Urbanisierung, Migration und Strukturwandel –
Herausforderungen und Strategien für den Agrarsektor Osteuropas

Zu sozialistischer Zeit unterlagen Landwirtschaft und ländliche Räume in Osteuropa hinsichtlich
Verbraucherpreisen, Subventionen und relativ geringen Investitionen in soziale oder technische Infrastruktur
starker staatlicher Lenkung – bei gleichzeitiger Einschränkung der Bewegungsfreiheit für die ländliche
Bevölkerung. Die Privatisierung von Staatsgütern und landwirtschaftlichen Genossenschaften während des
frühen Transformationsprozesses brachte keine schnelle Lösung für die vielfältigen Probleme der Agrarwirtschaft
in Osteuropa. Aber auch die seit kurzem wachsende Bedeutung von Getreide aus der Schwarzmeerregion auf
dem Weltmarkt kann die Defizite in der Produktion von wettbewerbsfähigen Produkten mit hoher
Wertschöpfung bislang nicht ausgleichen. Daher hinken die Dörfer den städtischen Gebieten wirtschaftlich weit
hinterher – was die Migration aus den ländlichen Gebieten, sowie die Urbanisierung noch mehr beschleunigt.
Politische Initiativen zur Förderung ländlicher Entwicklung und die Unterstützung der sozialen Infrastruktur in
den Gemeinden sollen junge und qualifizierte Mitarbeiterinnen und Mitarbeiter für die Agrarwirtschaft halten,
wenn nicht sogar neu gewinnen.
Vertreterinnen und Vertreter aus Politik, Wissenschaft und Wirtschaft sollen Optionen diskutieren, wie mit den
anstehenden Herausforderungen umgegangen werden kann.

During state socialism, agriculture and rural areas in many Eastern European countries were subject to strong
state influence on consumer prices, subsidized inputs and relatively low investments in social or technical
i frastru ture o i ed with restri tio s for the rural populatio ’s freedo of movement around the country.
Subsequent privatisation of state and cooperative farms did not solve the economic problems of agriculture and
the rural e o o y. Despite Bla k Sea grai ’s growi g sig ifi a e for glo al arkets, e o o i growth with a
positive impact on the notable shortcomings in producing competitive high-value-added products from the
countryside remains practically out of sight. Rural areas keep lagging behind its urban rivals in terms of economic
development, watching its population leave for the cities. To promote rural development and support social
infrastructure of local communities, both political and business initiatives aim to attract and retain young and
qualified employees in agriculture.
Experts from politics, science and business will touch upon questions on how to cope with the challenges ahead.
