There is More European Funding Available for Health Actions than
Ever Before
The success of health actions mainly depends on an effective funding and a good
financial management. In the current programming period 2014 - 2020, the health
focus is present through funding instruments such as ERDF & ESF (ESIF), HORIZON
2020 (H2020) and the EU Health Programme. The multitude of funding and financial
instruments for health actions makes it difficult to obtain a comprehensive overview
that highlights the differences between the funding options. Particularly the question
of correct procurement creates high levels of insecurity. Especially regarding the
current demographic development, investments in active and healthy aging become
more important to adapt the living conditions in Europe to the needs of the populations.
Therefore investments and innovation in the ‘Silver Economy’ are more and more
likely to receive funding by the European Union. Above all, projects that engage health
workforce, active and healthy ageing, health at the workplace, cost-effectiveness and
sustainable care, health infrastructure, access to healthcare and the reduction of health
inequalities, innovations for health solution, e-Health and telemedicine, cross-border
care and cooperation between Member States and the education of health professionals
are in the focus of the European funds.
However, applying successfully for European funds needs a thoughtful preparation and
specific know-how. Nevertheless, in order to promote health through the EU Health
Programme, to fund Actions investing in the health infrastructure with ERDF, to train your
staff with ESF or developing new technologies with H2020, it is worth to spend time on
an application. All these programmes offer great possibilities for cooperations between
SMEs, administrators, researchers and health institutions, if they are handled correctly.
In addition these funds provide the much needed investment capital for investments at
the tip of new developments – from social services to cutting edge research.

Sabrina Montante
Head, Health – Research and Innovation Office, Catholic University of the Sacred Heart – Gemelli University
Hospital – EU Office, Italy & Belgium
Sabrina Montante has been working as Head of the Health – Research an Innovation Office in Brussels for the
Catholic University of the Sacred Heart- Gemelli University Hospital since January 2014. In addition, she has been
recently appointed as EU Health Specialist of the Italian National Institute of Health of Italy (Istituto Superiore di
Sanità). From 2009 to 2014 she was responsible for monitoring European health policies and legislations on health
for the Veneto Region Brussels Office while also giving gender and reproductive health trainings for the European
Commission in Jerusalem and Tel Aviv from 2011 to 2013. Before that Sabrina Montante was a Consultant to the
humanitarian response branch at the United Nations Population Fund (UNFPA).
Amarjit S. Narain
Member of ERDF Managing Authority for England, Department for Communities and Local Government,
United Kingdom
Amarjit S. Narain has been working on the management of ERDF programmes since 2007. He plays a key role
in setting up the management and control systems and getting them approved by the European Commission.
Currently, he is also responsible for the confirmation of first level controllers for INTERREG programmes and the
conduction of quality assurance checks of first level controllers’ work on three programmes. Before joining the ERDF
management, he worked on managing public finances and on delivering major regeneration and housing projects
by the Central Government in partnership with local governments.
Charles-Edouard Escurat
Deputy Director, Public Healthcare Central Purchasing Body – RESAH, France
Charles-Edouard Escurat became Deputy Director of RESHA’s purchases department and resources & expertise
centre in 2013. In addition, he is member of the French association of hospitals buyers (AsFAH). Before joining
RESHA in the 2012, he managed the growth of public procurement activities of a consulting firm specialising in
optimising procurement. Charles-Edouard Escurat began his career by working for several services in charge of
public procurement within different agencies and local authorities.
Andy Bleaden
Funding and Programmes Manager, Stockport Council, United Kingdom & H2020 Evaluator for the
European Commission
Andy Bleaden has been working as Funding and Programmes Manager for the Stockport Council since 2002. There
he specialised, among other things, in Adult Social Care, Telehealth and Telemedicine. He also formed alliances
with pan EU Age/Seniors related groups and recently an EIP on Age Friendly Cities. In addition, he has also been
working as an External Expert Evaluator and Reviewer for the European Commission since 2013 for: FP7 and
Horizon 2020 Health, Personal Health Calls PHC20 Advancing Active Healthy Ageing and PHC26 Self-management
of Health and disease. Before that he worked as Community Regeneration Manager for the Willow Park Housing
Trust and there secured funding for large capital and revenue programmes from the Home Office and EU including
ERFD funding. From 1992 to 1997, Andy Bleaden helped set up Manchester‘s First Foyer for St Vincents Housing
for young homeless people and build strong local links around employment as Operational Manager. He debuted
his career as Deputy Project Manager in a Mentally Disordered Offenders Project in 1994. There he worked with
mentally disordered offenders returning to communities from long hospitals and or prisons stays.

EU Grants Access – International Research Programmes, Research Manager, University of Zurich/ETH
Zürich, Switzerland
Luca Wacker joined EU GrantsAccess, the international grants office of ETH Zürich and University of Zurich, in 2013
as Research Manager. After he completed his PhD in natural sciences at the University of Zurich he worked in a
business consulting company. In 2009 he moved back to a more science related field at the University of Basel as
project coordinator of a national research infrastructure project. At EU GrantsAccess his main tasks are advising
and supporting researchers with EU and US funding.
Cecilia Byström
EU Financial Manager, Grants Office, Karolinska Institutet, Sweden
In her position as an EU Financial Manager, Cecilia Byström handles the financial and legal aspects of EU-projects.
Throughout the life cycle of a project, her work includes, for instance, continuous follow-ups of costs and budgets,
monitoring unauthorised costs, different financial issues, and financial reporting. Prior to her position at Karolinska
Institute, Cecilia Byström has been working as a translator at the Mexican Embassy, social anthropologist and project
leader.
Dr Frank Heemskerk
CEO, Research & Innovation Management Services, Belgium
After a Bio-medical research background of 15 years at the University Utrecht (NL), National Institutes of Health
(USA) and Institute Pasteur (FR), Frank Heemskerk has almost 20 years of experience in the private sector, including
executive positions such as Director Research Coordination & Funding and later VP Business Development for
Tibotec-Virco until its acquisition by J&J for 500 M€. He was President of EARMA (the European network of R &
I managers in academic and industrial European organizations) and co-founded ASTP-ProTon Europe (now the
largest European association of University Technology Transfer offices). In 2002 he founded RIMS-Belgium in 2002
(and ARC Innoventures-India in 2015) as specialist in international commercialization and creating society impact.
He serves regularly as Expert Evaluator to the European Commission and has a track record of being involved in
>42 EU projects and has been investor and Board Member of several start-up companies worldwide.
