NOTICE OF STUDY COMPLETION
DETAILED SANITARY SEWER EA
MASTER PLAN FOR THE MITIGATION
AND MANAGEMENT OF EXTRANEOUS FLOWS
INTO THE SANITARY SEWER SYSTEM

THE STUDY
The City of Peterborough (the City) is undertaking a Detailed Sanitary
Sewer Class Environmental Assessment (Class EA) process for the
Mitigation and Management of Extraneous Flows into the Sanitary Sewer
System. The purpose of the Class EA is to identify and evaluate
alternative solutions for the reduction of inflow and infiltration (“I and I”)
into the City‟s sanitary sewer system and the effects on the sewer
system capacity as well as solutions to reduce the occurrence of
bypasses to the Otonabee River. This study follows the Master Plan
approach in order to fulfill the obligations under the Environmental
Assessment Act.
THE PROCESS
The
Class
Environmental
Assessment
has
established
recommendations leading towards works that address extraneous flows
in the sanitary sewer system as well as reduce the occurrence of
bypasses to the Otonabee River. The study was conducted as a
„Schedule B‟ project in compliance with the Municipal Engineers
Association document "Municipal Class Environmental Assessment,”
(October 2000, amended 2007) which addressed Phases 1 and 2 of the
Class EA Process
The Class EA study determined that the preferred alternative in the
conveyance system was a hybrid alternative which combines I and I
reduction measures throughout the system and selective conveyance
and storage improvements. The preferred alternative to reduce the
occurrence of bypasses to the Otonabee River was to provide additional
storage at the Peterborough Wastewater Treatment Plant which includes

the conversion of an existing 8000 m facility to a new 15,000 m peak
flow attenuation facility and converting one of the existing sludge lagoons

into a 10,000 m peak flow attenuation facility. Replacing the older
mechanical screening facility was also identified in the preferred solution
at the plant.
COMMENTS
The Project File will be held for public review for a 30 calendar day
period beginning on March 16, 2012. The Project File report can be
viewed at the following locations or on the City of Peterborough website
(www.peterborough.ca):

During this 30 day period, the public will have the opportunity until April
15, 2012, to review the Project File and provide any written comments or
concerns to the Project Team members identified below. If concerns
raised with the City regarding this study cannot be resolved during this
period, a request for a Part II Order can be made to the Minister of the
Environment. In the event of a Part II Order request, the Minister of the
Environment will review and subject to resolution or non-resolution may
decide if an Individual Environmental Assessment should be conducted.
This request must be submitted to the Minister and to the City prior to
April 15, 2012.
If there are no outstanding concerns received by the end of the review
period, the City of Peterborough will be able to proceed with the next
steps towards implementing the preferred alternatives.
