Official permission is required to shoot films/TV footage on public streets, paths
and squares if the material is not to be used for current journalistic coverage. Your
point of contact is the Department of Public Order (and District Administration)

A written application must be submitted at least 15 working days before filming is
due to commence. For filming with little complexity (usage of only hand camera,
shoulder camera, camera without tripod) the application period is shortened to five
working days. You can hand in the application by fax or e-mail to the Department
of Public Order (and District Administration).

If parking restrictions are needed to keep roads free, please also submit any such
applications to KVR-III/13. Traffic signs can be obtained via the yellow pages
and/or over the internet.

Current journalistic coverage
Permission is not normally required for footage shot in the context of current
journalistic coverage, provided that pictures/films are taken/shot in public spaces
and without the use of special equipment (spotlights, cordons etc.).

Touristic coverage
Shooting films and photos for touristic coverage on public grounds requires a
permit. This permit covers shootings with a hand camera (with tripod), which can
be done without further equipment (spotlights, blockades etc.).

Filming in municipal buildings and facilities
Shooting of film and TV footage in public municipal and facilities likewise require
the prior approval of the departments responsible. Depending on the nature and
form of the planned filming activities, different local government offices or
departments may be in charge. The information below provides the film industry
with a clear breakdown which authorities are responsible for which areas.

For film shootings in nature reserves (such as the landscape protection area
“Isarauen” meadows on the banks of the Isar River:

the Local Nature Conservation Authority (along with the permits from the Municipal
Services Department respectively the Department of Public Order). When waters
are affected, a permit from the Department of Health and Environment is also
required.

Further information on filming permits
Use of blue light
•

A written application to the Department of Public Order (see p. 3) is required
at least two weeks before the planned filming.
A permit is only possible within the scope of a full or interval blocking of the
road (a map of roads that could be blocked is availbale in the bulletin on the
use of blue light).
The use of sirens is generally prohibited.

Noise protection
For filming activities at night (between 8 pm and 7 am), on Sundays or on public
holidays, please refer to the "Notes on Filming Activities at Nights, on Sundays and
on Public Holidays" published on the website of the Referat für Gesundheit und
Umwelt (Department of Health and the Environment) at
http://www.muenchen.de/laerm (German).
Where filming at night (between 8 pm and 7 am), on Sundays or on public holidays
requires the use of equipment or machinery that is covered by the German
Equipment and Machinery Noise Prevention Ordinance (32. BlmSchV), it may be
necessary to obtain a special permit from the Department of Health and the
Environment (see page 11). Please apply at least 10 days in advance.
Filming in protected areas
Filming in protected areas (e.g. film shootings in nature reserves (such as the
landscape protection area “Isarauen” meadows on the banks of the Isar River:
http://maps.muenchen.de/rgu/schutzgebiete) generally requires permits from
several entities – additionally to the permit of the owner of the premises. Detailed
information can be found on page 16.

Costs
Fees are levied for filming permits granted for public spaces. For the use of
buildings and facilities, rental fees are charged by the owners depending on the
location.
Filming permits are generally free of charge in the following cases:

For non-commercial documentaries
For films produced by filming schools and their students (concerning the
charges for special use)
For footage that serves as representative advertising for the City of Munich
or for local government organizations
For footage that is in the interest of the City of Munich
Other statutory regulations might apply.
Where a special permit is required for filming activities at night, on Sundays or on
public holidays that are covered by the German Equipment and Machinery Noise
Prevention Ordinance (32. BImSchV, see page 11), a fee is also levied. The fee
reflects the duration of filming at night, on Sundays and/or on public holidays and
how much machinery, that requires a permit, is used.
