market for creative and cultural entrepreneurs. What takes
center stage is mutual exchange on the entrepreneur level. The Creative
Industries Styria are among the founding members of this network. The

Campaign
“Being a City of Design means ...”
Design is a holistic process of creation which affects our entire social environment. This
deeper meaning of the term was one of the starting points for developing the campaign
at hand. Design is not superficial and does not only follow aesthetical criteria but design
must be understood as a long-term process.
The campaign “Being a City of Design means ...“, which was conceived
on this assumption, communicates all these complex aspects, and in a
simple and easy-to-understand manner at that. The campaign wants to
throw a light on things, inform and inspire people and fill them with
enthusiasm. What is special about it – and this sets it apart from classic
campaigns – is the active involvement of players who deal themselves
with the notion of design in a constructive manner. No matter if they are
individuals and companies that work themselves in the creative economy or individuals and companies that are receptive to this topic and expect positive effects from dealing with design. Thus the Graz designers
become design ambassadors. The same goes for the local businesses, first
and foremost those from the fields of trade and commerce and gastronomy and tourism.

Was umfasst Design eigentlich alles?
Design ist ein weit gefasster Begriff, der nicht allein
auf Behübschung ausgerichtet ist. Design – in einem
modernen Sinn verstanden – bedeutet schlicht und
einfach, den Lebensraum so zu gestalten, dass die
Umwelt und der Alltag für die Menschen einfacher
und lebenswerter werden. Somit wird Design zu
einem ganzheitlichen Gestaltungsprozess, der viele
Aspekte einschließt, von der Entwicklung neuer
Produkte und Dienstleistungen bis zur bewussten
Gestaltung der Stadt selbst.

Was ist das Netzwerk der kreativen
Städte der UNESCO?
Die UNESCO baut seit 2004 ein weltweites Netzwerk
kreativer Städte auf, die besondere Leistungen auf
dem Gebiet der Kreativwirtschaft erbringen. In
insgesamt sieben Kategorien (Literatur, Film, Musik,
Volkskunst, Design, Medienkunst und Gastronomie)
können sich Städte um die Aufnahme in das
„Creative Cities Network“ bewerben. Das Netzwerk
soll die Entwicklung der lokalen Kreativwirtschaft
unterstützen, die internationale Vermarktung
von kulturellen Produkten und Leistungen
begünstigen, neue Arbeitsplätze schaffen und
die gesellschaftliche und wirtschaftliche
Entwicklung fördern.
