Consider Conversion as an Opportunity!
In addition to the conversion of industrial and commercial
land or former rail and postal areas, now, for the first time,
the conversion of a number of former military areas to civil
usage is imminent. The initial wave of conversion in the 90’s
opened new perspectives and chances for many Hessian
communities. New city quarters as the ones in Wiesbaden,
Frankfurt, Fulda or Oberursel emerged, additional commercial and service oriented space in Kassel, Giessen, Marburg,
Wetzlar and at other places became available.

Following the Bundeswehr announcements of closing
additional installations in Northern and Middle Hessen, partially executed in 2005, the
U.S. Forces in Europe also announced base closures, mostly in Southern and Middle
Hessen. These closures are expected to begin in 2007. The first base to be closed is
babenhausen in the Darmstadt-Dieburg district.

The State sees itself as the partner for cities and communities going through the
conversion process. By making available know-how and funding, the State Government
strongly supports the future oriented regional development and the creation of jobs and
living areas. In the years 2005 and 2006 alone, the Ministry of Economics granted
subsidies exceeding 6,1 million for conversion related projects.
Conversion processes generally take a long time. Local affairs especially need a lot of
staying power. Local Government must develop concepts in regards to content and
organization, which may be visionary, must address private individuals and investors in
order to acquire additional know-how, but must, at the same time, assure that projects
and concepts are discussed and aligned regionally with all involved parties early on, to
avoid any undesirable development. Only the balanced cooperation of participants,
tasks, quality and proposals offers means of continuously developing new impulses and
competencies suitable for the future of the entire region. This includes involvement of
surrounding communities located beyond the State borders into the dialogue.
The subject ‘conversion‘ will accompany the State Government as one of the major
challenges for state policies throughout the years to come. Conversion policies will be an
ongoing task in the regional network of economical and structural development,
employment, demographics and traffic issues. In view of the project management and
funding, the task requires long term planning. The State Government supports this
process with advice to the affected communities and with the assistance to the Hessen
Agentur GmbH, and through promotion of projects.

Babenhausen, a prosperous residential and commercial town of 16.500 inhabitants, is located
in the southeast Rhine-Main region of Germany. According to demographical forecasts, its
population is expected to grow 5% * by 2020. Comprised of five town districts, the flourishing
municipality is situated on the Deutsche Fachwerkstraße, a well-travelled tourist route, and
within the Darmstadt-Aschaffenburg suburban area, which features a well-developed network
of roads and public transportation. 10.000 of the 16.500 inhabitants live in the central
business district.
Property Description
The former installation is located 1,5 km southeast of the town centre directly on the B 26
(Darmstadt-Aschaffenburg). Together with an adjacent industrial park to the north, it forms
the eastern boundary of Babenhausen.
The area that housed the administration space was built in 1900/01 and is listed in the
national heritage register. The former commissary area with supermarket, cafeteria, cinema,
gym and maintenance/operational facility areas as well as the four-storey apartment building
with round 320 units is newer and some of it has been completely renovated. Contaminants
can be expected in certain areas of the barracks, such as those areas where the tanks were
washed, the ammunition stored and the area that served as a military airfield. At present,
there are no available reports from investigations for contaminants or hazardous materials.
North of the barracks on the B 26, an industrial park is located adjacent to the property. In
the south, there is a special airfield with conservation areas, in the east a wooded area and in
the west, there are residential areas with leisure and recreational spaces as well. The base is
vacant and was transferred to the Federal Government, which is the owner, in July 2007.

Suitability of the Site
Key Industry Branches
A new area for industry, commercial and residential use is planned for the eastern edge of
Babenhausen. It will be home to businesses that include manufacturing, services and other
commercial activities, especially those that offer the promise of future sustainability. The new
development shall dominate the grounds of the former barracks and serve notice of the
town’s commitment to the future right at the very entrance to the town. Its appearance shall
reflect Babenhausen’s new identity as the site of advanced energy technologies and working
environments and support the town’s image of being future-oriented.
Desired is a mixed-use area with residential, businesses and educational facilities. Particularly
important is that the development preserves the unique character of the historic site. The
hotel building, cinema, maintenance and operational buildings as well as the athletic fields
could all serve as vital components in a fitness, recreation or leisure facility. Additional
segments of the property are suitable for projects in the energy sector, provided they are
compatible with the surroundings. In general, the newer buildings can be used.

The Town of Babenhausen has opened discussion on the subject of redevelopment of former
military bases and is participating in the architectural competition, ‘Europan 9‘ with its military
installation property. The purpose of the competition is to find architectural and urban
development solutions for complex construction projects. 22 European countries are
participating in the competition, which is running to the beginning of 2008. In addition,
Babenhausen has been accepted in Hessen’s urban redevelopment program.
