currently owed to the National Treasury, the majority of which (R$128.8) originated
from debt renegotiation agreements settled upon the enactment of Law n. 9496, of
September 11, 1997, yielding the equivalent to the variation of wholesale price index
(IGP-DI) plus 6 to 7.5%. The State of São Paulo and its Municipalities lead debtors’
rank with 41% of the total owed to the National Treasury, a share that increases to 70%
when Rio de Janeiro, Minas Gerais, and Rio Grande do Sul are added (Table 1). State
debt holders other than the National Treasury were mainly federal banks (R$11.9
billion, or 4.8% of the total), and external creditors (R$9.7 billion, or 3.9% of the total)
(Figure 2).

As of October 31, 2000, a total limit of R$2.3 billion in contractual values remains to be
released to States and Municipalities by the National Treasury under the scope of the
Program for Reducing State’s Banking Activity (PROES) (Table 3). As of July 2000,
R$53.6 billion in contractual values have been directed to PROES, 70% of which for
States to purchase their banks’ assets, comprising low-profile credit portfolios and
unoperational assets; R$7.8 billion, or 15%, for State banks’s capitalization; R$555
million for liquidity funds to guarantee operations intermediated by State development
agencies; R$914 million for funds with withdrawals contingent on judicial losses; R$
268 million to adjust for actuarial deficits; R$60 million for investments in technology
and operational improvements; and R$7 billion for other liabilities (Table 4).
