Local Policies and Strategies for
Sustainable Transport
• Mobility Plan for the City of Almada
Access 21 (started in 2001)
Defines a strategy for the articulation between all transport modes
in the City. It establishes new rules for private cars circulation in
the City of Almada, restraining car use by giving priority to soft
modes, pedestrianising a large part of the city centre.

The new Light Rail Line, currently under construction,
brought out the need to redefine the transport offer in the
Municipality and served as a springboard for an urban
requalification of the city centre.
Based on the new light rail network, some structuring
projects (cycling policies, etc.) are being developed based
on a new transport policy aiming at the modal shift from
private cars to public transport.

Cycle Plan of Almada
This plan will integrate all cycle lanes, existing or planned in several
projects, in a true network that can be able to promote cycling for
other purposes than leisure.
AGENEAL is participating in this project, coordinated by the
Municipality, together with a team of landscape architects, that will
give preference to the use of green corridors for the implantation of
the lanes.

Municipality of Almada is carrying out a series of actions
to promote/disseminate sustainable mobility in
Almada, with the participation of AGENEAL:

… “Step-by-Step” Project (SAVE funded project)
… Eco-driving Training (drivers from different associates
fleets)

One day per week (Thursdays), drivers are voluntarily
encouraged to leave their cars at home
Direct benefits are: special public transport tickets with a
reduced price on the campaign day, discounts in cultural
and sporting activities and in several shops in Almada
