In Ausfihrung der Abmachungen, die aus
Anlass der Raumung der besetzten rheinischen
Gebiete 2 am 30. August 1929 im Haag durch
Schriftwechsel zwischen den Vertretern Belgiens
und Frankreichs und dem Vertreter des Deutschen Reichs fiber eine Amnestie fir mit der
Besetzung in Zusammenhang stehende Handlungen getroffen wurden, sind die unterzeichneten Bevollmachtigten der DEUTSCHEN, BELGISCHEN

ZEICHNUNGSPROTOKOLL.
Im Begriff, das Abkommen fiber die Rdumungsamnestie zu unterzeichnen, haben die
Bevollmdichtigten noch ihr Einverstiindnis fiber
folgende Punkte festgestellt :
I. Der Tag des Inkrafttretens ffir das
Abkommen fiber die Rdumungsamnestie
sowie der in den Artikeln I und II dieses
Abkommens erwdhnte Tag - der nicht vor
dem I. Oktober 1929 liegen soll -
werden
nach der deutschen Bestditigung durch
Einvemehmen zwischen den vertragschliessenden Parteien festgesetzt, unbeschadet
der Ausffihrungsmassnahmen, die von den
beteiligten Regierungen vom Tage der Unterzeichnung ab getroffen werden k6nnen.
2. Die Behandlung der mit der Besetzung
zusammenhangenden Straffalle, die durch

3. Es besteht Einverstdindnis dariber,
das die Bestimmungen im Artikel I des
Abkommens fiber die Rdumungsamnestie
nicht zur Folge haben k6nnen, dass den
Beteiligten eine bevorzugte RechtssteHung
eingerdiumt wird.
4. Es wird ferner vereinbart, dass die
Bestimmungen des Artikels II Absatz Nr. I
sich nicht auf die zur Zeit wegen Spionage
im Gefaingnis befindlichen Personen beziehen, und zwar im Hinblick auf die im
Gange befindlichen Verhandlungen fiber
Einzelgnadenerweise.

EVACUATION OF THE RHINELAND. SIGNED AT COBLENZ,
OCTOBER 5, 1929.
In execution of the Agreements concluded in connection with the evacuation of the occupied
territories in the Rhineland on August 30, 1929, at The Hague by exchange of letters between the
representatives of Belgium and France, of the one part, and the representative of the German Reich,
of the other part, with regard to an amnesty for acts connected with the occupation, the undermentioned Plenipotentiaries of THE GERMAN, BELGIAN and FRENCH GOVERNMENTS have met at
Coblenz with a view to determining the details of the said amnesty.
In conformity with the powers accorded to them by their respective Governments, the Plenipotentiaries have agreed to the following
Article I.
i. Having regard to the amnesty accorded in Article II by the Belgian and French
Governments to German nationals, the German Government accords complete immunity from
penalties for all acts committed in connection with the occupation in the territory occupied in

virtue of Article 429 of the Treaty of Versailles, from the beginning and during the continuance
of such occupation down to a date to be fixed by agreement before the coming into force of this
Agreement, whether the said acts were committed for political reasons, or by reason of compliance
by the author with the ordinances, instructions or general or particular decisions of the Inter-Allied
Rhineland High Commission or orders of the military authorities, or in connection with services
rendered to the occupying authorities or relations maintained with the same.
This provision shall not apply to acts constituting crimes and involving loss of life.
Cases where penalties have been already exacted, and in particular where money fines or
judicial costs have been paid, shall be considered to have been finally settled.
2. The German Government will make use of all the legal resources at its command, including
judicial proceedings, to prevent illegal reprisals, direct or indirect, being taken against any person
in connection with the acts specified in the previous paragraph.
The German authorities will use their efforts in accordance with a spirit of equity and with
the legal means at their disposal to prevent acts, for which immunity is accorded by the preceding
provisions, from being used in any suit or other proceedings against the parties concerned.
Article II.
i. Having regard to the amnesty to be accorded by the German Government, as provided in
Article I, the French and Belgian Governments accord complete immunity from penalties to all
German nationals for all punishable offences committed in the occupied territories from the
beginning and during the continuance of such occupation down to a date to be fixed by agreement
before the coming into force of this Agreement, with the exception of offences against the
ordinary law.
Cases where penalties have been already exacted, and in particular where money fines or
judicial costs have been paid, shall be considered to have been definitely settled.
2. German nationals who, being in confinement in prisons in the occupied territory, are
under prosecution or sentence by military courts and do not come under the benefit of the preceding
provisions, shall be handed over to the German authorities in cases where the act was committed
in the First or Second Zone. The handing over will take place on the evacuation of the Second
Zone.
Article III.
This Agreement will come in force on a date to be fixed by agreement between the Contracting
Parties.

PROTOCOL OF SIGNATURE.
At the time of signing the Agreement with regard to the Evacuation Amnesty, the
undersigned representatives have further established their agreement as to the following points :
(i) The date of the coming into force of the Agreement with regard to the Evacuation
Amnesty, and the date referred to in Articles I and II of that Agreement (which date
shall not be earlier than October 1, 1929), shall be determined after ratification by Germany
by agreement between the Contracting Parties, without prejudice to such executory
measures as may be taken by the Governments concerned after the date of signature.
(2) The treatment of offences connected with the occupation which are not covered
by this Amnesty Agreement shall be settled before the completion of the evacuation by
way of amicable agreement.
(3) It is agreed that the effect of the provisions in Article I of the Agreement with
regard to.the Evacuation Amnesty cannot be such as to give the persons concerned a
privileged position at law.
(4) It is further agreed that the provisions of Article II, paragraph i, shall not
apply to persons at present under detention for espionage, having regard to the negotiations proceeding with regard to free pardons of the individuals concerned.

In accordance with paragraph i of the Protocol of Signature attached to the Agreement on
the Evacuation Amnesty of October 5, 1929, the undersigned representatives of the German Reich,
of the one part, and of Belgium and France, of the other part, have agreed that the said Agreement
and the Protocol of Signature shall come into force on the date on which the Belgian and French
Governments are notified that Germany has ratified the Hague Agreements of January 20, 1930,
and further have agreed that the date to be fixed under Articles I and II of the Agreement with
regard to the Evacuation Amnesty shall be January 20, 1930.
