É com muita satisfação que tenho a honra de representar a República
Federativa do Brasil neste evento de alto nível, pelo qual queria agradecer a
Presidente da República da Índia e o Presidente da Comissão Nacional de
Planejamento do Governo da Índia.
Sua recepção tão calorosa e sua organização tão atenta são motivos para nos
de grande alegria. Sentimos-nos em casa, nessa Nobre Terra de um Povo
Irmão.
Para o Governo do Brasil esta iniciativa se insere em sua estratégia de política
internacional de aproximação e coordenação política com a Índia, China, e
África do Sul, no âmbito de nossa prioridade de cooperação Sul-Sul.
A atuação individual e conjunta de nossos países, chamados economias
emergentes, tem contribuído para valorizar o multilateralismo, superar
aspirações unipolares e construir uma nova governança mundial, que valoriza a
complementaridade, que intensifica uma cooperação que reconhece e respeita
a soberania das Nações.
Somos grandes produtores e também grandes consumidores de alimentos,
concentramos cerca de 40% da população mundial e, por isso, temos
responsabilidade com a Segurança Alimentar Mundial;
Em cada um de nossos países temos sido capazes de retomar e impulsionar
Estratégias Nacionais de Desenvolvimento que se inserem na afirmação de
uma agenda pós-neoliberal e de uma nova governança internacional.
De formas distintas, decorrentes de nossas condições e experiências
históricas, temos atuado para re-valorizar o meio rural, para reconhecer e
potencializar a contribuição econômica, social e política da Agricultura Familiar
e das comunidades rurais, para a democratização de nossas sociedades e
para uma nova dinâmica de desenvolvimento sustentável;
Temos atuado decididamente para superar a pobreza e a fome com a
constituição de redes de proteção social, com ações dirigidas a universalização
dos direitos básicos da cidadania e com políticas de desenvolvimento rural;
Ampliamos nossa percepção sobre o rural, percebemos a evidente e
necessária articulação entre atividades agrícolas e urbanas e nos propomos a
construir um novo equilíbrio entre o urbano e o rural;
Temos certeza que a luta a pobreza, o apoio à agricultura familiar, o
desenvolvimento rural, são ações interligadas, partes de uma Estratégia de
Desenvolvimento Nacional em que os principais atores são os Estados e a
participação social.
A crise dos preços dos alimentos 2008 e a crise financeira e econômica global
de 2009 demonstraram, para quem ainda não tinha entendido, que a
responsabilidade principal com relação ao desenvolvimento e à segurança
alimentar está com os Estados, sua capacidade em formular e implementar
políticas publicas e regular os mercados
Senhora Presidente, Senhores Ministros, estimados colegas desta mesa,
nesta conferência buscamos compor uma sinergia entre a produção acadêmica
– e agradecemos a disponibilidade e as contribuições dos
pesquisadores/especialistas convidados - e o aprendizado de gestores
diretamente envolvidos na formulação e implementação de políticas públicas;
Desejo sinceramente a todos os participantes meus votos de bom trabalho e
fraternização nestes quatros dias em que estaremos juntos.

It is with great pleasure that I am honored to represent the Federative Republic of Brazil at this
high level event, for which I wish to thank the President of the Republic of India and President of
the National Planning Commission, Government of India.
Your reception so warm and your organization so accurate are reasons for us of great joy. We
feel at home in this Noble Land of a Brother People
For the Government of Brazil this initiative is part of its strategy of international policy approach
and policy coordination with India, China, and South Africa as part of our priority of South-South
cooperation.
The individual and combined performance of our countries, so-called emerging economies, has
contributed to enhance multilateralism, get over unilateral aspirations and build a new world
governance that emphasizes complementarities, intensifies cooperation that recognizes and
respects the sovereignty of nations.
We are also major producers and major consumers of food, concentrate about 40% of world
population and therefore have a responsibility to the World Food Security;
In each of our countries we have been able to resume and boost national development
strategies within the framework of a post-neoliberal agenda and a new international
governance.
In different ways, due to our conditions and historical experiences, we have worked to re-value
the rural areas, to recognize and enhance the economic, social and political contribution of
family farming and rural communities for the democratization of our societies and a new
momentum for sustainable development;
We have acted resolutely to overcome poverty and hunger by the establishment of social safety
nets, with actions aimed at universalization of basic rights of citizenship and rural development
policies;
We broadened our perception of the countryside, we see the obvious and necessary link
between urban and agricultural activities and we propose to build a new balance between urban
and rural;
We are confident that the fight to poverty, the support to family farming and rural development
are interconnected actions, parts of a National Development Strategy in which the main actors
are the States and social participation.
The crisis in food prices in 2008 and the global financial and economic and crisis of 2009
demonstrated, for those that did not understood yet, that the primary responsibility with respect
to development and food security is with the States, their ability to formulate and implement
public policies and regulate markets
Your Excellency the President, Honourable Ministers, ladies and gentlemen at this table,
in this conference we seek to make a synergy between academic research - and we appreciate
the availability and the contributions of researchers / specialists here present - and the
knowledge of policy makers directly involved in formulating and implementing public policies;
Our expectation is that this initiative will help us to deepen mutual understanding about recent
changes in rural areas and will be able to contribute to strengthening this alliance that, above
all, should be generous with our people and humankind.
I sincerely wish all the participants good work and brotherhood in these four days that we will be
together.
