COMÉRCIO EXTERIOR EXPORTAÇÕES BRASILEIRAS SETEMBRO DE 2013 “Arrancam-me tudo e me chamam contribuinte.” Millôr Fernandes BRAZILIAN EXPORTS SEPTEMBER 2013 ‘They take everything from me and they call me taxpayer’ Millor Fernandes As Exportações Brasileiras A s importações brasileiras suplantaram as exportações em US$ 1,6 bilhões nos primeiros nove meses de 2013. Com a recuperação do crescimento da China, há sinalização que impacta positivamente as exportações brasileiras e as expectativas que eram de déficit direcionam-se ao equilíbrio tendendo a zerar o saldo da balança comercial em 2013. As exportações alcançaram US$ 177 bilhões e as importações US$ 179 bilhões. Na busca do fortalecimento das trocas comerciais, países e blocos econômicos têm, cada vez mais, utilizado a prática de acordos. Estão em construção importantes acordos de livre comércio e investimentos, sendo o maior deles liderado por EUA e União Europeia, chamado Transatlantic Trade and Investment Partnership – TTIP, representan- Brazilian Exports B razilian imports surpassed exports in US$ 1.6 billion in the first nine months of 2013. With the recovery of China’s growth, there are signs that positively impacts Brazilian exports and the deficit expectations are being directed to the steadiness, tending to zero the trade balance in 2013. Exports have reached US$ 177 billion and imports US$ 179 billion. In seeking to strengthen trade, countries and economic blocs have more and more used the practice of agreements. Some important free trade and investment agreements are being elaborated, and the biggest of them is led by the United States and the European Union, it is called Transatlantic Trade and Investment Partnership – Revista Courobusiness - setembro / outubro 2013 - 15 COMÉRCIO EXTERIOR do potencialmente um dos maiores acordos da história, abrangendo mais de 40% do PIB mundial e discutindo, entre diversos temas, a eliminação das tarifas de comércio e a redução de todas as barreiras tarifárias. Da mesma forma, EUA, Austrália, Brunei, Chile, Cingapura, Peru, México, Malásia, Nova Zelândia, Canadá, Vietnã, Japão e Coreia do Sul estão também negociando a formação do Trans Pacific Partnership – TPP, representando 33% do comércio mundial. E ainda, e simultaneamente, a União Europeia negocia acordos com Canadá e Japão. Todos esses acordos definem regras de comércio que se tornarão barreiras para os produtos originários fora dos países signatários. O protecionismo se revigora nas definições das regras e das normas (REACH, rastreabilidade, etc.) e obstrui e discrimina quem não é signatário do acordo. E de toda essa articulação, o Brasil não participa porque está sujeito a Decisão 32/00 do Conselho do Mercado Comum que estabelece em seu Artigo 1º: “Reafirmar o compromisso dos Estados Parte do Mercosul de negociar de forma conjunta acordos de natureza comercial com terceiros países ou blocos de países extra-zona nos quais se outorguem preferências tarifárias.” Distante dos acordos comerciais e refém da doutrina Sul/Sul definida pelo governo, o Brasil vai aos poucos se isolando e sendo isolado no comércio internacional. Como se isso não bastasse, a situação econômica do Brasil não vem acompanhando a evolução de outros países. A inflação se rebela contra a meta estabelecida, taxa de juros se realimenta no combate a inflação, volatilidade na paridade do US$ não permite o planejamento dos exportadores, carga tributária é a campeã do planeta, analfabetismo funcional cresce e nos últimos dez anos, o PIB brasileiro cresceu abaixo da expectativa. Senão, vejamos: o PIB da China cresceu 170% nos últimos 10 anos, o da Índia 115%, o do Peru 88% e o do Brasil 43%. Todos esses fatores pesam na redução da competitividade do produto brasileiro. Não tendo preço competitivo, o acesso a mercado se torna inócuo e não há promoção comercial que compense a falta de preço. 16 - Revista Courobusiness - setembro / outubro 2013 TTIP, potentially representing one of the biggest deals in history, covering more than 40% of the world GDP and discussing, between different subjects, the elimination of trade tariffs and the reduction of all tariff barriers. And with all this articulation, Brazil cannot participate because it is subject to Decision 32/00 of the Common Market Council which establishes in its Article 1st: ‘To reaffirm the commitment of the States Parties of the Mercosur of jointly negotiating agreements of a commercial nature with third countries or blocks of countries outside the zone in which they accord tariff preferences’. Distant of trade agreements and subjected to the doctrine South/South defined by the government, Brazil is little by little isolating itself and being isolated in the international trade. COMÉRCIO EXTERIOR Exportação brasileira de bovinos vivos Brazilian exports of live cattle Sabemos todos que o Brasil possui um dos maiores rebanhos bovinos do planeta, estimado em pouco mais de 200 milhões de cabeças e, por ter essa vantagem comparativa, vem conquistando, de forma crescente, espaços no fornecimento internacional de carne, couro, miúdos, tripa e, em menor dimensão, gado vivo. O Brasil já é o quarto maior exportador de bovino vivo, mas por ser uma atividade recente, os acréscimos percentuais potencializam a dimensão do crescimento. Considerando um desfrute ao redor de 20%, os abates bovinos do Brasil ultrapassam 40 milhões de cabeças/ano. Então, a exportação brasileira de boi vivo, em 2012, correspondeu a pouco mais de 1% dos abates e a ínfimos 0,25% do rebanho nacional (quadro abaixo). We all know that Brazil has one of the largest cattle herds in the world, estimated at just over 200 million heads, and for having this comparative advantage, it has gained more and more spaces in the international supply of meat, leather, offal, tripe and, in a smaller dimension, live cattle. Brazil is already the fourth largest exporter of live cattle, however, as it is a recent activity, the percentage increases leverage the growth dimension. Considering a profit of around 20 %, bovine slaughtering in Brazil exceed 40 million heads/year. So, the Brazilian live cattle exports in 2012 amounted to just over 1% of the slaughters and to a tiny 0.25% of the national herd (table below). Revista Courobusiness - setembro / outubro 2013 - 17 COMÉRCIO EXTERIOR Os países demandantes por animal vivo se concentram em poucos (Venezuela, Líbano, Turquia, Jordânia, Egito, Angola e Bolívia, principalmente), sendo que Venezuela (72,5%) e Líbano (20,6%) são os relevantes compradores e o estado do Pará lidera as exportações com participação de 99%. Para o agronegócio do estado do Pará, essa atividade tem forte impacto positivo, mas ao mesmo tempo, é criticada por ser opção economicamente injustificável ao agregar nenhum valor e também por não respeitar o bem-estar animal ao submetê-lo a longas viagens, causando stress, desidratação, fome, sede e traumas aos animais. Ainda assim, há que se considerar a liberdade da participação no mercado internacional, que é uma opção do empresário, seja ele qual for (pecuarista inclusive), para manter a saúde de seu negócio. Mesmo porque, os pecuaristas defendem seus direitos de acesso à riqueza e argumentam que o mercado internacional remunera melhor do que o cliente brasileiro. O quadro mostra que, nessa década, a valorização do boi vivo no mercado exterior ultrapassou 200%. Se o mercado brasileiro fosse mais atrativo, haveria ganhos gerais e evitar-se-iam ocasionais solicitações de medidas restritivas que violentam as regras de mercado e provocam desconforto nas relações internacionais. Recentemente, a Câmara de Comércio Exterior – CAMEX, órgão do governo brasileiro, deu clara demonstração de que evitará medidas restritivas ao rejeitar pleito do setor privado para a incidência de imposto de exportação sobre boi vivo. É importante o acompanhamento das exportações de bovino vivo, como o acompanhamento realizado para todos os bens econômicos, mas são necessárias políticas públicas, em parceria com o setor privado, para a ideal agregação de valor em território nacional. Agregação de valor Essa é a ação mágica que se tornou um surrado argumento utilizado nos mais variados pleitos ao governo. Agregação de valor pode ser conceituada como transformar um bem em produto mais elaborado, 18 - Revista Courobusiness - setembro / outubro 2013 There are a few countries that request live animals (mainly Venezuela, Lebanon, Turkey, Jordan, Egypt, Angola and Bolivia); Venezuela (72.5%) and Lebanon (20.6%) are the relevant buyers and the state of Pará is leading the exports with a participation of 99%. In addition, the farmers can defend their rights of access to wealth and argue that the international market pays better than the Brazilian customer. The table shows that, in this decade, the appreciation of live cattle in the foreign market exceeded 200%. If the Brazilian market was more attractive, there would be overall gains and we could avoid occasional requests of restrictions that could violate the rules of the market and that could cause discomfort in international relations. Recently, the Chamber of Foreign Trade – CAMEX, an agency of the Brazilian government, gave clear evidence that it will avoid restrictive measures by rejecting the claim of the private sector for the incidence of export duty on live cattle. It is important to monitor the exports of live cattle, as the monitoring performed for all economic goods, but public policies are necessary, in partnership with the private sector, for an ideal added-value in the domestic market. Adding value This is the magical action that has become a threadbare argument used in various claims to the government. Adding value can be conceptualized as the transformation of a good into a more elaborate product, COMÉRCIO EXTERIOR envolvendo tecnologia, design e mão-de-obra qualificada, elevando seu valor no mercado. É uma ação considerada a joia da coroa (cria empregos, gera divisas, aumenta consumo de energia e de insumos, eleva arrecadação e salários, etc.) e por isso é utilizada para tudo e por todos. Mas para agregar valor, alguns requisitos são imprescindíveis. Inicialmente, é preciso ter em mente que somente alguns países têm o privilégio de possuir couro em abundância, mas qualquer país pode montar indústrias de produtos finais que utilizam o couro como matéria-prima. Resumindo, agregar valor, todos podem. Possuir a matéria-prima, só alguns. Porém, para agregar valor é fundamental uma indústria competitiva. Se o setor a jusante (à frente) não for competitivo, fracassada será a tentativa de agregação de valor. E surge a questão: possuindo ou não couro, que vantagem tem um país em produzir e tentar comercializar produtos finais utilizando o couro como matéria-prima, se outros países conseguem produzi-los melhor e a custo muito mais baixo? E o desafio passa a ser analisar a cadeia produtiva como um todo (a montante e a jusante). Se a indústria a jusante por falta de competitividade inviabilizar a agregação de valor, ela deve ser aplicada também a montante, na produção do couro. Por quê? O couro também enfrenta forte competição no mercado internacional (não é privilégio dos manufaturados) e a adição de valor para trás com investimentos em logística, tecnologia, qualidade, design e mão-de-obra, tornará a produção de couro muito mais eficiente. E à medida que as indústrias a jusante se tornarem competitivas, naturalmente as agregações de valor ao couro ocorrerão em território nacional. Além da necessidade de indústria competitiva a jusante, a agregação de valor tem se tornado cada vez mais dependente da governança na cadeia produtiva. Basta ver ações que recentemente têm orientado marcas italianas e francesas de alto luxo. Martin Ricker, em sua matéria “Luxury brands love buying tanneries”, na Revista International Leather Maker – ILM, identificou que marcas como involving technology, design and skilled labor, raising its market value. This action is considered to be the crown jewel (it creates jobs, generates currency, increases energy and inputs use, raises revenue and wages, etc.) and therefore it is used for everything and by everyone. But in order to add value, some requirements are essential. Initially, it is necessary to keep in mind that only a few countries have the privilege of owning leather in abundance, but any country can assemble industries of final products that use leather as raw material. In short, everyone can add value. Only a few can own the raw material. However, in order to add value, a competitive industry is critical. If the front sector is not competitive, the attempt to add value will fail. And the question arises: having leather or not, what is the advantage for a country in producing and trying to sell final products using leather as raw material, if other countries can produce them better and at a much lower cost? And the challenge is to analyze the productive chain as a whole (back and front). If the front industry, for lack of competitiveness, derails value adding, it should also be applied back industry, in the production of leather. Why? The leather is also facing a strong competition in the international market (this is not a privilege of manufacturing) and adding value back with investments in logistics, technology, quality, design and hand labor will make leather production much more efficient. And as the front industries become competitive, the value added to leather will naturally occur in national territory. In addition to the need for competitive industry, the value adding has become more and more dependent on governance in the productive chain. Evidence of this is the actions that have recently driven high luxury Italian and French brands. Martin Ricker, in his article ‘Luxury brands love buying tanneries’, in the Leather Maker International Magazine – ILM, has identified that brands like Gucci, Louis Vuitton and Hermes are incorporating European tanning of exotic skins to their productive assets, in order to ensure the supply of raw material. Segundo Martin Ricker, a governança alcançada permite enfrentar a elevação dos preços da matéria-prima e a limitada oferta de peles de qualidade. Mesmo considerando que o consumidor sempre compra a marca, e não o material, a consistência da matéria-prima com os valores da marca é vital e a pele, desde que de qualidade, certamente continuará como um importante player na indústria do alto luxo. Como consequência, Ricker prevê ainda que, na medida em que as matérias-primas escasseiam e a qualidade se deteriora, as grandes marcas continuarão anexando curtumes de peles exóticas aos seus patrimônios produtivos. Even considering that the consumer always buys the brand, and not the material, the consistency of the raw material with the brand values is vital, and if there is quality, the skin will certainly continue as an important player in the industry of high-end luxury. As a result, Ricker also asserts that, to the extent that the raw materials are scarce and the quality is deteriorating, big brands will continue to attach tanning of exotic skins to their productive assets. Exportações de couro do Brasil Leather exports from Brazil O mercado doméstico brasileiro não demandante por couro exigiu a internacionalização do setor curtidor que se tornou, há muito tempo, um importante global player. 80% da produção de couro são exportadas, 75% dos quais têm como destino os setores automotivo e moveleiro e os 25% restantes os setores de artefatos, vestuário e calçados. A consolidação dos primeiros nove meses de 2013 apresenta exportações de couros e peles no valor de US$ 1,82 bilhão, 99% em couro bovino e 19% acima do resultado obtido em igual período de 2012. The Brazilian domestic market that does not require leather has demanded the internationalization of leather tanning sector, which has become, long ago, an important global player. 80% of leather production is exported, 75% of which is destined for the automotive and furniture industries and the remaining 25% goes to the sectors of artifacts, clothing and footwear. São Paulo continua sendo o estado líder nas exportações de couro, participando com 1/5 do total. Revista Courobusiness - setembro / outubro 2013 - 21 COMÉRCIO EXTERIOR Os principais destinos do couro brasileiro no período foram China/Hong Kong com 35%, Itália com 21% e Estados Unidos com 10%, mantendo o perfil que vem se repetindo ao longo dos anos. Entre os principais destinos do couro brasileiro, somente os EUA reduziram sua demanda no período, comparado com o mesmo período de 2012. Merecem registro os incrementos nas importações de couro brasileiro pela Tailândia, Alemanha e Coréia do Sul. China/Hong Kong e Itália, têm rotineiramente demandado mais couros wet blue, em detrimento de couros semi-acabados. 22 - Revista Courobusiness - setembro / outubro 2013 The main destinations of Brazilian leather in the period were China/ Hong Kong with 35%, Italy with 21% and United States with 10%, keeping the profile that has been repeated over the years. Among the major destinations for Brazilian leather, only the United States have reduced their demand in the period, compared with the same period in 2012. It is worth to record the increases in imports of Brazilian leather by Thailand, Germany and South Korea. China/ Hong Kong and Italy have routinely requested for more wet blue leather, instead of semi-finished leather. Quanto ao couro, a expectativa para 2013 é de uma exportação ainda maior do que a obtida em 2012, porém com aumento significativo para couros salgado e wet blue, na contra-mão da agregação de valor.
