BPM Explanation GB
“BPM” for Dutch cars sold to foreign countries In 1993, private motor vehicle and motorcycle tax, also known as BPM, was introduced. BPM is paid when purchasing a new car or importing a used car. Up till 2007, no BPM was returned when exporting a car. Consequently, a Dutch car was not marketable abroad because of the high purchase price due to the remaining BPM. However, the system of BPM refunds when exporting a passenger car has changed in 2007: when exporting a Dutch car to an other EU country and following registration of the motor vehicle in that country, the owner of the Dutch car with registration papers will receive a partial BPM refund from the Dutch Tax and Customs Administration. To be eligible for a partial refund of BPM in case of export the following criteria apply: • • • the car should have its first Dutch registration after or on 16 October 2006; no BPM refund has been previously paid out; if exemption of BPM applies, a refund is not applicable, e.g. in the case of taxis, delivery vans and moveable goods. Only if these criteria are met the owner will receive a partial BPM refund. When a buyer purchases one or more cars from Athlon Car Lease Nederland B.V. one-third of the partial refundable BPM will be charged as a guarantee. This amount will be paid into buyer’s bank account once Athlon Car Lease Nederland B.V. has received notice of registration within 21 days after withdrawing the vehicle. Athlon Car Lease Nederland B.V. will charge a handling fee of € 250 ex VAT for each car bought for export. Athlon Car Lease Nederland B.V. offers buyer the option to have Athlon Car Lease Nederland B.V. handle registration abroad for a fee of € 200 ex VAT per car. In that case, the one-third BPM guarantee will not be charged.
