SUBREGIONAL STRATEGIC PLAN LIST
ACTION:
ADOPTION OF STRATEGIC PLAN SUPPLEMENT FOR THE
2009 LONG RANGE TRANSPORTATION PLAN
RECOMMENDATION
Approve the Strategic Plan projects listed in Attachment A as a supplement to
for the 2009 Long Range Transportation Plan.
ISSUE
On October 22, 2009, the Board adopted the 2009 LRTP. At their December 10,
2009 meeting, the Board approved a motion requesting that the Subregions be
allowed to review the 2009 LRTP-adopted Strategic Plan (unfunded) for highway
and transit projects and to provide recommendations for updating the Strategic Plan
list. This Board Report provides a list of supplemental Strategic Plan projects that
responds to the Board motion.
POLICY IMPLICATIONS
The recommendations are consistent with the direction given by the Board at the
December 2009 meeting.
FINANCIAL IMPACT
Approving the recommendation would have no direct impact on the budget.
Approving the updated 2009 LRTP Strategic Plan list would allow projects submitted
by the Subregions to be considered for funding in future LRTP updates.
ALTERNATIVES CONSIDERED
The Board may choose not to approve the recommendation, or could approve a
different combination of projects, or limit the number and type of projects, that the
Board believes better meets the future mobility needs of Los Angeles County. We
are not recommending any of these alternatives because we feel that the
recommended updated Strategic Plan list of projects honors the submittals of each
Subregion.
DISCUSSION
To comply with the Board's request, we distributed a memo on January 7, 2010,
asking Subregions to submit their highway and transit project recommendations for
inclusion in the Strategic Plan, along with any prioritization, by March 25, 2010. The
purpose of the LRTP Strategic Plan is to identify promising, regionally significant
highway and transit projects that could be implemented if additional funding
becomes available. Since many of the Measure R projects came from the previous
Draft 2008 Strategic Plan lists, the Board has given the Subregions an opportunity to
submit their Strategic Plan list of projects.
The proposed updated Strategic Plan list is organized by modal category, Subregion
and project name. The modal categories are: Public Transit, Highway, and Other.
The Other modal category contains projects submitted by some Subregions beyond
the requested Highway and Transit categories. These projects are generally in the
following modes: Arterials, Signal Synchronization, ITS, Grade Separations, and
Bike Paths (Attachment A). Upon Board approval of the updated Strategic Plan list
for the 2009 LRTP, a supplement to the LRTP will be prepared incorporating Board
actions.
NEXT STEPS
Upon Board adoption of the updated Strategic Plan list for the 2009 LRTP, a
supplement to the LRTP document wilt be prepared incorporating Board actions.
