 Relatório Anual Centro de Estudos Africanos 2009 O presente relatório é apresentado ao Conselho Científico do Centro de Estudos Africanos e à Fundação para a Ciência e a Tecnologia Relatório e Contas 2009 0 OBJECTIVES AND ACHIEVEMENTS Unit Description (3000 ca.) Here indicate form of organization and management Legally, the CEA is a non-­‐profit association that includes the research and development unit (Unidade I&D) of the same name, organised according to the rules of the Ministry of Science, Technology, and Higher Education. The Board, Presidency of the Assembly and Fiscal Control Commission are elected every two years by the general assembly of the associates. The last election took place in 2009. The Scientific Council is composed of all integrated researchers who are PhD holders; its role is to watch over the scientific orientation and quality of all activities. There is a Portuguese as well as non-­‐
Portuguese Consultative Commission composed of specialists from other institutions; its function is to advise the Board. CEA presently has six hired full-­‐time researchers. The hosting conditions of the CEA include infrastructural means and human resources. The centre is located at the ISCTE (rooms 2N17, 2N14, 2W9 and 2N20). CEA has a permanent secretariat and two collaborators in the administrative and financial area. The Centre is connected to the ISCTE computer network, providing access to documentation and scientific databases (B-­‐on, ISI, etc.). Among diverse research support activities the most important one is the African Studies Library, financed by the FCT and in a complementary way by the Calouste Gulbenkian Fundation, physically located at ISCTE and supported by ISCTE’s librarian services. CEA has a multi-­‐annual financing program that has been partially used to finance scientific events (conferences, seminars), the participation of researchers in international meetings, field missions in Africa, and publications. CEA publishes, on a regular basis, the Occasional Paper Series (online, since 2005) and the scientific journal Cadernos de Estudos Africanos. CEA has currently an agreement with Kingston Publishers (United Kingdom), which will yearly publish two books by CEA’ researchers on the monographic collection African Vistas. More information about the CEA can be found at the website: www.cea.iscte.pt General Objectives (3000 ca.) This refers to the current aims of the Unit or LA as a whole The general objective of the CEA is to promote interdisciplinary studies in the social sciences on Sub-­‐
Saharan Africa as a whole, while paying special attention to the Lusophone African countries. This objective is pursued mainly through research, scientific meetings, publications, teaching, making relevant information available (website/e-­‐mail, media, and through the Central Library of African Studies), and through international networks. CEA also offers consultant services on the domains of its specialty. a) Research The projects led by CEA researchers are included in its main line – Change and Development in Africa – and in the sub-­‐themes: Politics in Africa, Development and International Cooperation in Africa, Wars, Conflicts and Forced Migration in Africa, Economics and Entrepreneurship in Africa. CEA develops 14 research projects, involving about 40 PhD holders, full-­‐time or part-­‐time; 34 of them have the status of integrated researchers. The research lines of the CEA are about to be redesigned from 2010 onwards. b) Teaching The CEA is actively involved in postgraduate programs in African Studies. There is a close cooperation with the Department of Sociology (ISCTE) through two Master programs (African Studies and Local and Global Development) and a PhD program (African Studies); and with the Department of Anthropology where several courses are lectured by CEA researchers; with the MA program in African History (Department of History of Lisbon University). At the international level, CEA members collaborate with other European and African universities and research institutions, namely Université de Paris 7-­‐Diderot, Univ. de Lille 1, Univ. Münster, Arnold-­‐Bergstraesser-­‐Institut Freiburg, Univ. Complutense in Madrid, Univ. Eduardo Mondlane in Mozambique and Universidade Agostinho Neto, Universidade Católica as well as Univiversidade Privada in Angola; Instituto Nacional de Estudos e Pesquisa in Bissau. In 2009 over 30 project collaborators were preparing MA or PhD theses in the CEA and actively participated on the ongoing research activities. Nine first cycle students were hired 1 through the program Ciência 2008 (BII). Seven post-­‐doctoral researchers were working at the CEA during this period, two of them coming from the Africa Studies Centre in Barcelona. CEA also prepared several applications for international graduate teaching networks (namely Erasmus Mundus) and organized and conducted an international course for the Instituto de Estudos Superiores Militares (IESM) in September (second edition). c) Networking The CEA has developed connections with research centres, universities and individual researchers in Portugal, other European countries, Africa, Brazil, and in the US. Every project is constituted by an international team and is supported by a formal agreement. CEA has research protocols with institutions both in Europe and Africa and is a member of several international networks. CEA is a founding member of the European African studies association AEGIS. Since 2006 CEA is member of the ABORNE (African Borderland Research Network) and in 2008 has assured financing to this network through the FCT and the European Science Foundation. CEA was represented at the CIDOBE conference in Barcelona and in the Africana Library of African Studies meeting organized by the CODESRIA (Dakar). d) Services A Services’ Nucleus of the CEA has now become specialized in three different areas -­‐ Education, Entrepreneurship, Health -­‐ where it is currently offering consultancy services to a number of institutions with the intention to expand its activities over the coming years. Main areas of activity include social and economic studies in Africa, evaluation and training. Main Achievements during the year of 2009 (3000 ca.) Highlights from past research over the period under evaluation The core achievements in 2009 consisted in: a) research projects; b) the Central Library of African Studies (BCEA); c) organisation of scientific meetings; d) international network of research; and e) publications. a) CEA carried out or initiated 14 major projects, submitted to international evaluation, involving about 100 researchers. All these projects have international and interdisciplinary research teams and some international funding. b) BCEA activities have increased, free access to books at the library has grown and the library collection has also increased. Home loans’ records indicate that African studies books are either the most or the second most requested in the ISCTE-­‐IUL library. Donations: Foundation Millennium-­‐BCP (Bank of Angola collection). The cultural program of the BCEA carried several activities. BCEA participated in the annual meetings of the Africana library networks (ELIAS -­‐ European Librarians in African Studies and the SCOLMA -­‐ Standing Conference on Library Materials on Africa). Also participated in the Annual meeting of the European Librarians in African Studies and in the SCOLMA annual conference. BCEA core team was completed with validation services and the collaboration of three BII fellows. c) CEA has actively promoted the organisation of scientific meetings and started the Seminário de Estudos Africanos (February) and the Seminário de Pesquisa de Estudos Africanos. The CEA Research Seminar program constituted of four scientific meetings. Since June a monthly held research seminar is open for students and PhD candidates to support and train junior scholars at the CEA. d) In 2009, CEA received funding from international projects where researchers participate in, namely the project Understanding ‘Home Space’ in the African City (U of Copenhagen); the ABORNE 2 network (ESF funding); the project Reconciliation and Social Conflict (Volkswagen Foundation); the project Writing History in the Horn of Africa (Centre d’Études des Mondes Africains/ANR); and the project Les Dynamiques du Développement Local Urbain (French Ministry of Foreign Affairs). CEA, together with the CEAUP of the Porto University, was selected to organize the Congresso Ibérico de Estudos Africanos in 2010. CEA signed a protocol with CODESRIA (Dakar) for research in Social Sciences and also a protocol with the Centro de Estudos do Deserto (CE.DO Angola). e) While supporting research publications in Portuguese, namely through the Cadernos de Estudos Africanos and the Occasional Papers, the centre has signed a contract with Sean Kingston Publishers (Oxford) for a continuous edition line in English, becoming scientifically responsible for a series named African Vistas, with independent international referees. CEA has prepared for publication three numbers of the Cadernos de Estudos Africanos (15, 16/17 and 18). ACTIVITIES 1. Integrative/multidisciplinary activities during the year of 2009 (3000 ca.) Special activities that aim to carry out research across disciplines Given the statutory nature of CEA, all activities, without exception, are multidisciplinary. CEA project is aimed at developing scientific research of multidisciplinary nature in Africa, particularly in the field of social sciences, development studies and economy. This research is devised for an international audience, comprising the academy, researchers and policy-­‐makers. CEA's visibility is expressed in the conferences and publications organized by CEA, its strong participation in the research and diffusion activities of AEGIS and other international networks, with a global orientation of creating a discussion forum where scholars of different scientific domains, development practitioners and policy-­‐makers gather. The most significant outputs of these activities are CEA multidisciplinary projects, conferences and publications, advisory reports, networked data sharing on an international scale, definition of up-­‐to-­‐date research lines, trends, themes and practices for academic teaching purposes. CEA conducted throughout 2009 the following projects with a multidisciplinary approach: Reconciliation and Social Conflict in the Aftermath of Large-­‐scale Violence in Southern Africa: the cases of Angola and Namibia; Senegambia: from the Critics of an Historical-­‐Sociological Icon to the Re-­‐evaluation of an Object of Study ; Forced Migrations and Humanitarian Intervention Formats; Politics, Social Actors and Citizenship in Africa; Writing History in the Horn of Africa; Therapeutic Practices in Migratory Context (lead by CEAS); Les Dynamiques du Développement Local Urbain (lead by the IRD); Understanding Entrepreneurial Configurations in Africa and China: a four nation study; Poverty and Peace in the Portuguese Speaking African Countries; The Tourism Impact in the Community Development in Africa: Analysis of Insular Experiences; Cape Verde and São Tomé e Príncipe: a comparative analysis of two African island states; Monitorization of Conflicts in Africa. 26. 2. Outreach activities during the year of 2009 (3000 ca.) Science and Society/general public/schools, etc 3 The primary objective of the CEA, from 2006 onwards, is specifically directed to the expansion and consolidation of the existing research, namely through: a) supporting projects and their relation to both a academic and a non-­‐academic public; b) supporting the relation between researchers and teaching, and investing in the internationalization of their output; c) having an effective policy of making available and debating knowledge on African affairs. a) CEA’s main research areas are organized in four program lines where all projects have been cohesively integrated to: (1) Politics in Africa, (2) Economics and Entrepreneurship in Africa, (3) Development and International Cooperation in Africa, (4) Wars, Conflicts and Forced Migration in Africa. Each line serves as framework to every project and international networking activities of the centre as well as its non-­‐research activities, namely the diffusion of results through conferences and publications. CEA also promoted the hosting of new national and foreign researchers, within these lines of research, as well as of graduate and post-­‐graduate students. The former hold a grant for initiation in research. b) CEA invested deeper in the relation with postgraduate teaching at both a national and an international level. The first aim obliged to increasing the research synergies between the CEA and the postgraduate programs on African Studies at the ISCTE -­‐ LUI. The second was expressed by the participation in international teaching programs, namely through the proposal of an international master program on European-­‐African Relations (Erasmus Mundus) patronized by the AEGIS network, organized by ISCTE, in collaboration with University of Paris I and University l’Orientale of Naples, and with three African partner universities. Also, CEA participated in CODESRIA tutoring activities, supported students’ exchanges with other institutions, hosted postgraduate and post-­‐doctoral researchers. A key factor in this policy was the constitution of the Central Library of African Studies that offers both national and international researchers and student’s outstanding facilities for research and training. Nine graduation students were integrated into projects; ongoing projects support master and PhD students’ research (over 20 MA students and 10 PhD students in funded projects). c) CEA has reformulated its editing policy in order to promote internationalization and a better diffusion of research. The internationalization of its scientific results through publications was increased, namely due to the agreement established with Sean Kingston Publications to publish two books in English per year, to its access to the AEGIS series published by Brill, and to a new policy towards the CEA journal (online and physical publication, both in Portuguese and English, with a international referee system). Efforts have been made to include the CEA journal within the main cataloguing and referencing databases on social sciences. Finally, CEA’s site was reformulated in order to make it an effective tool to disseminate and make available informed data about Africa, as well as to host data from ongoing research projects, and to systematically link and organize researchers’ activities, agendas and milestones. Main links to sites related to CEA’s activities are currently available: Monitorization of Conflicts, Iberian Congress of African Studies and the African Studies Library. Objectives and Achievements Objectives (2000 ca.) This line includes all research projects dealing with politics and political issues in Africa. The main objective is to conduct research about political processes in sub-­‐Saharan Africa and the roles of the various agents and social actors involved, from the institutional and social dynamics’ perspectives. The ongoing projects, together with a substantial previous research carried at the CEA, constitute a main line of research that continues to absorb Master and PhD researchers. Additionally, the projects and the participants in the line regularly publish the results achieved, and participate in scientific meetings. Main Achievements (2000 ca.) The group researchers held several colloquia, seminars, and workshops and participated in different scientific meetings. Both projects included in this line ended in 2009 and gave place to publications and conference communications. The project Politics, Social Actors and Citizenship in Africa published a special number of the Cadernos de Estudos Africanos (16/17; Autoridades Tradicionais em África: um universe em mudança), its final report the team is now preparing the publication of a book with the research results. 3. Funding, source, dates (1000 ca.) This group is funded by CEA multi-­‐annual FCT funding and by the ongoing projects, also funded by FCT: PTDC/AFR/69094/2006=90.000,00€ and PTDC/AFR/66521/2006. 2. Objectives and Achievements Objectives (2000 ca.) The main objective of this line of research is the overall analysis of social change processes in African societies, with particular incidence on convergence and/or diversification processes of the local "nation-­‐states" in their strategic articulations with the "more advanced" societies. Topics such as education, health, international cooperation, poverty, ecological environment, social resilience, governance, Public Administration, participation, agrarian societies, urban societies, tourism and their articulation with the issue of social and economic development in Africa deserve particular attention. As is well known today, the developmentist paradigm was structured during the height of the decolonization processes. Since the beginning, development has been seen not only as an instrument of social transformation, above all in the new independent countries, but also as a vision of the world. This vision is dominated by hegemonic aspirations, with the aim of creating a monoculture of social knowledge and its affirmation as the only valid form of analysing societies. This line of research also debates the manner in which certain assumptions of the developmentist paradigm affect the production of knowledge on human societies in different dimensions. Another objective of this line is the analysis of issues related to the creation of "modern" productive systems and their articulation with the local "traditional" systems. The theories, fields of application of the theories, social actors involved, and the local impacts of the social practices are currently being studied. Another objective of this line is to analyse a set of social dynamics that seem to constitute new generalized forms of "social anomy", which include extreme poverty, social marginality, prostitution, corruption, the collapse of family structures and disrespect for another's property. Main Achievements (2000 ca.) This line of research is structured around three research projects and the promotion of two study groups, involving close to 50 researchers, associates and co-­‐workers of the CEA and of other institutions. In the project The Tourism Impact in the Community Development in Africa: Analysis of Insular Experiences, the team completed the bibliographic and document research; successfully conducted fieldwork in Cape Verde and Sao Tome (survey, interviews, direct observation and visits); created a statistical database; inserted data and crossed variables; conducted thematic analysis. In the project Education in Africa, a survey was conducted on the cooperation actions Portugal-­‐PALOP through the creation of three databases (master and PhD students at ISCTE, ISEG and Centro de Estudos Africanos do Porto; existing cooperation projects between Portuguese and PALOP universities; research projects of the African Studies Centers of the AEGIS); undergraduate students were hired through the FCT program Ciência 2008 to work in this project. In the project Cape Verde and Sao Tome and Principe: a comparative analysis of two African island states, the team integrated two new members. The team conducted archival and bibliographic research. Heike Drotbohm published several articles on subjects of social security and connectivity, which can be used for the Sao Tome analysis and Gerhard Seibert prepared three communications for two international conferences (Leipzig and Birmingham) and other national communications. The coordinator also did fieldwork in Cape Verde in October. 8 3. Objectives and Achievements Objectives (2000 ca.) The main objective is to promote a more cohesive understanding of the web of structural and conjuncture tensions and instabilities in different Africa regions, as well as the emergence of specific forms of war and violent conflicts, and their political, social, cultural, and humanitarian impact on African population. The research aims confronting the overlapping nature of internal conflicts, border warfare, and invasive military action, in correlation with demographic and economic pressures, and their overall impact on the societies concerned, be them humanitarian consequences (massacres, genocides, forced migrations, displacements, and exodus), political and social (social re-­‐
compositions, exodus to or from urban areas, changes in power relations), and cultural (the dynamics of cultural reinvention on national and regional identities and memories). The present research aims not only to produce solid scientific analytic results but also to offer informed and conclusive data to both policy makers and officials of national and international organizations intervening in the areas concerned. On the other hand, the research line integrates post-­‐graduation students and researchers, willing to prepare their thesis on the subjects identified by the line or on others they might propose. Main Achievements (2000 ca.) The researchers in this line have carried fieldwork). More than xx communications were presented at international scientific meetings and several workshops and seminars were conducted. Through the individual projects the researchers carried bibliographic research, created information databases, and developed a series of research instruments (surveys, interview guidelines) in order to assure meaningful fieldwork. Ongoing international research networks were developed through the projects (Adis Ababa University, Authority for Research and Conservation of Cultural Heritage, Centre Français d’Études Éthiopiens, University Complutense of Madrid, Universidade Católica and Universidade Privada de Angola, University of Namibia, Arnold-­‐Bergstraesser-­‐Institut). master thesis was completed and others are ongoing; PhD thesis are being prepared, about different subjects concerning war resilience and social re-­‐composition in Africa. The project Monitorization of violent conflicts in the Horn of Africa (CORNAFRIQUE: Ecrire l’histoire de la Corne de l’Afrique (XIIIe -­‐ XXIe siècles): textes, réseaux & societies). The project Forced Migrations and Models of Humanitarian Intervention organised fieldwork, thesis tutoring and bibliographic database. In the project Reconciliation and Social Conflict in the Aftermath of large-­‐scale Violence in Southern Africa: the cases of Angola and Namibia, activities consisted of graduate studies of 18 members (master and PhD) in the 8 sub-­‐projects. Almost all FCT or Gulbenkian Foundation funded students continued their 12 studies while the others focused on their theses’ writing. Senior researchers devoted essentially to theses’ tutoring and carried some research of their own. In April two sections of the project met in a workshop in Omaruru/Namíbia. Papers dealing with Namibia have already been published and the volume about Angola is being prepared. The Angolan section also started to prepare an edited collection of the papers presented in the international conference “Angola 2007: que recomposições e reorientações”. Simultaneously, a number of the journal Cadernos de Estudos Africanos dedicated to Angola is now being prepared. In June, a group of members of the Angolan section participated in the ECAS 2009, in Leipzig in the panel organised by the project “Re-­‐imagining and re-­‐configuring the nation”, conducting also a workshop about the state of Angolan Studies. The project Monitorizing Wars and Violent Conflicts in Africa, organised bibliographic research and survey groundwork. It has also organized an innovative collaborative website designed to aggregate thematic and regional information on the issue of conflicts in Africa, and to develop specialist networks: http://conflicts-­‐in-­‐
africa.iscte.pt. The site was presented publicly in May (preceded by a conference by the Major-­‐
General Carlos Manuel Martins Branco on Conflicts in Africa) and throughout its first year, efforts were made in order to publicise it. The site caught the attention of the media (BBC-­‐Africa Portuguese broadcast; RDP-­‐Africa; the program Fórum of RTP-­‐Africa, RFI, among others). Two BII students were integrated in the project. The main activities of the project were: -­‐ insertion of contents, -­‐ elaboration of dissemination materials, -­‐ presentations of the site. Until now, the site was accessed 8.500 times and counted 270 posts in 26 topics. With 147 subscribers, it is now becoming a reference among analysts and policy makers concerned with conflicts in Africa. The effort now is oriented towards involving users willing to share contents in order to make it progressively autonomous. 3. Future Objectives The research group will conclude ongoing projects and seek for funding for other new research topics now being developed. This research line will integrate the team of the line Politics in Africa from 2010 onwards. The project Reconciliation and Social Conflict in the Aftermath of large-­‐scale Violence will not only develop ongoing research, but also several publications (two edited volumes, of a special issue of de journal Cadernos de Estudos Africanos, a series of “occasional papers”, in Portuguese or English) as well as organise three international conferences (Windhoek, Lubango, Freiburg). Ongoing master and PhD theses will be concluded in 2010 (10 masters and one PhD). In February 2010, 11 senior and PhD candidates members participate in the symposium organised by the Volkswagen foundation in Bayreuth, Germany for the 18 Africa related projects which the foundation currently funds. In this meeting, three PhD candidates present papers. The meeting is preceded by an internal workshop in Thurnau, with Namibians and Angolans for balance and planning. In December 2010 the project will organise a meeting in Lubango with all members (including the Namibian). The project foresees a compact English course for Angolan junior members. This group is funded by CEA multi-­‐annual FCT funding and by the ongoing projects, also funded by FCT: PTDC/AFR/72258/2006=104.000,00€; PTDC/AFR/64207/2006=100.000,00€. It is also funded by the French Ministry of Foreign Affairs through the project CORUS2, nº 6065=73.360,00€. 2. Objectives and Achievements Objectives (2000 ca.) The main objective of this line is to develop research related to economics’ issues in Africa. Other objectives comprise the integration of post-­‐graduate researchers; deepening and broadening international partnerships; and scientific production. The topic aims the conclusion of ongoing research projects and the conduction of newly approved ones. Through all of them, the researchers will be able to build and strengthen international research teams and networks. The projects in this topic are fundamentally international: all teams comprise researchers from different countries; the research focuses on all Portuguese speaking African countries; and is being conducted through international partnerships (CEIC, Angola; Cruzeiro do Sul, Mozambique; IFREDE and IRD, France; U. of Florida, USA). The research line now includes three already funded ongoing projects. Through them, several Master and PhD thesis are being prepared. In addition, there is a set of new projects in this area being structured, conducted by CEA researchers and collaborators. It is expected that in the next years, the researchers participate in and organise scientific meetings; actively disseminate the results through publications; conduct fieldwork in Africa. On the other hand, the research line integrates post-­‐graduation students and researchers, willing to prepare their thesis on the subjects identified by the line or on others they might propose. Main Achievements (2000 ca.) Several publications are now being concluded and several conferences and scientific meetings were held. In the project Understanding Entrepreneurial Configurations in Africa and China: a four country study, the team conducted a survey in firms in Cape Verde, another in Mozambique and interviews in Mozambique (10) and in Cape Verde (12). Results of the survey are now under analysis. Two conferences were held in Lisbon and another in Guangzhou (China). The team analysed data from the surveys, interviewed Angolan entrepreneurs and started writing the results of the research. The project Poverty and Peace in the Portuguese Speaking African Countries ended in November. Throughout the year, the team made a balance of the information collected and concluded the data analysis. Several of its members presented papers with the results at international and national conferences and prepared publications. The project organised a final international conference in November and published an edited book with the results of the overall research. One PhD and two master scholarships allowed the integration and training of junior researchers. International networks were reinforced both through the participation in international meetings and through the established cooperation activities with the African partners. In the project Les Dynamiques du Développement Local Urbain, national teams (Angola, Mozambique, France, and Portugal) continued data analysis and the IRD coordinator organised a meeting in Lisbon with the team for balance and planning. Details for the book publication were set and shared throughout the network and the team began preparing them. Several applications within this research line were prepared and presented. 3.
