Deutsches NRO-Forum Weltsozialgipfel
Das im Januar 1994 gegründete „Deutsche NRO-Forum Weltsozialgipfel“ ist eine breite nationale Koalition von maßgeblichen Nichtregierungsorganisationen
aus den Bereichen der nationalen Sozialpolitik und der Entwicklungspolitik. Es
tritt ein für soziale Gerechtigkeit und soziale Entwicklung sowohl in Deutschland
als auch international, insbesondere in der Dritten Welt. Durch seine Ziele und
Zusammensetzung hat das Forum in der Bundesrepublik Deutschland eine einmalige und bedeutende Brückenfunktion zwischen den beiden Politikfeldern (nationale Sozialpolitik und Entwicklungszusammenarbeit).
Das NRO-Forum war intensiv an den Vorbereitungsarbeiten zum Weltgipfel
der Vereinten Nationen für soziale Entwicklung in Kopenhagen im März 1995,
am Gipfel selbst sowie an der Folgekonferenz „Kopenhagen + 5“ (UN-Sondergeneralversammlung im Juni 2000 in Genf) beteiligt und hat den bisherigen Prozess der Umsetzung der Ergebnisse der Kopenhagen-Konferenz aktiv begleitet.
Ziel des UN-Weltsozialgipfels war es, nach Ende des Kalten Krieges die „soziale
Bombe zu entschärfen“. Die verantwortlichen Politiker aus den Mitgliedsstaaten
der Vereinten Nationen haben sich dabei verpflichtet, sowohl in den Industriestaaten als auch in den so genannten Entwicklungsländern die wirtschaftlichen,
kulturellen, rechtlichen und politischen Bedingungen so zu gestalten, dass Armut überwunden, nachhaltige Entwicklung gefördert und soziale Sicherheit für
alle Menschen ermöglicht wird. Als vorrangige Aktionsfelder gelten dabei die
Bekämpfung von Armut, Arbeitslosigkeit und sozialer Ausgrenzung. Ausgangspunkt soll der Grundsatz sein, dass der Mensch im Mittelpunkt aller Entwicklungsbemühungen stehen und die Wirtschaft seinen Bedürfnissen dienen muss.
Die im NRO-Forum Weltsozialgipfel zusammen arbeitenden Nichtregierungsorganisationen sind davon überzeugt, dass die Ziele des Weltsozialgipfels
nicht allein durch Erklärungen von Regierungen (wie sie sich in den Kopenhagener Verpflichtungen und im dort verabschiedeten Aktionsprogramm niedergeschlagen haben) erreicht werden können. Notwendig ist vielmehr eine breite
zivilgesellschaftliche Beteiligung an der Konzeption von Politiken und Strategien, an deren effektiver Umsetzung sowie an der Evaluierung ihrer Wirksamkeit
und Kosten – und dies nicht zuletzt deshalb, weil die meisten Regierungen die
Beschlüsse des Weltsozialgipfels und die damit eingegangenen Selbstverpflichtungen nur zögerlich umsetzen oder gar konterkarieren, wie unter anderem die
Folgekonferenz „Kopenhagen + 5“ zeigte. Angesichts dieses Sachverhaltes hält
es das NRO-Forum für seine Aufgabe, die Umsetzung der in Kopenhagen und
Genf eingegangenen Verpflichtungen auch künftig zu beobachten und beharrlich
auf deren Erfüllung zu drängen.
Durch die Größe, Vielfalt und spezifischen Schwerpunkte seiner Mitglieder
verfügt das NRO-Forum sowohl über ein zivilgesellschaftlich tief verankertes
Mandat als auch über beträchtliche Fachkompetenz. Dadurch wird ein integriertes Bewusstsein und eine vernetzte Perspektive gefördert. In Gesprächen mit Politikern, durch Veranstaltungen und Publikationen weist das NRO-Forum auf
Unzulänglichkeiten bei der Implementierung der Kopenhagen-Beschlüsse hin,
überprüft Fortschritte, arbeitet Handlungsvorschläge aus, formuliert Forderungen an die Politik und zeigt Perspektiven auf. Das Forum versteht sich selbst als
ein vorwiegend anlass- und problemorientierter Zusammenschluss mit koordinierender Funktion, aber ohne formale Institutionalisierung.
