Cigré/Brasil CE B5 – Proteção e Automação Seminário Interno de Preparação para o Colóquio do SC B5 2009 Rio de Janeiro, 15-16 de setembro de 2009 Dados do Artigo • PS3.04 • The road from WAMS to WAPCS • Tadeja BABNIK, uros GABRIJEL, Bojan MAHKOVEC, Marco PERKO, Gorazd SITAR • Slovenia Contexto The deregulation of the electric industry has increased the complexity of the power system operation Slovenian power system is situated between regions with large price difference and therefore often stressed by high transit flows Wide area disturbances are rare events, however when they occur the effects on industries, commerce and the everyday life of the general population can be quit severe Additional increase in worldwide disturbances requires better equipment for monitoring and control of power system operation Contexto Excellent observability is of paramount importance for efficient and proper system control Slovenian Transmission System Operator (TSO) Elektro-Slovenija (ELES) implemented the wide area monitoring system (WAMS) fills the gap in conventional SCADA/EMS environment when focusing on local and global system dynamics The primary goal of WAMS is to monitor the power system electrical values in real-time and alert the system operator if the measured or calculated values exceed the setting values Contexto Slovenian WAMS 7 PMUs installed at 400 kV substations: 10 busbar voltage phasors current phasors dedicated to 17 feeders current phasors dedicated to 7 power transformers 400/110 kV or 400/220 kV collects phasors data from PMUs by the use of standard intranet communication network Contexto Slovenian WAMS (cont) multi-user Web SCADA wide set of functions for real-time power flow and stability analysis voltage stability frequency stability power oscillation phase angle monitoring line temperature monitoring over/undervalue detection Contexto Slovenian WAMS (cont) Contexto Slovenian WAMS (cont) Contexto Recorded example 1 Disturbance on November 2006 when the UCTE interconnected grid split into three areas The process of UCTE separation was initiated by tripping of several extra high voltage (EHV) overhead lines in Northern Germany and propagated through the UCTE until the network was split in three areas while the worst was prevented by actions of under or overfrequency relays Contexto Recorded example 1 - Disturbance on November 2006 when the UCTE interconnected grid split into three areas Contexto Recorded example 2 - Local oscillations In April 2008 oscillations in the network occurred when initial test on a new generator was performed. This power plant is connected to 110 kV Slovenian grid and is close to 400 kV substation in Maribor monitored by a PMU. The reason for instable behaviour of the new generator at the time was that the voltage regulator and the excitation system as a whole were not working properly Contexto Recorded example 2 - Local oscillations Contexto Recorded example 3 - Reconnection of the 400 kV line Interpreted as a step response and used for generators and loads models validation Destaques Slovenian WAMS enabled post-disturbance analysis of the power system operation, which would otherwise not be possible exchanges selected data with Swissgrid (TSO in Switzerland) and Terna (TSO in Italy) in real-time potential lies in the real-time wide area protection and control system, but will require a more reliable communication infrastructure than exists today Destaques Developed a unique “Mobile PMU” device comprised of a mobile rack, a PMU and an HSDPA router enabling to wirelessly connect to the WAMS from almost anywhere can easily monitor “hotspots” such as initial tests of new or refurbished generators or validate models of loads or generators Dúvidas Quem é o fornecedor web SCADA? aplicativos avançados de tempo real? Conclusões By a real-time collection of phasor measurements from the power system into a central unit together with complex realtime analysis it is possible to set up wide area monitoring, control and protection platform for a real-time procedures. But widespread use of such mechanisms will require a more reliable communication infrastructure than exists today.
