3rd Quarter /Year 1
The objective of this report is to give information regarding the status of the activities of the
MCA-CV Procurement during the 3rd Quarter/Year 1 (April to June 8, 2006). In this regard,
the report is structured as follows:
A. Current status of each component; and
B. Missions
A. Current status of each component
INFRASTRUCTURE
All procurement processes below were conducted by the Management Unit in collaboration
with the Implementing Entities.
1. Port of Praia
Following the publication of the request for expressions of interest published in the MCA-CV
site, local news papers and UNDB, we received 27 expressions of interest (EOI). The
evaluation committee has analyzed the EOI and concluded the report regarding the
constitution of the short-list. This report has been submitted to PRC´s approval on May 31st,
2006. It is expected that PRC will respond by June 8th, 2006. (já respondeu – explicar que

prepared and revised by PRC who sent their opinion to MCC´s approval on May 11, 2006.
PRC/MCA-CV have not yet received the no-objection on the RFP.
2. Roads
• Construction of 5 roads of Santiago
The contract with MonteAdriano, for the construction of 5 roads of Santiago, was signed in
April 3, 2006. (não é o contrário?)
• Supervision of Santiago Roads
The contract with Louis Berger, Inc. for the supervision of the construction of roads of
Santiago was signed on March 30, 2006. (não é o contrário?)
3. Bridges
• Construction of Bridges of Santo Antão
The procurement process is delayed. The final evaluation report was concluded and approved
by PRC. PRC´s review was sent to MCC´s approval which suggested negotiating with the
selected enterprise (Armando Cunha). The negotiation is ongoing, with a first meeting held
on June 7, 2006.

MCC gave its approval to the negotiated contract and the proposed changes have been made.
MCA-CV requested to SCET Tunisie to submit an updated timetable for key personnel
including travel and vacation dates. It is expected that the contract will be signed by the end
of June.
AGRICULTURE
The following activities were scheduled for the agriculture component:
• Technical Assistance for Plant inspection and certification
MCA-CV and USDA concluded the negotiation of the contract to develop the detailed plans
for the establishment of a plant inspection, certification and treatment systems. The contract
was signed on March 30th, 2006 and the first mission will take place during the month of June
2006.
• Purchase of motorcycles for Agriculture
MCA-CV concluded the procurement process and the negotiated contract have (???) been
sent to the supplier for signature.
• Purchase of vehicles for Agriculture
MCA-CV concluded the procurement process and the contract have been signed.
• Purchase of computers for Agriculture
MCA-CV launched a procurement process for the purchase of 3 computers, 3 printers, 3 UPS
and 3 photocopy machines for the delegations of the MAA located in Santo Antão, S.
Nicolau and Fogo. The proposals received were not satisfactory. In this regard, the bid has
been cancelled. The ministry of Agriculture is working with NOSi in the revision of the
technical specifications for a new bidding process.
• Purchase of Antenas & communication equipment for DGASP
MCA-CV launched a procurement process (shopping) to purchase equipment to enable the
connectivity of DGASP. The deadline to receive proposals is June 19, 2006.
PRIVATE SECTOR
• Technical Assistance for the Development of Government Securities Market
Following the publication of the request for expressions of interest published in the MCA-CV
site, local newspapers and UNDB, we received 5 expressions of interest (EOI). The
evaluation committee is currently analyzing the EOI in order to recommend a short-list.
M&E
• Purchase of motorcycles for Agriculture
MCA-CV concluded the procurement process and the contract have been signed.

Program monitoring and evaluation workshop and Program monitoring and
evaluation manual
This activity has been rescheduled and it is foreseen to take place in July 2006.
PROGRAM ADMINISTRATION
1. Fiscal Agent and Procurement Agent
• Purchase of computers for the Fiscal Agent
The evaluation report has been concluded and the contract with the selected enterprise will be
signed by mid-June.
•
Purchase of Antenas & communication equipment for the electronic payment
system
MCA-CV launched a procurement process (shopping) to purchase equipment to enable the
connectivity between BCV and SISP. The deadline to receive proposals is June 19, 2006.
2. Management Unit
2.1. Staffing
• Administrative Assistant
The process has been concluded and the selected candidate starter work in June, 2006.
• Procurement Assistant
Following the announcement posted in the local newspapers, MCA-CV received 17
candidatures. The evaluation committee is currently analyzing the candidatures and the
process is expected to be concluded by the end of June.
Set up/installation of the MU
(a) Goods and Services
The following goods and services were procured during the third quarter, by using DGPE
rules:
o Office Supply
o Travel of the MCA staff for field missions.
(b) Capital Goods
After having moved to the new offices and following the installation of the computer and
communication equipment and the contract of new staff (Administrative, M&E and
Procurement Assistants), MCA-CV noticed that the number of computers and telephones
acquired were not sufficient for all staff and that the photocopy machines lacked a supply of
toners as it was not included in the specifications prepared by NOSi. Additionally, other
equipment such as data show, UPS, and flat screen TV are needed to complement the work
within MCA-CV (i.e. video conferences, steering committee and other meetings, etc.). In this
regard, since ANDREMO supplied the computer equipments to MCA-CV, we requested a

proposal for this additional equipment. The proposal received has been checked against
Internet prices which showed to be fair and reasonable. Vai ser submetido ao PRC e MCC

• Symbols and Elements for MCA-CV Management Unit
MCA-CV launched a DGPE procedure based procurement to contract an enterprise to make
symbols and elements for the MCA office. The process has been concluded and the contract
has been signed (Annex 1).
• Cleaning Services for MCA-CV Management Unit
MCA-CV launched a DGPE procedure based procurement to contract an enterprise to
provide cleaning services to MCA office. The process has been concluded and the contract
has been signed (Annex 1).
• Window blinds for MCA-CV Management Unit
MCA-CV launched a DGPE procedure based procurement to contract an enterprise to supply
and install window blinds to the MCA office. The process has been concluded and the
contract has been signed (Annex 1).
• Procurement to contract a lawyer for MCA-CV Management Unit
MCA-CV launched a process to contract a legal advisor for the MU. The evaluation of the
candidates has been concluded and the report submitted to the Managing Director for
approval.

Procurement to contract a communication specialist for MCA-CV Management
Unit
MCA-CV launched a process to contract a communication specialist for the MU. The
evaluation of the candidates has been concluded and the report submitted to the Managing
Director for approval.

B. Missions
During 3rd Quarter /Year 1, the Procurement Manager of MCA-CV participated in some
MCC missions specifically the Procurement Review Mission which occurred from April 23
to May 3, 2006. Below it will be discussed the most important points form the MCC
Procurement Mission.
1. MCC Procurement mission
The mission of MCC Procurement Advisor, Mr. Wayne Wittig took place from April 23 to
May 3, 2006, and its main objectives were:
1. Develop potential changes in procurement review thresholds and times for review;
2. Update the total procurement plan to analyze the effects of any changes in the
process;
3. Identify resources and training needed for the Procurement Review Commission;
4. Agree on template and timing of Quarterly Procurement Implementation Plan and
Report;
5. Review World Bank procedures and contract formats with the PRC and staff of MCA
Cape Verde;
6. Review concepts of price analysis and documentation of Technical Evaluation;
7. Complete drafting of PRC protest and dispute procedures;
8. Agree on DGPE competitive procedures;
9. Develop use of blanket purchase agreements (BPAs) and Indefinite Delivery,
Indefinite Quantity (IDIQ) contracts;
10. Participate ina joint mission with the WB on Procurement reform at country level.
The mission summary below was prepared and discussed with MCA-CV.

¾ Minister of Finance has committed to provide space in the
Ministry by end of July 2006. In the interim, PRC can meet in
rented space or in MCA CV with a dedicated file cabinet.
¾ PRC to provide revised budget for support to MCA CV.
¾ MCA CV and Ministry to provide Portuguese translations of
Procurement Agreement and all relevant documents by 8 May
¾ 60 Hours of English training being provided as requested by
PRC. MCA CV will include the PRC in its procurement training
scheduled to be provided by 1 June.
¾ Also - 3 week procurement course at ILI in Washington in
September 2006 for Procurement Manager being considered by
MCA CV.

Status
¾ PRC has submitted their agreement on the changes to
the Procurement Guidelines;
¾ MCA – CV will submit by mid June the changed
document to the Steering Committee and MCC
¾ The Procurement Plan has been concluded and
approved by the Steering Committee. It will be
submitted to MCC in June along with Disbursement
Request.
¾ With changes in the government, the Minister informed
that it has not been possible to provide the room yet.
However, this will be arranged by end of July.
¾ PRC has not provided a revised budget but rather has
submitted a list of needed stationeries and equipment,
which have been provided by MU.
¾ MCA-CV has submitted the Portuguese version of the
Procurement Agreement to PRC
¾ PRC is currently attending English training and the
procurement training has been postponed to a later
date to be agreed by MCA and PRC
¾ MCA-CV Managing Director agreed that the
Procurement Manager will attend the procurement
course as recommended

¾ Week of 8 May, MCA CV to provide comments on the QPPR.
¾ With the World Bank, discussed status of implementation of
reform program, which is underway under the guidance of the
Deputy Secretary of Finance, Leonessa Fortes and a Steering
Committees appointed by the Minister.
¾ Several agreements and recommendations made to Government
to help identify actions needed and resources required to support
reform effort.
¾ PIU for Growth and Competitiveness briefed on the selection of
the legal consultant to draft legal framework. Phase 1 to be paid
for by the World Bank and Phase 2 to be a separate option
contract paid by MCC following its procurement rules.
¾ Discussed establishing BPAs with several office suppliers to
provide discounted items on the basis of separate calls.
¾ BPAs to be limited to less than $50,000.
¾ IDIQ contracts to be developed by MCA CV and MCC
¾ MCA-CV agreed with the template provided however,
for this quarter it was not possible to use this template
for reporting since MCA was unable to finalize the
adjustments to the template regarding the different
projects. It is expected to conclude it by July to be
discussed in the next MCC procurement mission.
¾ The contract has been signed with the consultant and
the first mission took place in May 22, 2006. The
consultant presented their findings and their
presentation has been sent to MCC and WB. The
inception report is scheduled to be delivered by midJune.
¾ MCA-CV has translated the IDIQ contract for use and is
currently translating the BPAs for future use.
¾ MCA CV to complete NOSI justification for single source
¾ MCA-CV and NOSi are finalizing the justification
recruitment for e-procurement experts to assist in development of
strategy and unrolling the e-procurement system in MCA CV and
4 ministries on pilot basis
¾ World Bank to provide OECD/WB procurement system
