Editorial
Dear members, dear parents,
The publicity surrounding the visit of Commissioner Kallas in
Luxembourg (see p.3) reminded all of us that the Luxembourg II
school which until recently was an administrative fiction in
response to the school’s mounting capacity problems, is
increasingly likely to eventually materialise in the form of the
building of a second European School in the surburbs of
Luxembourg, more precisely in the Bertrange-Mamer area. In fact,
the published photo of the Commission’s top man in budget and
finance matters, Mr. Kallas, on the Bertranage-Mamaer site may be
the strongest indicator to date that the controversial construction
project will eventually be realised. On this background it is more
likely than ever that what many have already described as a white
elephant will actually one day become one. The question remains
exactly how it will be done.
The Association’s position on the construction of the school in
Mamer has been clear from the start: (1) The splitting of the two
Luxembourg schools along national lines contradicts the founding
principles of the European Schools and Commission internal
policies; (2) The location in Mamer is not convenient for the
majority of parents, who work on Kirchberg (largely for the EU
Institutions); (3) Access to the Bertrange-Mamer location is likely
to create significant traffic and environmental problems; (4) There
are likely to be big reductions in the range of academic subjects
open to students in the secondary cycle.
Being citizens of liberal democracies we ask ourselves how this
project could move forward in the first place without the consent
of parents. The sad, simple answer is the undemocratic
governance system constructed for the European Schools. For this
reason the APEEE is forced to mobilise other, more informal
resources to try to convince decision makers to also serve the
interests of the parents – to do the right thing.
Most parents would agree that it has historically been a priviledge
to be able to offer their children an excellent education at the
European school. However, the persistent problems related to the
school(s)’ infrastructure combined with an ostrich-like “businessas-usual” attitude of the responsible decisionmakers may soon
make parents reconsider whether other schools in Luxembourg do
not have more to offer, particularly those in certain language
sections.
The APEEE firmly believes in the ideas behind the European
schools and wants to ensure that the schools in Luxembourg
remain an attractive option for international education also in the
future. In order to ensure this, the concerns of parents must be
discussed openly and good solutions must be sought. This issue of
the Ad Parentes is meant to contribute to this process.

Siege des Institutions Européennes a
Luxembourg: site de 2nde classe
Le projet de la 2ème Ecole Européenne à
Bertrange-Mamer et le bien-fondé de la
contestation
Le 16 août 2007, le député Mehlen a soumis une
question parlementaire (QP) à la Chambre des
députés, adressée au Ministre des Transports et au
Ministre
des
Travaux
publics,
demandant
essentiellement :
1.
Les Ministres estiment-ils que "la décision de
construire la nouvelle école européenne à BertrangeMamer est compatible avec IVL"?
2.
Quelles étaient les raisons du choix?
Le 18 septembre une réponse commune a été
fournie à ces questions par les deux ministères
concernés. Les parents d'élèves fréquentant l'Ecole
Européenne, n'ont pris connaissance du contenu de
cette réponse, que récemment.
Après lecture attentive, nous estimons qu'elle
contient plusieurs imprécisions et erreurs factuelles
malheureuses, et puisque cette réponse à la QP est
du domaine public, nous nous estimons fondés à y
répondre publiquement.
De plus, l'Association des Parents d'Elèves des
Ecoles Européennes (APEEE), le porte-parole officiel
reconnu pour représenter les intérêts de l'ensemble
des enfants inscrits aux Ecoles européennes
Luxembourg I et II, a demandé une audition publique
pour formuler les doléances des parents a propos du
projet: cette audition publique ná jamais été
organisée.
Tout d'abord, on doit préciser que la lettre initiale du
Conseil Supérieur des Écoles Européennes (CS) à
M. Juncker de novembre 2001, demandant
formellement la construction d'une 2ème école,
précisait spécifiquement qu'elle soit construite sur le
territoire de la Ville de Luxembourg (VdL).
[ 1 ] Prétendre que l'IVL retarde la décision de
'choisir' le site de Bertrange-Mamer est une réponse
incomplète à la question du député Mehlen. La
construction d'une école et des infrastructures
préscolaires pour 3.000 enfants, de 4 mois à 18 ans
sur un site qui forcera un grand nombre de ces
enfants à être transportés à travers la ville chaque
matin et chaque après-midi, va évidemment causer

une grande perturbation de trafic dans la VdL. Par
conséquent, la construction doit être examinée très
rigoureusement dans le cadre des objectifs IVL. Il
faut dire que l'IVL a été débattu pendant un certain
temps avant son adoption et alimentait déjà d'autres
décisions politiques.
Dans ce contexte on doit être conscient également
que les fonctionnaires de l'UE résident partout au
Luxembourg, même au-delà de ses frontières, et que
le seul point commun de référence est le lieu de
travail, à savoir le Kirchberg (cela pourrait être prouvé
facilement par une étude de résidence, qui a été
longtemps demandée par les représentants des
parents). (Veuillez noter que les parents n'ont pas de
droit de vote au sein du CS.)
[2a] La déclaration que les institutions de l'UE ont
une politique de la décentralisation à partir du
Kirchberg est une absurdité absolue ! Toutes les
institutions de l'UE à l'exception de la Commission
ont construit ou construisent actuellement des
grandes extensions au Kirchberg. En outre, la
Commission a adopté une communication sur la
politique pour le logement de ses services à
Bruxelles et au Luxembourg (5/9/2007), où elle
énonce :
"Il est primordial que l'offre d'écoles européennes à
Bruxelles et à Luxembourg permette de répondre
totalement à la demande. Cela exigera des Autorités
du pays hôte qu'elles veillent avec plus de
détermination à ce que la planification et l'ouverture
de nouveaux établissements aient lieu en temps
voulu, et à ce que les écoles européennes soient
situées non loin des principaux lieux d'activité ou de
résidence où sont actuellement concentrés les
fonctionnaires de la Commission, conformément à
cette politique. Une telle approche répondra aux
besoins légitimes du personnel et de ses enfants et
servira aussi à réduire la pollution liée aux transports
. …..à Luxembourg, confirmation du site de Kirchberg
comme pôle principal de la Commission."
[2b] La réponse à la QP stipule que l'accord entre les
institutions de l'UE et le Luxembourg ne prévoit pas
spécifiquement qu'ils doivent être placés sur le
territoire de la VdL. Cela est évidemment inexact. M.
George Santer, dans une réponse à une question
semblable, en janvier 2007, pendant la table ronde
sur les écoles européennes, a publiquement énoncé,
"Les Institutions sont par les traités à installer à
Luxembourg, non pas au Luxembourg. On ne veut
surtout pas rouvrir les traités.". Cela s'applique
également au Centre Polyvalent de l'Enfance (CPE),
c.a.d, la crèche, la garderie et le Centre d' Etudes.
[2c] Il serait intéressant de détailler la nature des
'synergies' entre une école de 3.000 enfants à partir
de 4 ans, qui suit un programme qui conduit à un
baccalauréat classique, organisé selon le système
des Ecoles Européennes, et des adolescents
achevant des études techniques, organisé d'après le

système national? Les Autorités n'ont pas abordé cet
aspect. La seule chose en commun que les enfants
pourront avoir, sera les retards et la pollution dus aux
embouteillages énormes autour de Bertrange-Mamer
chaque matin, pendant les 50 années à venir.
[2d] Quel type d'extension est possible pour la 2éme
école? Le site prévu est entouré par une ligne de
chemin de fer, une petite rivière, une ligne haute
tension et une route nationale. Comment peut-elle se
développer ? Vers le haut peut-être ?
[2d] Comment peut-on juger approprié un arrêt (de
train) sans aucune surveillance ni barrières de
sécurité physiques, à l'usage des enfants à partir de
4 ans? Leurs parents responsables ne leur
permettront jamais de voyager tout seuls en train.
Alors, ils seront forcés de les conduire, menant aux
embouteillages accrus, à travers la ville en
augmentant les émissions de Co2. Les estimations
provisoires suggèrent que cette charge ajouterait des
milliers de tonnes par an au total Luxembourgeois,
qui est déjà plus élevé que les objectifs de Kyoto.
[3a] Il est indiqué que le Gouvernement
Luxembourgeois n'a pas d'influence sur la manière
dont l'école est divisée et que c'est le CS qui décide.
Cela n'est pas sincère. En vertu de la Convention des
Écoles Européennes, signée par le Luxembourg, le
pays d'accueil est responsable de construire l'école,
et en conséquence, il a effectivement un droit de
'veto'.
Malheureusement,
le
représentant
Luxembourgeois au CS était personnellement contre
une division par âge, sans qu'aucun débat n'ait eu
lieu, au préalable, sur cette question. Les autres pays
ont simplement suivi son exemple. Le résultat, une
répartition
verticale
par
(certaines)
langues/nationalités constituera un écart important
par rapport á l'objectif sous-jacent des écoles
européennes, à savoir instruire des enfants "… au
contact les uns des autres, libérés dès leur plus jeune
âge des préjugés qui divisent, initiés aux beautés et
aux valeurs des diverses cultures, ils prendront
conscience, en grandissant, de leur solidarité. ..."

Selon l'avis de M. Hansen,
a). La convention prévoit explicitement une structure
verticale. L'Association des parents prétend que cela
n'est pas exact. Selon les dispositions "Elle peut
comprendre: - un cycle maternel; - un cycle primaire
de cinq années d'enseignement; - un cycle
secondaire."
b). Il s'avère impossible d'établir des horaires et des
emplois du temps pour une vingtaine de sections
linguistiques. Selon les responsables, la limite pour le
secondaire serait une douzaine de sections.
C'est justement pourquoi nous demandons une
nouvelle version du logiciel pour les horaires, prévue
pour fonctionner sur un ordinateur moderne, ou
DEUX structures administratives, chacune pour une
école secondaire séparée, qui pourrait être
physiquement à côté l'une de l'autre. La convention
n'exclut pas cela.
c ) Une structure horizontale signifierait que les
infrastructures secondaires (du Kirchberg) devraient
être … transformées à grands frais pour qu'elles
soient adaptées aux enfants du préscolaire et du
primaire.
Comment comparer un coût unique, pour modifier
certains toilettes et laboratoires avec un coût
pluriannuel lié au transport de milliers d'enfants à
travers le pays, deux fois par jour, et au coût de tous
ces millions d'heures perdues sur les générations à
venir ?
[ 3b ] Il est indiqué que c'est la Commission
Européenne qui a demandé qu'un nouveau CPE
comportant une crèche, une garderie et un Centre
d'Etudes, soient construits sur le campus de la
deuxième école. C'est vrai et c'est logique dans
l'absolu (justement pour éviter des déplacements
inutiles) mais c'était à un moment où il était prévu
que cette école soit construite dans les environs de la
VdL, c'est-à-dire Bonnevoie où Limpertsberg!
[3c] En ce qui concerne les inquiétudes des parents à
propos du transport, la réponse fait référence à la
possibilité de développer et d'optimiser le transport
via des autobus scolaires et des liaisons de chemin
de fer. En janvier 2007 néanmoins, pendant la table
ronde sur les écoles européennes, le représentant du
Ministère des Transports a dit explicitement que
jusqu'ici, aucune solution n'avait été trouvée pour le
problème du transport des enfants, à partir de l'âge
de 4 ans, sur les longues distances, puisqu'ils n'ont
aucune expérience en la matière à Luxembourg.
À moins qu'une solution appropriée puisse être
trouvée, certains enfants seront confrontés à un
temps de voyage scolaire de plus de 1 heure (> 2
heures si on compte le voyage de retour après l'école
également). Cela pourrait être considéré comme un
mauvais traitement vis-à-vis des enfants.
En conclusion, nous demandons aux Autorités d'être
réalistes et pragmatiques ici et de ne pas balayer les
faits sous le tapis.
On nous dit que l'école devrait être prête pour la fin
de 2011 si tout va bien et tout changement retardera
le projet!
Alors, il faut accepter qu'elle n'ouvre pas avant 2013
ou 2014 (en considérant qu'un soin particulier soit
pris pour finaliser les plans en collaboration avec les
parents et l'école, et pendant le processus de
construction).
Dans cette optique, nous avons le temps de nous
asseoir et de trouver une solution au profit de
l'environnement, des familles et des habitants VdL.

Il devrait être possible de placer les Écoles
Luxembourg I secondaire et Luxembourg II
secondaire côte à côte dans un site en dehors du
Kirchberg, chacune avec leur propre directeur et leur
administration. Ensuite la crèche et les écoles
primaires des Écoles Luxembourg I et II pourraient
rester au Kirchberg. Avec un CPE élargi, comportant
une crèche, une garderie et un Centre d' Etudes.
Nous avons le temps de faire cela, c'est-à-dire
environ six ou sept ans. Il n'est toujours pas trop tard
!

Chamber of Deputies’ questions on the BertrangeMamer construction
On 16 August 16, 2007, the elected deputy Robert Mehlen
asked the following questions in Luxembourg’s
parliament, the Chamber of Deputies, addressed to the
Minister for Transport and the Minister for Public Works:
1. Do the Ministers deem that "the decision to build the
new European school in Bertrange-Mamer is compatible
with the integrated traffic and land development concept
(IVL)"?
2. What were the reasons for the choice of the location?
On 18 September a joint answer was provided by the two
ministries concerned.
Unfortunately, the parents of the pupils attending the
European School were only recently made aware of the
content of this answer. After careful reading, we, a group
of parent representatives, find that the ministers’ joint
response contains several inaccuracies and fundamental
errors. Since a response to the Chamber of Deputies is
public domain, we feel compelled to also respond to it
publicly.
Moreover, the Association of the Parents of Pupils of the
European Schools (APEEE), which is the recognised
representative of the interest of all students at the European
Schools Luxembourg I and II, had previously asked for a
public hearing on the project in order to express publicly
the parents’ concerns. This public hearing was never
organized.
First of all, we would like to make clear that the initial
letter of the schools’ Superior Council (SC) to Mr. Juncker
on November 2001, requesting formally the permission to
start the construction of a second school, specifically stated
that it should be built on the territory of the Town of
Luxembourg (VdL).
[1 ] To claim that the IVL (the local development plan)
delays the decision of the choice of the site of BertrangeMamer is an insufficient answer to the question asked by
Deputy Mehlen. The construction of a school and preschool infrastructures for 3,000 children, would take
between 4 months and 18 years in a location which will
mean that a great number of children will have to be
transported through the centre of town each morning and
each afternoon, obviously causing significant disturbance
of the traffic in VdL. Such a construction must therefore
clearly be examined very carefully within the framework
of the IVL’s objectives. It should be said that the IVL was
discussed some time before its adoption and had already
been formed taking into consideration a number of
political priorities. In this context, one should also be
aware that the typical EU civil servant (and parent) reside
everywhere in the state of Luxembourg, even beyond its
borders, and that the only common point of reference is the
place of work, namely Kirchberg (that could be proven
easily by a study of residence, which was required a long
time by the representatives of the parents). (Please note
that the parents do not have voting rights within SC).
[ 2a ] the declaration that the institutions of the EU have a
policy of decentralization to other locations than Kirchberg
is completely nonsense. All the institutions of the EU,
except for the Commission, have built or are currently
building large extensions on Kirchberg. Moreover, the
Commission adopted a communication on the policy for
the physical location of its services in Brussels and
Luxembourg (5/9/2007), which emphasizes that it is
important that the offer of schooling at the European
schools in Brussels and Luxembourg really meet the
demand. The Communication also underlines that this will
require that the host countries ensure the opening of new
establishments at the appropriate time and in locations not
far from the where most of the work places and residences
of Commission civil servants are situated. Finally, the
Communication goes on to say that such an approach will
ensure not only that the legitimate needs for the personnel
and their children are meet but also will reduce the
pollution related to transport. In Luxembourg this means
that Kirchberg, which is where the Commission’s offices
are located, would also be the natural location for another
European school.
[ 2b ] the response to the question posed by Deputy
Mehlen suggests that the agreement between the
institutions of the EU and Luxembourg does not provide
specifically that it must be placed within the territory of the
VdL. That is evidently inaccurate. Mr. George Santer, in
an answer to a similar question, in January 2007, during
the round table about the European schools, publicly
stated: "the Institutions are by the treaties to be installed in
the town of Luxembourg, not in the state of Luxembourg.
Certainly, One does not want to reopen the treaties.". That
also goes for the General-purpose Center of Childhood
(CPE), the “crèche”, the kindergarten and the Study
Center.

[ 2c ] It would be interesting to obtain some concrete
information about the nature of the “synergies” which are
expected to be released by placing a school of 3,000
children which follows a program leading to a traditional
baccalaureate and organized according to the system of the
European Schools, next to a technical school for teenagers
who are completing their technical studies organized in
accordance with the Luxembourg system? The authorities
have not addressed this issue. The only thing that the
children at the two schools are likely to have in common
will be the delays and pollution caused by traffic
congestions around Bertrange-Mamer each morning, for
the next the 50 years to come.
[ 2d ] What type of extensions will it be possible to make
at the second school? The site envisaged is surrounded by
a railway line, a small river, a high valtage power line and
a trunk road. How could it be expanded? By building
upwards perhaps?
[ 2e ] How can one consider a train stop suitable without
monitoring or safety fences, when it is to be used by
children starting form the age of four? Responsible parents
are unlikely to allow their children to travel alone by train.
This will force parents to take them to school, which will
mean more driving by car, including increased inner-city
congestions and pollution. Preliminary estimates suggest
that this will amount to thousands of tons of CO2 per
annum in the state of Luxembourg, which is already higher
than the intergovernmental objectives set in the Kyoto
agreement.
[ 3a ] It is suggested that the Luxembourg Government
does not have influence on the way in which the school is
segregated and that this is solely under the competence of
the Superior Council. That is not entirely true. Under the
terms of the Convention of the European Schools, signed
by Luxembourg, the host country is responsible for
building the school, and consequently, it has indeed a right
of “veto”. Unfortunately, the Luxembourg representative
in the Superior Council appears to have been personally
against a division by age, without any debate having taken
place prior to the decision. Sadly, the other countries
simply followed the example of the Luxembourg
representative. The result, a vertical separation by
language/nationality constitutes an significant diversion
from one of the founding principles behind the European
schools, namely to inform of the children "...through their
day-to-day interaction with each other, released from early
age of the prejudices which divide, while appreciating the
beauties and the values of the different cultures, they will
become aware, while growing, of their solidarity... " [free
translation] (Jean Monnet).
According to Mr. Hansen [who is he?];
a) The Convention envisages a vertical structure explicitly.
The parents association (APEEE) does not agree. Under
current provisions the school "..can include: - a
kindergarten cycle; - five years a primary education cycle
of teaching; - a secondary cycle."
b) It proves to be practically impossible to establish
schedules and timetables for a number of language
sections. According to persons in charge at the school, the
limit for the secondary school would be about a dozen
sections using the existing administrative system. The
reason why the APEEE asks for a new version of the
software used to manage school schedules is that it should
be designed to function on a modern computer which does
not have the limitations referred to above. Alternatively,
two administrative systems, one for each of the separated
secondary schools, could still be physically in the same
location. The Convention does not rule out that possibility.
c) A horizontal structure would mean that the
infrastructures for the secondary school (in Kirchberg)
would have to be modified to fit the needs of children
attending pre-school and primary school education, which
would be expensive. The APEEE would argue that the cost
of a one-time modification and refurbishment of the
current secondary school infrastructure is likely to be
modest compared to the multi-annual cost related to the
transportation of thousands of children through
Luxembourg for generations to come.
[ 3b ] It is suggested that it is the European Commission
that asked that a new CPE would comprise a “crèche”, a
kindergarten and a Study Center, be built on the campus of
the second, Luxembourg II, school. This is absolutely true
and logical (precisely to avoid needless displacements) but
this was at a time when it was expected that this school
would be built in the surroundings of VdL, that is
Bonnevoie or Limpertsberg!
[ 3c ] With regard to the parents’ concerns about
transportation, the answer from the minister refers to the
possibility of developing and of optimizing transport via
school buses and the railroad connection. However, in
January 2007, during the round table discussions
concerning the European schools, the representative of the
Ministry for Transport said explicitly, that no solution had
yet been found for the problems related to the
transportation of the children, starting from the age of four,
traveling long distances. Unless a suitable solution can be
found, a number of children will face a daily school
commute of more than 1 hour (2 hours if including the
return trip after school). That in itself could be regarded as
ill treatment of the children concerned. In conclusion, we
kindly ask the Luxembourg authorities to be pragmatic and
flexible and not to sweep the facts under the carpet.
We are being informed that the school should be ready for
the end of 2011 if all goes well and no delays occur. Even
so, it is unlikely that the school will open before 2013 or
2014 (assuming that due care is taken in completing the
plans in full collaboration with the parents and the school,
and in the course of construction). Accordingly, we have
time to sit down together and find a solution which will be
good for the environment, the families and the citizens of
the VdL. It should be possible to place the Luxembourg I
and Luxembourg II secondary schools side by side in
another location than Kirchberg, each with their own
director and administration. This would allow the primary
schools of Luxembourg I and II to remain in Kirchberg,
and could include an extended CPE, comprising a
“crèche”, a kindergarten and a Study Center.

We still have time to do ensure this - approximately six or
seven years. It is clearly not too late!
Bau einer zweiten Europa-Schule in BertrangeMamer
Bedenken und Einwände
In einer parlamentarischen Anfrage an die Minister
für Transport und Öffentliche Aufgaben hat der ADR
Abgeordnete Mehlen am 16. August 2007 folgende
Fragen gestellt:
1) Ist der Bau einer zweiten Europäischen
Schule kompatibel mit den Prinzipien des
IVL?
2) Welche Gründe gab es für die Wahl des
Standortes Bertrange-Mamer?
Die Personal-Vertretung der EU-Kommission (Comite
Local du Personnel-Groupe de travail pour les Ecoles
europeennes et le CPE Commission EuropeenneLuxembourg)
hat sich mit der Anfrage und den Antworten der
Minister auseinandergesetzt. Am 18. September 07
haben die beiden Minister gemeinsam geantwortet.
Der Wortlaut ist den betroffenen Eltern erst kürzlich
bekannt geworden.
Im Folgenden der gekürzt übersetzte Wortlaut der
entsprechenden Schreiben der Personal-Vertretung:
Nach genauer Lektüre der Antwort stellen wir fest,
dass diese mehrere Unklarheiten und Irrtümer
enthält….
Der Sprecher der APEEE hatte eine öffentliche
Anhörung erbeten, um die Sorgen der Eltern
bezüglich dieses Projektes zu formulieren. Diese hat
bisher nicht stattgefunden.
In einem Brief vom Nov.2001 des Conseil Superieur
an Staatsminister Juncker ist um den Bau einer 2.
Schule gebeten worden. Ausdrücklich betont wurde
darin, dass diese Schule auf dem Gebiet der Stadt
Luxemburg errichtet werden soll.
[1]… Der Bau einer Schule und der entsprechenden
schulischen Infrastrukturmassnahmen für 3000
Kinder zwischen 4 Monaten und 18 Jahren an einem
Ort, der den Transport vieler Kinder morgens und
nachmittags durch die ganze Stadt erfordert, wird
eine enorme Verkehrsbelastung für die Stadt
Luxemburg zur Folge haben. Folglich sollte ein
derartiger Bau sehr sorgfältig hinsichtlich der Ziele
des IVL geprüft werden. …
In diesem Zusammenhang sollte man sich auch der
Tatsache bewusst sein, dass die Funktionäre der EUInstitutionen verstreut über ganz Luxemburg
einschliesslich der Grenzgemeinden wohnen. Der
einzige gemeinsame Treffpunkt ist der Arbeitsort
namentlich der Kirchberg. (Eine Residenzstudie, die
seit langem von den Eltern gefordert wird, könnte
dies belegen).
Die Eltern haben kein Stimmrecht im Conseil
Superieur (CS). …
[2a] Die Behauptung, die EU-Institutionen verfolgten
eine Politik der Dezentralisierung vom Kirchberg weg
ist absurd! Alle EU-Institutionen mit Ausnahme der
Kommission haben auf dem Kirchberg gebaut oder
sind dabei dort Erweiterungsvorhaben zu realisieren.
Darüberhinaus hat die Kommission folgende
Richtlinie über die Ansiedlungspolitik ihrer Dienste in
Brüssel und Luxemburg vereinbart:

„Es ist unabdingbar, dass das Angebot der EuropaSchulen in Brüssel und Luxemburg vollständig der
Nachfrage nachkommt. Dies verlangt von den
Behörden des Gastlandes, dass sie mit Nachdruck
die Planung und Eröffnung neuer Einrichtungen in
der gewünschten Zeit
betreiben und dass sie
entsprechend dieser Richtlinie dafür sorgen, dass die
Europa-Schulen nicht weit vom Hauptort der
Beschäftigung oder des Wohnsitzes der Funktionäre
der Kommission gelegen sind.“
Eine derartige Forderung entspricht den legitimen
Bedürfnissen des Personals und ihrer Kinder und
trägt ausserdem dazu bei, die Umweltverschmutzung
durch den Verkehr zu reduzieren. …
[2b] Die Antwort auf die Anfrage des Abgeordneten
unterstellt, dass die Vereinbarung zwischen den EUInstitutionen und Luxemburg nicht eindeutig festlegt,
dass die Einrichtungen auf dem Gebiet der Stadt
Luxemburg liegen müssen. Dies ist eindeutig nicht
korrekt, da Herr George Santer auf eine ähnliche
Frage im Januar 2007 bei einem Rundtisch-Gespräch
zu den Europa-Schulen öffentlich erklärt hat: „Die
Institutionen sind entsprechend den Verträgen in
Luxemburg, nicht im Land Luxemburg zu
installieren…“
[2c] …
[2d] Welche Erweiterungsmöglichkeiten gibt es für
eine 2. Schule? Der beabsichtigte Standort Mamer ist
umgeben von einer Eisenbahntrasse, einem kleinen
Fluss, einer Hochspannungsleitung und einer
Nationalstrasse …
[2d] Wie könnte man eine Bahnstation gutheissen
ohne Aufsicht, ohne Schranken, gedacht für Kinder
unter 4 Jahren? Ihre Eltern werden sie niemals
alleine reisen lassen! Folglich sind sie gezwungen
ihre Kinder selbst zu transportieren mit den
entsprechenden Folgen für die CO2 Emissionen…
[3a]
Die Luxemburger Regierung hat keinerlei
Einfluss darauf, wie die bestehende Schule geteilt

wird. Allein der Conseil Superieur entscheidet
darüber. Das ist nicht fair!
…Leider ist der Repräsentant Luxemburgs im Conseil
Superieur gegen eine Teilung nach Alter(vertikal)
gewesen ohne eine vorherige Abstimmung mit den
Elternvertretern. Die vertikaleTeilung widerspricht
dem Auftrag der Europa-Schulen….
Nach Ansicht von Herrn Hansen:
a) sieht die Convention eindeutig eine vertikale
Teilung vor. Nach Ansicht der APEEE ist das falsch.
Nach den Bestimmungen „kann sie einen cycle
maternel, einen cycle primaire von fünf Jahren sowie
einen cycle secondaire umfassen;“
vor 2013 oder 2014 der Fall sein wird. Damit wäre
allerdings Zeit genug eine Lösung im Interesse aller
zu finden.
Es wäre möglich die Sekundarstufen I und II
nebeneinander ausseerhalb von Luxemburg-Stadt
anzusiedeln. Jede mit eigener Verwaltung. Dann
könnten die Krippe und die Primärstufen auf dem
Kirchberg bleiben mit einem erweiterten
CPE
(Centre Polyvalent d Enfance) einschliesslich Krippe,
Garderie und Centre d Etudes.
Es ist noch nicht zu spät, es bleiben noch 6 bis 7
Jahre!
b) dürfte es unmöglich sein Stundenpläne für mehr
als 20 Sprachsektionen zu erstellen. Nach Auskunft
der Verantwortlichen
liegt die Grenze bei 12
Sektionen.
Deshalb fordern wir eine neue Software für die
Stundenplan- Erstellung auf einem modernen
Computer oder aber zwei separate administrative
Strukturen für jede Sekundarstufe.
Die Convention schliesst dies nicht aus….
c) Ein horizontale Teilung, die Sekundarstufen aller
Sprachsektionen ziehen nach Mamer, die „Kleinen“
aller Sprachsektionen bleiben auf dem Kirchberg,
würde bedeuten, dass die

Infrastruktur (Toiletten, Waschräume etc.) der
Sekundarstufe auf dem Kirchberg zu hohen Kosten
an die Bedürfnisse der Prescolaire und Primärstufen
angepasst werden müssten. Wie jedoch verhalten
sich diese einmaligen Kosten zu den Kosten, die
durch den Transport der Kinder quer durch das Land
Luxemburg entstehen?
[3b] Die EU-Kmmission hat gefordert, dass eine neue
Schule eine Krippe, einen Kindergarten und ein
Centre d Etudes umfasst. Das ist soweit richtig.
Diese Forderung wurde jedoch zu einem Zeitpunkt
erhoben, als man noch davon ausging, dass die neue
Schule
auf
dem näheren Gebiet der Stadt
Luxemburg (zu.B. Bonnevoie, Limpertsberg) errichtet
werden würde.
[3c] Was die Befürchtungen der Eltern hinsichtlich
des Transportes betrifft, bezieht sich die Antwort der
Minister auf die Möglichkeit den Transport via Bus
und Bahn abzuwickeln. Im
Januar 2007 anlässlich des Rundtisch-Gespräches
zu den Europa-Schulen hat der Repräsentant des
Transportministers ausdrücklich erklärt, dass bis dato
keine Lösung für den Transport von Kindern ab vier
Jahren über lange Strecken gefunden sei, da man in
Luxemburg diesbezüglich keine Erfahrungen habe.
Das bedeutet, dass einige Kinder proTag einen
Schulweg von zwei Stunden haben.
Es heisst, die Schule werde im Jahr 2011 fertig sein.
Man muss jedoch davon ausgehen, dass dies nicht

puissent arriver à l' heure au bureau? Et alors, qui va
changer la couche? Qui va donner la sucette?
Note à l'attention du Comité Central du Personnel
Les Institutions ont-elles évalué le nombre d'heures
de travail qui seront ainsi perdues, sont-elles prêtes à
instaurer un régime large de dérogations d'horaire
pour les parents d'enfants en bas âge? Est-ce normal
et acceptable que cette mauvaise décision se
traduise en stress pour parents et enfants et en perte
de salaire par réduction du temps de travail?
Ecole Européenne Luxembourg II et Centre
Polyvalent d' Enfance, expulsés à BertrangeMamer:
il est encore temps de changer une mauvaise
décision!
Suite à la vote du projet de loi à la Chambre des
Députés le jeudi 22/11 sans l' organisation de l'
audience publique demandée par l'APEEE de
Luxembourg pour que les parents puissent formuler
leur position, les doléances tout à fait incontestables
des parents restent toujours ignorés par les
décideurs.
Je dois aussi vous signaler qu' en date du 13 août
2007, le Ministre des Travaux publics M. Claude
Wiseler a présenté les plans de construction de
l’École européenne II à Bertrange-Mamer avec une
conférence de presse. Cette "choix" de date était fort
convenable pour distancer les voix de contestation
des parents expatriés, employés des Institutions
Européennes, qui sont par tradition en vacances au
pays dórigine le mois d'aout !!
Pour votre information détaillée, nous avons rédigé
une présentation avec le raisonnement de
contestation des parents -entre autres- sur la base de
la question parlementaire n° 1933 du 16 août 2007
de Monsieur le Député Robert Mehlen concernant le
site de la nouvelle école.
Le Vice-président de la Commission européenne, M.
Kallas, a rencontré le 22/11 les Autorités
luxembourgeoises et s'est notamment rendu sur le
site de Mamer qui doit abriter à partir de 2011 la
nouvelle école. En rencontrant brièvement certains
représentants du personnel, M. Kallas a évoqué plus
tard, des difficultés budgétaires liées au coût des
infrastructures routières.
De plus, un CPE décentralisé à Bertrange-Mamer va
à léncontre des Traités et des accords de siège avec
lÉtat de Luxembourg, qui prévoient que le siège des
Institutions soit dans les limites de la Ville de
Luxembourg. Etant donné que la crèche appartient à
la structure du Parlement et la garderie et le centre
d'Etudes à la Commission, quoi de plus légal et de
plus logique que de prévoir le nouveau CPE pour les
bébés et les enfants d' âge préscolaire respecte lui
aussi cette obligation? A proximité du lieu de travail,
les mamans pourront continuer l'allaitement et les
papas ne devront pas conduire jusqu'à Mamer pour
aller chercher un enfant fiévreux et le ramener chez
le pédiatre. Est-ce que des navettes seront
organisées pour les petits pour que les parents
Dans ce contexte, nous lançons un appel angoissé
aux différentes Autorités concernées (Institutions UE,
gouvernement du Grand Duché, Conseil Supérieur)
pour que la mauvaise décision d'implanter une demiécole, quelques sections linguistiques de la
maternelle au bac, soit transformée en bonne
décision, c.a.d. l'implantation à Mamer de l'ensemble
des deux cycles secondaires des deux Ecoles, en
gardant les petits fréquentant la crèche, la garderie,
le centre d' études, ainsi que les cycles maternelles
et primaires aux environs de Kirchberg.
Nous en appelons aussi aux responsables politiques
nationaux et communaux qui militent en faveur du
développement durable et d'une politique intelligente
d'aménagement du territoire. Avec près de 10 000
postes de travail, les Institutions représentent un
enjeu majeur pour le Grand Duché en matière de
maîtrise
des
déplacements
professionnels,
notamment à travers le développement du recours
aux transports en commun.
Il est donc complètement incompréhensible de
maintenir envers et contre tout une décision qui
jettera sur les routes de Mamer mais pas seulement,
des centaines de voitures pour déposer les bébés et
les enfants de la maternelle et du primaire, de
fonctionnaires devant ensuite se rendre à l'autre bout
de la Ville où une autre école existe déjà.
Nous sommes conscients du coût qu'engendrerait
une modification des plans et du dossier technique
de Mamer, mais face aux coûts d'infrastructure, à la
dégradation du cadre de vie des parents et des
habitants de la zone, à l'impact écologique, nous
pensons que l'enjeu le vaut bien.
Si ce dossier se poursuit tel qu'il est pour des raisons
d'amour propre de quelques-uns plus que de logique
politique, Luxembourg, au lieu du développement
durable, aura inventé le concept de dégradation
durable.

In ihrer Sitzung am 23. November 2007 hat die
Abgeordnetenkammer über das Gesetzesvorhaben zum Bau
einer
neuen
Europa-Schule
in
Bertrange-Mamer
abgestimmt. Die Abstimmung fand unter Ausschluss der
Öffentlichkeit und insbesondere ohne die ausdrücklich
geforderte Anhörung der betroffenen Eltern statt.
Am 13. August hat Bautenminister Claude Wieseler in einer
Pressekonferenz das Bauvorhaben vorgestellt. Zu einem
Zeitpunkt also, als alle betroffenen Eltern und Angestellten
der EU-Institutionen traditionell in den Sommerferien waren
und somit keine Möglichkeit hatten ihre Position zu

Der Vize-Präsident der EU-Kommission M. Kallas hat am 22.
November 2007 Vertreter der Luxemburger Behörden
getroffen und hat den geplanten Standort besichtigt. In
einem anschliessenden kurzen Treffen mit Vertretern des
Personals hat M. Kallas auf budgetäre Schwierigkeiten im
Hinblick auf die Kosten der notwendigen strassenbaulichen
Infrastrukturmassnahmen hingewiesen.
Im Übrigen würde der Bau einer neuen Europa-Schule in
Bertrange-Mamer den Vereinbarungen
mit dem
Luxemburger Staat widersprechen, die den Sitz der
Institutionen
auf dem Gebiet der Stadt Luxemburg vorsehen.
Da die Krippe in die Struktur des Parlamentes und die
Garderie sowie das Centre d Etudes in die der Kommission
eingebettet sind, sich also in unmittelbarer Nähe des
Arbeitsplatzes der Eltern befinden, wäre es folgerichtig,
wenn auch ein neues CPE (Centre Polyvalent d Enfance)
dort angesiedelt wäre.
Mütter und Väter müsten nicht nach Mamer fahren, um zu
Stillen, Windeln zu wechseln,
kranke und gesunde Kinder zu transportieren. Sind
Pendelbusse organisiert, damit die Eltern pünktlich im Büro
sind?
Wir sind uns der Kosten einer Änderung der bestehenden
Pläne bewusst, halten diese jedoch vor dem Hintergrund
der Infrastruktur-Folgekosten, der Umweltbelastung sowie
der Minderung der Lebensqualität von Eltern und
Anwohnern für vertretbar.
En résumé le député ADR s'insurge contre le fait
que cette deuxième école sera construite à
Mamer, pendant que la plupart des parents travaillent
au ou à proximité du Kirchberg, ce qui engendrera
non seulement des désagréments pour les familles
concernées, mais aussi du traffic supplémentaire et
superflu (et non compatible avec les principes de
l'IVL)
Le député fait remarquer que l'argument selon lequel
il n'y aurait pas de terrain à construire adéquat à
Kirchberg est une mauvaise blague. En fait
beaucoup de propriétaires au Kirchberg ont été
expropriés au nom de l'utilité publique, disant que ces
terrains seraient nécessaires à des
constructions européennes, tandis que bonne partie
de ces terrains on ensuite été attribués à des
promoteurs privés.
Le député Mehlen aimerait savoir des ministres des
transports respectivement des bâtiments publics s'ils
sont d'avis que la décision de
bâtir cette nouvelle école à Mamer est compatible
avec l'IVL et quels ont été les raisons de ce choix vu
que votre association s'est prononcée
contre ce site.

Vor diesem Hintergrund richten wir eine dringende Bitte an
alle involvierten Behörden (EU-Institutionen, Luxemburger
Regierung, Conseil Superieur) diese absurde Entscheidung
zu überdenken. D.h. statt einer neuen Schule mit allen
Jahrgangsstufen von der Krippe bis zum Abitur für einige
Sprachsektionen, zwei vollständige Sekundarstufen beider
Schulen (Lux I und Lux II) in Mamer und der Verbleib der
„Kleinen“ (Krippe, Garderie, Centre d Etudes, Kindergarten,
Primärstufe) auf oder Nähe Kirchberg.
In its meeting on 23 November 2007 the Chamber of
Deputies debated the law on the project for construction of
a new European school in Bertrange-Mamer. The debate
took place behind closed doors and without an explicit
requirement of consulting the parents concerned.

The European schools Luxembourg I and II expelled to
Bertrange-Mamer:
It is still not too late to modify a bad decision!
On 13 August Minister of Public Works Claude Wieseler
presented the construction project at a press conference.
This was done at a point in time where a great majority of
the concerned parents and employees of the European
institutions traditionally are away on summer holidays,
which further narrowed the possibilities for them to make
their concerns known to the parliamentarians (statement at
the parliamentary inquiry (NO 1933) of delegate Robert
Mehlen from 16 August 2007 s.o.)

The vice-president of the European Commission, M. Kallas,
met representatives of the Luxembourg authorities on 22
November 2007 and visited the planned location of the
second European school in Luxembourg. In a short
subsequent meeting with representatives of the
Commission’s staff association M. Kallas referred to
budgetary difficulties related to the costs of the necessary
modification of the road infrastructure. In all other respects
the building of a new European school in Bertrange-Mamer
would contradict the agreements with the state of
Luxembourg, which foresees that the seat of the institutions
would be within the area of the Town of Luxembourg (VdL).
We kindly appeal to the common sense of the politically
responsible persons, asking them not to underestimate the
weight of 10,000 jobs on the well being and further
development of the economy of the Grand Duchy as well
as for the development of the required infrastructure in this
particular case.
We are conscious of the costs related to a change of the
existing plans, but we ask those responsible to compare
these costs with the subsequent increase in costs related to
environmental impact and the reduction in the quality of life
for local residents and the parents of the pupils in the
European school.
Considering the fact that the crèche is within the
administrative structure of Parliament and the kindergarten
and the Study Center part of the Commission’s, what could
be more appropriate and logical than to envisage that the
new CPE for the toddlers and the preschool children also
include this? Near the place of work, mothers will be able to
continue breast feeding and the fathers will not have to
transport their children to Bertrange-Mamer to pick up a
feverish child to bring it to the pediatrician. Will the shuttles
be organized for the smallest children so that the parents
can arrive at the office on time? And if so - who will change
the diapers? Who will give the candy?
Did the European institutions assess the number of working
hours which will be lost and are they ready to accept
systematic exemptions from normal work schedules for
staff with children at the Bertrange-Mamer school? Is it
normal and acceptable that this poorly conceived decision
will cause considerable stress for parents and children and
loss of working hours and subsequently income? On this
background, we plead the various authorities concerned
(EU institutions, the government of the Grand-Duchy, the
Superior Council) that they modify the bad decision to
establish half a school, with some linguistic sections of the
school from kindergarten to the BAC. This would become a
good decision by establishing the Bertrange-Mamer school
with all the language sections of the two secondary
schools, while allowing the youngest student to keep
attending the crèche, the kindergarten and the Study
Center, as well as the cycles of the kindergarten schools
and primary educations on Kirchberg.

Important Information to Parents from the Action
Group on Reasonable School Fees
A Brussels Civil Court recently ruled in favour of the Minerval
case brought forward by parents of the European Schools in
Brussels. As a consequence, the Brussels ES may be obliged to
return part of the fees paid by parents. This may be highly
relevant also for the ongoing case in Luxembourg which is still
under consideration by the European Ombudsman .
On March 30, 2006, the Local Staff Committee and ADMIN/C2,
announced an informational meeting with Mr. Diamandouros,
the European Mediator, to answer questions about how
complaints from European citizens are treated.
Some
members of the APEEE Managing Committee were present,
and asked Mr. Diamandouros how the complaints lodged by
Marleen Watté-Bollen, the lawyer in charge of the Cat. III
Parents Action Group of the Luxembourg ES, were progressing.
The complaints had been submitted in Aug. of 2004, which
meant that they were still unanswered 18 months later.
Although Mr. Diamandouros could not immediately recall the
details of the complaints, he explained that only cases that
were extremely complex would take as many as 18 months to
be answered. He stated that complaints would surely be
handled within a period of 2 years.
In the meantime, in June of 2006, the Brussels Civil Court
rendered an interesting sentence in favor of the Cat. III
parents who had gone to court in Brussels to contest the rise
in fees over the past years. Although their case is different to
the Luxembourg parents’ in so far as the actual beginning of
increases they contest (some parents are contesting fee
increases going back to the 1980s), some of their arguments
against the increases are identical to those posed by Ms. Watté
in her previous correspondence with the Ombudsman.
In brief, the Court agreed with the parents that an enrolment
into a school system is not a year-to-year contract, but an
agreement over a 14-year school period. Although on the one
side the parents are free to take their children out of the
system for whatever reasons, the school must, except for
reasons of disciplinary incident or unforeseeable circumstance,
maintain the child through the end of Secondary. This follows
a convention of “good faith”, and means that “pricing them
out” is unacceptable.
The Court established that school fee increases exceeding the
amount of 7.1% per year were beyond what the parents
should have to pay. The fee increase in the year 2003-04
exceeded this 7.1%. Over the 14-year enrolment period, the
fees should not exceed an increase of more than 100% in
total.
The Court also divided the parents into 4 groups, according to
when their children began their school careers. One group
includes those parents whose children were enrolled between
the years 1994/95, and 2003/04. This is the period of 10
years when a payment scale was established by the Board of
Governors, and then departed from in 2002 to represent
higher than planned yearly fees, and is one of the points on
which Ms Watté contests on behalf of the Luxembourg ES Cat.
III parents.
The Brussels parents will have between June and November to
calculate with their lawyer the amount they are owed by the
ES, and these individual amounts will be presented to the
Court in November.

Ms. Watte has included these judgements in her most recent
letter (August 11) to the European Mediator. He has not
answered, and expects only to answer in October of this year.

The reading voyage
Encouraging reading is not about forcing children to read as
many books as they can: it’s about children enjoying what they
read, finding out more about books; knowing how to find the
books they’re interested in reading – and sharing reading time
with you, their parents. There are lots of practical ways for
parents to support children reading :
•
Talk about books; find out what they have enjoyed.
•
Identify authors that they like. Write down their names and
look for more books in the library (and bookshops/on internet).
•
Take time to explore the school library and other libraries
(and bookshops). Find out about the different things children can
borrow (and buy), and how to find the books they want. Ask
staff for help!
•
Reserve a book that the children particularly want to read –
it will be exciting when it becomes available.
•
Look out for fun library and bookshop activities out of
school time: make it a whole family outing.
•
Encourage children to read information reference books
about things they like, or even about new subject areas. The
amazing world of animals, for example; or historical times that
they are interested in.
•
Get them to discuss books with their friends, and
recommend books they liked to one another.
•
Read books to pre-schoolers. Point out all kinds of things in
pictures, discuss things in the text. Find out their favourite bits of
the book; what makes them laugh?
•
If your child is beginning to read, share the reading (unless
they don’t want to give you a look in!). Be patient and
encouraging.
•
Donate surplus books to the school library.
•
Speak to teachers and Mots-de-Zaza volunteers about
resources available in school – and make recommendations.
Mots-de-Zaza Primary School Library
The Primary Schools of Luxembourg I and Luxembourg II
schools both have libraries stocked with a wide range of
fiction and reference books.
Lux I has a full-time librarian (Birgitta Rutberg) and Lux II
now has two half-time librarians (Lone Moller Andersen
and Maria Venetsanou-Bagia).
The library was originally created by parents, and
parental involvement continues to be absolutely essential
in maintaining the smooth functioning of the library.
New stock
During the last school year a huge number of books were
added to the stock. Books are obtained from discounted
sources and second-hand shops in the UK, and special
schemes are used with bookshops to get the best
possible price. Some books are also bought locally in
Luxembourg or over the internet.
There is a wealth of new books coming on to the market.
If you have suggestions for new titles the library
coordinators may have missed, which would enhance the
library collection, do let them know.
All this costs money of course, and each child’s annual
contribution of EUR 10 via the ESTM Fund is essential.
It is often necessary to replace lost or worn-out books.
While there is inevitable wear and tear particularly on the
most popular books, you are kindly asked to help your
child to look after their library books appropriately. Each
book has a price and some hard work behind it !
Preparing new books for the shelves
Volunteers are always needed to help with getting new
acquisitions labelled, covered and shelved correctly. It is a
pleasant way of meeting other parents, and involvement
in the library is always stimulating. If you would like to
help again this year, or give it a try for the first time,
please let the Mots-de-Zaza coordinators know.
Indeed, many boxes of new books were acquired at the
end of last term and over the summer, which need to be
sorted out and made available to children. Mots-de-Zaza
will concentrate on the Lux I books during September and
the Lux II books during October. Please help if you can.
Library sessions
Each class has a weekly library session when the children
can browse and borrow 1 or 2 books to take home that
week. Traditionally a parent volunteer has taken these
sessions, helping the children choose appropriate books
and writing out loans on library cards. As from this year,
the English section in Lux I will manage the borrowing
electronically.
However, it would still be useful – and very nice for the
children – if a parent could continue to be present at the
library sessions assisting and guiding the children with
suitable book selection. Your class rep will draw up a rota.
Book Fair
Last year Mots-de-Zaza organized very successful book
fairs in the Maternelle, Lux I and Lux II where children
were given an opportunity to come along and choose a
couple of books to buy for themselves. Parents also had a
chance to come and look.
They are considering repeating this in early December
2006. If you would like to be involved in any way or
would even perhaps like to give feedback on last year’s

Residential school trips
Children attending the European Schools in Luxembourg are able to profit from a series of residential visits during the course
of their academic careers. The pedagogical and other benefits of these visits are fully recognised by the APEEE, and the
management committee would again like to thank all those involved in making them possible.
Forest discovery classes in Plaine, France
For some 10 years now, children attending the European School
have been fortunate to benefit from organised visits to an
excellent dedicated centre in the French Vosges Mountains on
two occasions during their primary education, firstly towards
the end of their 2nd Year (ie. in Spring) and then early in their
3rd Year of education (ie. in Autumn). The first visit is short (2
nights); the second visit is longer (4 nights). Transport to and
from the centre is by coaches travelling in convoy from
Luxembourg: the journey takes around 3½ hours.
The cycle of 3rd year visits begins in October for 2006-07.
Information was distributed at parent-teacher meetings at the
start of term. Mme.Prévot is responsible on behalf of both
schools for coordinating these visits.
The centre is licensed by the French Education Ministry and is
very well managed: everything runs efficiently and pleasantly.
In May 2006 the centre celebrated its 30th anniversary, and
during these 30 years it has successfully accommodated some
5000 children (not all from the European School!).
The centre can accommodate around 140 children (eg. 5
classes) at a time. Children stay in their class groups
throughout the visit, but there are some opportunities for
interaction with children of other language sections. Monitors
are assigned to each group and supervise the activities. They
are French, but generally speak English and/or German as well.
The class teacher is typically accompanied by a volunteer
parent, relative or friend in order to assure a suitable pupil-toadult ratio. Qualified monitors supervise the chosen activities
(there is a huge selection!).

Snow discovery classes in
Bardonnecchia, Italy
As already announced during parent-teacher meetings, efforts
are under way to renew the longstanding (30+ years)
relationship with Bardonnecchia. A joint visit is planned in
October by APEEE and School management to finalise terms for
the January 2007 visit. This will review accommodation, skiing
arrangements, other activities and ancillary issues, and if
satisfactory, a multi-annual “memorandum of understanding”
will be prepared. Once negotiations are completed, a final price
will be communicated. This is likely to be higher than the EUR
670 paid for the visit to Valmeinier, France in January 2006, (a)
due to significant increases in the cost of transport, (b) due to
improvements negotiated regarding accommodation and
subsistence, and (c) due to an increase in the duration of the
visit by one day to allow children to relax from their intensive
physical effort.
A meeting will be organised in November to explain the
arrangements for the visit. The by now traditional sale of
second-hand clothing and equipment will be organised in
December. During the visit itself, a daily diary will be
maintained on the website.

6th Year Secondary visits
Each year since 1976, pupils in 5th year pre-plan a series of
visits which take place during Autumn (the last week in
October), following transition to 6th year. Aims are both
educational and social. Content often includes ‘outward-bound’
type activities (eg. rock-climbing; scuba diving; cycling;
trekking) alongside cultural visits and research projects.
Proposed locations are subject to approval by the Secondary
Education Council. On the basis of ranked preferences by
pupils, the 6th Year Coordinator then allocates places. Some of
the proposals are dropped due to lack of support. A deposit is
paid in Spring, with the balance falling due in Summer. This
year, prices are around EUR 830 for the overseas trips.
The cycle of visits is about to commence for 2006-07.
Destinations include: ANDALOUSIA (Spain); BALTIC STATES;
CYPRUS – a popular trip regularly repeated since 1990;
SARDEGNA (Italy); BUDAPEST (Hungary) – first visited 2005;
MALTA; SICILY (Italy); CRETE (Greece); MALLORCA (Spain);
FUERTEVENTURA; LUXEMBOURG based ( with the possibility
of 1 night away)
