The Secretary-General has the honour to transmit
to the States
Parties to the Protocol of Signature of the Statute of the Permanent Court
of International Justice and to the Members of the League of Nations a com­
munication dated July i2th,
the United States of Brazil,

em que lhe é transmits do 0 decreto do Presidente provisorio da
Repûblica do Paraguai retirando sua declaraçâo de aceitaçâo da disposiçâo que
econhece a jurisdiçâo da Côrte Permanente de Justiça Internacional como obrigatôria, tem a honra de levar ao conhecimento de Sua Excelência que o Govêrno
brasileiro nâo pode acolher tal declaraçâo sem expressa reserva de sua parte.

The Minister for Foreign Affairs of Brazil presents his compli­
ments to the Secretary-General of the League of Nations and, acknowledging
receipt of his note x^rbale of June 20th, 1938, No. C.208.M. 114. 1938.V,
in which he transmits to him the decree of the Acting President of the R e ­
public of Paraguay withdrawing his declaration ot acceptance of the clause
recognising as compulsory the jurisdiction of the Permanent Court of Inter­
national Justice, has the honour to inform the Secretary-General that the
Brazilian Government cannot accept such declaration without express reser­
vation on its p a r t .

Letter from the Secretary-General to the Minister for Foreign Affairs of the
United States of Brazil.
The Secretary-General of the League of Nations presents his com­
pliments to the Minister for Foreign Affairs of the United States of Brazil
and has the honour to acknowledge receipt of his note verbale of July 12th,
1938, N P / 15/605.(04), in which, referring to document No. C .208.M. 114 .1938.V,
dated June 20th, 1938, he was good enough to inform him that the Brazilian

In reply, the Secretary-General begs to inform the Minister for
Foreign Affairs of the United States of Brazil that he will duly bring the
contents of the above-mentioned letter to the notice of the States Parties
to the Protocol of Signature of the Statute of the Permanent Court of
International Justice and of the Members of the League of Nations.
