Docente no Instituto Superior de Ciências Sociais e Políticas, Universidade Técnica de
Lisboa (ISCSP-UTL) nas áreas de Organizações Internacionais, Organização de
Missões Humanitárias e Cooperação Internacional. O seu trabalho tem estado centrado
nos temas da construção/fragilidade de estados, no trabalho das organizações
internacionais na prevenção e reconstrução pós-crise e nas dinâmicas da cooperação
internacional para o desenvolvimento.
Sócia Fundadora da Associação das Nações Unidas – Portugal; Auditora do Curso de
Defesa Nacional 2007; Membro da Direcção e Sócia Fundadora da Objectivo 2015 –
Campanha do Milénio das Nações Unidas; Consultora para assuntos de Reconstrução
pós-crise do Programa das Nações Unidas para o Desenvolvimento; Sócia Fundadora da
Sociedade Portuguesa de Direito Internacional; Membro do Conselho Editorial da
Revista Segurança e Defesa e Colunista Regular do Boletim do Centro Regional de
Informação das Nações Unidas.
O trabalho iniciado com o mestrado de pesquisa das estratégias, acções e limitações da
construção de estados levada a cabo pelas Nações Unidas tem prosseguido como tema
central à investigação desenvolvida e que tem sido vertida para o Projecto “O debate
entre state-building e state-failure nas Relações Internacionais - o caso de Timor-Leste",
Instituto do Oriente, financiado pela FCT.

Social and Political Sciences, Technical University of Lisbon (ISCSP-UTL). Her work
has focused on statebuilding/state fragility agendas, on international organizations and
prevention and post-crises recovery activities and on international cooperation
dynamics.
Regular Political Analyst and Commentator of BBC Africa; Founding member and
Project Director the United Nations Association of Portugal; Founding Member of the
United Nations Millennium Campaign in Portugal; Founder of the Sociedade
Portuguesa de Direito International – Portuguese Society of International Law; Member

Nations Regional Information Centre Bullentin.
The statebuilding and state fragility agendas have been a constant in her lines of
research; the role international administrations in state building initiatives and the
mapping of fragilities and of resilience measures have been contributing to the Project
“The state-building/state-failure debate in International Relations – The Case of East
Timor”, The Orient Institute, financed by FCT.
