The book “Ideen für die
Schweiz” [“Ideas for
Switzerland”] has been the
most successful book to date in
the history of Avenir Suisse.
f you want a good life, the place to be born is Switzerland: that
is the conclusion of the British journal “The Economist” with
its “Where-to-be-born” index. This is not the only international ranking where Switzerland occupies the top spot. However,
although this might sound paradoxical, this success can also be a
curse. It feeds complacency, leads to a careless use of the sources
of wealth and welfare and can foster a slight arrogance. This is
what Avenir Suisse competes against, with hundreds of blogs on
Avenir Online, with articles, lectures, participation in panel discussions, appearances on television and radio, and, of course, above
all with its “core business”, the many short and long studies. These
form the basis of our information and lobbying campaigns.
We are convinced that if Switzerland wants to secure its prosperity over the long term, it must have the ambition to be economically more successful than its competitors in the globalised economy. Avenir Suisse’s most successful book yet, published in January
2013, with the programmatic title “Ideas for Switzerland” is a product of this conviction. The hope is that it will contribute at any
early stage to an objective debate in Switzerland as to how to safeguard the future. And it follows the strategy of not abandoning
the tried and tested means, but developing and modernising those
features that have been successful for the country.
Although Avenir Suisse does not, as a general principle, take part
in referendum campaigns, a liberal Think Tank cannot watch from
the sidelines while a movement of ‘enraged citizens’ emerges and
sets about attacking the foundations of a free economic and
social order. In the case of issues of distribution, for instance,
Avenir Suisse has helped to make the discussion more objective,
with sobriety and with facts and figures. It has been as consistent
as possible in its market-based reasoning which is theoretically
well-founded.
Finally, over the last year, Avenir Suisse has continued to intensify and broaden international cooperation, for even if Switzerland
is one of the model students, it can still learn from other countries.
Avenir Suisse wants to contribute to this transfer of knowledge.
Switzerland needs such impetus.

witzerland needs a reform policy oriented towards the medium to long term that strengthens its strengths and weakens its weaknesses. That is the idea behind the most important Avenir Suisse publication of 2013. The book “Ideen für
die Schweiz – 44 Chancen, die Zukunft zu gewinnen” [“Ideas for
Switzerland – 44 Opportunities to Win the Future”], published in
January, is the result of a two-year collaboration and contains contributions from all project managers. In addition to “ideas for tomorrow” launched by Avenir Suisse in recent years and yet to be
put into practice, “ideas for the day after tomorrow” were also presented. These new ideas had not yet been fleshed out but were
deliberately formulated in a thought-provoking manner.
The book had the desired effect. The media presence was enormous, and numerous politicians and parties commented on it. The
third edition was already being printed just a few weeks after the
launch. Naturally, not all the reforms suggested met with approval, but even sceptical voices showed respect for the intention to
initiate a debate about the future in society. Avenir Suisse was thus
able to cement its role as a Think Tank and source of ideas.

Questions of distribution are a cause for
concern across the country
Not least due to the “Rip-Off Initiative” and the “1 : 12 Initiative,”
there was an emotional debate about the distribution of wealth in
Switzerland throughout the whole of 2013. An astonishing number
of people seem to believe that Switzerland is a country of sharp
economic and social divides with ever-widening disparities. However, this perception does not stand up to objective analysis, as
shown by Patrik Schellenbauer in July in an “Avenir special” with
the concise title “Distribution.” On the contrary, Switzerland is
among the countries with relatively low income disparities. If they
were to be reduced even further by interventions in the labour
market, which has until now been gratifyingly liberal, and with
respect to free wage determination, Switzerland’s prosperity would
be jeopardised in the long run. The fierce criticism of multinational companies in Switzerland is also indirectly related to distribution. Due to the global activities of these companies, even if they
are of Swiss origin, they bring other ideas about salary structures
and the right level for top salaries into the country and given their
sheer size and huge profits, they are more likely to pay exorbitantly high salaries to top earners.
However, as the discussion paper “Multinational Companies:
Fact and Fiction” (Rudolf Walser and Alois Bischofberger) otherwise highlights, these multinational enterprises are of considerable
importance in the structure of the Swiss economy – and without
the outstandingly innovative multinationals, especially in the phar-

maceutical sector, the country would hardly count among the regular frontrunners in terms of innovation and patent applications.
The state is making fundamental changes to the primary income
distribution, not only with its tax policy, but also with its spending policy – less than some would like, but more than most think.
In the book, “Zwischen Last und Leistung – ein Steuerkompass
für die Schweiz” [“Between Burden and Benefit – a Tax ‘Compass’
for Switzerland”] published in the autumn, Marco Salvi and Luc
Zobrist do away with the widespread preconception that Switzerland is a tax haven. In this respect, there would definitely be room
for tax cuts. However, even if there is no desire to reduce the tax
burden for political reasons, there is room for reforms. A total of
13 reform proposals aim at more transparency and goal orientation
for taxes and transfer payments. They want to make individual
saving more attractive again, bring about a radical rethink in terms
of wealth taxes, provide for lower corporation taxes and much
more besides.
The reallocation from workers to pensioners in occupational
pension plans is too high. This is the topic of the first “Avenir Points
of View,” with which the solutions proposed by Avenir Suisse are
highlighted with a brief summary for decision-makers. According
to Jérôme Cosandey, effective remedies to combat “veritable
pension fraud” are a lower conversion rate, special rules for the
transitional generation and a stronger division of responsibility in
the second pillar, perhaps by means of decentralised determination of the minimum conversion rate by the pension funds.
The canton monitor “The Labyrinth of Financial Equalisation,”
by Lukas Rühli, which was presented in October, does not deal
with interpersonal distribution, but rather with regional distribution and redistribution. It presents an evaluation of the intracantonal financial equalisation systems that had never previously been
undertaken in Switzerland. Its conclusion: intermunicipal solidarity in Switzerland is often achieved at greater expense than necessary, and most cantonal systems are faced with even greater challenges than national financial equalisation at the federal level.

Keeping an eye on the international dimension
In 2013, Avenir Suisse increasingly cultivated international topics,
less in publications and to a greater degree at events. An Evening
Talk on the future of corporation tax generated great interest despite the glorious summer weather, also because Adrian Hug, the
new director of the Eidgenössische Steuerverwaltung [Swiss Federal Tax Administration], made one of his first public appearances
in his new function. His message: The G20 countries are considering stricter tax standards for international groups, and the EU does
not intend to tolerate cantonal tax regimes for holding and domiciliary companies and joint enterprises any longer. Switzerland

needs to actively tackle the complex project of corporation tax reform, in order to create legal certainty and maintain the attractiveness of Switzerland as a location. Yves Rossier, the state secretary
of the Eidgenössische Departement für auswärtige Angelegenheiten (EDA) [Federal Department of Foreign Affairs], explained
at another event, why the federal council has decided to continue
along the bilateral path and why – and how – it is also seeking a
solution to institutional questions.
An Evening Talk on bank regulation was a special intellectual
treat. Urs Rohner, chairman of the board of the Credit Suisse Group,
and Martin Hellwig, director at the Max-Planck-Institut zur Erforschung von Gemeinschaftsgütern [Max Planck Institute for Research on Collective Goods] in Bonn, largely agreed in principle
that increased regulation is not the solution to a whole host of
problems and that over-regulation is a threat to financial centres.
While Martin Hellwig doubts, however, that the banking system
will become more secure with Basel III, Urs Rohner views the future more optimistically. Thanks to the “Swiss finish” and the rapid implementation of the “Too Big to Fail” bill, large banks are
prepared for a crisis situation.
The European Union has been characterised from its inception
by centrifugal and centralising forces. Which one of these forces
is set to dominate will be instrumental for Switzerland’s relationships with the EU. Avenir Suisse’s traditional autumn conference
therefore dealt with regional independence efforts under the title
“Happily Separated.” Mikuláš Dzurinda, the former prime minister
and foreign minister of the Slovak Republic for many years, explained why Slovakia was able to succeed on its own despite initially unfavourable conditions. Wilfried Scharnagel, author of the
book “Bayern kann es auch allein” [“Bavaria Can Also Go It Alone”]
and mastermind of the CSU [Christian Social Union], submitted
twelve theses as to why the Freistaat Bayern [Free State of Bavaria]
could also try to go it alone within the EU. The podium discussion,
moderated by Haig Simonian, included contributions from Professor Albert Carreras, assistant finance minister of Catalonia, and
Matthias Diependaele, parliamentary party leader of the liberal
New Flemish Alliance in the Flemish parliament. They presented
the EU not as a monster, but rather as a guardian also of smaller
regions.

international topics that are
important for Switzerland.
Internationally networked Think Tank
In the past year, Avenir Suisse also experienced its international
dimension by carrying on with established cooperations and exploring new ones. By means of the “D-A-CH Reform Barometer”,
Avenir Suisse, together with the Institut der deutschen Wirtschaft
Köln [Cologne Institute for Economic Research] and the Wirtschaftskammer Österreich [Austrian Economic Chambers] have been

measuring reform efforts in the three neighbouring countries since
2002. Unfortunately, the March 2013 issue notes that the reform
effort is losing momentum in all three countries. An exchange of
experiences also takes place with the Industriellenvereinigung
[Federation of Austrian Industry] in Vienna on a regular basis.
Avenir Suisse is also helping to compile Austria’s Think Tank agenda. It was formally launched in the spring of 2013 and is already
becoming an important talking point.
“Singapore and Switzerland: Learning from each other” was the
slogan of a seminar held in Singapore at the beginning of October
with the Institute of Policy Studies (IPS). The objective of the event
was for each country to learn more about the other and to explore
opportunities for cooperation between the two Think Tanks. As
different as the respective political systems may be, when examined more closely, there are striking parallels between Singapore
and Switzerland. With more than 100 participants from the economic, political, academic and diplomatic worlds, as well as a balanced mix of guests with backgrounds in Singapore and Switzerland, the seminar met with a lively response. A sequel is planned
for 2014 in Zurich.
The publication with the programmatic title “Ideas for Switzerland” is deliberately broad-based. Avenir Suisse is anything but a
one-topic Think Tank, of which there are many, particularly in the
USA. The topic “mobility pricing” has already been launched as
part of the ideas framework and further explored in a discussion
paper and a supplement to the “Swiss Month” in the autumn.
According to Daniel Müller-Jentsch, “mobility pricing,” the application of market-based price mechanisms in transport, is the best
way to curb the – not least due to massive subsidies – excess demand for mobility in Switzerland. Various case studies also show
that mobility pricing is successfully practised in many countries
and has proved its worth.
At the end of the year, Avenir Suisse once again generated considerable interest with two entirely serious but playful websites.
The advent calendar presented 24 portraits of women who made a
particularly large impact on Switzerland. The selection deliberately concentrates less on the usual suspects and instead puts the spotlight on female entrepreneurs in the Schumpeterian sense, women
who are movers and shakers. Finally, Marion Haemmerli and
Samuel Rutz question whether life is equally free everywhere in
Switzerland and where the differences lie. The newly conceived
“Avenir Suisse Freedom Index” is an interactive online tool allowing each user to select which of 21 economic and civil indicators
most closely correlate to their idea of freedom.

reassured after the Evening Talk with State Secretary
Mauro Dell’Ambrogio. However, the Director of the
newly created State Secretariat for Education, Research
and Innovation (SBFI) explained in his presentation
what he intends to prioritise. He also emphasised that
the Swiss education, research and innovation system
does not need restructuring. Apprenticeship and federalism have contributed significantly to the quality of
the education system.

Basel III also failed to solve many problems. That was
the conclusion of an Evening Talk at Avenir Suisse.
However, the participants’ visions about the right way
to achieve a more stable financial system diverged
widely from each other. Prof. Martin Hellwig, Director
of the Max Planck Institute in Bonn, called for an
equity capital base of between 20% and 30%. By contrast, Urs Rohner, Chairman of the Board of Credit
Suisse Group, found that, thanks to the “Swiss finish”
and the rapid implementation of the “Too Big to Fail”
bill, the large Swiss banks are well prepared for
a crisis situation.

Avenir Suisse aims to address relevant topics at an early
stage, provoke public debate by means of innovative
approaches to solutions, and help to strengthen Switzerland
as a location. Avenir Suisse does not allow itself to be
governed by individual interests. Its stance is, however,
consistently liberal and market oriented.
Board of Trustees
As the highest-ranking body of Avenir Suisse, the Board of Trustees elects both the members of all boards and committees, as
well as the Director, and approves the budget, annual financial
statements and the annual report. The Board of Trustees meets
once or twice each year.
The Board of Trustees convened on 4 June for its first meeting
of the reporting year. In addition to the Director’s review and
forecast and the committee reports, the election of Hubertus
von Grünberg to the Board of Trustees was an item on the
agenda.
The second meeting of the Board of Trustees took place on 30
October. This meeting focused on the presentation of the Foundation’s project programme in the second half of the year and
plans for 2014. The Board of Trustees was highly satisfied with
the work of the team. Probably the most important agenda item
was the election of a new Chairman of the Board of Trustees. A
worthy successor to Rolf Soiron was engaged in the person of
Andreas Schmid. He will take office on 27 March 2014.

Management Committee
The Management Committee is made up of the Chairmen of the
Board of Trustees, the Chairmen of the Finance, Programme and
Nomination Committees and the Chairman of the Support
Foundation. It is responsible for overseeing the operational activity of the Foundation, approving the main topical areas of focus
of the work, monitoring the finances and arranging the meetings of the Board of Trustees. This committee, which meets three
to four times a year, therefore provides the Director and the
Chief of Staff, who is also present at the meetings, with a good
opportunity to exchange views on operational and organisational issues and to accept suggestions. In addition to ongoing activities, there was also in-depth discussion during the reporting year
about changes in the team and the boards and committees, fundraising developments and the renovation of new office premises.

Nomination Committee
The Nomination Committee is responsible for filling all board,
committee and directorate posts and compiles nominations for
the attention of the Board of Trustees. The Chairman of the
Nomination Committee is simultaneously and ex officio one of
the two Vice Chairmen of the Board of Trustees.
The committee meets as required. During the year under review, the number of meetings was somewhat greater than in other years, primarily due to the search for a new Chairman of the
Board of Trustees. The Board of Trustees has 28 members. Its
composition is characterised by diversity: alongside the founder
companies, major corporations and SMEs also have seats on the
board, while business owners and managers rub shoulders with
representatives from the worlds of culture and science. Women,
French-speaking Switzerland and other countries are also represented, although the current composition still does not quite
meet the target of having the Board of Trustees increasingly reflect the breadth of Avenir Suisse’s support base.With representatives from the scientific world and academic practice in both
Switzerland and other countries, the Programme Committee
likewise has the target complement of members.

The Programme Committee advises the Director when establishing which areas of work to focus on, supports the project work
and, not least, ensures the methodological quality of the work.
The individual projects are discussed in detail at three to four
meetings each year. Members of the committee also engage in
frequent discussions with the Project Leaders outside the meetings. As a general rule, two committee members are assigned as
“Godparents” to each project and are available during the project

work for queries, suggestions and proofreading. This role is
purely advisory. As with all the other boards and committees of
the Foundation, the committee has no authority over the Avenir
Suisse team. This is of particular importance when the questions
raised are rated and assessed differently by the various experts
and Project Leaders. The ultimate decision and responsibility,
then, lie exclusively with the Director and the Project Leaders.
However, in view of the fact that the specialist discussions are always extremely constructive, this safeguard concerning the independence of content tends to be largely a formality. The critical
point is that the committee, with its high-calibre members,
serves as an important guarantor of the quality of Avenir Suisse’s
projects.
Finance Committee
The Finance Committee is responsible for supervising the finances and managing the endowment capital. It audits the quarterly
statements, the annual financial statement and the budget. The
low-risk investment strategy has continued to prove to be the
right approach. Although high yields cannot be expected with
this strategy, there have been no losses to contend with for years
either. Avenir Suisse’s assets are safely invested.
At 4.7 million Swiss francs, business expenditure in the year
under review was well below the upper limit of 5 million Swiss
francs set by the Board of Trustees a few years ago. However, this
result is very much an exception, with the reimbursement of
overpayments in social security contributions and the waiver
of rent payments for the previous rental property having a
non-recurring positive effect on the accounts. By contrast, the
recruitment of additional staff in 2013 with a view to insourcing
production will make its effect completely felt in the figures in
the new year. The move into new, slightly more expensive offices
at Rotbuchstrasse 46 in Zurich’s Wipkingen district will also impact on the accounts, on the one hand, due to higher rental costs
and, on the other hand, capitalising the expenses for conversion
work and write-offs.
As of 1 January 2013, Markus Neuhaus took over the office of
Chairman from his predecessor, Remy Best. With three qualified experts, the Finance Committee has the desired complement of members.

The Avenir Suisse Foundation has gradually opened itself
up to additional sponsors and today has a broad base
of more than 100 sponsors from all sectors and regions of
Switzerland. Fundraising success is crucial to the fulfilment
of Avenir Suisse’s remit.
Fundraising
During the year under review, 9 new sponsors joined the Support Group, and 20 sponsors renewed their commitment. A total
in excess of 5 million Swiss francs was collected in 2013. This
means that, since the Support Foundation was set up in 2005, the
39 million mark has been exceeded, thanks to the support of
more than 120 sponsors. Financial pledges are made despite the
fact that the Foundation can neither offer any concrete services
in return, nor can there be any involvement or influence with regard to content, due to the official independent status of the
Think Tank. Fortunately, however, there are clearly many companies and private individuals who wish to express their support
in the form of a financial contribution, in order to firmly establish the concept of free enterprise and safeguard the quality of
Switzerland as a location. Moreover, in addition to the project
work results, it is precisely this independence of the Foundation
from donors, associations and parties, in terms of both content
and organisation, which is always a trump card when it comes to
fundraising activities; it is this independence alone that enables
Avenir Suisse to also broach political taboos or unpopular issues.
The sponsors support Avenir Suisse’s work in its entirety and, in
some cases, also accept positions that might not necessarily correspond to their own opinions or business interests.

Support Group
The sponsors, who are generally represented by their Chairperson of the Board of Directors or CEO, become members of the
“Avenir Suisse Support Group” by means of their commitment.
This Support Group is represented on the Avenir Suisse Board of
Trustees by the Chairman of the Support Foundation ex officio.
The members receive all publications and are invited to all
Avenir Suisse events.
An event targeted specifically at the Support Group is the
Annual Dinner, which is held every spring. In the year under review, the Universitätsspital Zürich (USZ) [University Hospital
Zurich] provided the perfect place for the sixth Annual Dinner,
with the topic “Health care between market and state.” Participants in the podium discussion were Professor Volkmar Falk, Director of the Klinik für Herz und Gefässchirurgie [Clinic for Cardiovascular Surgery] at USZ , Irmtraut Gurkan, Business Manager

Goodwill Ambassador to the WHO for Financing Issues. Following the animated podium discussion and subsequent aperitif, the
guests enjoyed the pointed dinner speech of the Chairman of the
Board of Trustees, Rolf Soiron, at the set dinner.
Organisation
The Avenir Suisse Support Foundation was founded in 2005 for
fundraising as a second foundation in addition to the operational
Avenir Suisse Foundation (officially registered under the name
“Stiftung Zukunft Schweiz”). Its sole purpose is fundraising for
Avenir Suisse. All sponsor donations initially go to the Support
Foundation and only subsequently to the operating Foundation.
Andreas Schmid has presided over the Support Foundation since
2010. Under his aegis, the sponsorship of the Think Tank has been
expanded by numerous SMEs and individual persons, which has
contributed significantly to the security of financing. He once
again received energetic support from Walter Diggelmann, the
former Chairman of the Support Foundation and member of the
Avenir Suisse Board of Trustees, during the reporting year.
Commitments by companies and individual persons range between 100,000 and 1,000,000 Swiss francs. The Support Foundation and the operating Foundation are subject to oversight by the
Swiss authorities responsible for supervising foundations and are
audited by KPMG. Contributions to the Support Foundation are
tax exempt at the federal and cantonal level.

The Director, together with a team of 15 to 20 employees (in fulltime equivalents), is responsible for implementing the Foundation’s goals in the form of concrete projects and communication
work. Vice Director Andreas Müller looks after, not least, the organisation of the numerous events. Vice Director Samuel Rutz
concentrates on supervising the contents of publications. In April,
Susanne Stortz took over from Nina Zogg as General Manager of
the Support Foundation. Dominique Zaugg took over responsibility for finances from Nina Zogg.
