WHS THEATER – December 6, 2012 MISSION STATEMENT The Monroe Township Public School District, an educational team, is dedicated to the development of the potential and uniqueness of the individual student to become effective participants in an evolving global society while providing a safe educational environment for students to attain the skills and knowledge specified in the New Jersey Core Curriculum Content Standards. The Board met in Executive Session, from which the general public was excluded, to discuss personnel, financial matters, student matters, litigation, negotiations, and contracts. The results of this session will be made public immediately after or as soon thereafter as a decision is reached. Members Present George Adams, George Caruso, Jeana Davi, Robert Graham, Vince Moore, Jeffrey Simpler, Dr. VanHouten-Sauter Members Absent/Excused Josephine Staffieri, Michael Hamilton Closed Session A motion by Mr. Simpler, seconded by Mr. Adams, to approve the following resolution for closed session, was carried unanimously: “Whereas, Public Law 1975, Chapter 231, Open Public Meetings Law, provides for a public body to meet in closed session, “Whereas, the Monroe Township Board of Education desires to discuss certain matters described in Sub-section 7B of the aforementioned law to wit, those matters pertaining to MTEA negotiations and personnel; “Whereas, the Monroe Township Board of Education will disclose the discussion topic of the closed session at a public meeting as soon as possible, “Now, therefore be it resolved that the Monroe Township Board of Education shall now enter a closed session for an approximate time limit of 60 minutes.” The Board entered a closed session at 6:30 P.M. Out of Closed Session A motion by Mrs. Davi, seconded by Mr. Graham, to come out of closed session at 7:29 p.m., was carried unanimously. 2 A regular meeting of the Monroe Township Board of Education was called to order at 7:30 P.M., by the Vice President, George Caruso. Adequate notice pursuant to the provisions of P.L. 1975, Chapter 231, Open Public Meetings Act, has been given of this meeting by publishing notice thereof in the Gloucester County Times, giving notice to the Courier Post, by posting notice in the Monroe Township Municipal Building and all district school buildings and by filing notice with the Township Clerk, all having been done after the last reorganization meeting of the Board. Members of the public are invited to address the Board of Education during the public participation portion of the meeting. Please fill out a “Public Participation Information Card” which is available at the entrance of the room. Please print legibly your name, address, telephone number and your topic of comment or concern. The flag salute was led by Mr. Earling. Mr. Caruso Read Fire Safety Announcement FIRE SAFETY ANNOUNCEMENT Ladies and Gentlemen, please take note of the fire exits located within this room. They are located to the rear left and right of this room. In case of fire, you will be notified via the audible fire alarm system. If you are alerted to a fire emergency, please move in a calm, orderly manner to the nearest smoke free fire exit. Please turn off all cell phones and pagers or set them to vibrate mode. By order of the fire marshal, smoking is not permitted in the building or on school grounds. The school district does not permit food in this room. Thank you for your cooperation. Presentations Mr. Simpler read and presented the AFJROTC instructors and cadets with a resolution honoring them for an outstanding accomplishment. Mrs. Yoder explained that the students worked very hard during the summer preparing for the ACES audit. Dr. Petruzzelli read the Whitehall Elementary School resolution for students scoring a perfect 300 on the NJASK Tests. Mr. Johnson presented the resolutions. Mr. Graham stated that it is an honor and a pleasure to read the resolutions honoring Holly Glen students for scoring a perfect 300 on the NJASK Tests. 3 Mr. Myers presented the resolutions. He gave a special thanks to Don Whirlow for starting the presentation of perfect scores awards several years ago. Dr. VanHouten-Sauter read the resolution honoring Radix Elementary School students. Mrs. Rumpf commended the students for hard work and dedication during school and during the test. She also commended the parents. Mr. Adams read the resolution honoring Oak Knoll Elementary students. Dr. Delconte congratulated the students for achieving the highest possible score and thanked parents for their ongoing support and the professionalism and dedication of teachers for a fine job. She presented resolutions to the students. Mrs. Davi read the resolution honoring Williamstown Middle School students. Mrs. Mericle commended the students for years of hard work and dedication. She also commended the parents for being a strong support base for the students at home and the dedication of all the teachers. Recess Mr. Caruso requested a five minute recess. Adopt Resolutions A motion by Mr. Simpler, seconded by Mr. Adams, to grant approval to adopt resolutions honoring AFJROTC Instructors and Cadets and students attaining perfect scores on the Spring 2012 NJ ASK Tests, was carried unanimously. Approval of Minutes A motion by Mr. Simpler, seconded by Dr. VanHouten-Sauter, to grant approval of the November 15, 2012 regular and closed session meeting minutes, was carried unanimously. Report of Solicitor There was no report. Communications There were no communications. Public Participation A motion by Mr. Graham, seconded by Mr. Simpler, to grant approval to open the public portion of the meeting, was carried unanimously. Jon Woodward, MTEA President, speaking on behalf of his members, stated that he was deeply disappointed that a tentative agreement had not been reached on Monday night with the State appointed mediator. He still believes that an agreement could be reached with the help of the mediator. 4 Tom Reed stated that he was appalled that the rates for prescription and dental were a hand-carry item. Mr. Caruso informed the public that the rates provided a savings of over $100,000 to the district. Dr. VanHouten-Sauter agreed with Mr. Reed that we need to have the rates ahead of time so that they can be reviewed and digested. Mr. Graham reminded the Board that two meetings a month are held to avoid hand-carried items. The Board requested that the information on rates be provided at least one meeting ahead of time to allow ample time to review and digest the information. A motion by Mr. Simpler, seconded by Dr. VanHouten-Sauter, to grant approval to close the public portion of the meeting, was carried unanimously. Operations/Finance Delta Dental A motion by Mr. Caruso, seconded by Dr. VanHouten-Sauter, to grant approval to accept the quote from Delta Dental for dental coverage effective January 1, 2013 through December 31, 2014, a 7% increase over our current rates in the first year and a 0% increase in the second year, was carried by a majority roll call vote, wth Dr. VanHouten-Sauter abstaining. O/F 1 Benecard A motion by Mr. Caruso, seconded by Dr. VanHouten-Sauter, to grant approval to accept the quote from Benecard for prescription coverage effective January 1, 2013 through December 31, 2013, a 5% increase over our current rates, was carried by a majority roll call vote, with Dr. VanHouten-Sauter abstaining. O/F 1 Create & Post Para Positions A motion by Mr. Caruso, seconded by Dr. VanHouten-Sauter, to grant approval to create and post four three-hour special needs paraprofessionals at Holly Glen Elementary School, was carried by a majority roll call vote, with Dr. VanHouten-Sauter abstaining. (IEP driven) O/F 2 Regulatory Services Quote L17M A motion by Mr. Simpler, seconded by Dr. VanHouten-Sauter, to grant sustained action to quote bus route L17M to provide transportation for a displaced Monroe Township student residing in Pine Hill, New Jersey to attend Williamstown Middle School for the remainder of the 2012/2013 school year, was carried by a unanimous roll call vote. R1 5 Quote L18M A motion by Mr. Simpler, seconded by Dr. VanHouten-Sauter, to grant sustained action to quote bus route L18M to provide transportation for a displaced Monroe Township residing in Bridgeton, New Jersey student to attend Williamstown Middle School per DYFS for the remainder of the 2012/2013 school year, was carried by a unanimous roll call vote. R2 Quote S76M A motion by Mr. Simpler, seconded by Dr. VanHouten-Sauter, to grant sustained action to quote bus route S76M to provide transportation for a Monroe Township special needs student who is displaced and resides in Sicklerville, New Jersey to attend GCSSSD Bankbridge Regional School, North Campus for the remainder of the 2012/2013 school year, was carried by a unanimous roll call vote. R3 Quote L15M A motion by Mr. Simpler, seconded by Dr. VanHouten-Sauter, to grant sustained action to quote bus route L15M to provide transportation for a Monroe Township student who is displaced and resides in Sicklerville, New Jersey to attend Whitehall Elementary School for the remainder of the 2012/2013 school year, was carried by a unanimous roll call vote. R4 Joint Agreement w/Delsea A motion by Mr. Simpler, seconded by Dr. VanHouten-Sauter, to grant sustained action be approved enter into a joint agreement with the Delsea Regional Board of Education to transport two private school students on bus route NP01 to Cumberland Christian School, Vineland, New Jersey to cost the Monroe Township Board of Education $9.84 per diem for both students for the total cost $1,377.60 for 140 remaining days of the 2012/2013 school year, was carried by a unanimous roll call vote. R5 Joint Agreement w/Delsea A motion by Mr. Simpler, seconded by Dr. VanHouten-Sauter, to grant sustained action be approved enter into a joint agreement with the Delsea Regional High School District to transport two Monroe Township special needs students on Delsea bus route SP14 to Overbrook School for the Blind in Philadelphia to cost Monroe Township Board of Education $45,218.00 for the 2012/2013 school year, was carried by a unanimous roll call vote. R6 Award S5M A motion by Mr. Simpler, seconded by Dr. VanHouten-Sauter, to grant sustained approval to award the quote for bus route S5M to Holcomb Bus Service for $261.00 per diem, for the total cost of $35,235.00 for the remaining 135 days of the 2012/2013 school year, was carried by a unanimous roll call vote. R7 Award L17M A motion by Mr. Simpler, seconded by Dr. VanHouten-Sauter, to grant sustained approval to award the quote for bus route L17M to Holcomb Bus Service for $227.00 per diem, for the total cost of $30,191.00 for the remaining 133 days of the 2012/2013 school year, was carried by a unanimous roll call vote. R9 Drill Competition A motion by Mr. Simpler, seconded by Dr. VanHouten-Sauter, to grant sustained approval be awarded for the Williamstown High School ROTC to be transported to Delsea Regional High School in Franklinville, New Jersey on December 8, 2012 for a Drill Competition to cost Monroe Township Board of Education approximately $40.00 per hour, per bus with Student Transportation of America for approximately $480.00, was carried by a unanimous roll call vote. R10 Bus Donation A motion by Mr. Simpler, seconded by Dr. VanHouten-Sauter, to grant approval to accept the donation of busses by Student Transportation of America to the Williamstown High School Marching Unit for the Holiday Tour to various neighborhoods throughout Monroe Township on December 19 & 20, 2012. Three busses will be needed from approximately 6:00 p.m. to 9:00 p.m. The motion was carried by a unanimous roll call vote. R11 Rotary Club Donation A motion by Mr. Simpler, seconded by Dr. VanHouten-Sauter, to grant approval to accept the donation of dictionaries to the 3 graders of Monroe Township from the Williamstown Rotary Club, was carried by a unanimous roll call vote. R12 SPARK A motion by Mr. Simpler, seconded by Dr. VanHouten-Sauter, to grant approval to accept the donation of the PE research-based program, SPARK, to the PE Department of Oak Knoll by Mr. O’Brien and the Williamstown Democratic Buildings Fund, Inc., was carried by a unanimous roll call vote. R13 School Programs ROTC Competition A motion by Mrs. Davi, seconded by Mr. Moore, to grant approval for approximately thirty Williamstown High School ROTC students and one chaperone to attend the 2012 – 13 ROTC Competition at Delsea Regional High School, Franklinville, New Jersey on December 8, 2012. (Chaperone: Sgt. Joseph Ramirez) The motion was carried by a unanimous roll call vote. There will be tailgating before the game. Due to the big game, students voted to move the Semi to January 11, 2013. Brittany Reedman – Fall sports athletes were honored at last night’s awards banquet. Students will be inducted into National Honor Society on January 8th. David Visconti – Drama Club met December 5th. They are eager to begin rehearsals. Old Business Mr. Graham read a statement from our Policy No. 9160 regarding the public being on the field/sidelines. Mr. Graham stated that if the policy is no going to be enforced, the language should be removed. Board members agreed to enforce the policy. 16 New Business Mr. Simpler stated that Brittany Reedman is an attribute to the district, a shining star, congratulations on her new endeavor. Mr. Simpler stated that the Red Cross is helping over 60 families. Mr. Caruso encouraged Board members to support the Braves on Friday night at Rowan University. “Go Braves!” Adjournment A motion by Mr. Simpler, seconded by Mrs. Davi, to grant approval to adjourn the meeting at 9:05 p.m., was carried unanimously.
