About MEGAN
MEGAN ‘Mentoring for Excluded Groups and Networks’ is an EU project which aims to pilot and
evaluate mentoring as a means of facilitating the social inclusion and employment of vulnerable
groups including Roma, migrants, young people, women, the long term unemployed and
offenders.
The specific objectives of the project are to:

Promote effective strategies to support social inclusion and employment
To enhance the social inclusion of vulnerable communities through mentoring
MEGAN is funded by the European Union Programme for Employment and Social Solidarity
PROGRESS (2007 – 2013) and runs from November 2012 – October 2014.
MEGAN partners
NOMS is an agency of the UK Ministry of Justice and provides
offender management in the community and in custody. Its vision is
to work collaboratively with partners to achieve a transformed justice
system to make communities safer, prevent victims and cut crime.
BAGázs is a public benefit association that was started by 13 volunteers in 2010 to
support the Romany settlement in Bag (a village in Hungary, near Budapest). The
association now has 30 volunteers and supports the people of the settlement to
integrate into their local community.
Aproximar is a non profit organisation aiming to empower individuals,
groups and organisations to be able to confidently address their needs and
demands. Aproximar’s mission is to empower each person to become a
proactive actor in achieving their life goals.
Santa Casa Misericórdia da Amadora is a not for profit organisation,
founded in 1987 that provides social services support according to
Amadora community needs, including facilitating payment of benefits and
providing a range of support to the community.
The Centre for Economic and Social Inclusion is the UK’s leading
not-for-profit research and policy centre, dedicated to tackling
disadvantage and promoting social inclusion in the labour market.
Praxis is a specialist charity with 30 years’ experience of working with
vulnerable migrants. Praxis delivers advice, training, employment
support, interpreting services, health awareness and initiatives to help to
strengthen and develop communities and individuals.
London Probation Trust (ceased operation in May 2014) worked with
offenders to help them lead responsible and law-abiding lives. Its overriding aim was to reduce re-offending and protect the public. As of June
2014 London Probation Trust became the London Community Rehabilitation Company.

Speaker’s biographies
Emőke Both – BAGázs
Emőke graduated in law in 2005, and in
social Social Pedagogy in 2011. She has
worked for the Office of Justice in Victim
Support Services and in the Probation
Office. Emőke has also worked for ELTE
University faculty of law for 10 years and
trains volunteers to support ex-offenders
after their release. She started her work in
Bag as a probation officer for the Roma
settlement where she recruited volunteers
to improve the efficiency of the fieldwork.
Emőke also founded BAGazs Public Benefit
Association and has been the President
since it’s conception. Emőke was responsible
for the mentor program in the MOMIE
project for the Roma settlement and has
trained peer and non-peer mentors. She is
the manager of MEGAN project.
After gaining her Certificate of Qualification
in Social Work (CQSW), Bettina joined the
Probation Service, where she worked for 30
years. She has since worked in NOMS CEO's
office, where she advised on high-risk and
high profile offender cases; and in the office
of the the Parliamentary Under-Secretary of
State for Justice, as Private Secretary
Ioan Durnescu – University of
Bucharest
Dr. Ioan DURNESCU is associate professor
at the University of Bucharest, Faculty of
Sociology and Social Work. He teaches and
conducts research in the area of probation
and prison fields. His special interest is
comparative probation. He is one of the
editors of the Probation in Europe (WOLF)
and the Understanding penal practice
(Routledge).
Bettina Crossick – NOMS
Bettina Crossick is Senior Commissioning
Advisor for Rehabilitation Strategies in the
National Offender Management Service
(NOMS), where she manages the NOMS
Grants Programme, working closely with
Voluntary, Community and Social Enterprise
(VCSE) rehabilitation providers in
correctional services. She has a particular
interest in developing services which are
accessible to groups defined as protected by
the 2010 Equality Act, and ensuring that
rehabilitation services are accessible to all.
She is currently working closely with VCSE
partners to explore the effectiveness of
Mentoring, Volunteering and Service User
Engagement in the rehabilitative context.
Ioan Durnescu is also co-editor of the
European Journal of Probation, a journal
published by the University of Bucharest in
partnership with SAGE Publishing.
He is also member in a number of
prestigious organizations: he is board
member of the Confederation of European
Probation (CEP) and also the chair of the
Community sanctions and measures
Working group within the European Society
of Criminology.

Adriano Fernandes – Santa Casa da
Misericórdia da Amadora (SCMA)
Adriano Fernandes earned his degree on
Sociology in 1999. Since then he has also
been upgrading his academic and scientific
knowledge through the participation on
different training and forums on Social
Intervention, namely in the Vulnerable
people area, both as Trainee and Trainer.
Adriano Fernandes employment record
includes Case Management and Teams
Coordination on Organisations of the 3rd
Sector in the area of childhood and
vulnerable people, namely on 3rd Sectors
Organisation. Since 2007, he has been
working in Santa Casa da Misericórdia da
Amadora,an Organisation with core business
on Communitarian Intervention, leading
Teams working with vulnerable people.

Kalpana Kapoor – NOMS and UK
Ministry of Justice
Kalpana Kapoor is a qualified Project and
Programme Manager and has worked on a
range of projects across Europe and the
Middle East and North Africa Region. These
projects have ranged in their focus,
including subject matters such as Hate
Crime, Violent Extremism, Reducing Reoffending, Domestic Abuse, Cross-Border
Resettlement, Transfer of Prison and
Probation Sentences, Civil Mediation,
Alternatives to Custody, Development of
Legal & Judicial Systems, Crime Analysis and
Money-Laudering. Kalpana has worked on
direct EU Action Grants, Foreign &
Commonwealth Funds and EU Twinning
Projects. She currently works across the
Criminal Justice sector, spreading her time
between the UK Ministry of Justice and the
National Offender Management Service
(NOMS).
Adriano Fernandes has 13 years of Social

of Inovative Methodologies and Tools to
faster increase vulnerable people

Rowan Foster - Inclusion
Rowan has spent close to 10 years directing
and managing social policy research in
central and local government and the
voluntary sector.
Máté Kertész – BAGázs
Máté Kertész graduated as a Human
Behaviour Analyst (Psychology – BA degree)
in 2011, he is curently finishing his MA
Studies in Clinical and Health Psychology.
Rowan’s previous role was Research
Manager at Gradcore, a social enterprise
start-up focusing on skills and employability
in the graduate labour market. Before that
she spent five years working on research
and policy at the Department for Work and
Pensions (DWP). Her experience spans a
range of employment and welfare policy
areas including criminal justice, poverty,

Was responsible to design and manage
innovative projects, focus on knowledge
transfer and adaptation, in several areas of
social economy and entrepreneurship (IDEIA
– women entrepreneurship), namely social
business plans (Dianova and Social Games
Store), strategic organizational plan
(Misericórdia da Amadora), education
(Crescer a saber, Young Entrepreneurs),
training and mentoring (GREAT, MOMIE –
Models on Mentoring for Inclusion and
Employment and MEGAN) to quote some
awarded as good practices.
Bethan Lant – Praxis
Bethan Lant is Project Lead for Criminal
Justice at Praxis Community Projects, a
charity working with vulnerable migrants.
Bethan has worked with foreign national
offenders for over 13 years, working in
partnership with probation services and
NOMS on a range of projects. These include
provision of advice and casework to foreign
national offenders both in the community
and in prison, mentoring, training and
provision of information resources for
foreign national offenders and front line
professionals who work with them. Her
toolkit for the resettlement of foreign
national prisoners, TRACKS, commissioned
by NOMS, is now being rolled out across the
prison estate in England and Wales.
Since 2003 is engaged in intense
international work, mostly in Europe, in
different areas of knowledge, collaborating
in different networks and in the organization
of event s, research and publications.
Bethan has expertise on working with
foreign national offenders and prisoners,
migrants with no recourse to public funds
and third country nationals given leave to
remain through EU law. She has provided
training on these and other migrant issues
to hundreds of front-line professionals and
prison peer mentors. Bethan is a qualified
immigration adviser with a degree in Law
and an MA in Human Rights.
Specialties: Business plan developer (social
area), Project management and developer,
team management, coaching, training – skill
management, on job skill development.
Callum Miller – Inclusion
Callum is a Researcher at Inclusion. He
studied Economics at the University of
Nottingham focusing on both labour and
development economics, culminating in a
dissertation piece on the involvement of
commercial providers in the microfinance
sector. Following graduation he joined
Tiago Leitão – Aproximar
Tiago is the executive director of
ksromania.com, senior manager at Qualify
Qualify (IPS_Innovative Prison Systems) and
Board member at Aproximar. Holding a
social work degree, Portuguese Catholic

Inclusion as a Labour Market Research and
Policy Assistant.
Since 2008, Linda has worked as an
independent consultant with colleagues both
in the UK and across Europe on a wide
range of projects as project manager,
transnational co-ordinator and external
evaluator. She has undertaken research in
diverse subjects from preventing
radicalisation of prisoners and hate crime to
the treatment of Gypsies and Travellers in
the criminal justice system.
At Inclusion, he specialises in survey design
and management, and quantitative analysis
of both client management information and
national datasets.
Callum is experienced in using SPSS and R
to conduct statistical analysis of both
management information and large,
centrally produced government datasets. He
is also experienced in a range of qualitative
techniques; including one-to-one
interviewing and running participant focus
groups. He has also led training courses on
statistical tools designed by Inclusion as well
as on the importance of data collection and
evaluation generally.
Linda is also an external expert with the
European Commission, Directorate General
for Justice, evaluating applications for
funding to various programmes.
Lauren Small – Inclusion
Lauren is a Senior Researcher with ten years
experience of social research. She began
her career in academic research where she
worked on education specific issues. She is
experienced in using an array of research
methodologies and consulting a diverse
range of groups and communities.
Linda Pizani-Williams – EISS
Linda qualified as a probation officer in 1980
after working as a volunteer with the service
since 1972. She worked for Kent Probation
Service in a variety of roles until 2000,
including 2 years in Cookham Wood
women’s prison. Her last 6 years with the
service were spent developing the European
dimension, attracting a considerable
contribution from the European Social Fund
to support the employability of ex-offenders
through education, training and vocational
qualifications. She worked with colleagues
from across Europe to share ideas and good
practice in the effective resettlement of
offenders in the community. From 2000 until
2008 she worked at the European Institute
of Social Services based at the University of
Kent, developing and managing various
transnational projects to support
disadvantaged and marginalised groups and
promote social inclusion.
Lauren has extensive experience of
managing numerous European and UKbased public and private sector research
projects in the areas of welfare to work,
criminal justice, education and social
disadvantage. Lauren’s project roles have
involved programme evaluation, action
research, stakeholder consultation and
policy development.
Lauren managed the Models of Mentoring
for Inclusion and Employment (MOMIE)
project, funded by the European
Commission. In partnership with the Ministry
of Justice for England and Wales, UK and
Hungarian Probation Services and a large
Portuguese charity, Lauren conducted an
evaluation of pilot programmes aimed at
tackling employment, social exclusion and

re-offending amongst vulnerable and
disadvantaged groups. The evaluation
involved measuring distance travelled in a
range of soft outcomes. The follow-on
project MEGAN, also managed by Lauren,
aimed to determine hard outcomes using a
Randomised Control Trial methodology.
Among Lauren’s other work are projects for
the Commission focussing on tackling youth
gang violence (Youth Secure Streets) and
improving access to online employment
information in order to improve labour
market outcomes for disadvantaged young
people(TeleInclusion Community). Lauren
was also responsible for the management of
two strands of the Greater London Authority
(GLA) Youth Programme for young people
excluded from school and young offenders.
These evaluations included interviews with
project beneficiaries facing multiple barriers
to employment, education and training.

A MEGAN-ról
A MEGAN, a "Kizárt csoportok és hálózatok mentorálása" egy EU projekt, amely arra irányul, hogy
kipróbálja és értékelje a mentorálást, mint olyan eszközt, amely elősegíti sérülékeny csoportok, köztük a
Roma nemzetiségűek, vándorlók, fiatalok, a nők, a hosszú távú munkanélküliek és bűnelkövetők
társadalmi integrációját és foglalkoztatását.

A MEGAN program az Európai Unió Foglalkoztatási és Szociális Szolidaritási Programja, a PROGRESS (2007
- 2013) pénzügyi támogatásával 2012 novembertől 2014 októberig zajlik.
A MEGAN partnerei
A NOMS a brit igazságügyi minisztérium egy szerve és a bűnelkövetők
közösségi és őrizeti kezelésében nyújt támogatást. Munkájuk célkitűzése, hogy
partnereivel együttműködve elérjék az igazságszolgáltatási rendszer átalakulását
úgy, hogy a közösségeket biztonságosabbá tegyék, megelőzzék az áldozattá
válást és csökkentsék a bűnözést.
A BAGázs egy nyílt közhasznú egyesület, amelyet 2010-ben 13 önkéntes hozott létre, hogy
elősegítse a romák letelepedését Bagon (amely egy magyar falu Budapest közelében). Az
egyesületnek immár 30 önkéntese van és a letelepülő lakosoknak a helyi közösségbe történő
integrálódását támogatja.
Az Aproximar egy nonprofit szervezet, melynek célja egyének, csoportok és
szervezetek képessé tétele arra, hogy igényeiket és szükségleteiket magabiztosan
ki tudják elégíteni. Az Aproximar küldetése, hogy minden személyt képessé tegyen
abban, hogy kezdeményezőerővel lépjen fel élete céljai elérése érdekében.
A Santa Casa Misericórdia da Amadora egy nem nyereségérdekelt szervezet,
amelyet 1987-ben alapítottak, és amely szociális szolgáltatási támogatást nyújt
Amadora közössége szükségleteinek kielégítéséhez, ideértve segélyek folyósításának
elősegítését és a közösség részére egy sor támogatás nyújtását.
A Centre for Economic and Social Inclusion (Gazdasági és Társadalmi
Integrációs Központ) Nagy-Britannia vezető non-profit kutatási és irányelvmeghatározó központja, amelynek a feladata a hátrányos helyzetűek
problémájának kezelése és a társadalmi elfogadás elősegítése a munkaerőpiacon.
A Praxis egy 30 éves, sérülékeny bevándorlókkal való foglalkozásban speciális
tapasztalattal rendelkező jótékonysági szervezet. A Praxis a tanácsadást, képzést,
foglalkoztatási támogatást, tolmácsolási szolgáltatást, egészségügyi felvilágosítást
és javaslatokat nyújtó szervezet, amely a közösségek és magánszemélyek
erősítését és fejlesztését segíti.
A London Probation Trust (Londoni Feltételesen Szabadlábon Élők
Alapítványa) (amely 2014-ben megszüntette működését) elítélteknek segített
abban, hogy felelős és törvénytisztelő életet éljenek. Legfontosabb célja volt, hogy
csökkentse a visszaeső bűnözést és védje a közembereket. A London Probation Trust 2014 júniusától mint
a London Community Rehabilitation Company (Londoni Közösségi Rehabilitációs Társaság) működik.

elérhetők legyenek. Jelenleg szorosan
együttműködik a VCSE partnereivel,
hogy jobban megismerje a mentorálás,
önkéntesség és a
szolgáltatásfelhasználók bevonásának
hatékonyságát a rehabilitáció keretében.
Emőke jogot végzett 2005-ben, valamint
társadalompedagógia szakot 2011-ben.
Ő már dolgozott a Sértetteket Támogató
Szolgálatok Igazságügyi Hivatalában és
a Pártfogói Felügyelői Hivatalban.
Emőke az ELTE jogi karán is dolgozott
10 évig, és önkénteseket képez ki volt
bűnelkövetők szabadulás utáni
támogatására. Munkáját Bagon a
cigánytelepen kezdte hivatásos
pártfogóként, ahol önkénteseket
toborzott a terepmunka
hatékonyságának javítására. Emőke
alapítója a BAGazs nyílt közhasznú
egyesületnek és annak létrejötte óta
elnöke is. Emőke volt felelős a
cigánytelepen a MOMIE projektben a
mentor programért és kiképzett
szakértői és nem szakértő mentorokat. A
MEGAN projekt vezetője.
Miután megszerezte a szociális munkás
képesítési bizonyítványt (CQSW), Bettina
csatlakozott a Pártfogói Szolgálathoz,
ahol 30 éven keresztül dolgozott. Azóta
a NOMS vezérigazgatói irodájában
dolgozik, ahol magas kockázatú és
közismert elkövetők eseteiben nyújtott
tanácsot; ezen kívül személyi titkárként
a parlamenti igazságügyi államtitkárthelyettesi irodában is dolgozik.
Ioan Durnescu - Bukaresti Egyetem
Dr. Ioan DURNESCU a bukaresti
egyetem szociológia és szociális munka
tanszékének docense. Tanít és
tanulmányokat folytat a próbairdős és
börtönbüntetési területeken. Speciális
érdeklődési területe az összehasonlító
próbaidő. A Próbaidőn Európában
(WOLF) és a Büntetőjogi Gyakorlat
Értelmezése (Routledge) című kötetek
egyik szerkesztője.
Bettina Crossick a Nemzeti Bűnelkövetőkezelési Szolgálat (NOMS) vezető
rehabilitációs stratégiai tanácsadója,
ahol kezeli a NOMS Támogatási
Programját és szorosan együttműködik
az Önkéntes, Közösségi és Szociális
Vállalkozás (VCSE) korrekciós
szolgálatánál dolgozó rehabilitációs
szolgáltatókkal. Speciális érdeklődési
köre olyan szolgáltatások fejlesztése,
amelyek a 2010-es Egyenlőségi Törvény
meghatározása szerint védett csoportok

Adriano Fernandes 1999-ben szerzett
szociológia diplomát. Azóta
továbbfejleszti elméleti és tudományos
ismereteit különböző, a társadalmi
intervencióról szóló továbbképzéseken
és fórumokon való részvétellel,
különösen a veszélyeztetett személyek
területén, mind hallgatóként, mind
oktatóként. Adriano Fernandes szakmai
életrajzához hozzá tartozik 3. szektorbeli
szervezetek esettanulmányai és
csoportkoordinációja a gyermekkor és a
veszélyeztetett személyek területén,
nevezetesen 3. szektorbeli szervezetek
esetében. 2007 óta dolgozik a Santa
Casa da Misericórdia da Amadoranál,
amely egy elsősorban a kommunális
közösségi intervencióra koncentráló
szervezet, ahol veszélyeztetett
emberekkel dolgozó csoportokat vezet.
Rowan korábban kutatási vezető volt a
Gradcore-nál, egy induló szociális
vállalkozásál, amely a diplomás
munkaerő-piacon meglévő
képzettségekre és foglalkoztathatóságra

külföldi állampolgár bűnözőkkel, és
számos projektben együttműködik
pártfogói felügyelői szolgálatokkal és a

állampolgár bűnözők részére mind a
közösségben, mind a börtönben, külföldi
állampolgár bűnözők és a velük

Kertész Máté emberi
viselkedéselemzőként végzett
(pszichológia - BA) 2011-ben, jelenleg
fejezi be MA tanulmányait a klinikai és
egészségügyi pszichológia területén.
Az elmúlt években önkéntes munkát
végez nem kormányzati szervezetek
(NGOs) részére Budapesten, amely
során elsősorban a rehabilitációra és a
hátrányos helyzetű csoportokra
(kábítószer-használókra, roma
emberekre) koncentrál.
Bethan szakértője a külföldi állampolgár
bűnözőkkel és foglyokkal, és
emigránsokkal való
munkamódszerekben, akiknek nem áll
rendelkezésükre állami támogatás, és
harmadik országbeli állampolgárokkal,
akik EU törvények alapján jogosultan
maradnak helyben. Számos képzést

több ügynökséget átfogó muka javítását
célzó stratégiai projekt, a szociális
biztonságban, vagy nemrég Romániában
a "Credem Schimbare" stratégiai
projekten.

Callum kutató az Inclusionnál.
Közgazdaságtant tanult a Nottinghami
Egyetemen, ahol a munkaerő- és
fejlesztés-gazdaságtanra koncentrált,
amely a a kereskedelmi szolgáltatóknak
a mikrofinanszírozási szektorba történő
bevonásáról szóló disszertációban érte el
csúcspontját. Az egyetem elvégzését
követően csatlakozott munkaerő-piaci
kutatóként és politikai asszisztensként
csatlakozott az Inclusion-höz.
Az Inclusion-nél felméréstervezésre és irányításra, és ügyfélkezelési információk
és nemzeti adatbázisok mennyiségi
elemzésére specializálódik.
Callum tapasztalattal rendelkezik az
SPSS és az R használatával mind a
vezetési információk, mind a nagy
központilag előállított, kormányzati
adatállományok statisztikai

elemzésében. Számos minőségi
technikában rendelkezik
tapasztalatokkal, köztük a
négyszemközti interjúkészítésben és

2008 óta Linda független szakértőként
dolgozik kollégáival az Egyesült
Királyságban és Európa-szerte számos

nemzetközi koordinátorként és külső

radikalizálódása és a
gyűlöletbűncselekmények
megakadályozásától a romák és
nomádok büntetőjogi rendszerben való
kezeléséig.
Linda Pizani-Williams – EISS
Linda 1980-ban szerezte meg hivatásos
pártfogói képesítését, miután 1972 óta
önkéntesként dolgozott a szolgálatnál.
2000-ig dolgozott a Kenti Pártfogói
Szolgálatnál különféle szerepekben,
ezen belül 2 évig a Cookham Wood női
börtönben. A szolgálatnál töltött utóbbi
6 évben az európai dimenzió
fejlesztésében vett részt, miközben
jelentős befizetéseket vonzott az
Európai Szociális Alaptól a volt bűnözők
foglalkoztathatóságának az oktatás,
képzés és szakképzés révén való
támogatására. Európa-szerte dolgozott
kollégáival, hogy megossza elképzeléseit
és a jó gyakorlatot az elkövetőknek a
közösségbe való hatékony
visszailleszkedésére. 2000-től 2008-ig a
Kenti Egyetemen lévő Szociális
Szolgálatok Európai Intézeténél
dolgozott, ahol különböző nemzetközötti
projektek kialakításában és
irányításában vett részt hátrányos
helyzetű és perifériára került csoportok
támogatására és társadalmi
integrációrjuk elősegítésére.
Linda is az Európai Bizottság Általános
Igazságszolgálttási Igazgatóságának egy
külső szakértője, aki különböző
programok finanszírozási pályázatait
értékeli.
Lauren Small – Inclusion
Lauren a szociális kutatás tíz éves
tapasztalattal rendelkező vezető
kutatója. Pályafutását a tudományos
kutatás területén kezdte, ahol
speciálisan oktatási kérdéseken
dolgozott. Jelentős tapasztalattal
rendelkezik számos kutatási módszer
használatában és különböző
csoportokkal és közösségekkel való
konzultációban.
Lauren széles körű tapasztalattal
rendelkezik számos európai és nagybritanniai állami és a magánszektor-beli
munkaerő-piaci beilleszkedési, büntető
igazságszolgáltatási, oktatási és szociális

(MOMIE) projektet, amelyet az Európai

Programjához tartozó két program
irányítása az iskolából kizárt fiatalok és

Sobre a MEGAN
MEGAN 'Aconselhamento para Grupos e Redes Excluídos" é um projeto da UE que tem por objetivo
orientar e avaliar o aconselhamento como uma forma de facilitar a inclusão social e o emprego dos
grupos mais vulneráveis, incluindo os ciganos, os imigrantes, os jovens, as mulheres, os desempregados
de longa duração e os infratores.

MEGAN é fundada pelo Programa para o Emprego e Solidariedade Social da União Europeia PROGRESS
(2007 - 2013) e trabalha de Novembro 2012 - Outubro 2014
Parceiros da MEGAN
NOMS é uma agência do Ministério da Justiça do Reino Unido e fornece a
gestão de transgressores na comunidade e sob custódia. A sua visão é a de
trabalhar em cooperação com os seus parceiros para atingir um sistema de
justiça transformado e ter comunidades mais seguras, prevenir vítimas e
reduzir o crime.
BAGázs é uma associação de beneficência pública começada por 13 voluntários em 2010
para dar apoio as ao acampamento Romany (Cigano) em Bag (uma aldeia na Hungria, perto
de Budapeste). A associação conta agora com 30 voluntários e apoia as pessoas do
acampamento na integração na sua comunidade local.
Aproximar é uma organização sem fins lucrativos com o objetivo de capacitar os
indivíduos, grupos e organizações para serem capazes de abordar com confiança as
suas necessidades e demandas. A missão da Aproximar é a de capacitar cada
individuo a se tornar um agente pro-ativo na realização de seus objetivos de vida.
Santa Casa Misericórdia da Amadora é uma organização sem fins
lucrativos, fundada em 1987, que presta apoio aos serviços sociais de acordo
com as necessidades da comunidade da Amadora, inclusive facilitando o
pagamento de benefícios e fornecendo uma gama de apoio à comunidade.
OCentre for Economic and Social Inclusion é o principal centro do
Reino Unido sem fins lucrativos de pesquisa e política, dedicado a corrigir as
desvantagens e a promover a inclusão social no mercado de trabalho.

Biografia dos oradores
Emőke formou-se em direito em 2005, e em
Pedagogia Social em 2011. Ela trabalhou
para o Gabinete de Justiça nos serviços de
apoio há vitima e no Gabinete de liberdade
condicional. Emőke também trabalhou para
a Universidade ELTE faculdade de Direito
durante 10 anos e forma voluntários para
dar apoio a ex-transgressores depois de
terem cumprido a pena. Ela iniciou o seu
trabalho em Bag como oficial de
condicionais para o acampamento Romany
(Cigano), onde ela recrutou voluntários para
melhorar a eficiência do trabalho de campo.
Emőke também fundou a BAGazs
Associação de Benefício Público e tem sido a
sua presidente desde a sua conceção.

Bucareste
Dr. Ioan DURNESCU é professor associado
da Universidade de Bucareste, da Faculdade
de Sociologia e Serviço Social. Ele ensina e
realiza pesquisas na área da liberdade
condicional e de campos de prisão. O seu
interesse especial é a condicional
comparativa. Ele é um dos editores da
liberdade condicional na Europa (WOLF) e o
entendimento da prática penal (Routledge).
Bettina Crossick - NOMS
Bettina Crossick é Consultora Sênior
Comissionamento para estratégias de
reabilitação no Serviço Nacional de Gestão
de infratores (NOMS), onde gerencia o
Programa de Noms Grants, trabalha
próximo com Voluntários, Comunidade e
Empreendedorismo Social (VCSE)

correcionais. Ela tem um interesse especial
no desenvolvimento de serviços que são

Adriano Fernandes mereceu formou-se em
Sociologia em 1999. Desde então, ele tem
também atualizado o seu conhecimento
académico e científico através da
participação em diversas formações e
fóruns sobre a Intervenção Social,
nomeadamente na área de pessoas
vulneráveis , tanto como formando como
formador O registo de emprego de Adriano
Fernandes inclui a gestão de processos e
equipes de coordenação em organizações
do Setor 3 na área da infância e pessoas

Setor. Desde 2007, ele tem vindo a
trabalhar na Santa Casa da Misericórdia da
Amadora, uma organização com o núcleo de

incluindo temas como crime de ódio, o
extremismo violento, reduzindo a
reincidência, abuso doméstico,

Transferência de Sentenças de prisão e
liberdade condicional, Mediação Civil,
alternativas à detenção, Desenvolvimento
de Sistemas Legais & judiciais, análises de
Crime e lavagem de dinheiro. Kalpana
trabalhou em subvenções de ação direta da
UE , fundos Estrangeiros & Commonwealth
e projetos de geminação da UE. Ela
atualmente trabalha em todo o sector da
justiça criminal, espalhando o seu tempo
entre o Ministério da Justiça do Reino Unido
e o Serviço Nacional de Gestão de
transgressores (NOMS).
Adriano Fernandes tem 13 anos de
experiência em Intervenção Social e Gestão
de Equipas, com base no desenvolvimento
de metodologias e ferramentas inovadoras
para aumentar mais rapidamente o
fortalecimento de vulnerável pessoas.
Rowan Foster (Inclusão)
Rowan passou perto de 10 anos a dirigir e
gerir a pesquisa política social no governo
central e local e do sector do voluntariado.
Máté Kertész – BAGázs
A função anterior de Rowan era Gerente de
Pesquisa da Gradcore, uma empresa social
start-up com foco em competências e
empregabilidade no mercado de trabalho de
pós-graduação. Antes disso ela passou cinco
anos a trabalhar em pesquisa e política no
departamento para o trabalho e pensões
(DWP). A sua experiência abrange um leque
de domínios políticas de ação social e de

BA), em 2011, ele está correntemente a

tem 15 anos de experiência em consultoria.
Bethan Lant é Líder de Projeto da Justiça
Criminal nos Projetos da Praxis Community,
uma instituição de caridade que trabalha
com migrantes vulnerável.
Tiago tem vindo a trabalhar no
desenvolvimento de competências e gestão
da mudança em organizações públicas, a
partir do "Rumos de Futuro" um projeto
estratégico com o objetivo de inovar no
trabalho multi-agência para a reintegração
de prisioneiros, na segurança social ou
recentemente na Roménia no "Credem in
Schimbare"projeto estratégico .
Foi responsável por projetar e gerir projetos
inovadores, com foco em transferência e
adaptação de conhecimento, em diversas
áreas de economia social e
empreendedorismo (IDEIA empreendedorismo das mulheres), ou seja,
planos de negócios sociais (Dianova e Social
Games Store), plano estratégico
organizacional (Misericórdia da Amadora ),
educação (Crescer a saber, Jovens
Empresários), formação e aconselhamento
(GREAT, MOMIE - Modelos de
Aconselhamento para a Inclusão e Emprego
e MEGAN) para citar alguns premiados como
boas práticas.
Bethan tem trabalhado com infratores
estrangeiros há mais de 13 anos,
trabalhando em parceria com os serviços de
liberdade condicional e NOMS em uma série
de projetos. Estes incluem aconselhamento
e tratamento de casos de infratores
estrangeiros tanto na comunidade e na
prisão, orientação, formação e
disponibilização de recursos de informação
para criminosos estrangeiros e profissionais
de linha de frente que trabalham com eles.
Seu kit de ferramentas para o

formação, treino - gestão de competências,
no desenvolvimento de habilidades de
trabalho.
Callum Miller – Inclusão
Callum é um pesquisador na Inclusão. Ele
estudou Economia na Universidade de
Nottingham incidindo tanto economia do
trabalho e desenvolvimento, culminando
com uma peça de dissertação sobre o
envolvimento de provedores comerciais no
setor de micro finanças. Após a formatura,
ele juntou-se Inclusion como Assistente de
Pesquisa e Política do Mercado de Trabalho.
Linda trabalhou como consultora
independente com colegas tanto no Reino
Unido e em toda a Europa em uma grande
variedade de projetos desde 2008 como
gerente de projetos, coordenador
transnacional e avaliadora externa. Ela tem
realizado pesquisas em diversos temas de
prevenção da radicalização dos presos e os
crimes de ódio até ao tratamento de ciganos
e viajantes no sistema de justiça criminal.
Na inclusão, ele é especialista em design de
pesquisa e gestão, e análise quantitativa de
ambas as informações de gerência de
cliente e conjuntos de dados nacionais.
Callum é experiente no uso de SPSS e R
para realizar a análise estatística de ambas
as informações de gerência e grandes,

Lauren Small (Inclusão)
Lauren é uma pesquisadora sênior com dez
anos de experiência de investigação social.
Ela começou sua carreira na pesquisa
académica, onde trabalhou em questões
específicas de educação. Ela tem
experiência na utilização de um conjunto de

Lauren tem uma vasta experiência na
gestão de vários projetos europeus e
projetos de investigação do sector público e
privado sediadas no Reino Unido, nas áreas
de segurança social para o trabalho, justiça
criminal, educação e desvantagem social.
Funções de Lauren no projeto envolveram a
avaliação de programas, pesquisa de ação,
a consulta das partes interessadas e
desenvolvimento de políticas.
Lauren geriu os modelos de
Aconselhamento para a Inclusão e Emprego
do projeto (MOMIE), financiado pela
Comissão Europeia. Em parceria com o
Ministério da Justiça da Inglaterra e País de
Gales, Serviços Liberdade Condicional do
Reino Unido e da Hungria e uma grande
instituição de caridade Portuguêsa, Lauren
realizou uma avaliação de programas-piloto
com o objetivo de combate ao desemprego,
a exclusão social e reincidência entre os
grupos vulneráveis e desfavorecidos. A
avaliação envolveu medir distância viajada
em uma série de resultados suaves. O
projeto de seguimento da MEGAN, também
administrado pela Lauren, teve como
objetivo determinar desfechos, utilizando
uma metodologia de avaliação de controle
experimental aleatório.
Entre outros trabalhos de Lauren há os
projetos para a Comissão centradas na luta
contra a violência de gangues de jovens
(Youth Secure Streets) e melhorar o acesso
à informação de emprego on-line, a fim de
melhorar os resultados do mercado de
trabalho para os jovens desfavorecidos
(Tele-Inclusão comunitárias). Lauren
também foi responsável pela gestão de duas
