OVERVIEW
Presently, Professor of Economics at New University of Lisbon. Previously, the
first President of the Portuguese Competition Authority, Deputy Governor of the
Banco de Portugal, Member of the Monetary Committee and Member of the
Economic Policy Committee of the European Commission. He was for eleven
years a senior economist at the World Bank, where he worked with several North
African and Latin American countries. As Member of the Board of the Banco de
Portugal was responsible for six years for the monetary policy in Portugal and
responsible to bring the country to the single currency. At the World Bank he was
mission leader and responsible for a structural adjustment program for Morocco and a
large decentralisation and regional development project for Mexico, besides being a
macroeconomist for several countries. He also worked on the social sectors, safety
nets and agricultural sectors of several North African and Latin American Countries.
He also worked extensively on tax reforms. He has a Ph.D. in Economics from the
University of Pennsylvania, USA. He has taught at the “Universidade Nova de
Lisboa”, “Universidade Católica Portuguesa” and “Universidade Autónoma de
Lisboa”. He has published extensively. He speaks Portuguese (mother tongue),
English, French and Spanish.

several reports on fiscal federalism proposals for Mexico. Prepared a
social development fund for the project. Participated on missions and
wrote reports on the agricultural sector of Guatemala and Nicaragua ;
1987-89:
LATIN AMERICA, senior economist at the Latin America Technical
Department. Work on safety-nets and social programs in several
countries. Participated on missions and wrote reports on tax systems
and fiscal policy in Mexico and Brazil;
1983-87:
MOROCCO, country economist and senior economist for Morocco.
Participated in the preparation of the first structural adjustment loan.
Led the preparation of a program for a safety-net for Morocco. Led the
preparation of the second structural adjustment loan for Morocco.
