Lutte contre les changements climatiques - LA MINISTRE LINE BEAUCHAMP en mission
en Europe
QUÉBEC, le 2 oct. /CNW Telbec/ - La ministre du Développement durable, de l'Environnement et
des Parcs, Mme Line Beauchamp, amorcera demain une mission qui l'amènera en France et en
Belgique. La ministre vise, entre autres, à faire des avancées en ce qui a trait à la reconnaissance du
rôle des Etats fédérés dans le nouveau traité international qui sera négocié à Copenhague en décembre
prochain.
En France, la ministre s'entretiendra avec l'ambassadeur chargé des négociations
internationales sur le changement climatique auprès du gouvernement français, M. Brice Lalonde,
ainsi qu'avec le secrétaire de la Francophonie, M. Abdou Diouf. Rappelons qu'en juillet dernier, lors
d'une visite du premier ministre du Québec, M. Jean Charest, le premier minister français, M.
François Fillon, avait reconnu le rôle important joué par le Québec en matière de lutte contre les
changements climatiques. La visite de la ministre a pour but de renforcer les alliances entre le
Québec, la France et la Francophonie en cette période précédant la conférence de Copenhague sur les
changements climatiques.
La ministre Beauchamp se rendra par la suite en Belgique où des
entretiens sont prévus avec M. Philippe Henry, ministre de l'Environnement, de l'Aménagement du
territoire, de la Mobilité et des Transports de la Wallonie, et M. Paul Magnette, ministre du Climat et
de l'Energie de la Belgique. Une rencontre est également prévue avec M. Luc Van den Brande,
président du Comité des Régions, un organisme représentant les collectivités territoriales auprès de
l'Union européenne. Rappelons qu'une alliance d'Etats fédérés et de régions, dont fait partie le
Québec, fait la promotion, dans le texte d'un prochain accord des Nations Unies sur les changements
climatiques, de la reconnaissance du rôle essentiel de ceux-ci.
«Les Etats fédérés et les régions
apportent une contribution concrète à la lutte contre les changements climatiques. La très grande
majorité des mesures sont mises en oeuvre par les Etats et les gouvernements régionaux; il est donc
logique que nous ayons voix au chapitre», a déclaré la ministre.
Mme Beauchamp profitera
également de l'occasion pour rappeler que le Québec est une figure de proue en Amérique du Nord en
matière de lutte contre les changements climatiques, notamment grâce à la mise en oeuvre de plans
d'action novateurs et à ses ressources hydroélectriques qui permettent de diminuer significativement
nos émissions de gaz à effet de serre. La cible de réduction des émissions de GES que s'est donnée le
Québec à l'horizon 2012, et celle qui sera adoptée pour l'année 2020 à la suite de la consultation
annoncée le 1er octobre 2009, font du Québec un leader non seulement en Amérique du Nord, mais
aussi à l'échelle internationale.
«Mon objectif est de réaffirmer la volonté du Québec, qui se place
parmi les Etats fédérés et les régions les plus avant-gardistes en matière de lutte contre les
changements climatiques, et de contribuer à l'atteinte des objectifs qui seront fixés en décembre
prochain», a conclu la minister Beauchamp.

BRUXELLES, 2 octobre (Xinhua) -- La septième édition de la manifestation annuelle
"OPEN DAYS - Semaine européenne des régions et des villes", organisée par la
Commission européenne et le Comité des régions de l'Union européenne, aura lieu du 5
au 8 octobre.
Plus de 7.000 responsables politiques, professionnels et représentants des entreprises,
de la société civile et du monde universitaire, actifs aux échelons européen, national et
régional, prendront part à 125 séminaires et activités diverses à Bruxelles.
Les participants viendront non seulement d'Europe, mais aussi des Etats-Unis, de Chine
et d'Inde.
Cette manifestation de quatre jours vise à ce que les régions et les villes échangent des
idées sur toute une série de questions, allant de la stimulation du développement
économique à la lutte contre la récession actuelle en passant par les défis à long terme
liés au changement climatique.
Quelque 230 initiatives locales seront également menées dans les États membres sous la
bannière des OPEN DAYS.

OPEN DAYS – Les régions et les villes européennes s’organisent en
matière de changement climatique
Du 5 au 8 octobre 2009, le rôle et les demandes des régions et collectivités territoriales
européennes seront au cœur des 7e « OPEN DAYS - La semaine européenne des régions et
villes » organisée par le Comité des Régions de l'UE (CdR) et la Direction générale
« Politique régionale » de la Commission européenne à Bruxelles. Environ 7 000 participants
des institutions européennes, de toutes les régions de l'UE mais également des régions de
pays tiers, discuteront notamment de la relance économique et du changement climatique.
À cette occasion, la ministre du Développement durable, de l'Environnement et des Parcs,
Mme Line Beauchamp, s'entretiendra avec le Président du Comité des Régions, M. Luc Van
den Brande, pour présenter le point de vue du Québec en matière de lutte contre le
changement climatique.
En cette année du renouvellement institutionnel de l'UE et en vue de la Conférence de
Copenhague sur le changement climatique en décembre, la réforme future de la politique de
cohésion européenne et le climat domineront les débats des OPEN DAYS. Ainsi, la session
plénière du 7 octobre sera entièrement consacrée à la préparation du sommet de
Copenhague qui définira les objectifs et mesures nécessaires pour affronter les causes et
conséquences du changement climatique. Le CdR, qui fera partie de la délégation de l'UE à
Copenhague, avait déjà arrêté en juin sa position globale en vue de ce sommet. Le
7 octobre, il finalisera ses travaux en adoptant son avis sur l'adaptation au changement
climatique.

Reunião conjunta da delegação brasileira em Bruxelas
Nesta manhã de segunda-feira, 05 de outubro, aconteceu em Bruxelas a primeira
reunião conjunta da delegação brasileira, reunindo os participantes do intercâmbio
com a União Européia vindos das visitas técnicas realizadas em Portugal, Espanha,
Itália, França e Alemanha. O objetivo foi fazer um primeiro balanço das ações
realizadas e resultados alcançados nesta primeira semana de atividades.
A Secretária de Programas Regionais, Márcia Damo, juntamente com os Diretores Fábio
Cunha e Marcelo Moreira, salientaram a importância do intercâmbio na consolidação
dos Fóruns de Desenvolvimento Regional e na responsabilidade de cada participante na
multiplicação do aprendizado junto às Mesorregiões Bico do Papagaio, Águas
Emendadas, Vale do Jequitinhonha e Mucuri, Chapada do Araripe e Grande Fronteira
do Mercosul. O Secretário de Políticas de Desenvolvimento Regional (SDR), Henrique
Villa, salientou aos participantes os principais pontos da cooperação brasileira com a
União Européia para o período 2009/2011.
Um representante de cada mesorregião apresentou os principais aspectos do
intercâmbio no país visitado, destacando-se como pontos comuns a grande
receptividade dos anfitriões e importantes aprendizados nas áreas de inovação,
tecnologia, bem como na Governança regional e local.
SESSÃO DE ABERTURA OPEN DAYS
No período da tarde de 05 de outubro, a delegação brasileira participou da sessão de
abertura do Open Days 2009, que ocorreu sede do Parlamento Europeu. A sessão teve
início com pronunciamento de boas vindas da Comissária Danuta Hübner, do Comitê de
Desenvolvimento Regional do Parlamento Europeu e do Presidente do Comitê das
Regiões, Sr. Luc Van den Brande, aos cerca de 7.000 participantes da 7ª Edição do
“OPEN DAYS European Week of Regions and Cities in Brussels” (Semana Européia de
Regiões e Cidades em Bruxelas). O evento inclui representantes tanto da União
Européia como também dos Estados Unidos, Rússia, China, Brasil e Ucrânia, enfim
todos aqueles envolvidos e interessados na política de coesão Européia.
Seguiu-se a abertura o painel “Crise Global, respostas locais?” que contou com a
participação do presidente do País Basco, Sr. Patxi López Álvarez, da Prefeita de
Dresden, Helma Orosz. No painel foi destacada a necessidade de converter o atual
modelo econômico no modelo baseado na “economia verde”, ou seja, o uso de
recursos econômicos de forma eficiente com a busca da sustentabilidade ambiental.
Encontro com o Presidente Lula
A delegação brasileira se encontrou no Hotel Sheraton com o Presidente Lula que
estava em Bruxelas participando do Seminário "Brasil e Bélgica: Novas Fronteiras para
Negócios". Na ocasião, foi apresentado ao presidente as atividades desenvolvidas no
intercâmbio com a União Européia pelas mesorregiões brasileiras, e o mesmo salientou
que “estamos aqui para aprender, mas também temos muito a ensinar”. A Secretária
Márcia Damo destacou ao Presidente “que a Política Nacional de Desenvolvimento
Regional está sendo implementada com muita competência e dedicação pelo Ministro
Geddel Vieira Lima” e convidou o Presidente a acompanhar os resultados deste
trabalho na 2ª Mostra Nacional de Desenvolvimento Regional, em Florianópolis, em
março de 2010.

Secretário Henrique Villa participa de painel sobre política
regional no Open Days 2009
Brasília ? O secretário de Políticas de Desenvolvimento Regional, Henrique Villa, participou
nesta terça-feira (06/10) de painel sobre o presente e o futuro da Política Regional Européia,
na Semana Européia de Cidades e Regiões (Open Days 2009), em Bruxelas, na Bélgica. Em
sua apresentação, destacou a Política Nacional de Desenvolvimento Regional (PNDR) e o
papel do Brasil no processo de desenvolvimento mundial. Para uma platéia de cerca de 500
pessoas, Henrique Villa chamou a atenção para o fato de que o Brasil ter compreendido
melhor, ?por meio da mensagem operada pela PNDR, que a dimensão territorial e o potencial
das regiões brasileiras, são vantagens comparativas inestimáveis que devem consolidar o
papel do País no processo do desenvolvimento global?. ?Trata-se de uma verdadeira operação
de alargamento do território brasileiro que está em andamento , completou o Secretário.
Nesta quarta-feira (07/10), o Open Days reserva mais um espaço para o Brasil no painel sobre
a cooperação brasileira com a União Européia no campo das políticas regionais,
operacionalizada pelo Ministério da Integração Nacional e a Direção Geral de Política
Regional da Comissão Européia (DG-Regio).

Grupo da Mesorregião Bico do Papagaio participa do Open Days 2009
O dia de hoje foi para nós um dos mais importantes. Foi um dia de reflexões e tomada
de consciência. Reflexões acerca dos desafios que o nosso Brasil ainda tem que
enfrentar.Tomada de consciência sobre o quanto o Brasil está engajado e sintonizado
com as preocupações mundiais.
O MI em parceria com a União Européia, ao trazer 40 brasileiros para vivenciar esse
intercâmbio, contribuiu para esse processo cognitivo de tomada de consciência. Ao
reconhecer a importância dos atores locais como agentes de desenvolvimento
regional, a Secretaria de Programas Regionais nos enche de orgulho e também de
muita responsabilidade e compromisso. Orgulho porque percebemos pelos temas
expostos no dia de hoje, que o Brasil está sintonizado com o mundo. As preocupações
destacadas pelos palestrantes de hoje já estão na pauta das políticas publicas do
governo brasileiro. Hoje estivemos no Centro administrativo da União Européia, onde
tivemos a oportunidade de presenciar e certificar tudo que vimos nas experiências da
semana anterior na Itália, com algumas discussões a mais, quais sejam: combate a
fome, desigualdade social, controle de emissão de gases, ou seja, tudo aquilo que já
lutamos e já combatemos no Brasil. Aqui, tivemos oportunidade de perceber a
cooperação muito forte entre a sociedade civil, governo e empresas. Nesse aspecto,
temos um papel importante a desempenhar na Mesorregião Bico do Papagaio, a fim de
avançar no sentido da articulação e transversalidade das ações governamentais.

In the occasion to the Open Days (5-8 October 2009) the European Commission will
present within a thematic workshop a powerful online interactive instrument to help cities
present their Sustainable Energy Action Plans (SEAP) and to facilitate their evaluation.
Mayors and local authorities participating at this workshop next Tuesday 6 th October will find out
“How do cities prepare their SEAP and Inventory of Emissions” by learning how to use the new
online template. The Covenant of Mayors is going from strength to strength with more than 700
signatories and the number of Supporting Structures reaching 33.
“With the SEAP template and guidelines, Covenant of Mayors enters a phase of technical
maturity, enabling any city to turn commitment to action”, said EU Energy Commissioner Andris
Piebalgs.
Template for Sustainable Energy Action Plans (SEAP)
The Covenant of Mayors is entering the phase of its technical readiness: Covenant signatories
are preparing and will submit their own unique Sustainable Energy Action Plans (SEAP), as they
have committed by signing the Covenant.
The first and crucial support tool, an online template helping cities to structure and present
their SEAPs and Baseline emission inventories, has been put online and is supported by helpful
instructions. This tool is freely available since October, forming a basis for follow up on Covenant
implementation. The key information from the SEAPs will then be made publicly available
through the www.eumayors.eu website.
The Covenant signatories are asked to complete this online template by providing information
regarding their Overall Strategy, the details of their Emission Inventory and the measures
included in their Sustainable Energy Action Plans.
The Covenant help-desk is operated in joint co-operation between Covenant of Mayors Office
and European’s Commission’s Joint Research Centre in Ispra.
Exceptional level of success Since launching this ambitious European Commission initiative in
2006, the Covenant of Mayors enjoys an exceptional level of success. As of 1 October 2009,
more than 700 mayors, representing over 110 million citizens, have signed the Covenant and in
doing so, have committed to reduce their CO 2 emissions beyond the EU 20% by 2020 target.
The signatories are so far receiving assistance from over 33 Supporting Structures – networks of
local and regional authorities and public administrations that provide strategic guidance, financial
and technical support to municipalities willing to sign up to the Covenant of Mayors. The
involvement of these actors is crucial for the success of the Covenant of Mayors.

U Briselu se od 5. do 8. oktobra održavaju sedmi po redu Otvoreni dani
(Open Days)-europska sedmica gradova i regiona.
U okviru ovogodišnjeg naziva manifestacije” Globalni izazovi, europski odgovori”, organizirano je više od 120
seminara, radionica, debata i izložbi u sklopu četri radne teme, i to: Povrat rasta- inovacije u europskim
regionima i gradovima; Regioni i klimatske promjene-europski put ka održivom regionalnom razvoju;Teritorijalna
suradnja- zajednički rad preko granica; Postignuti rezultati, pogled unaprijed:- evaluacija i buduća perspektiva
Europske kohezione politike.
Otvoreni dani započeli su 05. oktobra sesijom kojoj su prisustvovali predsjednik Barroso i zamjenik premijera
Švedske Maud Olofsson. Do završne sesije, koja će se u četvrtak 08. oktobra održati u zgradi Karla Velikog , oko
7000 lica prisustvovaće sesijama na kojima će biti diskutirana razna pitanja regionalne politike.Iza cijelog
događaja stoje Komitet regiona i Generalni direktorat Europske komisije za regionalnu politiku, zajedno sa više
od 250 partnera, od kojih su 213 regioni širom Europe. Kao dodatak Otvorenim danima u Briselu, partnerske
regije i gradovi organiziraju i 230 lokalnih događaja na kojima se očekuje oko 30 000 posjetilaca.
Glavni cilj Otvorenih dana jeste potpomoći razmjenu, debatu i umrežavanje među europskim ekspertima i
donosiocima odluka za regionalni i lokalni razvoj iz javnog, privatnog i finansijskog sektora.
Paweł Samecki, komesar EU za regionalnu politiku, na otvaranju Dana rekao je : “Otvoreni dani pokazuju da
Europska koheziona politika pruža više od finansiranja i investicija-oni omogućuju ljudima iz svih uglova Unije da
razmijene iskustva i sagledaju najbolje načine za razvoj njihovih regiona. Od prošlogodišnjih Otvorenih dana
mnogo se toga desilo. Suočili smo se sa globalnom ekonomskom i finansijskom krizom na koju smo uzvratili
Europskim planom za ekonomski oporavak te ostalim mjerama na nacionalnom i regionalnom nivou. Fokusirajući
ove Otvorene dane na temu “Globalni izazovi, europski odgovori”, mi želimo razmijeniti poglede i naučiti više o
tome kako naši regioni mogu najbolje proći ove testove. Kako ih možemo pretvoriti u priliku.”
Predsjedavajuća Odbora za regionalnu politiku Danuta Hübner (EPP, PL) u svom obraćanju kazala je da će
ključne mjere za rješavanje globalnih izazova poput ekonomske krize i klimatskih promjena biti uspješne samo
ukoliko regionalne i lokalne vlasti širom Europe rade zajedno na njihovoj primjeni. "Lisabonski ugovor proširuje
supsidijarnost na lokalni i regionalni nivo-na vama je da ih koristite”, kazala je Hübner.
“Jednog dana ova kriza će biti samo loše sjećanje”, kazao je predsjednik Euopske komisije José Manuel Barroso,
pozivajući na više fleksibilnosti u korištenju regionalnih fondova EU kako bi se riješila ekonomska kriza i Europa
vratila na zelenu, na znanju baziranu, održivu i inovativnu ekonomiju.
"Niko ne gradi kuću od krova”, kazao je predsjednik Komiteta regiona Luc Van den Brande, naglašavajući da je
put iz krize “ okrenuti europsku teritorijalnu raznolikost u regionalnu snagu. Irsko referendumsko DA
Lisabonskom ugovoru bila je dobra vijest za teritorijalnu koheziju i regionalno finansiranje EU treba nastaviti biti
dostupno svim regionima, a ne samo onim najsiromašnijim”.
Na Otvorenim danima i ove, kao i prethodnih godina, sudjeluju i predstavnici iz BiH ( Kanton Sarajevo,
Sarajevska regionalna razvojna agencija SERDA,…).

Republika Srpska učestvuje na manifestaciji "Otvoreni dani regija
i gradova" u Bruxellesu
RS, 6.10.2009. - Velika četvorodnevna manifestacija "Otvoreni dani regija i gradova",
na kojoj će 7.000 delegata i funkcionera predstavljati svoje regije i gradove, otvorena
je juče u Bruxellesu, a Srpska će prvi put aktivno učestvovati u ovoj manifestaciji.
Ovo je juče Srni potvrdio šef predstavništva Republike Srpske u Bruxelles-u Mario
Đuragić, prenosi Glas Srpske.
Na 125 seminara i brojnim neformalnim druženjima, političari, profesionalci, biznismeni
i drugi održavaće međusobne konsultacije o svim aspektima njihovog interesovanja.
Glavna tema sedmih po redu "Otvorenih dana" su načini prevazilaženja ekonomske i
finansijske krize i promjene koje će Evropi donijeti Lisabonski ugovor, dok je moto
"Neka regije i gradovi imaju prednosti".
Osim članica EU, pozvani su i predstavnici regija iz država kandidata i potencijalnih
kandidata, ali kako je ova vrsta saradnje, koja prelazi nacionalne granice, izazvala
vanredno interesovanje, na ovom skupu ove godine prijavili su se i Amerikanci, Kinezi,
Ukrajinci i Brazilci. EU podstiče regionalnu politiku koja se smatra prirodnom i
nekontroverznom.
U budžetu EU za razvoj regija u periodu od 2007. do 2013. godine predviđeno je 347
milijardi evra. Sredstva se dodjeljuju projektima kojima se poboljšava svakodnevni
život i standard građana, kao što su planovi odlaganja smeća, uvođenje i pristup
građana Internetu i izgradnja puteva.

Committee of the Regions calls for EU Danube strategy

The European Union’s Committee of the Regions has called on the EU to adopt a Danube strategy by
end 2010 that will address the needs of the region as one unit.
The EU has already defined comprehensive strategies for the Mediterranean and the Baltic Sea and a
similar approach needs to be adopted for the Danube “macroregion,” CoR said in a statement.
“In the current 2007-2013 development period, the Danube area is split into two overlapping
development areas,” CoR said, urging European institutions to treat it in its entirety in the next
development phase.
“To reach its full economic, social, environmental and cultural potential, the Danube area should be
viewed as a single transnational European area of development,” CoR rapporteur Wolfgang Reinhart
said.
CoR members, during a plenary session, presented specific measures of action ranging from the
development of transport infrastructure and cross-border cooperation in flood protection to joint
concepts for sustainable tourism and regional culture work.
The Committee of the Regions has repeatedly emphasized the importance of the Danube area in
Europe. In 2008, on the initiative of former CoR President Peter Straub, an inter-regional group,
Danube Area, was set up in the CoR.
It brings together representatives from Germany, Austria, Slovakia, Hungary, Romania and Bulgaria,
as well as guest members from Croatia and Serbia.
“Its goal is to boost the visibility of the Danube area in Brussels and to represent the interests of the
regions involved at European level,” the statement said.

07.10.2009 // Regional utvikling og kapasitetsbygging i offentlig sektor var tema da EØS-midlene
ble presentert under Open Days i Brussel denne uken
Gjennom EØS-midlene støtter Norge 130 prosjekter og fond innen satsningsområdet regional
utvikling og kapasitetsbygging i offentlig sektor. Polen er det største mottagerlandet, etterfulgt av
de baltiske landene, Bulgaria og Romania.
Finansierer videreutdanning
Avdelingsdirektør Steinar Hagen fra Utenriksdepartementet holdt åpningsinnlegget, og la vekt på
at å bidra til sosial og økonomisk utvikling på lokalt og regionalt nivå i mottagerlandene er en
viktig målsetning for EØS-midlene. Kapasitets- og kompetansebygging i offentlig sektor bidrar til
økt effektivitet og hever kvaliteten på tjenestene som tilbys innbyggerne. Frem til utgangen av
prosjektperioden i 2011 vil mer enn 50 000 offentlig ansatte i mottagerlandene ha mottatt
videreutdanning finansiert av EØS-midlene.
Hagen fremhevet videre at EØS-midlene støtter og oppfordrer til grenseoverskridende samarbeid
– 27 av prosjektene som mottar støtte under dette fokusområdet involverer samarbeidspartnere i
Ukraina, Hviterussland, Russland og på Vest-Balkan. EØS-midlene bidrar til å stimulere og
bygge ut bilateralt samarbeid mellom Norge og mottagerlandene. I underkant av en fjerdedel av
de støttede prosjektene innen dette satsningsområdet utføres i partnerskap med norske
myndigheter, institusjoner og bedrifter.

Polen står lokale myndigheter for en tredjedel av total offentlig pengebruk, og utfører 67 prosent
av alle investeringer i offentlig sektor. En betydelig del av ansvaret for utbygging av infrastruktur
og for å kvalitetssikre offentlige tjenester ligger dermed på kommunalt nivå, og
kapasitetsbyggende tiltak er av stor betydning for å sikre innbyggernes velferd.
Felles strategi for regional utvikling
Vita Prokopovica fra Latvias departement for regional utvikling og lokale myndigheter presenterte
det latviske fondet for grenseoverskridende samarbeid, som finansieres av EØS-midlene. Et av
prosjektene støttet gjennom dette fondet tar sikte på å utarbeide en felles strategi for regional
utvikling av den latviske Latgale-regionen og den russiske Pskov-regionen. Slike prosjekter
bidrar til å utvikle bærekraftige og levende lokalsamfunn på tvers av landegrensene, fremhevet
Prokopovica.
Open Days avholdes mellom 5. og 8. oktober, og inngår som en del av the European Week of

AB'nin 'Açık Günler' deneyimi
Yaşlı Avrupa'nın iki yüzü var; biri dışarıya kapanan, "öteki"leştiren, biri de kendini yeniden
üreterek, kucaklayan ve genişleyen Avrupa... İçinden geçtiğimiz süreçte birinci yüzü baskın
görünse de asıl geleceği şekillendirecek dipten gelen dalga olan ikinci yüzü... Bunu açık
biçimde Avrupa'nın başkenti Brüksel'de düzenlenen "Open Days" etkinliğinde görmek
mümkün. Open Days yani "Açık Günler"e AB üyesi ve Avrupa'yla yakın ilişki içinde olan çok
sayıda ülke katılıyor. Önemli bir toplantı çünkü AB ülkeleri, artık merkezden değil, "Bölgeler
ve şehirler" üzerinden "kalkınma, istihdam ve sosyal" politikalar geliştirmek istiyor.
Bunu da tam 7 yıldır yapıyorlar. Bu yıl da hedeflenen, yerel politikacılarla "Küresel
değişime Avrupa'nın cevapları" başlığı altında "Yaratıcılık, Çevre, Sınır Ötesi
İşbirliği ve Bölgeler Arası Uyum Politikaları"nı ele alarak yeni açılımları tartışmak. Biz
de AB'nin davetlisi olarak bu tartışmaları izlemek için Brüksel'deyiz. Ve tek gazeteci olarak AB
Parlamentosu'nun Genel Kurul salonunda yapılan ilk toplantıya katılıyoruz. Yerel deneyimlerin
paylaşıldığı bu toplantıda, başta Avrupa Komisyonu Başkanı Manuel Barroso olmak üzere
İsveç'ten İspanya'nın Bask bölgesine uzanan birçok ülkeden ve bölgeden bakanlarla üst
düzey yetkililer konuştu. Yirmi iki dilden çeviri yapılan toplantının amacını Barroso'nun şu
sözleri açıklıyordu: "Tek tip politikalar üretmek yerine yereldeki en iyi uygulamaları
ve deneyimleri ortaya çıkartarak hem paylaşacağız, hem de geliştireceğiz."
Gerçekten de AB'yi sadece parlamentodan, konseyden ve komisyondan ibaret saymamak
gerekiyor. AB'yi AB yapan yeni süreçler yaşanıyor. Bu da küresel çağa uygun katılımcı bir
örgütlenme ve yerel deneyimleri paylaşma zemini sunuyor. Doğrusu AB Yerel Yönetimler
Sözleşmesi'ne çekince koyan ve Kürt meselesinde çözüm arayan Türkiye'nin bu değişimi
dikkatle izlemesi ve sonuçlar çıkarması gerekiyor. Gerekiyor, çünkü bu yılki toplantıya, tam
33 ülkenin 213 şehir ve bölgesinden yaklaşık 8 bin kişi katılıyor. Ve üç gün boyunca
ulaşımdan, eğitime, istihdamdan yaşanabilir şehirler kurmaya onlarca deneyim paylaşılıyor.
Peki Türkiye bu önemli etkinliğin neresinde? Bu konuda durumumuzun parlak olmadığı çok
açık. İlk kez geçen yıl pasif izlemeden aktif izlemeye geçti Türkiye... Onun nedeni de yine
geçen yıl İstanbul Büyükşehir Belediyesi'nin öncülüğünde Brüksel'de açılan İstanbul Merkezi.
Bu sayede 2010 Avrupa Kültür Başkenti Ajansı da, Belediyeler Birliği de katılımcılar arasında
yer aldı. Bu konuda en büyük çabayı da Brüksel'deki İstanbul Merkezi veriyor. Bu çaba
sayesinde İstanbul Merkezi ilk kez Open Days'in toplantı mekânlarından biri oldu. Biz de
Open Days'in Türkiye için ne anlama geldiğini İstanbul Merkezi Yönetim Kurulu Başkanı Tulu
Gümüştekin'e sorduk. Gümüştekin şöyle diyor: "Bu toplantı şehirler ve bölgelerin birbirini
tanıması ve deneyimlerini aktarmasında önemli rol oynuyor. Avrupa Kültür Başkenti olacak
İstanbul'un bu etkinliğin bir parçası olması bu açıdan önemli. Çünkü diğer kültür başkenti
şehirlerin neleri, nasıl yaptığını öğreneceğiz. Onlar da bizim deneyimlerimizi öğrenecek. Aynı
şeyi diğer şehir ve bölgelerimizin de yapmasında sayısız yarar var." Gümüştekin, şehir ve
bölgelerin kalkınması ve gelişmesi için 2007-2014 arasında ayrılan bütçenin 347 milyar Euro
olduğunu söylüyor. İnanılmaz bir rakam, ama işbirliklerinin kurulması ve deneyimlerin
paylaşılması ülkelere daha cazip geliyor. Üye olmayan ABD, Rusya ve Ukrayna'nın katılması
başka nasıl açıklanır? Kısaca Açık Günler etkinliği yeni bir toplumsal ilişki biçimi yaratıyor.
Buradan çıkacak sonuç ise şunu işaret ediyor: AB ile ilişkilerde her şeyi merkezi hükümetten
beklemek doğru değil. Şehirler ve bölgeler devreye girerek hem kendi geleceklerini kurabilir,
hem de halklar arasında dostluk yaratabilir. Açık Günler, bu şansı Türkiye'nin şehir ve
bölgelerine de sunuyor.

BANJALUKA, Posredstvom Predstavništva Republike Srpske u Briselu i u saradnji sa Jedinicom za
koordinaciju i evropske integracije u Kabinetu predsjednika Vlade Republike Srpske, Republika Srpska
dobila je mogućnost da učestvuje na najvećem evropskom sajmu, u organizaciji Komiteta regija EUCoR, pod nazivom „Open Days 2009“, od 5. do 8. oktobra 2009. godine.
Sajam se organizuje po sedmi put, a sastoji se od 125 seminara, radnih grupa, debata i izložbi, sa oko
7.000 učesnika i preko 250 partnera, od kojih je jedan Republika Srpska.
Cilj manifestacije je da se olakša razmjena, debata i povezivanje stručnjaka i političara, koji se bave
lokalnim i regionalnim razvojem. Pod opštim nazivom „Globalni izazovi, evropski odgovori“, svi
događaji, glavni i prateći, tiču se nekoliko različitih i aktuelnih tema a to su: inovacije, klimatske
promjene, prekogranična / teritorijalna saradnja i doprinos mladih u prevazilaženju izazova.
U okviru učešća Republike Srpske u ovoj manifestaciji, sutra, 8. oktobra 2009. godine s početkom u
11.00 časova u Administrativnom centru Vlade Republike Srpske, u konferencijskoj sali na drugom
spratu, biće održana prezentacija i diskusija na temu: „Uključenost mladih u javni, politički, ekonomski
i kulturni život: omladinsko preduzetništvo i inicijative kao preduslov za evropsku budućnost“.
S obzirom na uspješno i zapaženo učešće učenika Ugostiteljsko-trgovinsko-turističke škole Banja
Luka, Poljoprivredne škole Banja Luka i Tehničke škole Gradiška, na sajmovima omladinskog
preduzetništva, kao i nadrugim sličnim predstavljanjima, pozvali smo ih da, povodom manifestacije
„Open Days 2009“, uzmu učešće u ovom događaju i predstave svoje inovativne ideje u Vladi
Republike Srpske.
Prezentaciji će, takođe, prisustvovati i predstavnici institucija iz Republike Srpske (Narodna skupština

Winds of Istanbul in Brussels with Open Days
Organized by the European Commission the Committee of the Regions, the Open Days started at
the European Parliament Plenary Hall in Brussels on 5 October by the speech of Manuel Barroso,
President of the European Commission.
In the space of just six years the OPEN DAYS have become a key event at which cities and regions
have provided practical evidence of their capacity for creating growth and jobs, implementing
European Union cohesion policy in such a way as to achieve the best results. This year the themes
of the OPEN DAYS are global shifts, climate change and the economic crisis. Following the opening
speech underlining that Open Days represent a unique opportunity for cities and regions to share
approaches and possible solutions to common problems, such as energy, education, economic and
social development; meetings are going on at 20 different locations related to the European
Commission.
The Istanbul Office in Brussels was chosen as one of the meeting locations. Two separate panels
were held on 6 October about the “European Capital of Culture” program which the European
Commission regarded with great interest. Deputy Secretary General Mehmet Gürkan and
International Relations Director Esra Nilgün Mirze on behalf of the Istanbul 2010 European Capital of
Culture Agency attended at two panels dealing with economic, cultural, social and educational
impacts of being a European Capital of Culture.
Holding a speech at the panel Istanbul 2010 ECOC International Relations Director Esra Nilgün
Mirze stressed that Istanbul was quite different from other cities as it had been the capital to three
different empires therefore Istanbul hosted more than 40 different social groups to create a unique
cultural richness which would be covered in all aspects by all Istanbul 2010 ECOC projects.
Panel participants were also able to visit two exhibitions “Bosphorus” and “Portraits” at the Istanbul Office. Open Days
events will last until 8 October.

Brasília – Nesta quarta-feira (07/10), no
seminário Open Days 2009, em Bruxelas, a
delegação brasileira participou do Painel de
Alto Nível sobre Cooperação em Política
Regional .
A primeira parte do painel, coordenada pelo
secretário de Políticas de Desenvolvimento
Regional, Henrique Villa, foi dedicada à apresentação dos resultados das visitas técnicas
realizadas pelos grupos das mesorregiões brasileiras em diferentes regiões européias, no
contexto do Plano de Ação 2009, da Cooperação do Brasil com a União Européia em
Políticas Regionais.
Os relatos foram efetuados pelos responsáveis técnicos das mesorregiões vinculados à
Secretaria de Programas Regionais (SPR). Após uma breve contextualização dos territórios
brasileiros, foram apresentadas as atividades desenvolvidas e as oportunidades identificadas
para a continuidade da cooperação com as suas contrapartes européias que, por sua vez,
manifestaram interesse em ampliar a cooperação com as regiões brasileiras e a DireçãoGeral de Política Regional da Comissão Européia
(DG-Regio).
O painel tratou, ainda, da cooperação inter-regional,
abordando questões sobre a integração transfronteiriça
européia. A atividade foi aberta pelo comissário
Europeu de Políticas Regionais, Pawel Samecki, e pela
secretária de Programas Regionais do Ministério,
Márcia Damo, representando o Ministro Geddel Vieira
Lima. Outras experiências apresentadas foram a ação
conjunta entre o Parque Natural Regional da Guiana
Francesa e o Parque Nacional do Cabo Orange, no
Amapá, e a da Lagoa Mirim, uma parceria entre o Estado do Rio Grande do Sul e o
Uruguai, que contam com o apoio do Ministério da Integração Nacional.
O Open Days 2009 encerra-se hoje (8/10) em sessão solene marcada para as 15h. O
Programa de Intercâmbio teve suas atividades finalizadas com a participação da delegação
brasileira no Open Days 2009. O programa, custeado pela União Européia, foi uma
iniciativa decorrente do Memorando de Entendimento com a DG-Regio, assinado pelo
Ministro Geddel Vieira Lima, em 2007, com o objetivo de promover, entre outros aspectos,
o acordo mútuo, a cooperação bilateral na área de política regional e estabelecer canais de
comunicação para o fortalecimento do intercâmbio de informações.

U.S. Mayor Meets EU Local
Highlights Climate Change Efforts

"U.S. mayors stand solidly with mayors across the globe who
believe that climate disruption is an urgent threat to the
environmental and economic health of our communities,"
Mayor Elizabeth B. Kautz (Burnsville, Minnesota), the Vice
President of the U.S. Conference of Mayors, said in Brussels
on October 7. "Although our national government did not sign
the Kyoto Protocol, almost 1,000 US mayors have
subsequently signed the U.S. Mayors Climate Protection
Agreement, pledging to meet or beat Kyoto Protocol targets. Mayors continue to devise
successful, effective strategies for climate protection and to push national leaders to support
these efforts," Kautz told the plenary session of the EU's Committee of the Regions (COR),
which was taking place as part of the European Week of Regions and Cities OPEN DAYS 2009.
In her remarks, she discussed the efforts of U.S. mayors to help address climate change at
the local level, and pledged, with COR President Luc Van den Brande, to work together to
highlight the key role played by the local and regional level in adapting to the effects of
climate change in a bid to ensure recognition of this role at the UN climate change summit in
Copenhagen in December. She also met separately with European Energy Commissioner

Bölgesel Politika Genel Müdürlüğü tarafından Brüksel'de
düzenlenen, Avrupa’nın en büyük yerel yönetim buluşması
“Avrupa Bölgeler ve Şehirler Haftası OPEN DAYS 2009”
etkinliği sona erdi. Etkinlik, Avrupa’nın dört bir yanından
7000 yerel ve bölgesel yönetimin temsilcilerini bir araya
getirdi.
Etkinlik
kapsamında
düzenlenen

konferansta, yerel yöneticiler ve uzmanlar 4 gün süresince
yerel ve küresel sorunları tartıştı. Konferanslara, Marmara Belediyeler Birliği’ni temsilen, AB ve
Uluslararası İlişkiler Merkezi Direktörü Murat Daoudov da katılarak önemli temaslarda bulundu.
Bu yıl yedincisi gerçekleştirilen OPEN DAYS’in ana teması küreselleşmenin, iklim değişikliğinin ve
global ekonomik krizin ortaya çıkardığı yeni sorunlar ile baş etmede bölgelerin ve şehirlerin nasıl
başarılı olabileceği oldu. Ayrıca, Avrupa’nın bütünleşmesi bağlamında bu sorunlara yönelik geliştirilen
bölgesel ve yerel çözümlerin paylaşılması ele alındı. Etkinlik, yerel yöneticiler için fırsatlarla dolu bir
forum oluşturdu.

Ayrıca, Brüksel’de yapılan AB Bölgeler Komitesi Genel Kurul toplantısına katılan Murat Daoudov,
burada birçok yetkiliyle görüştü. Bölgeler Komitesi bünyesinde oluşturulan Türkiye Çalışma Grubu
Başkanı Dr. Karl-Heinz Klaer ve komite üyesi Werner Jostmeier ile bir araya gelen Daoudov, Ocak
2010 döneminde Brüksel’de yapılacak olan çalışma toplantısı hakkında bilgi aldı.
Bölgeler Komitesi toplantısına katılan, Avrupa Konseyi Yerel ve Bölgesel Yönetimler Kongresi
Direktörü Antonella Cagnolati ile de görüşen Daoudov, MBB’nin Strasbourg’daki Konsey nezdindeki
çalışmalarını ve önümüzdeki süreçte yapılacak Kongre genel sekreterlik seçimleri ve başkanlık
konularında görüşlerini aktardı.
Brüksel’deki kurumlar nezdinde aktif çalışmaları ile tanınan MBB, diğer kurumlar arasında da
diyalogun kurulmasına destek veriyor. MBB temsilcileri, AB Ekonomik ve Sosyal Komitesi
bünyesindeki AB-Türkiye Karma İstişare Komitesi teknik sorumlusu Laila Wold ile Brüksel’de bulunan
ARI Hareketi ve diğer sivil toplum kuruluşları temsilcilerini bir araya getirdi.
Brüksel’deki TÜSİAD Ofisini ziyaret eden Murat Daoudov, burada TÜSİAD Uluslararası Koordinatörü
Dr. Bahadır Kaleağası ile görüştü ve Türk kuruluşlarının AB nezdindeki lobicilik faaliyetlerini

Local action to combat climate change and to encourage youth participation in grassroots
democracy at the centre of the Congress’ Autumn Session
Strasbourg, 06.10.2009 – The Congress of Local and Regional Authorities of the Council of
Europe will hold its 17th Plenary Session in Strasbourg from 13 to 15 October 2009. In
preparation for the UN Conference in Copenhagen in December, the Congress will hold a debate
on the important contribution of local and regional policy makers to the global challenge of
climate change. In the framework of this year’s European Local Democracy Week (ELDW)
events will focus on ways to increase citizens’ participation in territorial processes, particularly, a
stronger mobilisation of young people.
Further key debates include the role of territorial authorities to prevent over-indebtedness of

the Mayor of Yerevan (Armenia) and a debate on the situation of local authorities in South-East
Anatolia (Turkey).
Additional points on the agenda of the Autumn Session are the Congress’ political declaration on
the 60th anniversary of the Council of Europe and the election of the new Secretary General of
the Congress.
Among the personalities who will address this Session are the Slovenian Minister of Local SelfGovernment and Regional Development, Zlata Plostajner; the 1st Vice-President of the EU
Committee of the Regions, Michel Delebarre; the Mayor of Caracas (Venezuela), Antonio
Ledezma and the Mayor of Stuttgart (Germany), Wolfgang Schuster. Robert Herrmann, Deputy
Mayor of Strasbourg in charge of local democracy, will make a statement with regard to the city’s
ELDW involvement.
Tuesday 13 October
During a special sitting to celebrate the Council of Europe’s 60th anniversary, the Plenary will
hear statements by invited guests and Congress members. The adoption of the Congress’
Declaration will round off the programme. With regard to the focus on citizens’ participation,
representatives of the Municipal Councils for children and young people of Schiltigheim and
Strasbourg will present their work. The Mayor of Stuttgart (Germany), Wolfgang Schuster, will
speak about local action to stimulate children-oriented city policies. The Mayor of Caracas
(Venezuela), Antonio Ledezma, and Mayor of Yonago (Japan), Yasuo Nazaka, will share their
experience of local self-government in their parts of the world. The sitting will be followed by the
inauguration of a photo exhibition created on the occasion of the 60th anniversary of the
Organisation to highlight Congress action in Europe.
Wednesday 14 October
The highlights of the second day include the presentation of the Congress report on climate
change in view of the UN Copenhagen Conference in December, as well as debates on territorial
measures to prevent over-indebted households and violence against children. In addition, the
Congress will discuss opportunities and risks presented by e-democracy for local authorities and
the issue of multilevel governance in the case of regions with legislative powers. There will be a
debate on the situation of local authorities in South-East Anatolia (Turkey). Also, the outgoing
Secretary General of the Congress, Ulrich Bohner, will address the Plenary.
Thursday 15 October
Discussions on creative cities (as an example of managing the cultural activity of municipalities)
and on improving indoor air quality (as a new challenge for local authorities) feature highly on the
agenda on Thursday. There will be a debate and vote on the report of the first ever elections of
the Mayor of Yerevan (Armenia). Also, the Governor of the Fukui Prefecture, Issei Nishikawa, will
share the Japanese experience of regionalisation and a round table on objectives, structures and
networks of interregional cooperation will be organised. The Session will be concluded by
debates on equal access to local and regional elections and on cooperation in the Baltic Sea
region, with the participation of Per Bǿdker Andersen, President of the Union of the Baltic Cities,
Georgy Boos, Governor of Kaliningrad (Russia) and Ambassador Neris Germanas, representing
the Lithuanian Chairmanship of the Baltic Sea Council.

U.S. Mayor Meets EU Local Leaders, Highlights Climate Change Efforts
"U.S. mayors stand solidly with mayors across the globe who believe that climate
disruption is an urgent threat to the environmental and economic health of our
communities," Mayor Elizabeth B. Kautz (Burnsville, Minnesota), the Vice President
of the U.S. Conference of Mayors, said in Brussels on October 7. "Although our
national government did not sign the Kyoto Protocol, almost 1,000 U.S. mayors have
subsequently signed the U.S. Mayors Climate Protection Agreement, pledging to
meet or beat Kyoto Protocol targets. Mayors continue to devise successful, effective
strategies for climate protection and to push national leaders to support these
efforts," Kautz told the plenary session of the EU's Committee of the Regions (COR),
which was taking place as part of the European Week of Regions and Cities OPEN
DAYS 2009. In her remarks, she discussed the efforts of U.S. mayors to help
address climate change at the local level, and pledged, with COR President Luc Van
den Brande, to work together to highlight the key role played around the world by the
local and regional level in adapting to the effects of climate change in a bid to ensure
recognition of this role at the UN climate change summit in Copenhagen in
December. She also met separately with European Energy Commissioner Andris
Piebalgs and COR President Van den Brande.

Lancement du site québec vers copenhague: pour une economie plus verte

La démarche du Québec menant à Copenhague peut être suivie dans le nouveau
site Web QuebecversCopenhague.gouv.qc.ca. En plus de faire connaître les
événements et activités liés à la lutte contre les changements climatiques
auxquels le gouvernement du Québec participera, ce site renseigne les
internautes sur les grandes politiques mises en oeuvre par le gouvernement du
Québec et dresse l'historique de la lutte contre les changements climatiques au
Québec et dans le monde.
A quelques semaines de la rencontre internationale sur le climat qui se déroulera
à Copenhague, au Danemark, le gouvernement du Québec poursuit ses actions
visant à contribuer à son succès et à faire reconnaître le rôle fort important des
Etats fédérés dans le nouveau traité international qui sera négocié en décembre
prochain.
"La contribution des Etats fédérés, comme le démontre si bien le
Québec, est essentielle dans la mise en oeuvre des politiques d'atténuation et
d'adaptation aux changements climatiques. Dans cette optique, il est très
important de nous assurer que leur rôle soit consacré dans le texte final du futur
protocole de Copenhague", a déclaré le premier ministre, M. Jean Charest.
Au cours des dernières semaines, le gouvernement a multiplié ses participations
à diverses tribunes pour faire reconnaître le rôle des Etats qui, comme le
Québec, agissent de façon proactive.
Ainsi, le premier ministre Charest a pris activement part à diverses rencontres
préparatoires telles que la Climate Week, à New-York, et le Governors' Global
Climate Summit, en Californie. Par ailleurs, lors d'une mission de M. Charest en
Europe, M. François Fillon, premier ministre français, a reconnu le rôle important
joué par le Québec en matière de lutte contre les changements climatiques. Pour
sa part, la ministre du Développement durable, de l'Environnement et des Parcs
revient tout juste d'une mission en France et en Belgique où elle a notamment
rencontré M. Brice Lalonde, ambassadeur chargé des négociations
internationales sur le changement climatique auprès du gouvernement de la
République française, M. Abdou Diouf, secrétaire général de l'Organisation
internationale de la Francophonie, ainsi que M. Luc Van den Brande, président
du Comité des Régions.
Parallèlement à ces rencontres, l'Assemblée nationale consultera, au cours des
prochaines semaines, divers intervenants en vue d'établir la nouvelle cible de
réduction des émissions de GES du Québec à l'horizon 2020, cible qui sera
rendue publique d'ici la Conférence de Copenhague.
"Au Québec, depuis plusieurs années déjà, nous avons choisi d'assumer un
rôle de leader en mettant en oeuvre plusieurs politiques novatrices, tout en
tissant des alliances avec d'autres gouvernements nord-américains actifs dans la
lutte contre les changements climatiques. Nous avons la ferme conviction que ce
sont les Etats et les gouvernements qui engageront leur économie dans la voie
des énergies vertes et du développement durable qui tireront le mieux leur
épingle du jeu. Notre vision est celle d'un Québec vert et prospère", a mentionné
la ministre du Développement durable, de l'Environnement et des Parcs, Mme
Line Beauchamp.
