Customs legislation will provide full support, or
liaise with officials on your behalf, should you
require assistance with entry and clearance.

Our teams operate in the majority of Amazon ports
from the Brazilian border with Colombia and Peru,
down to the port of Bélem. We handle around
95% of all cruise ships calling at Amazon ports and
approximately 50% of gas tankers as Owners

best turnaround results and the shortest time in

cargo and real-time information as required.
We have particular expertise in the dry bulk market
handling ships for many key industry leaders
loading iron ore at Ponta da Madeira. Our
expertise also extends to a range of other dry bulk
cargoes such as soya beans, sugar, pet coke,
coal, etc.

to support our Liner customers. ISS provide these
out-sourced backroom services to clients in both
coastal and international trades, enhancing
performance management for a reduced cost.

management application in place across the ISS
network and supporting the processes outlined in
our global QMS system, which guarantees our
customers the same high levels of service in Brazil
as across the world. It also allows us to manage
and control the D/A process meaning our principals
receive more accurate D/As more quickly.

through setting and monitoring of KPIs. We
benchmark response times to enquiries, estimates,
D/A turnaround times, customer feedback and
other information requested by our clients, so they
can make informed and accurate decisions

9 Is cabotage for foreign flagged ships allowed?
Cabotage rights are not granted to foreign flagged cargo
ships which require the cover of a Brazilian flagged shipping
company. Foreign flagged cruise ships are allowed. We
have a strong track record handling cruise calls under
cabotage status and can guarantee a smooth entry into
Brazilian waters. Please note:
• Taxation is applied to all consumables and services provided on board the cruise ship whilst in Brazilian waters.
• The Brazilian ministry stipulates the cruise line must hire 25 per cent local labour.
9 Is it possible to have spares delivered to a vessel in Brazil?
Yes. All shipments must be accompanied by the original waybill, commercial invoices and packing lists.
No abbreviations or codes must be used on the packing lists. Weights and measurements of the goods must
match the documentation. To prevent taxation, avoid using a courier company to connect a shipment to a ship.
For connecting spares in transit to a ship tax free, ship them via a regular commercial airline.
9 Can Cash to Master (CTM) be delivered to vessels in Brazilian ports?
Yes. While foreign currency is readily available at exchange houses in urban centres like Rio de Janeiro, it cannot
always be found at smaller ports. Acquiring foreign currency from an exchange house produces a loss, which is
the margin between the official and the unofficial rates of exchange, regulated by the market. ISS can provide a
number of options to help manage security during CTM delivery.
9 Can crew changes be effected in Brazil?
Yes. We can arrange the meet & greet and clearance through Immigration and Customs. A valid international
seaman’s book is required. For those joining cargo ships trading coastwise, a work visa type 5 is required after
30 days in the country. On a cruise ship, personnel with a seaman’s book are exempted from visas, provided it is
issued by the Maritime Authority of the citizen, or by the ship’s flag state. For those joining a cruise ship without a
seaman’s book, a work visa type 5 is also required.
9 Is pilotage compulsory in all Brazilian ports?
Yes, pilotage is compulsory for all kinds of ships, as well as for tugs. The quantity of tugboats required depends
upon the ship’s particulars and the pilot’s criteria. All vessels must have at least one tugboat on stand-by and we
require advance notice of at least 24 hours to arrange.
9 Is it compulsory for all crew members/passengers to be vaccinated for yellow fever before entry?
It is recommended that all visitors entering Brazilian territory have a yellow fever vaccination 10 days prior to
entering the country, particularly if travelling in the Amazon region. Failure to do so could result in those arriving
being repatriated or fined.
9 Are watchmen compulsory?
Yes. A gangway watchman is compulsory for all ships within port limits. Ships at shipyards, are exempt as they are
not considered commercially active or within commercial port limits. All port labour is unionized.
9 Is there a threat of piracy in Brazil?
While piracy in Brazilian ports and anchorages is not common, some cases have been reported involving small
pleasure boats in certain marinas. All of the country’s ports comply with the International Ship and Port Facility
Security (ISPS) Code. They are well patrolled by the federal police, dock guards and by Customs officials.
Cruise terminals, meanwhile, are fenced in and fitted with metal detectors and CCTV.
