WELCOME TO ROSTOCK Y 3 ou have decided to study in the Hanseatic city of Rostock at Rostock University – we are happy about that and would like to welcome you! Many things may seem foreign and unknown to you at first. Socialising There are a lot of organisations striving to make you feel comfortable and to ease the beginning of your studies. First and foremost these include the International Office (Akademisches Auslandsamt) of your university, the Local ERASMUS-Initiative (LEI) as a student support agency at University Rostock, and the “Starter-Café” In the heart of Rostock Rostock, as institution of the Studentenwerk Rostock (Student Service Organisation Rostock), the University and the Rostock University of Music and Theatre. Students from the Department of Maritime Studies of the University of Applied Science Wismar are very welcome here as well! BEFORE ENTERING GERMANY Language Requirements P 9 lease ask the respective university for the language requirements that are necessary for your study programme. Usually your level of German proficiency is supposed to be sufficient to easily follow the classes and to fulfil the expected requirements. Your language skills have to be At the Language Centre already documented at the time of application and enrolment. Usually this is documented through a passed language test, namely the „Deutsche Sprachprüfung für den Hochschulzugang ausländischer Studienbewerber“ (DSH), TestDaF or an equally recognised test. You can find the required tests for the respective study programme at: Web: www.sprachnachweis.de For your entry with the purpose to study you need a study permit. Do not entry as a tourist in any case since you cannot convert a tourist visa into a study permit! Visa Application A visa permits you to start a study programme in the Federal Republic of Germany. Please inform yourself about the requirements and procedures of the visa application at your embassy or consulate in your home county in due time, i.e. 3-6 months before the expected entry. In general the following papers are required upon the visa application: •A valid passport •A confirmed application or a note of authorisation of a German university •A proof of finance of at least 670 Euro a month A visa is not required for citizens of the EU or countries which have signed special agreements. This includes currently Honduras, Iceland, Israel, Japan, Canada, Lichtenstein, Monaco, Norway, San Marino, Switzerland and the United States of America. These citizens can apply for a residence permit at the foreigner´s registration office in Rostock after their entry. Therefore they still need a proof of finance of at least 670 Euro a month. Citizens of the EU will receive a confirmation of the free movement of persons. Further information on halls of residence, facilities, furniture and prices can be found at: Web: www.studentenwerk-rostock.de halls of residence are all connected with the campus network of the university. This means that you have the same access to the network as if you were on campus, provided that you have registered with an account in the particular computer centre. Under the section “Wohnen” (living) you can find all halls of residence as well as the online application. In case of any problems you can also contact the employees of this section via telephone or email. All rooms come with a data outlet to connect to a PC or laptop. The TIP: Due to the high demand for rooms in the halls of residence it is recommended to apply for a hall of residence as early as possible! Signing a health insurance Please ask the health insurance of your native country for the EHIC (European Health Insurance Card) or an appropriate certificate for your insurance in Germany. AFTER ENTRY - STEPS TO MATRICULATION A fter arrival you should contact the International Office of your university or visit the Starter-Café. 13 You will be welcomed there and get further organisational information. Orientation and Introduction at the Universities University of Rostock and University of Wismar: Orientation week We recommend you to take part in the orientation week (“O-Woche”) which takes place during the week before the first lecture to all newly-arrived foreign students. The programme includes: •Announcement of important information by representatives of the International Office, the LEI and the Student Service Organisation Rostock (Studentenwerk) •Possibility to pay the semester fee (requirement of matriculation) •Help for matriculation in the Study Secretariat TIP: We really recommend the orientation week (“O-Woche”) to all newlyarrived foreign students. You have the chance to complete all your formalities with the help of German tutors. Moreover you get a chance to meet some of your “Kommilitonen”(fellow students) and to get some orientation around the city before your courses start. •Possibility for consultation with an employee of the International Office •Help with rental contracts and payment of the first instalment for a room in a hall of residence of the Studentenwerk Rostock (only upon reservation! see page 11) •Introductory event of the language centre •Introductory event about the International Class and the Short Programme (only at Wismar University for Applied Science) •Help with the application at the foreigner’s registration office •Assistance with the application for the university sports courses •VIntroduction of the academic library and the IT-centre •Socialising and getting to know the Hanseatic City of Rostock with a city tour, pub crawl and a short excursion •Possibility to join an intercultural training 14 Rostock University of Music and Theatre (HMT): Introduction events All newly-arrived students are invited. The University of Music and Theatre Rostock introduces its International Office and its tutors and informs about various support arrangements. The events usually take place after the matriculation/ enrolment – watch out for signs in the university or contact the International Office. A permanent residence is very important in Germany to register with the public authorities and to open an account. 15 Organising Accommodation If you have not made arrangements for accommodation prior to your arrival, you have to do this within the first days after your arrival. You are welcome to ask one of the contact persons listed on pages 5 and 6 for help. They are happy to help you to find a suitable place to stay. Health Insurance STUDENTS HAVE TO PRESENT A HEALTH INSURANCE UPON MATRICULATION AND UPON APPLICATION FOR A RESIDENCE PERMIT Students from EU-countries need their European Health Insurance Card (EHIC). International students from countries without a social security agreement with Germany (EUcountries e.g. Bosnia-Herzegovina, Iceland, Croatia, Macedonia, Montenegro, Norway, Serbia, Switzerland, Turkey and Tunisia) can get their existing insurance confirmed by a German Health Insurance. If you do not have a health insurance in your home country, you have to sign one in Rostock. Students are currently paying around 78 Euro a month. For more information you can contact one of the contact persons listed on page 5 and 6 or an employee from a statutory health insurance. You will need it to transfer your future rent or your semester fees to the university. Non-EU citizens have to register at the foreigner’s registration office. The residence permit will be marked in your passport. If you renew your residence permit your application is going to be investigated to check the purpose 21 of residence. An extension of the permit usually takes place every two years, not exceeding the end of studies. Afterwards you have the possibility to apply for a residence permit for the purpose of finding a job which is valid for one year. Re-registration and Leave of Absence Each student must re-register at the corresponding study secretariat within a certain period if he/she wants to continue his/her studies. The re-registration is done when you have paid in the requested semester fee within the re-registration ascribed period. Students can apply for a leave of absence in special cases, for example illness. You can get the application form in the study secretariat and it needs to be handed in within the specified deadlines. During the leave of absence it is not possible to earn any credit points. However, it is still required to pay the semester fee. For more information please ask your respective study secretariat. 4. The courses are offered for different levels, consisting of certain modular units. The placement tests take place before the enrolment of the respective semester in the self-learning centre of the language centre (Ulmenstraße 69, Room 321). For the language courses a fee will be charged. Grocery Shopping There a couple of cheap supermarkets in Rostock with of a wide range of products. Staple foods usually have the same prices in all stores. Compare prices yourself and ask your fellow students or roomies where you can buy at good terms or get good value for your money. Deposit Bottles and Mineral Water Keep and collect the glass and plastic bottles that you bought, since you will get their deposit back upon return of the bottles to the shop. Look out for the deposit sign (“Pfand”). For example for the 1,5-liter bottles you will be charged a deposit of 25 cent that you will get back when you return the empty bottle later - under the condition that the label with the deposit sign and the bar code are still on the bottle. TIP: Please note that – with a few exceptions – all supermarkets are closed on Sundays. Many bakeries, on the other hand, are also open on Sunday. Students who have a private health insurance need to bring a confirmation of their insurance. 46 Cycling Since Rostock is not a very big city and many university institutions are scattered around the city, is recommendable to buy a bicycle. Many stretches of way can be mastered more easily and faster by bicycle than by public transportation. Rostock’s surroundings are also attractive for longer biking tours with 47 its many cycle paths. Many bicycle shops in the city are offering used bicycles to moderate prices. Asked the sales assistant and compare prices! Do also ask your German fellow students – maybe they can give you some other tips about where to buy a cheap bicycle. TIP: At the beginning of every semester the Local ERASMUS Initiative Rostock (LEI Rostock) is organising a bicycle market. Here you can get a roadworthy bicycle for already 30 – 40 Euros. Additionally you have to pay a deposit of 15 Euro for every bicycle. You will get this deposit back if you return your bike in a sound condition to the students of LEI at the end of your stay in Rostock. Students from the „old“ EU- and EFTA-countries as well as from Cyprus and Malta You do not need a work permit to take on a paid job in Germany. This also applies for internships. However, you need to request an income tax card („Lohnsteuerkarte“) at your respective registration office („Einwohnermeldeamt”). Income Tax Card & 400 Euro-Jobs You need an income tax card for nearly all kind of jobs. You will receive it at the Foreigners’ Registration Office or your respective registration office. Exceptions to this rule are the so-called 400 Euro-Jobs: If you earn less than 400 Euros a month you do not need to pay income tax.
