That disparity has existed ever since accurate Federal recordkeeping began more than a generation ago and although our health charts do itemize steady gains in the health status of minority Americans, the stubborn disparity remained ---an affront both to our ideals and to the ongoing genius of American medicine. Clearly, reflecting and eliminating health disparities and promoting health are needed if the challenges that Booker T. Washington identified in 1915, or the health disparities chronicled in 1985 in the Report of the Secretary’s Task Force on Black and Minority Health or the increase in excess deaths Satcher et. al, reported in 2005 are to be addressed.
