Nachhaltig sinkende Inflation und Zinsen sowie das durch das Produktivitätswunder des Computer- und Informationstechnologieeinsatzes angekurbelte Wirtschaftswachstum bildeten in 1999 einen idealen Nährboden für den Aktienmarkt. The last business year has been marked once again by the development in international share markets. The sustained fall in inflation and interest rates plus the economic growth boosted by the productivity miracle in computer and information technology deployment created an ideal fertile ground for the share market in 1999. Insbesondere in Europa wird nun auch die Aktie verstärkt seitens der Institutionellen und Privaten Investoren als Anlagemedium wahrgenommen. Der Aktienanteil in den Kundenportefeuilles ist tendenziell auf- und weiter ausgebaut worden (Rekordmittelzufluß in die Aktienfonds); die Risikoakzeptanz der Investoren unterliegt einem fundamentalen Wandel – beispielhaft sei hier die Erfolgstory Neuer Markt angeführt. Man spricht in diesem Zusammenhang oft von einer veränderten Aktienkultur, die sich im Zeitablauf wohl sukzessive dem amerikanischen Vorreitermodell anpaßt. In Europe especially, shares are increasingly being perceived as an investment vehicle for institutional and private investors. The share component in customer portfolios has tended to develop and expand (record financial inflow into stock funds); the participation of risk by investors is going through a fundamental change – the New Market success story is mentioned here by way of example. Für die ‚new economy’ stehen repräsentativ die sogenannten TMT-Branchen (Technologie, Medien und Telekommunikation) sowie Software und IT-Serviceleistungen. Diese Werte standen eindeutig in der Gunst der Anleger und konnten durch das allgemein herrschende Technofieber mit überproportionalen teils dreistelligen Kursgewinnen glänzen. Das weltweit größte Börsensegment für ‚new economy-Werte’ ist die amerikanische NASDAQ (1999: +85,6%). Der klassische DOW JONES, an dem schwerpunktmäßig Aktienwerte der ‚old economy’ gelistet sind, kannte im Vergleich hierzu in 1999 nur eine Wertsteigerung von 25,2%. Obwohl der Dax-Index im Zuge einer liquiditätsgetriebenen Hausse in 1999 eine Rekordmarke nach der anderen übersprang, vollzog sich diese Entwicklung nicht einheitlich. Einzelne Titel A S O N D J F M A The development in international share markets has been shaped by the polarisation between the 'old economy' and the 'new economy'. The TMT sectors (technology, media and telecommunication) plus software and IT services are representative of the 'new economy'. The values here have been favoured by investors and the prevailing run on technology stocks has resulted in above-average, and in some cases triplefigure rates of price gains. The world‘s largest stock exchange segment for 'new economy values' is the American NASDAQ (1999: +85.6%). The classic DOW JONES, which in the main lists share values for the 'old economy' showed in comparison an increase in value for 1999 of only 25.2%. Although in 1999 the Dax Index smashed one record after another as a result of a liquidity driven boom, this was not a uniform development. The stock exchange fever of 1999 attracted a record level of newly listed companies on the stock exchange; more than 150 companies made their way on to the New Market. The first quarter of 2000 has bestowed mixed blessings on investors as under the load of the American market, the scene moved in favour of the previously neglected 'old economy values' with associated lasting effects on the European and Asian financial markets. Das erste Quartal 2000 bescherte anschließend den Investoren ein Wechselbad der Gefühle als sich ausgehend vom amerikanischen Markt ein Stimmungswandel zu Gunsten der bis dahin vernachlässigten ‚old economy – Werte’ vollzog, mit entsprechend nachhaltigen Auswirkungen auf die europäischen und asiatischen Finanzmärkte. Economic and monetary environment Dynamic economical outlook During the year 2000 exports will continue to be the driving force of the European economy. They will profit from the current weakness of the EURO which is resulting in a sustained increase in the competitiveness of the EURO zone. In the wake of the continuing fall in unemployment figures, higher wages settlements and low interest rates, private consumption will rise and increase the dynamic of economical development. Current progress in the economic recovery of the emerging markets (Latin America, Asia) will contribute to further growth. Development in the European economy will also be favoured by continuing positive developments in the world economy (growth +3.5% acc. to IMF). This would appear to be the highest rate of economic growth for the last 11 years. The latest IMF growth forecasts for Euroland lie accordingly at 2.8% for the year 2000 and at 3.3% for the year after. During 2001 economic growth in Euroland is even expected to speed up slightly. Konjunkturelles und monetäres Umfeld Konjunkturdynamik hält weiter an Der Export wird auch im Jahr 2000 die treibende Kraft der europäischen Konjunktur bleiben. Hierbei profitiert der Export von der aktuellen EURO-Schwäche, die die Wettbewerbsfähigkeit der Eurozone nachhaltig erhöht. Getragen von weiter rückläufigen Arbeitslosenzahlen, höheren Tarifabschlüssen und niedrigen Zinsen wird der private Verbrauch zunehmen und der Wirtschaftsentwicklung zusätzliche Dynamik verleihen. Auch die voranschreitende Wirtschaftserholung der Emerging Markets (Lateinamerika, Asien) wird zum weiteren Wachstum beitragen. Begünstigt wird die Entwicklung der europäischen Wirtschaft auch durch die sich weiter positiv entwickelnde Weltwirtschaft (Wachstum +3,5% lt. IWF). Dies wäre das beste Wirtschaftswachstum der letzten 11 Jahre. Entsprechend liegen die neuesten Wachstumsprognosen des IWF für Euroland bei 2,8% für das Jahr 2000 und 3,3% für das nächste Jahr. Für 2001 wird sogar noch mit einer leichten Beschleunigung des Wirtschaftswachstums in Euroland gerechnet. In Germany the 'Ifo-Geschäftsklimaindex' and industry’s receipt of orders indicate further consolidation of the economy (stabilisation at a high level). The driving force in the year 2000 may be industrial production. Here too, however, the principal triggers for growth are still coming from foreign demand. In 2000 a growth in GDP of 3% is forecast for Germany. Treibende Kraft dürfte im Jahr 2000 wieder die Industrieproduktion werden. Allerdings kommen auch hier die wesentlichen Anstöße immer noch von der Auslandsnachfrage. In 2000 wird ein BIPWachstum von 3% für Deutschland prognostiziert. Deflation ist kein Thema mehr – Inflationsgespenst wieder auferstanden Die Europäische Zentralbank hat Mitte März 2000 die Leitzinsen zum dritten Mal in Folge angehoben. Begründet wurde der Zinsschritt, wie bereits im November 1999 und Februar 2000 mit zunehmenden Preisrisiken und einer reichlichen Liquiditätsausstattung. Bei der Jahresveränderung nähert sich die aktuelle Teuerungsrate derzeit rasch dem zuletzt höheren Wert im Dezember 1997 mit 2,0%. Auslöser dieser Entwicklung waren zum einem Basiseffekte aber insbesondere auch Import- und Erzeugerpreise, die sich im Zuge der nachhaltigen Steigerung der Rohstoffpreise (per 02/00 +78%) bzw. der schwachen EURONotiz, in der letzten Zeit erhöht haben. Auch das Geldmengenwachstum fiel höher als erwartet aus und liegt nach wie vor deutlich über den Zielvorgaben der EZB von 4,5%. Die inflationären Gefahren sind jedoch eher als gering einzustufen, da kein wesentlicher Preisdruck seitens der Lohnstückkosten ausgeht, die fortschreitende Deregulierung der europäischen Märkte weitere Produktivitätsfortschritte generieren wird und die Ausweitung der Fördermengen der OPEC den Anstieg des Ölpreises gestoppt hat. Im Laufe der zweiten Jahreshälfte 2000 dürfte in Euroland die Inflationsrate wieder etwas zurückgehen und sich in Richtung 1,4% gegenüber dem Vorjahr bewegen. In den USA ist von einem Fortbestand, der sich nun bereits im 10. Jahr des Aufschwungs befindlichen Konjunktur, auszugehen. Das BIP-Wachstum betrug für das gesamte Jahr 1999 beachtliche 4,1%. Sollte sich die Konjunktur in den USA nicht nachhaltig abkühlen (ungebrochene Konsumfreudigkeit, angespannter Arbeitsmarkt, Lohn-Preis-Spirale), dürften weitere Zinsschritte seitens der amerikanischen Notenbank FED im Raum stehen, mit entsprechenden Auswirkungen auf die internationalen Finanzmärkte. Im Zuge der fortschreitenden Globalisierung der Weltwirtschaft wird sich Euroland von dieser Entwicklung nicht völlig abkoppeln können. Deflation is no longer an issue – The spectre of inflation has arisen again In mid March 2000, the European Central Bank raised the key interest rate again for the third time in succession. As in November 1999 and February 2000, increasing price risks and the abundant availability of liquid funds were the reasons given for this step. The prevailing inflation rate was fast approaching the last higher value in December 1997 at 2.0%. The triggers for this development were on the one hand underlying effects but in particular also import and producer prices which have recently increased in the wake of the sustained rise in raw material prices (at 02/00 +78%) and of the weak value of the EURO. The growth in the money supply was likewise higher than expected and continues to be markedly above the target set by the ECB of 4.5%. Inflationary risks should however be regarded as low since there is no basic price pressure as far as unit labour costs are concerned, the continuing deregulation of European markets will generate further advances in productivity and the expansion of OPEC output has stopped further rising oil prices. During the second half of 2000 the inflation rate in Euroland should go down slightly again and move towards 1.4% compared with the preceding year. In the USA the upward swing in the economy, which is now in its 10th year, can be expected to continue. The growth in the GDP for the whole of 1999 amounted to a considerable 4.1%. Should the economy in the USA not cool off (uninterrupted consumer spending, tight labour market, wage and price spiral), further interest rate hikes might well be expected from the FED, with corresponding effects on the international financial markets. In the light of the advancing globalisation of the world economy Euroland will not be able to fully detach itself from this development. The countries of South East Asia are once again on a growth path so that after a long period this region is having again an expansive effect on the world economy. The sustainable upswing in these economies has still to be confirmed; noticeably higher growth rates are only to be expected from 2001. Perspectives of the financial markets Die Länder Südostasiens befinden sich wieder auf dem Wachstumspfad, so dass von dieser Region nach langer Zeit wieder expansive Effekte auf die Weltkonjunktur ausgehen. Bestätigt werden muß aber noch ein sich selbst tragender Konjunkturaufschwung; mit merklich höheren Wachstumsraten ist erst ab 2001 zu rechnen. Perspektive der Finanzmärkte Angesichts der weiter robusten Konjunkturentwicklung weltweit, bestehen auf dem aktuellen Niveau kaum Chancen für eine neue nachhaltige Zinssenkungsrunde. In view of the strong economical development world wide there is little chance of a new sustained round of interest rate reductions at current level. The capital market interest rates in Euroland have shown a clear increase in the past business year from 4.36% to 5.78% (year to year returns 10 year BUND). The spread between the bond returns in the USA and Euroland has exhibited a marked decrease (66 base points at end of 1999). The attractiveness of USD bonds has thus diminished. At present the USA exhibits an inverse interest rate curve which could however be purely of a temporary nature. Der Spread zwischen den Renditen in den USA und Euroland hat sich deutlich verringert (66 Basispunkte per Ende 99). Die Attraktivität von USD-Anleihen hat somit nachgelassen. Aktuell weist Amerika eine inverse Zinsstrukturkurve aus, die aber wohl eher nur einen temporären Charakter haben dürfte. Im Rahmen der seitens der US-Regierung angestrebten Haushaltsbereinigung rechnen wohl viele Investoren mit umfangreichen Rückkäufen langlaufender Staatspapiere. Allgemein werden aber keine nachhaltig steigenden Renditen am Kapitalmarkt erwartet. Zu begründen ist diese Erwartung mit weltweit anhaltenden disinflationären Tendenzen sowie auch mit der fortschreitenden Reduzierung der Haushaltsdefizite in Euroland und insbesondere den USA. Die künftige Entwicklung der Aktienmärkte wird eher volatil erwartet. Die jüngsten Kursrückgänge sind als längst überfällige Reaktion auf die innerhalb kürzester Zeit realisierten überproportionalen Kurssteigerungen der rezenten Vergangenheit anzusehen. Diese Neubewertung ist aber eher als Chance zum Einstieg zu bewerten. Beachtenswert ist die Sektorrotation, die sich in den letzten Jahren vollzogen hat. In 1982 belief sich die Gewichtung der Sparten Technologie, Telekommunikation, Software und Medien im MSCI Europe Index auf nur 9,2%; heute beläuft sich diese auf beachtliche 33,1%. Auch die Gewichtung von Pharma und Biotechnologie hat sich im Vergleichszeitraum verdoppelt. Als Triebfedern für eine weiter erwartet tendenziell positive Entwicklung der Aktienmärkte – vor allem in Europa – sind die dynamische Wirtschaftsentwicklung, die reichlich vorhandene Liquidität sowie die gestiegene Attraktivität der Aktienanlage sowohl für die private Vermögensanlage als auch für die Altersvorsorge zu erwähnen. Daneben unterstützen auch die positiven Unternehmensmeldungen - basierend auf den Effekten Globalisierung, Effizienz- und Produktivitätssteigerung, 8 A S O N D J F M A are anticipating the extensive repurchase of long-dated government securities. However, in general sustained increases in returns on the capital market are not expected. This expectation is based on the continuing deflationary trends world wide and on the progressive reduction in budget deficits in Euroland and in particular in the USA. Future development in share markets is expected to be rather volatile. The most recent decline in prices is regarded as a long overdue reaction to the very fast above-average price rises of the recent past. This new valuation should be assessed as an investment opportunity. Worthy of note is the sector rotation which has happened over the last few years. In 1982 the weighting of the technology, telecommunications, software and media sectors in the MSCI Europe Index was running at only 9.2%; today this amounts to a remarkable 33.1%. The weighting of pharmaceuticals and biotechnology has similarly doubled over the comparable period. The forces driving the expected continuing trend of positive development in share markets – particularly in Europe – are seen to be: dynamic economic development, abundantly available liquidity and increased attractiveness of investment in shares both for private investment and also for provisions for the elderly. This development is furthermore supported by positive company reports – based on the effects of globalisation, efficiency and productivity increases, share re-purchase programmes, takeover scenarios, deregulation of markets and tax reform. From a current viewpoint the following are mentioned as improbable risk scenarios for future share market development: a recession in the USA, a dramatic worsening of company profits of the share values listed on the technology stock exchanges and a liquidity shortage on the share markets caused by sustained interest rate rises. One of the main causes of the weakness of the euro is the continuing strong growth of the American economy which has exceeded all expectations once again, plus the substantial 90792_INT 31/08/00 11:30 Page 9 Aktienrückkaufprogramme, Übernahmephantasien, Deregulierung der Märkte und Steuerreform - diese Entwicklung. Als aus heutiger Sicht eher unwahrscheinliche Risikoszenarien für die künftige Aktienmarktentwicklung sind eine Rezession in den USA, eine dramatische Verschlechterung der Unternehmensgewinne der an den Technologiebörsen gelisteten Aktienwerte sowie eine durch nachhaltig steigende Zinsen verursachte Liquiditätsverknappung an den Aktienmärkten zu nennen. Obwohl der EURO gemäß Kaufkraftparität nach wie vor etwas überteuert ist, ist im Zuge der erwarteten Dynamisierung der europäischen Konjunkturentwicklung eher von einer Verfestigung der EURO-Notiz gegenüber dem USD im kommenden Geschäftsjahr auszugehen.
