RULES AND REGULATION
1. INTRODUCTION
1.1.
FEST - New Directors | New Films Festival is organized by FEST -Associação
Cultural;
1.2.
FEST will take place in the city of Espinho, Portugal, between the 22nd and the 29th
of June 2015 with the following objectives:
- 1.2.1. Promote sustainable development of film, screening and promoting new
talents in this area;
- 1.2.2 Create new public for cinema;
- 1.2.3. Promote the interchange of experiences between the participants in the event;
- 1.2.4. Elevate the skills of the participants;
- 1.2.5. Promote the city of Espinho as a quality cultural tourism destination;
- 1.2.6. Offer a quality cultural event accessible to every individual.
2. ADMISSION CONDITIONS
2.1.
FEST has a Short/Medium Film and Feature Film competition:
2.1.1. The Short and Medium Film Competition accepts short and medium length
films made by directors with no more than 30 years of age (including) on the last day
of production, no matter their nationality; The length of these films must not exceed
54 minutes.
2.1.2. The Feature Length Film Competition accepts films from directors who are on
their first or second production (regardless of their age);

2.2.
The films must have been concluded after the 1st of January 2013 and they cannot
have been screened in previous editions of FEST — New Directors/New Films
Festival.
2.3.
Films submitted for selection are accepted in the following formats: DVD, Blu-ray,
hard drive, via any secure internet service that does not require immediate file
download (Vimeo, You tube, Dropbox, Google drive, etc).
2.4.
It is permitted for the applicant to submit more than one film (in separate entries);
2.5.
Competition categories:
2.5.1.
Feature Length Films (section dedicated to filmmakers in their first or second feature
film):
- Golden Lynx - Fiction Competition
- White Lynx - Documentary Competition
2.5.2.
Short and Medium Length Films (section dedicated to filmmakers up to 30 years old):
- Silver Lynx (Fiction)
- Lynx DOC (Documentary)
- Lynx EXP (Experimental)
- Lynx ANIM (Animation)
2.5.3.
Prize for best Portuguese film in competition (selected from all Portuguese films in
competition):
- Iberian Lynx
2.6.
The applicant will indicate on the entry form the category of their film;
2.7.
The applicant cannot submit the same film in more than one category. The Iberian
Lynx prize is awarded from the total of Portuguese films in competition, therefore it is
not mandatory to select this category.

2.8.
The film must be spoken in English or Portuguese, or have subtitles in any of these
languages.
3. FILM SUBMISSION
3.1.
Film Submission in FEST - New Directors | New Films Festival is subject to a
submission fee of 2€ for short and medium length films and 5€ for feature length
films. Fees will be waived for all Portuguese entries, as an effort to promote national
participation.
- 3.1.1. Payment of the submission fee will be available through Pay Pal on the
festival's website.
3.2.
The entry form is available on the website www.fest.pt.
- 3.2.1. Film submission can be entirely made online through our Online Entry Form.
In this case, the film will be sent via a link submitted to the form itself. Your
Submission Fee's Transaction ID number will be requested upon filling of the Online
Form;
- 3.2.2. Another option is to submit your film through traditional post;
3.3.
The entry form, whether online or printed, must be completed accurately and totally
filled out.
3.4.
In case you're submitting your film through traditional mail, the printed entry form
must be sent together with digital copies of:
a) Three or more recent pictures of the movie;
b) Picture of the director;
c) Brief biography of the director;
d) Copy of the film;
e) Synopsis;
f) PayPal receipt of the Submission Fee;
3.5.
The entry form and all materials must be sent to:

3.6.
Film submissions close on March 15th 2015, date of arrival at our headquarters;
3.7.
Once a film is submitted to FEST, it cannot for any reason be removed from the
program by the person or institution who submitted it;
3.8.
All films and material sent to FEST — New Directors | New Films Festival will not
be returned and will remain in the festival’s archive;
3.9.
The signature of the authorised person on the entry form authorises FEST —
Associação Cultural to present the film in the festival and in public presentations;
4. SHIPPING OF FILMS
4.1.
Expenses for the shipping and screening of films, are to be met by the film's
applicants;
4.2.
All applications sent with remitted expenses to be paid at the destiny by FEST will be
returned;
4.3.
FEST will inform the applicants that have been selected for the competitive section by
e-mail;
5. JURY AND PRIZES
5.1.
There will be a pre-selection jury, selected by FEST - New Directors | New Films
Festival, to select the films for the competitive section;
- 5.1.1. Besides the jury’s selection criteria, the final selection will be conditioned by
the time specified by the organisation for the competitive sessions.
5.2.
The final jury at the festival will be composed of 3 to 7 members, who will evaluate
the selected films in the competitive section.
- 5.2.1. The final jury will make their winning selections without appeal from the
outside and according to rules based on general principles determined by FEST - New

Directors | New Films Festival. The final jury has the right to not dispense any one of
the prizes if the criteria, in their belief, are not met.
5.4.
The final jury has the disposition the following prizes:
a) Golden Lynx (Feature Length Fiction)
b) White Lynx (Feature Length Documentary)
c) Silver Lynx (Short and Medium Length Fiction)
d) Lynx DOC (Short and Medium Length Documentary)
e) Lynx EXP (Short and Medium Length Experimental)
f) Lynx ANIM (Short and Medium Length Animation)
g) Iberian Lynx (Prize for best Portuguese film in competition)
5.4.
The jury may award honourable mentions to any of these categories;
5.5.
There is also an Audience award for the following cathegories:
- Best Feature Film
- Best Short or Medium Film
5.6.
The Festival's media visitors will also present a Critic Award;
5.7.
The prizes are consisting of a special trophy;
6. FINAL STIPULATIONS
6.1.
All eventual doubts or omissions in the regulation will be solved by FEST — New
Directors | New Films Festival following rules of equity and good judgement.
6.2.
All submissions to FEST — New Directors | New Films Festival translate full
acceptance and no reservations in the terms of the regulation.

1. Introdução
1.1.
O FEST — Festival Novos Cineastas | Novo Cinema é uma organização da FEST Associação Cultural;
1.2.
O FEST terá lugar na cidade de Espinho, Portugal, de 22 a 29 de Junho de 2015, e
tem como objectivos:
- 1.2.1. Promover o desenvolvimento, de forma sustentada, do Cinema, potenciando e
promovendo novos valores nesta área;
- 1.2.2. Criar novos públicos para o Cinema;
- 1.2.3. Promover o intercâmbio de experiências entre os participantes no festival;
- 1.2.4. Potenciar e elevar a formação dos participantes;
- 1.2.5. Consolidar o festival como meio de promoção turística da cidade de Espinho;
- 1.2.6. Oferecer uma iniciativa cultural de qualidade acessível a todos;
2. CONDIÇÕES DE ADMISSÃO DOS FILMES A CONCURSO
2.1.
O FEST tem duas secções competitivas, uma para Longa Metragem e uma para Curta
Metragem:
2.1.1. São admitidos ao FEST os filmes, Curtas e medias metragens, realizados por
jovens até aos 30 anos de idade (inclusive) no último dia de produção,
independentemente da nacionalidade; A duração máxima das produções elegíveis
para esta categoria é de 54 minutos.
2.1.2. São admitidos ao FEST os filmes, Longas-metragens de realizadores que
estejam na sua primeira ou segunda produção (independentemente da sua idade);

2.2.
São admitidos filmes que tenham sido concluídos depois do dia 1 de Janeiro de 2013
e que não tenham ainda sido apresentados para seleção em outras edições do FEST Festival Novos Cineastas | Novo Cinema.
2.3.
Os filmes para seleção devem ser enviados num dos seguintes formatos: DVD, Bluray, disco rígido, via qualquer serviço seguro de internet, que não exija download
imediato (Vimeo, Youtube, Dropbox, Google drive, etc).
2.4.
É permitido ao realizador inscrever mais do que um filme, desde que sejam inscrições
separadas;
2.5. Categorias de competição:
2.5.1.
Longas metragens:
- Lince Dourado - Ficção
- Lince Branco - Documentário
2.5.2.
Curtas e médias metragens (secção destinada a realizadores até aos 30 anos):
- Lince de Prata (Ficção)
- Lince DOC (Documentário)
- Lince EXP (Experimental)
- Lince ANIM (Animação)
2.5.3.
Prémio para melhor filme português (selecionado a partir de todos os filmes
portugueses em competição):
- Lince Ibérico
2.6.
Os concorrentes indicarão na ficha de inscrição qual a categoria em que enquadram a
sua obra;
2.7.
Os concorrentes não poderão enquadrar a sua obra em mais do que uma categoria. O
prémio Lince Ibérico é atribuído a partir de toda a seleção de filmes portugueses em
competição, não sendo por isso necessário selecionar esta categoria.

2.8.
Os filmes têm de ser falados ou legendados em Português ou Inglês;
3. INSCRIÇÃO
3.1.
A inscrição no FEST está sujeita ao pagamento de uma taxa de 2€ no caso de curtas e
médias metragens e de 5€ no caso de longas-metragens. A taxa não será aplicada no
caso da inscrição de filmes portugueses, numa tentativa de promover a participação
nacional;
- 3.1.1. O pagamento da taxa de inscrição será feito através de Paypal, no site do
próprio festival.
3.2.
A ficha de inscrição estará disponível no seguinte endereço www.fest.pt:
- 3.2.1. A inscrição pode ser feita totalmente online, através da nossa ficha de
inscrição online. Neste caso, o filme será enviado através do link pedido no próprio
formulário. O número de referência da transação da "Submission Fee" será pedido
aquando da inscrição do filme.
- 3.2.1. A inscrição pode também ser feita através de correio tradicional.
3.3.
A ficha de inscrição, tanto online como impressa deverá ser totalmente preenchida;
3.4.
No caso de envio por correio tradicional, a ficha de inscrição impressa deverá ser
acompanhada de CÓPIAS DIGITAIS de:
a) Três ou mais fotografias do filme;
b) Fotografia do realizador;
c) Breve biografia do realizador;
d) Cópia do filme;
e) Sinopse;
d) Recibo de pagamento da taxa através de Paypal;
3.5.
Todo o material deve de ser entregue ou enviado para:

3.6.
As inscrições fecham no dia 15 de Março de 2015, data de chegada aos nossos
escritórios;
3.7.
Um filme, uma vez inscrito no festival, não poderá ser retirado da competição pelo
responsável por essa mesma inscrição;
3.8.
Os filmes e materiais enviados para FEST — Festival Novos Cineastas | Novo
Cinema não serão devolvidos e farão parte do arquivo do evento;
3.9.
A assinatura da pessoa responsável na ficha de inscrição autoriza a FEST —
Associação Cultural a apresentar o filme no festival em apresentações públicas;
4. ENVIO DOS FILMES
4.1.
As despesas do envio das obras são por conta do próprio concorrente;
4.2.
Qualquer obra enviada com despesas a pagar no destino será devolvida;
4.3.
A organização informará, por e-mail, os produtores/realizadores das obras que foram
selecionadas para a secção competitiva;
5. JÚRIS E PRÉMIOS
5.1.
Haverá um Júri de Seleção, designado pela organização, que terá como função a
escolha das obras concorrentes a apresentar na secção competitiva;
- 5.1.1. Para além do critério do Júri de Seleção, a seleção final estará condicionada ao
tempo disponível para as sessões competitivas do festival, que será especificado pela
organização;
5.2.
Haverá um júri composto por 3 a 7 membros, que apreciará os filmes da secção
competitiva;
- 5.2.1. O júri decide sem apelo, segundo o seu próprio regulamento, baseado em
princípios gerais determinados pela organização, reservando o direito de não atribuir
os prémios à sua disposição;

5.3.
O júri tem à sua disposição os seguintes prémios:
a)Lince Dourado - (Longa metragem de Ficção)
b) Lince Branco - (Longa metragem Documental)
c) Lince de Prata (Curtas e médias metragens de Ficção)
d) Lince DOC (Curtas e médias metragens Documentais)
e) Lince EXP (Curtas e médias metragens Experimentais)
f) Lince ANIM (Curtas e médias metragens de Animação)
g) Lince Ibérico (Prémio para melhor filme português)
5.4.
O júri poderá ainda atribuir Menções Honrosas em cada um destes prémios;
5.5.
Existem também Prémios do Público para as seguintes categorias:
- Melhor Longa-Metragem
- Melhor Curta ou Média Metragem
5.6.
Aos visitantes da comunicação social no festival, caberá a atribuição do Prémio da
Crítica;
5.7.
Os prémios são constituídos por um troféu especial;
6. DISPOSIÇÕES FINAIS
6.1.
Todas as eventuais dúvidas e omissões deste regulamento serão resolvidas pela
organização segundo regras de equidade e bom senso.
6.2.
A inscrição no FEST - Festival Novos Cineastas | Novo Cinema traduz aceitação
plena e sem reservas dos termos deste regulamento.
