Fisher led a heroic life that inspires us today. Winston Churchill said of the Royal Air Force after the Battle of Britain: “Never in the field of human conflict was so much owed by so many to so few.” Antony Fisher was among those few. Margaret Thatcher said of the founders of the Institute of Economic Affairs after 30 years waging the war of ideas: “They were the few, but they were right and they saved Britain.” Sir Antony was among those few, too. These tributes from two of the UK’s greatest prime ministers are a reminder of how much good can be done by “a few” who act decisively on behalf of a noble cause. In the pages of this 2014 Year In Review, you’ll see how your support of Atlas Network has energized a remarkable worldwide effort to actually implement the freedom philosophy and achieve free-market reforms. This battle of ideas is a long-term fight that requires patience, but you will see unmistakable progress when you look at what is taking place across this network that we’re so privileged to connect. Our partners are winning policy battles. They are generating media discussion of liberty where it previously did not exist. They inspire young people to go beyond taking an interest in liberty, and to receive Atlas Leadership Academy training to become effective “intellectual entrepreneurs.” How does it all happen? We are fortunate to have a strong and caring organizational culture. It was built over decades by individuals like the late John Blundell and Leonard Liggio, both of whom are remembered on page 5. This Atlas Network spirit is carried across the world by the often courageous and always principled partners that participate in our programs. We never forget that what we do would be impossible were it not for the financial supporters that we recognize with gratitude in this Year In Review. Brad Lips, CEO 3 SIR ANTONY FISHER AND THE BATTLE OF IDEAS In 1981, Sir Antony Fisher founded Atlas Network, which was then called Atlas Economic Research Foundation. Today, Atlas Network has 458 independent partners in 96 countries worldwide dedicated to the battle of ideas for freedom. On June 28, 2015, Fisher would have celebrated his 100th birthday. Finally if you agree with me, you can do something about it. Our mission is to strengthen the worldwide freedom movement by identifying, training, and supporting individuals with the potential to found and develop effective independent organizations that promote our vision in every country. Among John’s many contributions to the freedom movement, he served as president and CEO of Atlas Network from 1987–89 and as a member of Atlas Network’s Board of Directors for the last 27 years of his life. John was born on Oct. 9, 1952, in Congleton, Cheshire, England. John had a keen sense of how history moves, and the principles that will be vindicated over the long term. He celebrated bold leadership on behalf of those principles, and also the quiet behind-thescenes work that often matters more than what’s most visible to a general audience. Atlas Network and its partners celebrated John Blundell’s life with a special event at the Liberty Forum & Freedom Dinner conference by compiling a collection of John’s written work and distributing his classic Waging the War of Ideas. We were honored to have his wife and Atlas Network supporter, Christine, with us at this event. Information is available at: onatl.as/blundellgreatest Leonard Liggio offers a Toast to Liberty at the Atlas Experience in Dallas in 2011. Leonard Liggio died on Oct. 14, 2014, at the age of 81. Leonard’s career advancing liberty spanned seven decades. He spent his last 21 years as Atlas Network’s executive vice president of academics. He also held leadership roles at The Institute for Humane Studies and in the Philadelphia Society, and served on the boards of Liberty Fund, the Freda Utley Foundation, the Competitive Enterprise Institute, and the Mont Pelerin Society. Alex Chafuen and the late John Blundell once wrote that, if F. A. Hayek was the great architect of the revival of classical liberalism, then Leonard has been its “great builder, building a worldwide movement … one career at a time.” Atlas Network’s Liggio Legacy Program — originally established on the occasion of Leonard’s 80th birthday — archives a wealth of material from Leonard’s career as a scholar and movement builder. It also funds an annual lecture in Leonard’s name, most recently given by Professor John Tomasi at the 2014 Liberty Forum & Freedom Dinner. Identify individuals with the potential to found new organizations and nurture them during their early years of getting started. Provide a suite of practical and diverse training opportunities, relevant to organizations at all stages of institutional development, both online and in person, in the United States and in many locations around the world. SUPPORT RECOGNIZE CONNECT Provide a variety of competitive grant opportunities designed to strengthen recipients and fund high-impact work for freedom. Reward and publicize the very best achievements in the network and elevate the best ideas and thinkers to drive up the overall quality of the freedom movement. Facilitate relationships among partners at all stages of institutional development and drive the widespread sharing of inspirational stories, best practices, insights, and solutions. 7 CULTIVATE As part of its effort to develop the next generation of think tanks all around the world, Dr. Tom G. Palmer, executive vice president for international programs, leads Atlas Network’s coordinated effort to identify those around the world with the potential to start new organizations and to nurture them during their foundational years. From Asia to Africa to Latin America to Europe, and places around and in between, Dr. Palmer met, inspired, and assisted leaders in the freedom movement. Here are some of the highlights. Asia generally is seeing an upsurge in classical liberal thinking with strong emphasis on freeing markets and trade, and that was on display at the Asia Liberty Forum 2014 in DelhiNCR, India. Sponsored by Atlas Network and the Centre for Civil Society in India, Asia Liberty Forum is coordinated through our joint effort, the Asia Centre for Enterprise, and works closely with our partner in Nepal, Samriddhi, The Prosperity Foundation. In Africa, we worked over the past few years to refocus Atlas Network’s work toward long-term development of the freedom network by directing resources in support of African Students for Liberty. That focus has generated very positive results across the continent. African Students for Liberty has grown by leaps and bounds, and several years of work have led to new think tanks in Kenya, Tanzania, and Malawi. Dr. Palmer traveled extensively in Africa in 2013 and 2014 to lecture on free markets and individual liberty, and to work with both student organizers and think tank directors. Highlights in 2014 included the launch of the Francophone Students for Liberty in the Ivory Coast, where Palmer spoke at its conference and with the support of Atlas Network partner Audace Institute Afrique of Abidjan (and released the French version of his edited volume The Morality of Capitalism), and at the Eastern African Regional Conference of African Students for Liberty in Nairobi, which was co-sponsored by the Eastern Africa Policy Centre. 8 ATLAS NETWORK A student participates in Q&A during the African Students for Liberty Eastern Africa Regional Conference, held in Nairobi, Kenya, where Palmer and Atlas Network’s AfricanLiberty.org editor Japheth Omojuwa spoke. Dr. Palmer organized visits to Atlas Network’s Washington, D.C., office for consultation and training. Visitors included the founders of new German partner Prometheus– The Liberty Institute, Frank Schäffler and Clemens Schneider. In February 2014, as the political crisis in Ukraine began to peak, Dr. Palmer started organizing an Emergency Economic Summit for Ukraine, which took place on March 12 under a new government and during a Russian invasion of parts of the country. Palmer’s book Peace, Love, & Liberty was published in 2014. This provocative new book of essays from world-renowned experts on the topic of peace and war explains how the classical liberal, free-market philosophy is the philosophy of peace. In partnership with Atlas Network partner Students for Liberty, Peace, Love, & Liberty was distributed to more than 125,000 college students all over the world. It has already appeared in Greek and Hindi, and translations will appear soon in Russian, Chinese, Spanish, and other languages. Kakha Bendukidze April 20, 1956–Nov. 13, 2014 Dr. Palmer worked with the late Kakha Bendukidze, the former minister of economics of the Republic of Georgia, and was assisted by the Cato Institute’s Dalibor Rohac to put together a program of star reformers from the region at the Emergency Economic Summit for Ukraine. More than 650 people attended, including more than 100 journalists. And, although the country is still in a serious crisis — both economic and military — and no politically easy options are available, the conference had a major impact on public opinion. Atlas Network continues to follow up with our Ukrainian partners, and we are hopeful that sound policies can be implemented in time to avoid a collapse of the country. Champions of liberty across the world were deeply saddened to learn of Kakha Bendukidze’s death on Nov. 13, 2014. He played a fundamental role in orchestrating the post-Soviet economic transition of the Republic of Georgia. After leaving the government, Bendukidze was a regular speaker at pro-liberty conferences. He incubated a generation of liberty-minded students and leaders at the Free University, which he founded and which quickly became the country’s most effective source of higher education. To read more about the impact of Bendukidze, read The New Yorker article “The man who remade Georgia.” Tom Palmer being interviewed by Dimitris Pefanis, director of in.gr (Greece’s most popular news portal), at the foothills of the Acropolis in Athens. The political climate in Greece has been troubled for years, with a ballooning government sector and debt. The crisis led to the rise of radical collectivism, resulting in the election of the neo-Nazi Golden Dawn party to the European Parliament in May 2014. Dr. Palmer and Greek native Alexander Skouras, Atlas Network’s associate director of institute relations, spent time in Greece in early December meeting with and speaking before students, educators, intellectuals, journalists, and other attendees at events organized and sponsored by Liberty Forum on Greece (KEFIM), Friedrich Naumann Foundation (FNF), John Stuart Mill Research Group, Women for Liberty, and European Students for Liberty–Greece. Nikos Charalambous of KEFIM did much of the planning for that visit, and has been actively reviving the Greek classical liberal movement. 10 ATLAS NETWORK PARTNER PROFILE The PRIME team at its October 2014 National Debt Conference in Islamabad. “Pakistan has largely been described as captured by the ‘state aristocracy’ — rentseeking elites, who thrive on the resources and patronage by the state,” wrote Ali Salman, founder and executive director of the Policy Research Institute of Market Economy (PRIME). “Underneath this, another Pakistan is being shaped by those entrepreneurs who create value and wealth for the society. There are countless meritorious professionals, and honest and toiling individuals in all fields sketching out hope and prosperity. The future of Pakistan is to be determined by these individuals.” Based in Islamabad, PRIME works for an open, free, and prosperous Pakistan. It explains its mission as “creating and expanding a constituency for the protective function of the state and the freedom of the market.” Through conferences and seminars, research papers, advocacy in the media, and Freedom Academies, PRIME aspires to demonstrate the utility of market-oriented solutions for public problems. PRIME team members have been active participants in many of the programs and networking opportunities offered by Atlas Network. In 2014, PRIME received an Atlas Network grant to support its work in reforming Pakistan’s highly distortionary laws that govern energy-sector financing and distribution. After holding a stakeholder event to present their findings and recommendations, PRIME leaders continued to work closely with the media and government leadership to advocate for their solutions. Within six months, Pakistan had adopted two significant market-based policy reforms that promised better reliability for the nation’s electricity users. PRIME is one of Atlas Network’s 458 independent partners in 96 countries. Its founder, Ali Salman, is a graduate of Atlas Network’s Think Tank MBA and gave the winning presentation in Atlas Network’s first Think Tank Shark Tank competition. Atlas Leadership Academy is a suite of practical and diverse training opportunities, relevant to organizations at all stages of institutional development, both online and in person, in the United States and in many other locations around the world. Of the 1,000 participants, 148 partners were represented from 90 different countries. Participants take part in trainings like Think Tank MBA, an annual 10-day intensive course focused on strategic planning, management, and project execution; monthly webinars on fundraising and communications strategies; Think Tank Leadership Training, an annual two-day conference providing an overview of key functions of efficient think tanks taught by top think tank leaders and experts; Think Tank Navigator, a course covering the basics of launching or improving a think tank in five practical lessons; and many more courses. To learn more, visit: AtlasNetwork.org/academy 12 ATLAS NETWORK “I am one of the freedom seeds the Atlas Network planted,”said Zineb Benalla of Morocco, a graduate of the 2014 Atlas Network Think Tank MBA. Her inspiring efforts include outreach in Mali where she has persuaded tribal leaders to teach from texts that promote the virtues of tolerance and individual freedom. “Instructors with lots of real life experience not only transmitted knowledge but also gave me lots of inspiration,” said Magno Karl, director of Atlas Network partner Ordem Livre in Brazil, after attending Think Tank Leadership Training (TTLT) in 2014 along with 41 participants from 24 countries. TTLT is a series of workshops and lectures focused on program management, strategic planning, communications strategies, and fundraising from leaders in the freedom industry. “I am continually looking for the next way to improve how we communicate the message of freedom,” said John Kramer, vice president for communications at the Institute for Justice after attending the 2014 Lights, Camera, Liberty training program. “I’m confident what I took away from the Lights, Camera, Liberty conference will improve the look, feel, and sound of this message over the next year and for years to come.” From storytelling to technical production to video promotion, Atlas Network’s Lights, Camera, Liberty training equips and inspires think tanks from around the world to more effectively advance the ideas of liberty through video. In 2014, participants from 38 think tanks on six continents learned from some of Hollywood’s most successful screenwriters, producers, and media pros working today. 13 PARTNER PROFILE Taliesin Nexus founders Patrick Reasonover and Andrew Leigh presenting on the topic of production schedules. The ideas of liberty can often best be communicated through the stories of real people, and in today’s digital age, videos that provide a narrative of freedom are within easy reach of almost everybody. The team at Taliesin Nexus believes that filmmaking and television are collaborative art forms. They are the creative product of an entire nexus of people, from producers to writers to directors to editors, as well as financiers and distributors. That’s why founders Patrick Reasonover and Andrew Leigh formulated their mission to identify, develop, and promote talented young filmmakers who share a belief in the importance of free markets, individual liberty, and the values of America’s founding. In order to encourage the creation of great stories, Taliesin Nexus serves as a bridge between up-and-coming filmmakers and experienced industry professionals who share a passion for a free society. Based in Los Angeles, Calif., it teaches filmmakers of promise by leveraging its network of Hollywood professionals to create educational opportunities. Taliesin Nexus has partnered with Atlas Network to help run the Lights, Camera, Liberty program, which trains video makers who work for liberty-oriented nonprofits within Atlas Network’s partner organizations. Through participation in this program, they become even more successful at reaching and engaging new and larger audiences in a way that impacts their thinking and transforms lives for the better. Taliesin Nexus is one of Atlas Network’s 458 independent partners in 96 countries. Reasonover, who serves as president of Taliesin Nexus, completed Atlas Leadership Academy’s Think Tank MBA in 2014. He was also a competitor at the 2014 Think Tank Shark Tank competition, in which he presented his “Erasmus Documentary Film Workshop” project proposal to pair promising liberty-oriented documentarians with mentors from Hollywood throughout the documentary-making process. Hollywood writer and producer Paul Guay presents on storytelling during the Lights, Camera, Liberty training. 14 ATLAS NETWORK SUPPORT Atlas Network awarded $4,340,000 in grants to 177 partners in 68 countries in 2014, and provided a variety of competitive grant opportunities designed to strengthen recipient organizations and fund high-impact work for freedom. In his seminal book The Mystery of Capital, Hernando de Soto estimated the world’s poor own nearly $10 trillion in “dead capital” that can’t be used for their own benefit because of inadequate property laws. South Africa’s Free Market Foundation has resurrected that capital for hundreds of South African land and housing tenants through a now-completed pilot program, “Khaya Lam Land Reform Project.” With fixed assets, these new owners are now able to access formal credit for the first time and apply for business, auto, and education loans to improve their own lives. With the support of an Atlas Network grant, Free Market Foundation is aggressively leveraging the pilot project results in order to convert an estimated 7–10 million properties nationwide into fully tradable freehold titles. The forward-thinking leaders of the Institute for Democracy and Economic Affairs (IDEAS) in Malaysia used Atlas Network support to gather focus group data on how best to craft effective messaging about freedom and free enterprise. Using the results, they leveraged additional research support from Atlas Network’s Liberating Asian Enterprise grant to develop and market findings about the benefits of easing protectionist policies for government contracts in Malaysia. In addition to helping organizations achieve policy impact, Atlas Network also provides grants to help new projects attract broader support. Gisèle Dutheil, Atlas Leadership Academy graduate and leader of Audace Institut Afrique in the Ivory Coast, used the support of an Atlas Network grant to create an ambitious property rights program for rural areas. The program trains villagers to use GPS and mapping technology to establish their own land registries. “[Atlas Network’s] support has allowed us to launch this important project, giving us credibility to attract new [funding sources],” Dutheil explained, citing multi-year gifts from new donors that amounted to a total of more than tenfold Atlas Network’s initial investment. 15 PARTNER PROFILE IPEA leads the grassroots youth initiative “One Million Youth for Mexico.” In Mexico, expressions of discontent are growing everywhere. Protests have cropped up around the nation demanding more government accountability and less corruption. That is why the work of IPEA — also known as Agora Institute for Strategic Thinking — is so important. strategy that allows regional groups to effect change in their own cities, and has also played a critical role at the federal level in achieving a Law of Citizens Initiative that will empower civil society and strengthen the rule of law throughout Mexico. Based in Mexico City, IPEA’s mission is to promote a free, virtuous, and prosperous society based on ethical principles and individual and public responsibility. It accomplishes this by advancing respect for human dignity, a freemarket economy, a government limited by the rule of law, and a strong democracy. “We are optimistic because we know the future is not written,” said IPEA President Armando Regil Velasco, who is a graduate of Atlas Network’s Think Tank MBA program. “We are free to choose, and we choose freedom as the right and necessary condition to pursue our happiness and our dreams, to be a generation of responsible citizens in a country where the rule of law should prevail. We want to live in a more free and prosperous Mexico; this is the reason we are working so hard empowering our generation to innovate, create new opportunities, and provide policy solutions to face our biggest challenges.” IPEA is active in the grassroots freedom movement within Mexico. And, in addition to its on-the-ground advocacy, IPEA frequently appears in the media proposing policy reform solutions that favor a more free society. One of its biggest efforts has been to empower the next generation of freedom advocates in Mexico through its campaign 1MJxM (One Million Youth for Liberty and Responsibility in Mexico). This program aims to build a network of young leaders that will address barriers to freedom throughout Mexico, and has produced a growing network of more than 155,000 participants in more than 20 cities across Mexico. The campaign is based on a bottom-up IPEA is celebrating its sixth anniversary this year, and was awarded the 2013 Francisco Marroquín Award for Student Outreach for its work. IPEA has been part of numerous Atlas Network programs, including Atlas Network’s grants, awards, and training programs with Atlas Leadership Academy. IPEA is one of Atlas Network’s 458 independent partners in 96 countries. 16 ATLAS NETWORK RECOGNIZE Atlas Network gave $180,000 in awards to 23 partners in 10 countries in its role of rewarding and publicizing the very best achievements among partner organizations, and elevating the best ideas and thinkers in order to expand the overall quality of the freedom movement. The award annually honors his legacy by identifying and recognizing the most exceptional and innovative contributions to the understanding of free enterprise, and the public policies that encourage prosperity, innovation, and human fulfillment via free competition. The award is generously supported by Templeton Religion Trust. In 2014, the Lithuanian Free Market Institute (LFMI) was awarded the prestigious $100,000 Templeton Freedom Award for its Municipal Templeton Freedom Award 10-year retrospective includes a comprehensive list of all past winners of the award. It also honors and looks back at the life of Sir John Templeton and the cause of human freedom. Available at AtlasNetwork.org. Performance Index for Freedom and Free Enterprise. To build the case for policy change at the local government level, in 2011 LFMI designed and launched its Municipal Performance Index to measure and rank the performance of municipal governments in three overarching categories: municipalities for citizens, municipalities for investors, and municipal governance and administration. “The performance index is an easy selfevaluation tool for municipalities,” LFMI President Zilvinas Silenas said. “As a byproduct of the index, we have been able to go to various cities and meet mayors, local entrepreneurs, and citizens to discuss issues and solutions related to their schools, taxes, or debts. SIR ANTONY FISHER INTERNATIONAL MEMORIAL PUBLICATION AWARD Established in 1990, Atlas Network’s Sir Antony Fisher International Memorial Award recognizes the organization that published a book, magazine, report, monograph, or study that, in the opinion of a panel of external judges, has had demonstrable impact and made the greatest contribution to public understanding of the free society. London-based Institute of Economic Affairs (IEA) was named the 2014 winner of the $10,000 Fisher Award for its 2013 book Foundations of a Free Society, authored by Adam Smith Institute Director Eamonn Butler with a foreword by Ali Salman, founder of PRIME, a Pakistan-based think tank. (See page 10 for PRIME’s Partner Profile.) The book presents in simple terms the moral, economic, and practical case for a free society. “This book aims to give people in less-free societies the confidence that they can take public affairs out of the hands of a strong government and trust the people instead,” Butler said. “We are honored to win this prestigious award,” IEA Director General Mark Littlewood said. “This particular book is at the core of the IEA’s mission, outlining how freedom creates prosperity and unleashes invention and innovation.” 19 THINK TANK SHARK TANK Baladevan Rangaraju, founder of the India Institute, accepting the Shark Tank competition award from Atlas Network CEO Brad Lips. It will explain various legal offenses, check the legality of an arrest, send an S.O.S. message to predetermined contacts, and create a timeline of the incident. Candelaria de Elizalde of Argentina’s Libertad y Progreso was awarded a $10,000 runner-up grant for the “Already on the Road to Serfdom” video series. The other competitors included Patrick Reasonover of Taliesin Nexus (United States) for his “Erasmus Documentary Film Series” proposal and Cristina Berechet of Civismo (Spain) for her “Sustainable Pensions for Spain” project. THE JOHN BLUNDELL ELEVATOR PITCH AWARD Elevator Pitch winners on stage together. Jonathan Isaby, chief executive of the UK-based TaxPayers’ Alliance, won this year’s award for his stirring 60-second pitch about the four ways in which money gets spent and how, ultimately, people should be able to spend their own money on themselves. Isaby took home the $1,000 grand prize. Christian Zaens of the Institute for Solidarity in Asia (The Philippines), and Ximena Ramirez, of Libertad y Desarrollo (Chile) won second and third place, respectively. 20 ATLAS NETWORK CONNECT Atlas Network held 31 events in 2014, with a total of 2,800 attendees. Through these events, Atlas Network facilitates relationships among partners at all stages of institutional development and drives the widespread sharing of inspirational stories, best practices, insights, and solutions. In April, Atlas Network and the Illinois Policy Institute co-hosted a one-day forum preceding the Philadelphia Society’s 50th anniversary meeting in Chicago, Ill. In 2014, the event attracted freedom champions from 59 countries. Barriers to freedom still exist all over the world, so leading up to the event, Atlas Network asked its 458 partners to identify and share some of the biggest obstacles to liberty that they face and are addressing where they live and work — their own figurative Berlin Walls of today. Here are three examples from Atlas Network partners. The Civil Development Forum (FOR) explained that the Polish government seized more than $48 billion from private pension accounts to address a short-term imbalance, setting a disturbing precedent of disregard for property rights. The Macdonald-Laurier Institute pointed out how 1.4 million aboriginals in Canada face special barriers to opportunity through paternalistic policies that have left them with sky-high unemployment rates and lower life expectancy. CEDICE outlined the continually declining quality of life in Venezuela and the attacks on freedom by the ruling socialist regime — including censorship, class warfare, abrogation of property rights, shortages of basic goods, and runaway inflation. 31 Poland’s Civil Development Forum (FOR) played a leadership role in turning public opinion against a plan that would allow Poland’s government to seize over $48 billion from its citizens’ private pension accounts to address a short-term fiscal imbalance. The Macdonald-Laurier Institute has partnered with 650 First Nations chiefs in Canada to advocate for reforms to unlock natural resources for development, integrate Aboriginal businesspeople into a booming energy market, and destroy negative stereotypes in the process. In Venezuela, the ruling socialist regime is bleeding the life from this once-wealthy country. But CEDICE is working to change that. Japheth Omojuwa, editor of AfricanLiberty.org, is a vocal proponent for rule of law and peace in Africa. In addition to advancing freedom in Africa, he helps others outside of Africa understand how the freedom movement in Africa has potential to achieve exponential growth. Omojuwa makes regular appearances in local and international news media, offering views on politics and Nigeria’s socio-economic and political development. He is one of the most influential Nigerians on social media and a thought leader among his peers, writing about such diverse topics as the Nigerian election and the feeble efforts of the Nigerian government in finding the 276 girls abducted by terrorist group Boko Haram. The net loss recorded in 2014 is a result of putting to use significant multi-year gifts that were booked in 2013, as explained in last year’s Year In Review report. The graph showing trailing three-year averages in revenue and expenses gives a sense of Atlas Network’s growth during the last decade, averaging 13 percent per annum. This growth is entirely attributable to voluntary gifts by our generous supporters. Atlas Network does not accept government funding and it is not endowed.
