geständiger Meisterdieb, muss sich mit keinem Wort selber äußern. Er ist in
Begleitung eines Gendarmen im Gerichtssaal erschienen, "chicissimo", wie
eine Kollegin ausruft, im eleganten grauen Anzug, weißem gestärktem Hemd,
passender Seidenkrawatte, das Haar frisch frisiert, als bella figura von
der Locke bis zur Socke, gefasst, ruhig, leicht blass, mit verschränkten
Armen und angespanntem Gesicht.

Video, in dem Timoschenko die Führung unter Präsident Viktor Janukowitsch
als „Mafia“ brandmarkt, wurde heute von ihrer Partei verbreitet.
„Ich wende mich an alle. Wenn Ihr jetzt nicht begreift, dass das Verbrechen
und die Mafia in der Ukraine regieren, wird euch später nichts mehr
schützen können“, sagt die seit mehr als einem Jahr inhaftierte Politikerin
in ihrem gewohnt energischen Ton. Die Bevölkerung solle die „kriminelle
Gruppe“ bei den Wahlen am 28. Oktober „stürzen“.

sei ein spontaner Protest gegen das Mohammed-Schmähvideo gewesen. Nun
spricht das Weiße Haus plötzlich von einem geplanten Terroranschlag. Die
Republikaner nutzen die neue Einschätzung, um Präsident Obama unter Druck

Sie waren bewaffnet mit Maschinengewehren und Panzerfäusten. Und ihr Ziel

--------------------------------------------------------------------------(welt) Erstmals hat das Terrornetzwerk al-Qaida bestätigt, dass Osama Bin
Ladens Sohn Saad offenbar bei einem amerikanischen Drohnenangriff in
Pakistan ums Leben kam. Saad starb demnach bereits 2009.
Der US-Geheimdienst CIA vermutete dies seit Jahren. Allerdings hatte die
Terrororganisation oder gar dessen Vater nie den Tod bestätigt.

Al-Qaidas Propaganda-Abteilung "As-Sahab Media" veröffentlichte nun eine
Videobotschaft des aktuellen Al-Qaida-Führers Aiman al-Sawahiri.
Es ist der dritte Teil einer Videoserie mit dem Titel "Tage mit dem Imam",
die eine Art erzählte Biografie vom Leben Osama Bin Ladens darstellen. Der
Al-Qaida-Führer war im Mai 2011 von einer US-Spezialeinheit in seinem
Versteck in Pakistan getötet worden.

Chinese company from building wind turbines close to a Navy military site
in Oregon due to national security concerns, and the company said it would
challenge the action in court.
The rare presidential order to divest interests in the wind farms comes as
Obama campaigns for a second term against Republican Mitt Romney, who has
accused him of being soft on China.

--------------------------------------------------------------------------(DOD) At the heart of the Capstone Concept for Joint Operations released
today by the chairman of the Joint Chiefs of Staff is an idea called
globally integrated operations, which will be used to build and organize
Joint Force 2020.

The concept stresses the military’s agility and flexibility as the United
States faces unclear and unknown threats in the future.
It is a confusing time, Army Gen. Martin E. Dempsey noted in the forward to
the concept. While the overall security situation is trending toward
greater stability, “destructive technologies are available to a wider and
more disparate range of adversaries,” he wrote. “As a result, the world is
potentially more dangerous than before.”

Secretary Leon E. Panetta shared his perspectives from his recent trip to
the Asia-Pacific region.

This week I returned from a week-long trip to Japan, China, and New
Zealand, my third trip to the Asia-Pacific region as Secretary of Defense.
The underlying purpose of the trip was to support our new defense strategy,
which calls for the Department of Defense to increase our focus on the
Asia-Pacific region. This strategy is part of a government-wide effort that
includes increased economic, diplomatic, development, and security efforts
– all in order to renew and revitalize America’s role in a region that is
becoming more critical to our future security and prosperity.

delegates, ladies and gentleman: I would like to begin today by telling
you about an American named Chris Stevens.
Chris was born in a town called Grass Valley, California, the son of a
lawyer and a musician. As a young man, Chris joined the Peace Corps, and
taught English in Morocco. And he came to love and respect the people of
North Africa and the Middle East. He would carry that commitment throughout
his life. As a diplomat, he worked from Egypt to Syria, from Saudi Arabia
to Libya. He was known for walking the streets of the cities where he
worked -- tasting the local food, meeting as many people as he could,
speaking Arabic, listening with a broad smile.
Chris went to Benghazi in the early days of the Libyan revolution, arriving
on a cargo ship. As America’s representative, he helped the Libyan people
as they coped with violent conflict, cared for the wounded, and crafted a
vision for the future in which the rights of all Libyans would be
respected. And after the revolution, he supported the birth of a new
democracy, as Libyans held elections, and built new institutions, and began
to move forward after decades of dictatorship.
Chris Stevens loved his work. He took pride in the country he served, and
he saw dignity in the people that he met. And two weeks ago, he traveled

to Benghazi to review plans to establish a new cultural center and
modernize a hospital. That’s when America’s compound came under attack.
Along with three of his colleagues, Chris was killed in the city that he
helped to save. He was 52 years old.

respect, and one based upon the truth that America and Islam are not
exclusive, and need not be in competition," Obama said. "Instead, they
overlap and share common principles – principles of justice, and progress,
tolerance, and the dignity of all human beings.”
After almost a decade of U.S. military involvement in Iraq and Afghanistan
following the terrorist attacks of 9/11, Obama was seeking to turn the page
on years of mutual distrust and suspicion.

--------------------------------------------------------------------------(rfe) Russian media reports say Moscow plans to sell Belarus old Sukhoi Su30 military planes formerly used by India.
The "Vedomosti" newspaper, which initially reported the details of the
deal, quoted a source in the Russian Defense Ministry as saying that the
Belarusian Air Force could purchase 18 former Indian fighters.
According to the newspaper, India returned the planes to Russia after using
them for about a decade.

--------------------------------------------------------------------------(rfe) Belarus's Central Election Commission has announced that the
country's parliamentary elections are valid, as voter turnout passed the
required 50 percent.
The country's two main opposition parties -- United Civic and the
Belarusian People's Front -- called for a boycott of the vote, demanding
the release of political prisoners.
The government responded with a barrage of advertisements urging people to
vote.
Two other opposition parties, Just World and the Belarusian Social
Democratic Party, are still in the race, while members of unregistered
opposition movements are listed as unaffiliated candidates.

prime minister called for a "red line" to prevent the Islamic republic from
acquiring a nuclear bomb.
Iran's deputy UN ambassador Eshagh al-Habib told the UN General Assembly on
September 27 that the Islamic Republic "is strong enough to defend itself
and reserves its full right to retaliate with full force against any
attack."
Al-Habib added that Israel had made "baseless and absurd allegations”
against Iran’s “exclusively peaceful" nuclear program.

• Am 26. September 1951 meldet der Bundesnachrichtendienst: „Ulbricht soll
während einer Rede vor sechs Wochen von mehreren Tausend Arbeitern im
Leuna-Werk tätlich angegriffen worden sein.“
Er sei mit Schraubenschlüsseln, Bierflaschen und anderen Gegenständen
beworfen worden.
Russische Truppen hätten daraufhin „blindlings in die versammelten Arbeiter
hineingeschossen und dabei 30 von ihnen getötet“.

Jurist Rolf Gössner vom Verfassungsschutz observiert worden, erst im
vergangenen Jahr entschied das Kölner Verwaltungsgericht, dass dies
rechtswidrig geschehen sei. Seit jedoch der Inlandsgeheimdienst im

aufzunehmen und ihn deshalb in seiner Dresdner Wohnung aufgesucht.
Angeblich sei lediglich ein „einmaliges Informationsgespräch“ geplant
gewesen. Wer die Methoden der Anwerbung von V-Leuten kennt, der weiß, dass
solche Informationsgespräche stets am Anfang einer Anwerbung stehen. Im
Prinzip bestätigt damit das LfV die Aussage von Thomas S., dass der
sächsische Geheimdienst versucht habe, ihn als V-Mann zu rekrutieren.

des Bundes (NDB).
Das Verteidigungsdepartement (VBS) unter Bundesrat Ueli Maurer hat heute
Mittwoch in einer kurzen Mitteilung darüber informiert, dass ein
Mitarbeiter im Nachrichtendienst des Bundes (NDB) Daten entwendet habe. Die
Bundesanwaltschaft habe eine Untersuchung eröffnet. Das VBS betonte in der
Mitteilung, dank Sicherheitskontrollen und entsprechenden Hinweisen habe
der NDB rasch reagieren können.
Die Mitteilung erfolgt unmittelbar nach einer Anfrage der SonntagsZeitung.
Darin wurde der NDB um eine Stellungnahme zum sicherheitsrelevanten Vorfall
gebeten.
Die Recherchen der SonntagsZeitung haben unter anderem ergeben, dass die
Bundesanwaltschaft bereits am 25. Mai über den Datendiebstahl orientiert
wurde. Noch am gleichen Tag liess sie den 43-jährigen Mann verhaften. Bei
einer Hausdurchsuchung wurden die entwendeten Daten sichergestellt. Der
NDB-Mitarbeiter blieb fast sechs Wochen in Untersuchungshaft.

Informationen könnte zur Enttarnung der Quelle (ein ausländischer
Nachrichtendienst) führen und damit die Glaubwürdigkeit der Schweiz in
Frage stellen.»
Oder – noch gefährlicher – es könnte in Richtung Cyberwar gehen: «Die
Schweiz hat Daten über das Ausmass des Cyberkriegs der USA gegen den Iran
erhalten. Die Weitergabe dieser Daten würde den Ruf des schweizerischen
Nachrichtendienstes in Frage stellen.»
Bundesanwalt Michael Lauber sagte gestern: «Die nationale Sicherheit war
gefährdet.» Ein Mitarbeiter des Nachrichtendienstes hatte eine riesige

nur noch E-Books archivieren.
"Bücher bzw. Printmedien als kollektives gesellschaftliches Gedächtnis
dürfen keinesfalls ausschließlich in virtueller Form aufbewahrt werden", so
die IG am Samstag. Die digitale Speicherung garantiere aufgrund der
rasanten technologischen Veränderung keine dauerhafte und verlässliche
Archivierung und bleibende Zugänglichkeit.
Mit dem geplanten Wegfall der Ablieferungspflicht von Druckwerken
vernachlässige die ÖNB nicht nur ihre gesetzlich vorgeschriebene
Kerntätigkeit, sondern liefere sich und damit die kulturellen Bestände
"einem privatwirtschaftlichen Oligopol (Google) aus", kritisieren die

hieß, vor dessen Verhaftung im Januar 2012 auf Wunsch der neuseeländischen

--------------------------------------------------------------------------(fas) The Obama Administration proposal to renew the Foreign Intelligence
Surveillance Act (FISA) Amendments Act for another five years would be
amended to a three year extension, if the Senate Judiciary Committee has
its way.
Last June, the Senate Intelligence Committee approved (b) — without
amendment — the Administration’s request for a five year renewal of the
intelligence surveillance authorities of the FISA Amendments Act (FAA) that
are due to expire at the end of this year. Shortly thereafter, the Senate
Judiciary Committee asked that the measure be referred (c) for its
consideration as well.
Last week, the Judiciary Committee reported (d) its version of the bill
and, unlike the Intelligence Committee, it insisted on amending the
Administration proposal, over the opposition of Republican members of the
Committee.

--------------------------------------------------------------------------(fas) In order to promote improved information sharing, the Director of
National Intelligence told agencies to make use of “tearlines.” This refers
to the practice of segregating and withholding the most sensitive portions
of a document, allowing the remainder to be “torn off,” literally or
figuratively, and widely disseminated.
“Tearlines are portions of an intelligence report or product that provide
the substance of a more highly classified or controlled report without
identifying sensitive sources, methods, or other operational information,”
a new DNI directive states. “Tearlines release classified intelligence
information with less restrictive dissemination controls, and, when
possible, at a lower classification.”

Intelligence to develop “capabilities for the pre-emptive neutralization of
anti-American terrorist groups which plan, support, or conduct hostile
terrorist acts against U.S. citizens, interests, and property overseas.”
The President further ordered the DCI to “develop a clandestine service
capability, using all lawful means, for effective response overseas against
terrorist acts commmitted against U.S. citizens, facilities, or interests.”
Those instructions were contained in National Security Decision Directive
138, “Combatting Terrorism,” which was issued on April 3, 1984.

--------------------------------------------------------------------------(fas) The capacity of gas centrifuges to enrich uranium increased by two
orders of magnitude between 1961 and 1967, from 0.39 kg-SWU/year to 30 kgSWU/year. That striking fact was declassified by the U.S. Department of
Energy in 2008 and made public this month. (b) See update/correction below.
Under the terms of the Atomic Energy Act (section 142), which governs the
classification of nuclear weapons-related information, the Department of
Energy is required to conduct a “continuous review” of its classified
information “in order to determine which information may be declassified.”
And so it does.
Update/correction: The declassified historical centrifuge data was
previously published in a 2009 paper entitled Gas Centrifuge Theory and
Development: A Review of U.S. Programs by R. Scott Kemp of MIT. (c) The
information was declassified due in part to research conducted
independently by Dr. Kemp and released by him after obtaining the approval
of DOE.

executive branch information that is enjoyed by CRS, at least in some

for example, a newly updated CRS report on Central Asia provides
authoritative tabulations of US foreign assistance to Central Asian
countries, broken down by country and by year for the past two decades.
Assembling this data independently would be a difficult and time-consuming

--------------------------------------------------------------In 1962, JFK Was Urged to Take “Drastic Action” Against Leakers
--------------------------------------------------------------------------(fas) Fifty years ago, the President’s Foreign Intelligence Advisory Board
(PFIAB) urged President John F. Kennedy to take “drastic action” against
whoever had leaked classified intelligence information to a New York Times
reporter. The Board also suggested that the CIA be empowered domestically
to track down such leaks.
The PFIAB recommendations to President Kennedy were memorialized in an
August 1, 1962 report that established a template for future efforts to
combat leaks, up to the present day. The report stated:
“Based on a review of intelligence disclosures in a New York Times
article by Hanson Baldwin, the Board recommended that:
•
“(1) the President emphasize to Government officials his concern
about such disclosures and his intention in this case to identify and
take action against the source of Government leaks to the newspaper
writer;
•
“(2) the President take drastic action against the offender if
identified by the FBI, or against the heads of offices from which the
leak emanated;
•
“(3) the Departments of State and Defense and the CIA require their
personnel to make memoranda of record on talks with the press, and to
clear such contacts in advance with departmental Public Relations
Officers;
•
“(4) those responsible for protecting intelligence data and
techniques identify selected areas of sensitive data requiring
special handling;
•
“(5) ways be sought to reduce the number of persons involved in
preparing highly sensitive intelligence estimates;

Geburtstag und zum Start des neuen Kinofilms „Skyfall“ im November dieses
Jahres, widmet sich das International Spy Museum in Washington DC den
Schurken der Bondfilme in der neuen Ausstellung „Exquisitely Evil: 50 Years
of Bond Villains“. Ab Mitte November offenbaren über 100 Gegenstände aus
den Filmen mehr zu den Gegenspielern von 007, dessen Gefolge sowie deren
Verstecke und Waffen. Auf interaktiven Bildschirmen können Besucher selbst
zum Ganoven werden und ihr eigenes Geheimversteck schaffen.

Daniel Craig, den derzeitigen Darsteller des
Geheimagenten Ihrer Majestät, wundert das
nicht: "Bond ist ein Charakter, den es zwar
erst seit 50 Jahren auf der Leinwand gibt,
der aber eigentlich 1000 Jahre alt ist. Der
einsame Krieger. Ein Spion, den man nicht
nach
moralischen Maßstäben beurteilen darf. Er bringt die bösen Buben zur
Strecke, und das ist ja okay. Wirklich spannend aber wird es dort, wo es
gegen den Zeitgeist geht."

Sean Connery als erster Bond
Die Produzenten Albert R. Broccoli und Harry Saltzman hatten die Filmrechte
an Ian Flemings Romanen seinerzeit erworben und sich eine Goldgrube
geschaffen. Zu verdanken sicher auch dem guten Händchen bei der Auswahl des
ersten Hauptdarstellers. Viele bekannte Namen waren durch die Branche
gegeistert, bevor man sich für den eher unbekannten Schotten Sean Connery
entschied. Der bleibt für viele bis heute der beste James Bond aller
Zeiten. Noch in bereits fortgeschrittenerem Alter wurde er zum "sexiest man
alive" gekürt, und eine große Tageszeitung vermerkte: "Männer werden mit
zunehmendem Alter eher hässlicher. Nicht so Sean Connery." Dessen
Kommentar: "Ich muss wohl etwas von Dorian Gray an mir haben."

--------------------------------------------------------------Zwei neue Mohammeds - Abtrünnige planen weitere Islam-Filme
--------------------------------------------------------------------------(welt) In Hollywood werden zwei weitere Filme geplant, die den Propheten
Mohammed zeigen sollen. Das meldet die "Los Angeles Times". Der eine ist
ein Projekt des 34-jährigen Mosab Hassan Yousef. Er wurde 1996 vom
israelischen Geheimdienst als angeblicher Terrorist verhaftet, umgedreht
und in die palästinensische Terrorszene rückgeschleust. Er soll Dutzende
von Anschlägen verhindert haben.
2005 konvertierte er zum Christentum. Seit fünf Jahren lebt er in Los
Angeles. Er selbst beschreibt sich nicht als "Anti-Moslem", schreibt seine
Bekehrung zum Christentum aber dem Einfluss von Zakaria Botros Henein zu,
eines radikalen christlichen Priesters aus Ägypten, der auch Nakoula
Basseley Nakoula beeinflusste, den Autor des Schmähfilms "Innocence of
Muslims".

Nordkorea - Einblicke in ein verschlossenes Land

Beschreibung: Einmal im Jahr haben die Propaganda-Brigaden richtig viel zu
tun. Wenn in der "Großen Ernteschlacht" landesweit die Kohlernte
eingebracht wird, werden sie auf die Felder geschickt, um die Landarbeiter
mit revolutionärer Musik zu beschallen - natürlich live gesungen. So etwas
gibt es nur noch in Nordkorea, dem letzten streng kommunistisch regierten
Land der Welt, das in die Epoche Stalins und Mao Tse Tungs versetzt wie
eine Zeitmaschine.
Bilder aus diesem Land sind rar, die Regierung misstraut ausländischen
Journalisten. Der Film gibt Einblicke in den Alltag des Landes vor allem am
Beispiel einfacher Bürger.

Sturm auf die Stasi - Untergang eines Geheimdienstes

Beschreibung: Januar 1990. Der gefürchtete Staatssicherheitsdienst der DDR
ist am Ende. Das Volk überrascht den Spitzelapparat und ringt ihn nieder.
Viele Tausend Stasi-Mitarbeiter erkennen ihre Ausweglosigkeit und ziehen
sich freiwillig zurück. Bürgerkomitees stürmen die Hauptquartiere und
übernehmen die Macht.
Die Akten sind für die Aufarbeitung der düsteren Vergangenheit gerettet, so
die gängige Meinung.
Aber: War es tatsächlich so?
In Wirklichkeit hat der Staatssicherheitsdienst die Finger bei seiner
eigenen Auflösung im Spiel. Noch 1989 lässt Erich Mielke den Aktenbestand
verkleinern. Stasi-Mitarbeiter berichten von Zerstörungsorgien, bei denen
die Schredder vor Hitze glühen, und dies zum Teil mit Billigung der
Bürgerrechtler, die von der Stasi überrumpelt werden.

Beschreibung: Am 9. September 1990 erhalten sechs Regimenter russischer
Fallschirmjäger den Befehl zur Eilverlegung nach Moskau - in voller
Kampfausrüstung und mit scharfer Munition. Staatschef Michail Gorbatschow
ist nicht informiert. Sinn und Auftraggeber des geheimen Aufmarschs bleiben
jahrelang im Dunkeln.
Tatsächlich handelt es sich um ein Manöver hochrangiger Gorbatschow-Gegner
aus Militär und Geheimdienst. Sie halten das sowjetische Ja zur deutschen
Wiedervereinigung für falsch.

Beschreibung: Mit Hitlers "Machterschleichung" am 30. Januar 1933 begann
der Weg in die totalitäre Diktatur. Innerhalb weniger Monate beseitigten
die Nazis alle elementaren Bestandteile der Weimarer Demokratie. Politisch
Andersdenkende verschwanden in den Konzentrationslagern, Juden wurden zum
Ziel staatlich gelenkten Terrors.
Die Mehrheit der Bevölkerung ließ sich von der Propaganda blenden. Nur
wenige erkannten, dass Hitlers Politik vor allem auf gewaltsame Expansion
ausgerichtet war.
