BRICS Agree Development Bank and Science Forum
The five BRICS countries agreed to set up a development bank, a forum of science ministers and a council for researchers and academia at their forum in
Durban, South Africa, last month (26-27 March). According to media reports, the
bank is expected to start with US$ 50 billion in total – US$ 10 billion from each
BRICS country – and will fund development and infrastructure projects in developing countries. The science ministers' forum will discuss joint research projects.
The nations have also established a BRICS Think Tanks Council to assist with
innovation and act as a "platform for the exchange of ideas among researchers,
academia and think tanks".

World Bank Report Shows Quality of SME Climate in EUREKA Countries
The World Bank recently published its yearly report "Doing Business 2013:
Smarter Regulations for Small and Medium-Size Enterprises", an overview of
regulations affecting domestic firms in 185 economies and ranking the economies in 10 areas of business regulation, such as starting a business, resolving
insolvency and trading across borders.

Out of 42 EUREKA member countries and associated countries, 25 made it to
the top 50. Four of them being even within the world's top ten best business
places: Denmark, Norway, United Kingdom and EUREKA associated country
South Korea. Another member country within the EUREKA network, Poland,
was the global top improver in the past year.

Research Universities to Establish Global Network
Four of the world’s major research university groups are to form an international
network as a parallel organisation to the Global Research Council of Science
and Engineering Funding Agencies, established last year by agency representatives from nearly 50 countries.
The Association of American Universities (AAU), the League of European Research Universities (LERU), the China 9 League of leading universities and the
Australian Group of Eight (Go8) research-intensive universities plan to join forces to tackle what the groups see as the challenges facing research institutions
around the world.
Ministerial Meeting Agrees Priorities for Innovation in Africa
African ministers, senior United Nations officials and representatives of the private sector and civil society met in Tanzania this month and identified key priorities in promoting the role of science, technology and innovation in supporting
development in Africa. The measures were announced at the meeting, which
was one of a series held in preparation for the Annual Ministerial Review of the
UN Economic and Social Council (ECOSOC), which will be held in Geneva in
July.

EU 2020 Action Plan Set to Boost Innovation and Entrepreneurship
The European Commission published at the start of this year the Entrepreneurship 2020 Action Plan, a blueprint for decisive action to unleash Europe's entrepreneurial potential and boost entrepreneurship and innovation culture in Europe.
The Action Plan proposes three main areas of immediate intervention aiming at
enhancing entrepreneurial education and support to business creation: strengthen framework conditions for entrepreneurs by removing existing structural barriers, support to entrepreneurs in crucial phases of the business lifecycle,
dynamise the culture of entrepreneurship in Europe in order to nurture a new
generation of entrepreneurs.

Forschungs- und Innovationsanzeiger 2013 / Fortschrittsbericht der Strategie „Union für Innovation“
Die meisten EU-Länder verbessern stetig ihre Innovationsförderung. Einige jedoch tun nicht genug und fallen allmählich zurück, wie sich aus dem jährlichen
Forschungs- und Innovationsanzeiger ergibt. Der Anzeiger kann den EULändern dabei helfen, sowohl die wichtigsten Innovationsantriebskräfte zu bestimmen, als auch Wachstum und Beschäftigung in den Vordergrund zu stellen.
Er vergleicht die Länder anhand der Investitionen in Forschung und Entwicklung
(FuE) sowie 23 anderer Faktoren. Wie in früheren Jahren steht auch in diesem
Jahr Schweden an der Spitze, gefolgt von Deutschland, Dänemark und Finnland. Estland, Litauen und Lettland haben ihre Innovationsbemühungen vorangetrieben.
Mehr Innovation wagen und Hindernisse abbauen, damit gute Ideen auch marktfähig werden können, sind Kernpunkte der Strategie „Union für Innovation“. Ein
Fortschrittsbericht zur Strategie zeigt, dass die Innovationsunion auf dem besten
Wege ist: 80 % der Vorschläge werden derzeit umgesetzt.

Die Europäische Kommission machte am 27. März den ersten Schritt zur Aufstellung eines Rahmens für die EU-Klima- und Energiepolitik bis 2030. Sie nahm
ein Grünbuch an, mit dem eine Konsultation der Öffentlichkeit zum Inhalt des
Politikrahmens bis 2030 eingeleitet wurde. Außerdem veröffentlichte sie eine
konsultative Mitteilung über die Zukunft der CO2-Abscheidung und -Speicherung
(CCS) in Europa, die eine Debatte über die Optionen anstoßen sollte, die bestehen, um die zeitige Entwicklung dieser Technologie sicherzustellen. Schließlich
nahm die Kommission einen Bericht über die Fortschritte der Mitgliedstaaten bei
der Erreichung ihrer Zielvorgaben bis 2020 auf dem Gebiet der erneuerbaren
Energien sowie Berichte über die Nachhaltigkeit der in der EU verbrauchten
Biokraftstoffe und flüssigen Biobrennstoffe an.

Scientific Visa: Erleichterte Einreise für Forschende aus
Drittstaaten
Die Europäische Kommission hat am 26. März 2013 einen Vorschlag für eine
Richtlinie über die Einreise- und Aufenthaltsbedingungen von Drittstaatsangehörigen zu Forschungs- oder Studienzwecken, zur Teilnahme an einem Schüleraustausch, einem bezahlten oder unbezahlten Praktikum, einem Freiwilligendienst oder zur Ausübung einer Au-pair-Beschäftigung vorgelegt.
Ziel der Richtlinie ist es, Studierenden, Forschenden und weiteren Personen aus
Drittstaaten die Einreise in die EU und den Aufenthalt für einen Zeitraum von
mehr als drei Monaten zu erleichtern. Insbesondere sollen auch die Bedingungen für die Mobilität im Rahmen der Programme Erasmus Mundus und Marie
Curie verbessert werden.

Maximising the Use of Research Infrastructures in Europe:
An On-Line Map to Locate the Facilities
The European Commission has been supporting access to effective research
infrastructures for researchers all over Europe for more than a decade. This
action has been instrumental in enhancing European researchers' access to the
infrastructures they require to conduct their research, irrespective of the location
of the facility.
It is now possible to see on an interactive map the location of about 800 research infrastructures that open their doors to all researchers in Europe. This
map shows the location of the research infrastructures funded under the Sev-

Seit Ende März 2013 informiert das Webportal "HorizonHealth.eu" interessierte
Bürgerinnen und Bürger über EU-geförderte Forschungsprojekte im Gesundheitsbereich. Neben Artikeln zu neuen Entwicklungen im Medizinbereich bietet
das Portal den Besucher/innen die Möglichkeit, sich über Projektprofile ein Bild
davon zu machen, zu welchen Gesundheitsthemen mit EU-Mitteln geforscht
wird.

Aktualisierte Fassung des Finanzleitfadens veröffentlicht
Die Europäische Kommission hat am 18. März 2013 einen aktualisierten "Leitfaden zur Finanzierung indirekter Maßnahmen des 7. EU-Forschungsrahmenprogramms" veröffentlicht.
Grund der Aktualisierung ist die neue EU-Haushaltsordnung, die zum 1. Januar
2013 in Kraft getreten ist. Bei den Änderungen der EU-Haushaltsordnung, die
Projekte des 7. EU-Forschungsrahmenprogramms betreffen, handelt es sich um
kürzere Auszahlungsfristen für Vorfinanzierung und Zwischenzahlungen sowie
den Wegfall der Pflicht der koordinierenden Einrichtung zur Eröffnung eines
zinsbringenden Kontos.

Ministerin Geneviève Fioraso kündigt im Kabinett die Entwicklung einer neuen nationalen Forschungs- und Innovationstrategie für Frankreich an
Im Zusammenhang mit der Vorlage eines neuen Gesetzentwurfs zu Hochschulen und Forschung hat die französische Ministerin für diesen Politikbereich angekündigt, bis September 2013 eine neue Strategie für Forschung und Innovation zu erarbeiten.
Die neue Strategie soll den Namen „France Europe 2020“ tragen und Frankreichs Forschungsprioritäten bis 2020 definieren. Bei der Erarbeitung wird sich
die Ministerin auf einen neu zu berufenden Strategischen Forschungsrat stützen, der die bisherigen beiden Beratungsgremien ablösen soll.
Die neue Strategie soll nach Verabschiedung im Herbst 2013 alle zwei Jahre
unter Befassung des Parlamentes fortgeschrieben werden und jedes Jahr von
dem beim Senat ressortierenden Office Parlementaire d‘Évaluation des Choix
Scientifiques (OPECST) evaluiert werden.

Industriestrategie soll an die Gesundheitspolitik angepasst
werden
Am 25. März leiteten die Minister für Wirtschaft, Gesundheit und Forschung die
Sitzung des strategischen Ausschusses zu Gesundheitsindustrie und
-technologien in Lyon. An der Sitzung nahm auch der Präsident der Vereinigung
„G5 santé“, ein Think-Tank der acht bedeutendsten französischen Unternehmen
im Bereich Gesundheit und Lebenswissenschaften, teil.
Erste Schritte des Ausschusses lassen die Umrisse des zukünftigen Branchenvertrags erkennen. Dieser Vertrag soll eine Anpassung an eine medizinische
Welt im Umbruch sichern, die von steigender Lebenserwartung der Menschen
sowie von der Entwicklung der Schwellenländer geprägt ist.
Nach Einschätzung der Minister nimmt die Nachfrage im Bereich Gesundheit
stärker zu als das weltweite Wachstum, weshalb Frankreich in diesem Bereich
ein wettbewerbsfähiges Gefüge entwickeln müsse. Die Exzellenz der französischen Forscher und Ingenieure erlaube es, die Weltmarktführerschaft für diese
Industrie anzustreben. In Frankreich sind rund 200.000 unmittelbar Angestellte

„Salon Innovative Geistes- und Sozialwissenschaften“
präsentiert Forschungsergebnisse
Französische Wissenschaftler der Geistes- und Sozialwissenschaften planen
einen konkreten Beitrag zur Stimulierung wirtschaftlicher Innovationen. Mit einem ersten „Salon Innovative Geistes- und Sozialwissenschaften“ öffnet sich
dieser Wissenschaftsbereich der Vermarktung seiner Forschungsergebnisse.
Frankreich hat in den Jahren 2009 und 2010 zu fünf zentralen Bereichen seiner
nationalen Forschungs- und Innovationsstrategie Allianzen aus universitären
und außeruniversitären Forschungseinrichtungen gegründet. Die Allianz für
Geistes- und Sozialwissenschaften, ATHENA, sucht mit ihrer Arbeitsgruppe
„Geistes- und Sozialwissenschaften, Innovation und Unternehmen“ Wege, z. B.
um die Anwendbarkeit von Forschungsergebnissen aus der Disziplin mittels

Innovative Geistes- und Sozialwissenschaften“ in Paris. Mit den Angeboten wollen Athena und CNRS die Diversität und den Reichtum der Forschungsergebnisse aus den Instituten der Geistes- und Sozialwissenschaften demonstrieren.
Der Salon wird 50 Verwertungsprojekte vorstellen.

U.K. Report Offers Nuclear Research Road Map
The U.K. government published an industrial strategy to help its businesses
make the most of expected growth in nuclear energy as the United Kingdom and
other countries begin to build more nuclear plants to reduce carbon emissions.
The strategy acknowledges that a burgeoning nuclear industry will need government support for research and development, and so it commissioned a review on the current state of British nuclear R&D and a road map outlining what
needs to be done in the future.
Because the government clearly wants more nuclear power, the review recommends that it set up "a new R&D programme which explicitly supports the potential deployment of future nuclear energy solutions in the UK through the creation
of the necessary technology, facilities and skills."

U.K. Budget Leaves Science Funding Falling Slowly
In his budget speech, Chancellor George Osborne gave a tantalizing hint that
“existing protections” would apply for future spending – meaning that research
budgets may be left undamaged – but made no specific mention of science. The
only announcement that might affect cash for research this year was indirect: a
1 % cut from the spends of many ministerial departments, including that responsible for science, the Department for Business, Innovation and Skills. This will
not directly affect research grant money, but departments might make savings
by cutting their own research spending.
The 2012 reforms of higher education in England – the switch to higher tuition
fees and lower direct state funding – pose no immediate risk to the overall financial health of the country’s universities, says an official report published on
March 14. But the report from the Higher Education Funding Council for England, or HEFCE, says the changes in funding, coupled with recruitment shortfalls
in 2012-13, have led to a wide variation in the financial performance and health
of different institutions.

Die japanische Regierung hat beschlossen, staatlichen und privaten Universitäten 180 Milliarden Yen (1,47 Milliarden Euro) zu zahlen, um eine praktische Nutzung von Forschungsergebnissen universitärer Grundlagenforschung voranzutreiben. Die Regierung will Privatunternehmen ebenfalls zur finanziellen Unterstützung auffordern und durch die Zusammenarbeit von Wissenschaft und Wirtschaft Grundlagenforschung zur praktischen Anwendung bringen, um eine Belebung der Wirtschaft zu erzielen. Der Plan soll als Säule zur Regenerierung der
Wirtschaft unter der Regierung von Premierminister Shinzo Abe in das Paket
wirtschaftlicher Notmaßnahmen aufgenommen werden.
Konkret will die Regierung staatlichen Universitäten wie der University of Tokyo,
der Kyoto, Osaka und Tohoku University noch im laufenden Fiskaljahr 2012
(Ende: 31.03.2013) 120 Milliarden Yen (986 Millionen Euro) zur Verfügung stellen. Weitere 60 Milliarden Yen (493 Millionen Euro) werden über die Japan
Science and Technology Agency (JST) an die Keio University und andere private Universitäten ausgezahlt. Durch die Zusammenarbeit von Wirtschaft und Wissenschaft will man eine praktische Nutzung von Grundlagenforschung erzielen.
Wenn dabei neue Produkte sowie Dienstleistungen geschaffen und ein gewisser
Gewinn erzielt wird, soll ein bestimmter Teil davon in die Staatskasse zurückfließen.
Der Fokus liegt auf folgenden Forschungsgebieten: Schaffung neuer Medikamente aus induzierten pluripotenten Stammzellen (iPS-Zellen), Entwicklung
notwendiger Technologien und Geräte zur Industrialisierung regenerativer Behandlung sowie Entwicklung von Geräten im Bereich erneuerbarer Energien und
Energieeinsparung.

Förderprogramm zur Verteilung von Staatsgeldern an ausländische Studierende
Das Ministry of Education, Culture, Sports, Science and Technology (MEXT) hat
kürzlich die Auswahlergebnisse für das „Spezialprogramm zur vorrangigen Verteilung von Staatsgeldern für ausländische Studenten“ bekannt gegeben, mit
dem Graduate Schools, die Programme zur Aufnahme international hoch angesehener, ausländischer Studierender durchführen, gefördert werden. Mit dem
Programm will das MEXT die Internationalisierung der Universitäten unterstützen.
Das Programm wurde 2006 aufgelegt und stellt den Universitäten einen bestimmten Rahmen zur Verfügung, innerhalb dessen sie ausländische Studierende aufnehmen können, die ein monatliches Stipendium in Höhe von 150.000
Yen (1.232 Euro) erhalten. Die fünfjährige Förderdauer des Stipendiums ermöglicht den Universitäten eine leichtere Anwerbung hervorragender Studenten, an
denen andere Länder ebenfalls Interesse haben. Ferner können die Hochschulen einen langfristigen Verbleib der ausländischen Studierenden einplanen.

Nearly $ 10 Billion in R&D Cuts
On 22 March, the House of Representatives passed the Consolidated and Further Continuing Appropriations Act of 2013 as expected. The vote came a day
after the Senate passed the bill.
According to intial estimates by the American Association for the Advancement
of Science (AAAS), federal R&D investment will amount to approximately
$ 130.9 billion in FY 2013, a drop of $ 9.6 billion or 6.9 % from FY 2012. Nearly
all of this decline is due to sequestration, as Congress appeared to hold several
R&D accounts nearly flat and trimming only $ 506.6 million from R&D expenditures in the final bill. However, there is some considerable variation agency-byagency.
In historical terms, when adjusted for inflation, these figures put federal R&D
investment at its lowest point since FY 2002, and more than $ 25 billion in constant dollars below the all-time peak in 2010. This represents a 17.1 % decline in
just three years.

PCAST Releases New Climate Report
On 22 March the President’s Council of Advisors on Science and Technology
(PCAST) released a letter to the President describing six key components the
advisory group believes should be central to the Administration’s strategy for
addressing climate change.
The 9-page “letter report” responds to a November request from the President
for advice as the Administration prepares new initiatives to tackle the challenges
posed by Earth’s changing climate. The letter calls for a dual focus on mitigation
– reducing the pace and magnitude of climate-related changes – and adaptation
– minimizing the unavoidable damage that can be expected to result from climate change.
“Both approaches are essential parts of an integrated strategy for dealing with
climate change,” the letter states. “Mitigation is needed to avoid a degree of
climate change that would be unmanageable despite efforts to adapt. Adaptation is needed because the climate is already changing and some further change
is inevitable regardless of what is done to reduce its pace and magnitude.”
The six key components are:

Focus on national preparedness for climate change, which can help decrease damage from extreme weather events now and speed recovery from
future damage;

Continue efforts to decarbonize the economy, with emphasis on the electricity sector;

Level the playing field for clean-energy and energy-efficiency technologies
by removing regulatory obstacles, addressing market failures, adjusting tax
policies, and providing time-limited subsidies for clean energy when appropriate;

Sustain research on next-generation clean-energy technologies and remove
obstacles for their eventual deployment;

ALMA Inauguration Heralds New Era of Discovery
Key Higher Education Bills Pass Parliamentary Committee
In a remote part of the Chilean Andes, the Atacama Large Millimeter/submillimeter Array (ALMA), was inaugurated at an official ceremony. This
event marks the completion of all the major systems of the giant telescope and
the formal transition from a construction project to a fully fledged observatory.
ALMA is a partnership between Europe, North America and East Asia in cooperation with the Republic of Chile. The observatory was conceived as three separate projects in Europe, USA and Japan in the 1980s, and merged to one in the
1990s. Construction started in 2003. The total construction cost of ALMA is approximately US$ 1.4 billion.
The antennas of the ALMA array, fifty-four 12-meter and twelve smaller 7-meter
dish antennas, work together as a single telescope. Each antenna collects radiation coming from space and focuses it onto a receiver. The signals from the antennas are then brought together and processed by a specialised supercomputer: the ALMA Correlator.
Key education-related bills, including the foreign education providers bill that
would allow overseas universities to open campuses in India, have finally been
cleared by a parliamentary committee comprising members of several political
parties – after a delay of more than two-and-a-half years. The Human Resources Development (HRD) Ministry is hoping the committee’s consensus will
enable it to push the bills through parliament.
Under the Foreign Universities Bill, the committee had questioned a clause that
required foreign institutions to maintain a minimum corpus of INR 500 million
(just over US$ 9 million) in India, and another provision that bars foreign universities from repatriating profits. The ministry has indicated that it is prepared to
revise downwards the minimum corpus requirement. The other bills envisage
setting up a national accreditation regulatory authority, a tribunal to fast-track the
adjudication of disputes in the higher education system, and forming a national
academic depository to digitise credentials of students and curb forgery.

Ministry Orders Cuts in Enrolments to Boost Quality
Am 7. März wurde das Birkeland Zentrum für Weltraumforschung an der Universität von Bergen eröffnet. Die Einrichtung ist das erste von 13 Exzellenzzentren
Norwegens, die in diesem Jahr ihren Betrieb aufnehmen sollen. Das vom Norwegischen Forschungsrat aufgelegte Exzellenzzentren-(SFF)-Programm zielt
auf die Förderung von Einrichtungen mit höchster wissenschaftlicher Qualität.
The ministry has said that enrolment quotas would be cut “between 10 % and
100 %” at the 23 institutions “because of failures to meet required conditions on
lecturers and facilities”.

Vietnam’s Ministry of Higher Education and Training has said it will slash enrolments by thousands of students at 23 universities and colleges. Deputy Education Minister Bui Van Ga told local media last week that the new policy was to
“focus on quality instead of quantity”. The announcement was in advance of
upcoming nationwide university entrance examinations in July.
But the radical cutbacks are also a signal that after two decades of booming
enrolments, the development of higher education in Vietnam is decelerating,
education experts said.
