ANATEL IS THE WORLD’s FIRST REGULATORY AGENCY TO
RECEIVE AN ISO-9001 CERTIFICATION
The National Telecommunications Agency – Anatel is the first regulatory agency in the
world to receive an ISO-900 Quality certification from Det Norske Verita (DNV).
The
announcement was made by DNV’s representative, Samuel Barbosa, at a ceremony held
this morning to present the Agency’s president, Renato Navarro Guerreiro, with the
certification. “Anatel is a pioneer in the world,” affirmed Barbosa. The event took place in
Anatel’s Cultural Room at the Agency’s headquarters in Brasília
Guerreiro attributed the certification to the efforts of all the Agency’s employees and
emphasized that the ISO-9001 represents “the dissemination of knowledge to all of
society, the construction of an external image based on confidence and credibility, and the
emergence of new challenges,” all factors which have served to confer greater
responsibility on Anatel’s departments and increase the importance of the functions
discharged by the Agency.
“Complacency is unacceptable,” Guerreiro proposed to his audience, made up of Agency
employees and journalists. Guerreiro extended special praise to the Agency’s executive
superintendent, Amadeu de Paula Castro Neto, head of the internal group responsible for
implementing the quality standards, and Péricles Nepomucemo (representative of the
Administration for Matters Related to the Agency’s Quality System) for their dedication
during the process leading up to certification.

DNV operates 243 offices in 130 countries. The ISO-9001 prescribes the fulfillment of 20
requisites or procedures, which must be carried out in full if the requirements of the
international institution, to which the National Metrological and Quality Institute (Instituto
Nacional de Metrologia e Qualidade – Inmetro) is associated, are to be met. In a
humorous aside, Guerreiro quipped, “right now, only Guga (the tennis player Gustavo
Kuerten) and we (the Agency) are first in the world.”
Guerreiro presented the DNV certifications to superintendents Edmur Carlos Jorge
Moraes, Marcos Bafutto, Jarbas José Valente (represented by Ivan Roberto Pena
Pereira), Santos José Gouvêa (represented by Dirceu Baraviera), Edmundo Antônio
Matarazzo, and Marcos Oliveira. The different departments and areas of the Agency
bestowed with the certification received from Council members Luís Tito Cerasoli and José
Pereira Leite Filho the Anatel Quality Certificate for their work in connection with the direct
oversight and enforcement of the telecommunications and radiobroadcast services. The
