CIMLOP
Confederação da Construção e do Imobiliário
de Língua Oficial Portuguesa
A constituição da Confederação da Construção e do Imobiliário de Língua
Oficial Portuguesa (CIMLOP), tem vindo a ser dinamizada por um núcleo
fundador constituído por entidades angolanas, brasileiras e portuguesas.
Na génese da CIMLOP está a vontade e necessidade da criação de uma
rota de investimento dos países de língua oficial portuguesa, instrumento
de captação de investimento para os mercados imobiliários dos países que
integram a CIMLOP e instrumento de estímulo à cooperação e parceria entre
instituições lusófonas.
Aberta a associações sectoriais da Construção e do Imobiliário (das empresas de mediação imobiliária aos promotores, aos construtores e às incorporadoras imobiliárias) de todos os países lusófonos, a CIMLOP está a
consolidar as respectivas bases por via do esforço conjunto dos três países
fundadores (Angola, Brasil e Portugal), tendo já alargado este núcleo central
a países como Cabo-Verde e Moçambique.
A dimensão e o nível de desenvolvimento dos mercados imobiliários dos
países de língua oficial portuguesa é muito variada, mas as potencialidade
dos oito países que a falam, são imensas e não apenas quando pensamos
em territórios como o de Moçambique ou em pérolas turísticas, já afirmadas, como Cabo-Verde ou S. Tomé e Príncipe, ou a afirmar, como a Guiné-Bissau e Timor-Leste.
Em última análise, a afirmação da CIMLOP passará pela criação de uma
base de dados de imóveis dos países língua oficial portuguesa, e pela criação
de um website com ligações de e para os portais de cada uma das entidades
envolvidas. Este espaço só aceita imóveis de empresas ou de profissionais
associados ou afiliados em instituições que integrem a Confederação.
A base de dados de imóveis terá como objectivo potenciar a partilha de
negócios entre mediadores imobiliários/corretores membros das associações ou afiliadas da Confederação, num quadro de cooperação e partilha
que também abrange a formação profissional e a desejável troca de experiências para um melhor conhecimento de todos os mercados imobiliários
envolvidos no projecto.

Real Estate Confederation of Portuguese Speaking Countries
The birth of the Real Estate Confederation of Portuguese Speaking Countries, has been dynamized by a founding group of Angolan, Brazilian and
Portuguese entities. In the origin of CIMLOP is the will and need to create
a route of investment for the Portuguese Speaking Countries, as a way to
attract foreign investment for their real estate markets and as a way to
stimulate partnerships and the cooperation between the countries involved.
Open to Associations of brokers, builders and real estate promoters of
all Portuguese Speaking Countries, CIMLOP is strengthening the effort of
the three founding countries (Angola, Brazil and Portugal), and has already
widened its core base to Cape Verde and Mozambique. The dimension and
the level of development of the real estate markets of all the countries involved is many-sided, but the potentialities of the eight Portuguese Speaking Countries are enormous, even when we are not only thinking of Mozam-
bique or of touristic pearls like Cape-Verde and S. Tomé and Principe, or even
Guinea- Bissau and East Timor.
As final purpose, the CIMLOP statement has as goal the creation of a data
base of all the countries real estate, and a website with liaisons to and from
each member’s websites. Only the affiliated professionals of CIMLOP members can be a part of international portal. Only Just them have the chance
to advertise in these websites. This database will promote partnerships between real estate brokers companies affiliated to any of CIMLOP members,
in a scenario of cooperation that also encloses professional formation for a
better knowledge and performance of the real estate markets.
NOVO ALICERCE DA LUSOFONIA
DISCURSO
No passado dia 22 de Outubro realizou-se, na Fundação Ricardo Espírito Santo Silva, em Lisboa, com o elevado testemunho de Sua Excelência o
Senhor Ministro das Obras Públicas, Transportes e Comunicações de Portugal, Prof. Doutor António Mendonça - a cerimónia de tomada de posse
dos órgãos sociais da Confederação da Construção e do Imobiliário de
Língua Oficial Portuguesa – CIMLOP -, tendo, por unanimidade dos seus
membros, sido escolhidos e eleitos os órgãos sociais que representarão e
gerirão os destinos desta grande Confederação.
Tudo se passou numa cerimónia reservada a convidados que se juntaram de seguida num Jantar de Gala, onde foi revelada a forte ligação entre
os países de língua oficial portuguesa ali representados.
Luis Lima foi unanimemente eleito Presidente da Direcção da CIMLOP
e pelo significado das suas palavras, transcreve-se o primeiro discurso que
proferiu naquela qualidade.
“Em Maio, em Luanda, quando um grupo de associações empresariais
de Angola, do Brasil e de Portugal constituíram a Confederação da Construção e do Imobiliário de Língua Oficial Portuguesa (CIMLOP), numa
cerimónia que mereceu a presença do Senhor Ministro das Obras Públicas, Transportes e Comunicações do Governo de Portugal, Prof. Doutor
António Mendonça, que volta, hoje, a honrar-nos com a sua presença, (…)
no discurso que então proferi, sublinhei que as cidades são a fábrica e o
produto desta nossa fileira da construção e do imobiliário.
Com naturalidade, esta nossa Confederação da Construção e do Imobiliário de Língua Oficial Portuguesa, que nasceu em Luanda, faz-se também caminhando por cidades chave deste nosso espaço, cidades como
são as capitais Brasília, Maputo, Praia, Dili, Bissau, São Tomé e Lisboa,
sem esquecer outras das quais apenas cito a maior de todas, São Paulo,
por sinal também a maior cidade do Mundo Ocidental.
As associações empresariais que erguem esta nova Confederação não
escondem a intenção de a transformar num instrumento de captação de
investimento, nas áreas da construção e do imobiliário, para os respectivos
países de origem das associações que a constituem, tendo como horizonte
o espaço global da Lusofonia.
Sabemos, como também referi em Luanda, que este nosso sector tem
sido, e continuará a ser, um dos pilares do desenvolvimento de muitas economias modernas que cresceram e crescem no acesso generalizado das
populações à propriedade da casa que habitam, seja quando o caminho é
a construção do novo, seja quando o caminho é a reconstrução do que foi
construído no passado e já carece de uma nova oportunidade.
Como esta Lisboa que hoje aqui, neste belo espaço, nos acolhe, esta
Lisboa que de Ulisses herdou a alma mediterrânica, que ainda mantém,
na sua imensa luminosidade, esta cidade de Lisboa onde um dos poetas
da Lusofonia, Fernando Pessoa, escreveu que a nossa Pátria é a Língua Portuguesa, verso que a nossa Confederação do Imobiliário de Língua Oficial
Portuguesa parafraseou quando diz que este imenso território linguístico
de mais de 250 milhões de pessoas também pode ser uma imensa e fraterna Pátria de Negócios que se fazem em Português.
Consagrando e consolidando o empreendedorismo empresarial da fileira da Construção e do Imobiliário dos países que integram o espaço da lusofonia como um dos pilares para o desenvolvimento deste nosso espaço
global, numa afirmação da vocação social das empresas de que muito me
orgulho como empresário.

Luis Lima’s Speech, is completely transcribed below as the first one as
President of the Installing Commission of CIMLOP.
The Real Estate Confederation of Portuguese Speaking Countries (CIMLOP), that today was born here as a manifestation of the wills of the
founding associations, that had the superior testimony of all the present
and, particularly, of the Minister of Urban Planning and Construction of
the Government of Angola, Dr. Jose dos Santos da Silva Ferreira and of the
Minister of Public Works, Transportations and Communications of Government of Portugal, Prof. Dr. António Mendonça, is - thus I desire and wait
- an historical landmark for the Native Speaking Portuguese Economies.
By a happy coincidence, CIMLOP is born during the first Real Estate
Exhibition of Angola, that is also a landmark for the real estate business
that assumes itself as one of the supports for the strong growth of Africa,
that contributes for a sustained development of this country.
The story of the growth of many of the large economies in the world
went through - as its known - by the increasing access of the population
to the property of the house that inhabits, in one process that we now
testify in Angola.
This concern in protecting the interests of the population and, consequently, in protecting consumers interests, is one of the great lessons to
be learned from the partnerships between the public and private sectors,
as we also here testified at the 3th Forum of APIMA, held in parallel with
the Real Estate Exhibition, a moment of reflection to trace out new paradigms in the sector.
If I may make a brief note about the APIMA’s Forum, I have to underline
the exposition made concerning the State program “My House, My Life”, of
the Federal Government of Brazil, the liven proof that the partnerships between Public and Private sectors can have sincere concerns of social bases.
I also take of Angola unique knowledge and one debt of gratitude for
the way we were received in this city of Luanda, city of reference in Africa
and in the World, that has just received the 26ª FAO Regional Conference
for the African Continent, and is already preparing itself for the Speaking
Portuguese Language Lawyers Congress set for March of 2012.
In this congress of Lawyers, Angola will welcome an international conference about the legal issues of investments in Africa, in a promotion of the
International Union of the Lawyers and the Lawyers Bar of Angola.
It is this ability that gives strength and credibility to all organizations
that commit in transforming Africa in a driving force of the development of
Africa and of the World. Is this need of evolution that makes the real estate
business, a vital sector of the economies.
I read in a newspaper of this land, that Luanda is a seedbed in construction. This is a happy expression that translates the truth, accepted by all,
that says that the cities are never finished. The cities are the factory and
the product of this our row of the Construction and Real Estate businesses
and the city where we are born is, as we know, a very special place. CIMLOP
could not have chosen better city to be born.
I finish with strong verses of an Angolan poem that appeals to confidence. “My hands had placed rocks// in the foundations of world// I deserve
my piece of ground”.

Cabo Verde é um país insular africano, arquipélago de origem vulcânica,
constituído por dez ilhas. Está localizado no Oceano Atlântico, a 570 kilómetros da África Ocidental. Outros vizinhos são a Mauritânia, a Gâmbia e
a Guiné-Bissau.
As ilhas cobrem uma área pouco acima do 4,000 Km2, são de origem
vulcânica e enquanto 3 delas (Sal, Boa Vista e Maio) são relativamente planas, arenosas e secas, as restantes são rochosas e têm mais vegetação.
Curiosamente, o Cabo Verde que dá nome ao país não se situa nele, mas a
centenas de quilómetros a leste, perto de Dakar, no Senegal.
Atualmente, a economia Cabo-Verdiana é na sua maior parte orientada
para os serviços com grande enfoque no turismo e investimento estrangeiro que beneficiam do clima quente todo ano, diversidade natural, pessoas
acolhedoras e riqueza cultural, especialmente na música.

A AECCOPA procura estabelecer e reforçar, por todas as formas, o entendimento e a cooperação entre os industriais associados, promovendo a adequada
estruturação do sector e seu dimensionamento em termos compatíveis com as
exigências dos mercados, fomentando a criação de condições favoráveis ao investimento na indústria da construção civil e obras públicas e impulsionando,
sempre que possível, a formação, o aperfeiçoamento, a reciclagem e a reconversão profissional da mão de obra a todos os níveis.
Com mais de doze anos de existência, a AECCOPA integra cerca de 250 associados, entre pequenas, médias e grandes empresas e tem como objectivo
defender a classe empresarial voltada à construção civil e constituir-se num
parceiro social do governo, para o apoio e a concretização de projectos socioeconómicos.
AECCOPA is an Angolan Association of Professional Builders, born on 31st
January of 1998 that assumes as one of its main goals the unification, under the
same structure, of all professional builders, taking the necessary initiatives and
developing useful activities.
AECCOPA tries to establish and reinforce, by all means possible, the understanding and cooperation between its associates, promoting the right structure
and dimension of the builders business, particularly when compared with the
present and future needs of the demanding market. It also endorses the creation of the best possible conditions for the investment in the construction
industry and participates, as well as directly stimulates, the learning, recycling
and professional education processes of this sector employees.
With more than twelve years of existence, AECCOPA has near 250 associates,
between small, medium and large companies, and in its activity, it defends the
professional builders business, being also recognized as a social partner of the
government, supporting and implementing socioeconomic projects.
A formação de técnicos médios superiores, é também um dos objectivos a
alcançar pela AECCOPA que, desta forma, tenta pôr termo à carência de especialistas de construção civil. A criação de parcerias entre empresas de construção
nacionais é defendida, visando uma maior capacidade técnica na execução de
obras, tendo em conta a rápida reconstrução do país.
The promotion of a long-life-learning process, design for the medium and
superior technicians, is also a goal to be achieved by AECCOPA, that tries to put
an end to the need of specialists in this industry. The promotion of partnerships
between companies is also a goal of this Association, as it is assumed that
this might be the best way to achieve the potential synergies available, but are
latent in the construction industry and must be seen as the core dynamics of
the reconstruction of Angola.

AECCOPA believes in the capacities of its associates as has already had the

Com uma forte intervenção na vida e na Economia angolanas, a APIMA promove regularmente fóruns de debate, o último dos quais marcante pela sua
abrangência, ao debater os desafios e as soluções que se colocam no presente
momento no Mercado Imobiliário Angolano.
Neste encontro de referência debateu-se o papel do Estado na mobilização e
aplicação de recursos financeiros para o sector imobiliário, incluindo as questões jurídicas e os modus operandis da Lei da propriedade horizontal que vigora
na República de Angola.
Na mesa deste II fórum da Associação dos Profissionais Imobiliários de Angola (APIMA), realizado em Luanda, foi ainda feita uma abordagem sobre as
reservas fundiárias e as parcerias público-privadas, dois dos pilares chave para
as soluções que o problema habitacional angolano requer.
Nascida no ano em que Luanda recebeu as celebrações das Nações Unidas
para o Dia Mundial do Habitat, nesse ano de 2008, subordinadas ao tema das
“Cidades Harmoniosas”, a APIMA contempla ainda missões chave nesta matéria como as que apontam para a formação de uma maior consciência para
a cidadania.
Missões fundamentais num país que, nas própria palavras do Presidente José
Eduardo dos Santos, ainda combate o caos urbanístico que se instalou nas cidades e no território, em consequência da prolongada guerra, “(...) através de modelos integradores e de uma política que procura evitar assimetrias regionais”.
Isto num quadro de cooperação activa entre as administrações central e local e entre o sector público e privado, visando mais emprego, um desenvolvimento sustentado mais harmonioso dos centros urbanos, e a eliminação da
pobreza e da insegurança nas zonas degradadas e suburbanas.
With a strong intervention in life and in the economy of Angola, APIMA promotes regularly debating conferences, last of which important because it allowed the discussion of the challenges and solutions that the real estate market
of Angola brings.
In this important conference it was discussed the role of the Government in
the mobilization and in the financial appliance of resources in the real estate
business, and some legal questions related to the modus operandis of the Horizontal Property Law, still valid in Angola.
On the 2nd Forum of APIMA, that took place in Luanda, it was still made
an approach to the private and public partnerships and the agrarian reserves
themes, two of the key pillars to the solution that the urbanistic problem of
Angola requires.
Born in the year that Luanda received the UN celebrations for the World Habitat Day, in the year of 2008, upon the theme “Harmonious cities”, APIMA still
develops key missions about related issues, like the one that support a bigger
conscience of citizenship.
Main missions in a country that, in the words of its own President José Eduardo dos Santos, still fights the urbanistic chaos, in consequence of the long war,
“(...) through models and politics that aims to avoid regional asymmetries”.
This in an active cooperation framework between public (regional and central) and private administrations, aiming more jobs, a sustainable development
of the urban centers, and the elimination of poverty and insecurity in the suburban and more degraded areas.

It has witnessed in the past years, a considerable evolution in the number of
associates, currently counting with around 3,400 real estate brokers, out of a
total of 3,800 existing accredited brokers in Portugal.

Due to the significant increase in the number of members and the growing
requests regarding the logistics and administrative support, as well as the provision of legal information on the real estate sector, APEMIP, with head office in Lisbon, is now represented in its Regional Boards, to be closer and better support its
associates of the Northern, Central and Southern regions of the Country, also
creating representation offices in the Archipelagos of Madeira and Azores (Atlantic Islands).
Apart from being a reputed Association that is acknowledged by the Government, APEMIP is also an association whose opinion is considered and regarded
by the mass media.
With the purpose of continuing to establish and improve the Portuguese real
estate, APEMIP developed, recently, new services to its associates, related with

Os Corretores de Imóveis do Brasil obtiveram status de Profissão legal com
o advento da Lei nº 4.116, em 27 de agosto de 1962. Mas a consolidação legal da
profissão aconteceu em 12 de maio de 1978, com a substituição da antiga Lei
pela Lei nº 6.530, que ainda hoje regulamenta a profissão.
The Real Estate Brokers in Brazil attained legal status in the profession with
the enactment of Law No. 4116 on August 27th., 1962. But the consolidation of
the legal profession took place on 12th. May, 1978, replacing the old law by Law
No. 6530, which still regulates the profession.
Atualmente, os Corretores de Imóveis do Brasil encontram-se organizados
em um sistema denominado “Sistema COFECI-CRECI” que reúne 27 Conselhos
Regionais, um em cada estado da Federação, sendo que dois deles (Roraima
e Amapá) ainda funcionam sob a forma de delegacias regionais, além de um
Conselho Federal, com sede em Brasília, DF, donde emanam as Resoluções que
estabelecem os princípios de funcionamento da profissão.
Currently, the Real Estate Brokers in Brazil are organized in a system called
“System-COFECI-CRECI” that gather 27 regional councils, one in each state of
the Federation, two of them (Roraima and Amapá) still operating as regional
offices, besides a Federal Council, headed in Brasilia, from which they send the
resolutions that establish the operating principles of the profession.

interessadas em negócios imobiliários. Em tempos de informática e alta velocidade na transmissão de informações, para ser bemsucedido e conquistar a confiança de seus clientes, o Corretor de Imóveis tem de ser verdadeiro consultor
de negócios, com conhecimentos técnicos e de mercado que lhe possibilitem
oferecer sempre a melhor assessoria imobiliária. A competitividade do mercado
de trabalho leva o cliente a escolher sempre o que se lhe apresentar como o
profissional ou empresa mais preparado.
Daí a importância da organização profissional dos Corretores de Imóveis em
todo o Brasil, representada pelo Sistema COFECI-CRECI, legalmente instituído
desde 27 de agosto de 1962, que regulamenta, orienta e fiscaliza a atividade em

Since 1946, the São Paulo State Housing Syndicate (Secovi-SP) has been recognized as the home to the Brazilian real estate industry. The Syndicate houses
several key operating sectors of the real estate production and service chain
in Brazil, such as construction development companies, shopping malls, hotel
enterprises, condominiums as well as real estate marketing and management,
property rent, lease and sale, urban development and land planning.

the Secovi University - the first higher education school for real estate professionals in Brazil.
Secovi is the legitimate representative of 40.000 companies of the real estate sector and condominiums of the State of São Paulo.
Beyond the condominiums, the Secovi also represents approximately 11,200

Its headquarters are in the capital city of São Paulo, near the Millennium

A Federação Moçambicana de Empreiteiros, também designada pela sigla de
FME, é uma pessoa coletiva de direito privado, constituída aos 15 de Julho 2005,
sem fins lucrativos, dotada de personalidade jurídica e de autonomia administrativa, financeira e patrimonial. Com sede na cidade de Maputo, é constituída
pelas Associações Provinciais de Empreiteiros, tendo jurisdição sobre todo o
território nacional.
A missão da FME é de promover, regulamentar e dirigir o movimento associativo dos empreiteiros na Republica de Moçambique, estabelecer e manter relações com as suas filiadas e federações congéneres estrangeiras, assegurando
a sua filiação em organismos internacionais da especialidade e representar o
movimento associativo dos empreiteiros moçambicanos dentro e fora do país.~
A Visão da FME passa pelo estabelecimento e consolidação do movimento
associativo dos empreiteiros de construção civil em Moçambique, garantindo a
sua coesão na busca de soluções através de interação com organismos nacionais e regionais para o estabelecimento de parcerias orientadas para a satisfação dos interesses dos seus filiados e de todos os stakeholders.
The Mozambican Federation of Builders, also assigned for the acronym of
FME, is a national scope corporate entity, founded in 15th July 2005, without
lucrative purposes, endowed with administrative, financial and patrimonial
autonomy. With headquarters in the city of Maputo, it gathers the Provincial
Builders Associations.
The mission of FME is to promote, prescribed and to direct the associative
movement in the Republic of Mozambique, to establish and to keep relations
between affiliated companies and with foreign analogous entities, assuring its
membership in international organisms of the real estate industry and to represent the associative movement inside and outside the country.
The vision of the FME includes the establishment and consolidation of this
organization in Mozambique, guaranteeing its cohesion in the search for solutions through interaction with national and regional organisms, creating conditions to partnerships to be done in the interest of its affiliated companies and
of all stakeholders.
A principal premissa da FME é privilegiar o diálogo com todos os interlocutores, sem prejuízo da defesa dos interesses e convicções do sector representado,
já que o objetivo passa sempre por fortalecer o setor moçambicano da construção, gerador de emprego e de riqueza e capaz de contribuir para a modernização do país. Para o efeito apoiam as empresas associadas e contribuem para
que estas possam ser cada vez mais produtivas e competitivas, olhando sempre
para a qualidade e segurança.
The main goal of FME is to privilege the dialogue with all the interlocutors,
without damaging the defense of the interests and certainties of the represented industry, since that goal will help to fortify the real estate Mozambican
industry, generator of work and wealth, and capable to contribute for the modernization of the country. For that the FME supports associated companies
and contributes to their development, so they can be more productive and
competitive, and can achieve even more quality and security.

PROMITUR é uma associação Cabo-verdiana de promotores imobiliários turísticos que luta empenhadamente pelo reconhecimento da actividade da promoção imobiliária e turística na economia de Cabo Verde, especialmente como
actividade industrial.
A PROMITUR representa os seus associados perante a administração e os poderes públicos e perante outras associações empresariais ou entidades privadas
representativas de agentes económicos, as associações sindicais e instâncias
de concertação social, nos planos local, regional, nacional e internacional.
Tem como objectivo promover e estimular o espírito de solidariedade e de
parceria entre os seus associados e procura apresentar propostas, prestar esclarecimentos, informar e dar pareceres ao Governo e demais entidades públicas
ou privadas sobre questões ligadas à imobiliária turística.
A PROMITUR procura colaborar com instituições competentes na promoção
de Cabo Verde como um destino turístico de referência através de promover
a participação organizada dos seus associados em feiras e outros eventos, no
país e no estrangeiro, de modo a estender e diversificar as relações, bem como

PROMITUR is a Cape-Verde association that struggles for the recognition of
the real estate and touristic promotion activity in the economy of its country,
especially as an industrial activity.
PROMITUR represents its associates near the government and near the public
national companies, but also near trade union organizations, private entities
and social consultation stages at a regional, national and international level.
It has as a goal to promote and to stimulate the spirit of solidarity and partnership between its associates and looks for to present proposals, to give
clarifications, to inform and to give opinions to the Government and to the
public or private entities, on questions related to the real estate and touristic
promotion.
PROMITUR looks for to collaborate with the competent institutions in the
promotion of Cape-Verde, to make this country a major touristic destination,
organizing the participation of its associates in fairs and other events, in Cape-Verde and abroad, in order to extend and to diversify the relations, as well to
exchange experiences with other companies of the same branch.
PROMITUR promotes and organizes congresses, similar conferences, seminaries, lectures and other initiatives that, directly or indirectly, can contribute
for optimum knowledge of the problems of the real estate business. It also
traces areas as competitiveness, access to transportation, new technologies
of information and communication, development of products and innovation,
marketing and promotion, and improvement of the business-oriented companies in the industry of the residential tourism.
