Back Cover 2 Commodores Welcome to ECC 2015 Commodores Welcome to all sailors of the ECC 2015 Biograd / Croatia Last year beginning of May, after sailing a furious ECC 2014 boat EC 54 just berthed in the Marina di Portisco. Milan Sangulin stood on the jetty, presenting the plan for the ECC 2015. We just should sign on the last page and that´s it. Unfortunately it is not that easy. Latest after receiving our Admiral´s “How to organize ECC” we realized that setting up an ECC and just taking part are two completely different things and the point of view changes rapidly. However, with the help and support of our Admiral John and the fellow Commodores, in particular Jan Bonset and the Biograd Veterans Klaus Hütten and Kay Heinrichs, we came along. Special thanks also to Inken Braunschmidt and David Boocock for their most valuable ECC documentation, which we copied without any scruples (hopefully we managed to replace all year with 2015). Requests were sent out to Sasha (Turkey), Victor (Mallorca) and Milan (Croatia), and after a thorough evaluation of all proposals we decided to go for Biograd and Milan again. The decision was not easy because Sasha delivered a very attractive offer for Turkey. Finally Milan´s fleet together with Alen Kustic as Race Officer in the package made the difference. Many thanks to Sasha and Victor for the work they invested in their proposals. In September the OC made a route survey, inspected all locations except the well-known Piškera Marina, and found everything in good order. In February Dieter and Aad, the two OC-Members really running the show (and the Commodore is extremely grateful for that), paid another visit to Milan to finally fix still outstanding matters face to face. Today (2nd of March 2015) is the editorial finish of the Logbook, Dieter is making the usual pressure (lot of the Skippers already will have experience with that) because tomorrow everything must be delivered at the printing co., and the Skipper is again late with his part. After that not much remains to do but wait, nearly everything is organized. The OC will be on site from the 5th of May 2015 to prepare everything for your arrival and we are all eager to see you in Biograd for a fantastic week of sailing (always weather permitting). All the best, After 2005, 2010 and 2012 this will be the 4th ECC with Milan as local coordinator (and the same for the Crew of EC 54, as 2005 was our first ECC). In cooperation with Milan and Alen we defined a route and later on changed it again various times. It is not exactly the same we originally announced in our 3rd bulletin. Still a bit shocked about the dramatic influence of a persistently adverse weather situation (poor Jan!), our route planning is quite conservative with short distances between the ports of call, giving Alen the chance to lay his race courses in protected waters. The social calendar shows nearly equal shares of events (4) and free evenings (3). Besides the Opening- and Price-Giving Parties we´ll have the big AVEVA-Party at Piškera and the Intermarine / LPL–Party in Skradin. The free evenings are in attractive locations with a lot of restaurants and entertainment. Jens Wilkens - Commodore 3 Welcome from the ECC Admiral Dear ECC participants, Welcome to another exciting week of ECC in Biograd. This area has always proved popular because of the great fleet that Milan Sangulin has and the superb sailing conditions in this area. We will sail through spectacular scenery and hopefully the usually beautiful weather here will offset the bad luck we had with the weather in Sardinia. I would also like to thank everyone else who has contributed to this year’s great event including of course, Milan Sangulin, Ilirija and the armies of caterers at the Welcome Party, evenings during the week and the Prize-giving. Finally I’d like to express a massive “thank-you” to the sponsors without whose generous support the event would be very different. Jens Wilkens and his team have done a fantastic job to set up such a great week with an exciting route which includes a trip up the Kjka river to the historic town of Skradin. It is also great news that Alan Kustic has agreed to be our race officer for the third time. His authority and clarity always seem to prevent misunderstandings that lead to protests which we always wish to minimize as this is not the America’s Cup. This should be a friendly holiday in which the social element is as important as the competition itself. This is our event to develop as we want and I am privileged to chair the committee made up of previous winners, the Commodores. If there is anything you would like to change about the event, please let me, or one of the Commodores, know and we will discuss it at our meeting towards the end of the week. Whoever wins that Engineering Challenge Cup will have a very different year in 2015/2016 as they, like Jens and his team, dedicate a year of their lives to organizing the next one for all of our benefit. It involves friendly, competitive sailing between yachts representing companies associated with engineering. This one-week event is held in spring every year in the Mediterranean with six daily events. In April 1993, Arno’s crew was invited to join the Cap Sunion Rally around the Gulf of Athens. This regatta was organized by a former chairman of the Austria Bakery Association, who celebrated his 50th birthday with friends from his sailing club of Atterlake, near Salzburg. Ten crews raced against each other and after four daily races Arno’s boat became the overall winner and was awarded a bottle of champagne. Crew members were Eugen Gotter (skipper), Lothar Hasenohrl, Jürgen Arnold, Peter Mueller, Rainer Wittrien and Arno Hemm. Most of this original crew is still among our ECC friends. It was such a splendid experience and entertaining event that during the prize giving party at the Zeus temple at Cap Sunion they thought, “Why not every year?”. This fantastic idea was unanimously agreed and Arno was delegated to organize the first ECC in 1994. So he did, and on Wednesday 28th April 1993 the ECC was born. The number of participating yachts steadily grew, peaking in entry numbers in 2007 at 70 participants. This was more than seventeen times the number of the first ECC fleet of four boats in Mallorca/Spain 1994. It was about this time the Commodores took the conscious decision to reduce the size of the fleet, to make the event more manageable and to ensure its informal character endures. The ECC trophy was donated by the 1996 Commodore, Aad de Ruyter. The trophy is awarded every year to the newly appointed Commodore, who has the honour of having his crew’s names added to the plinth and gets to keep the trophy for a year. The previous commodores had voted for an Admiral to lead the committee and John Hall Hall was chosen as the first ECC Admiral. John honourably accepted the nomination. All previous Commodores (or their stand-ins) are entitled to participate in this special event held in parallel with ECC. For 2015 the following previous Commodores will be competing to win the Commodore’s Cup: Carlos Moreno, Jan Kruiniger, John Hall Hall, Peter Bisschop, Pieter van Beuzekom, Klaus Hütten, David Boocock, Kay Heinrichs, Inken Braunschmidt, Jan Bonset, Jens Wikens and their crews. Commodores are sailing together with the ECC participants in the same races but will be rated separately. In 2010 after ten years of Commodores Cup sailing, Heinz Baedorff won the old trophy (see photo above) and kept it as he has written in the Deed Of Gift from 2000. 10 ECC Charter 2015 The Engineering Challenge Cup (ECC) is intended as an annual multinational fun sporting event involving nonaggressive, non-professional sailing with the focus on the social side. The participants are people who like sailing and have an association with the engineering and contracting business. ECC entails visiting different countries in the Mediterranean region, meeting their people and enjoying their history and culture. Costs will be kept low enough that employees at all levels should be able to afford to participate. Key Principles 1 Each year ECC week will take place and involve 6 days of sailing around timed courses between overnight destinations. The week will score non-Commodores and Commodores separately in the Engineering Challenge Cup and in the Commodore’s Cup respectively. Participants in the Engineering Challenge Cup may be racing in two or more fleets, whereas all participating Commodores will be in the same fleet. 2 The Commodores are Aad de Ruyter (1997), Andreas Klein (2005), Arno Hemm (1994), Carlos Moreno (2003), Craig Warrender (2009), David Boocock (2011), Dennis Nunn, Eric Hamer (1999), Eugen Gotter (1995), Fred Greven (1996), Heinz Bädorff (2000), Inken Braunschmidt (2013), Jan Bonset (2014), Jan Kruiniger (1998), Jens Wilkens (2015), John Hall Hall (2001, 2007), Kay Heinrichs (2012), Klaus Hütten (2010), Michael Kuhn (2004), Peter Bisschop (2002, 2006) and Pieter van Beuzekom (2008). 3 The active ECC Commodore will publish daily results, organise a prize giving ceremony and appoint the winner of the Engineering Challenge Cup as the New Commodore. Daily and overall results will be provided separately for the Engineering Challenge Cup and for the Commodores Cup. The results are to be comparable so that each participant can see how he would have fared if he had been competing in the other event. The published results should include as a minimum for each yacht:- Boat Number, Skipper Name, Company, Yacht make/model, Class, TCF, Finish Time, Elapsed Duration, Corrected Duration and Position (rank). 4 The new Commodore will be responsible for organising the next ECC week and for handing over an information pack to the next commodore. If possible, this should be by CD during ECC week, except the final accounts which should follow within a month of the event finishing. 5 Trophies and medals will be awarded for the three highest positions in the Engineering Challenge Cup and in the Commodore’s Cup. The Commodore may also award additional trophies or medals such as for daily results, dinghy rowing race, etc. 6 The Commodore will appoint a local professional team to assist him with assembling the fleet of yachts, safety matters, local weather knowledge, deciding the routes, laying course marks, determining time correction factors, organising overnight berths and mooring up. The professional team will have relevant experience. TCFs will be based on measurements if possible and published 24 hours before the first race. The Commodore will not be obliged to respond to a TCF challenge after the first race (unless associated with a clear error or a performance change that occurred after the TCFs were published). 11 ECC Charter 2015 Key Principles 7 Any skipper that has participated in ECC Week as an entry’s skipper will be eligible for any future ECC Week if he has less than seven penalty points (see 8 below). The Committee will decide during ECC week on the maximum number of boats that can enter in the next year. This will be based on the trends from previous years. For 2015 the figure agreed by the Committee is 56. If more than the agreed maximum wish to enter, priority will be given on the basis of the number of times an entry has participated, with previous Commodores having automatic right to participate. After ranking in order of participations, the band cut by the agreed limit will be selected by lottery. The order for choosing boats will also be decided by lottery but without taking account of number of participations. New skippers will be approved by the ECC Committee on a case-by-case basis taking account of previous association with ECC and/or the Engineering Industry. An eligible skipper may “retire” by passing his eligibility to his established coskipper. Such a “retirement” will be approved by the Committee and will be irreversible. See Appendix B for the 2015 list of Eligible Skippers. A crew may enter without their eligible skipper a maximum of three times. Non-eligible skippers who advise of their wish to participate before the entry list closes will be put on a waiting list on first-come-first-served basis. Cancellations made after entry list closure will be offered to those on the waiting list in order. Within a month of the ECC event each year, new skippers may be proposed by a Commodore giving reasons for recommending their addition to the eligible skippers list. This is to address a concern that the eligible skippers are an ageing group and that new blood is required. 8 Any skipper who is found to have caused a collision which results in loss of all or part of his insurance deposit will be given four penalty points for each such incident, or two points if responsibility is shared with another skipper. His tally will reduce by two points for each year without earning such points. No skipper will be allowed to enter while his points tally is more than six. A record of all skippers involved in collisions in which penalty points are awarded will be maintained by the Committee. Resolution of any dispute is the sole responsibility of those involved. When a collision involving damage occurs, both parties are expected to exchange incident reports within 24 hours. A copy of each report is to be provided to the Commodore for record. Unless it is a clear-cut case with one innocent and one guilty party, both parties are expected to share the cost of any loss of deposit and thus share the penalty points (two each). If the parties cannot agree, each skipper is responsible for his own deposit in discussion with his charter company and each will receive 4 penalty points. The organisers, Commodore, Race Officer or ECC Committee member may offer an opinion, if requested, to assist with interpretation of the facts but responsibility for resolution of the dispute remains with the parties involved. 9 The Commodore may impose an ECC fee payable by each participant to contribute towards organisation costs. All income and expenditure associated with organising ECC will be accounted for and any surplus will be passed to the new Commodore promptly after ECC Week. The figure for ECC Fee for 2015 was agreed by the Committee as €TBA. Committee prior approval is required if the Commodore proposes to use a different figure. 10 Sponsorship of the ECC is welcome in the spirit of the event and in accordance with normal standards of ethical business conduct. It may be used to provide appropriate gifts normally carrying the ECC logo, to pay for entertainment of participants during ECC week or to reduce participating costs. Provision of sponsorship is not a justification for allowing a non-eligible skipper to enter. Sponsorship payments may be routed via Jan Kruiniger’s company if the sponsor requires an invoice. 11 The Commodore will arrange charter deals for all entrants via his appointed agent. Each entrant is required to charter his yacht through the agent and use the standard equipment supplied (e.g. sails are only to be replaced by the agent and only if they are unusable or damaged). The agent will be asked to supply boats with clean hulls. Any entrant who wishes to clean his hull will be allowed to do so at any time during ECC week and is not required to inform the Race Officer. The Commodore will include this in the Sailing Instructions for the event. 12 ECC Charter 2015 Key Principles 12 The ECC Committee (led by the ECC Admiral and made up of Commodores who participated in the most recent ECC event) will: • • • • • • • • Hold an Annual General Meeting (AGM) during ECC week. Approve deviations from and changes to these principles. Maintain a record of the event’s history and development. Approve the new Commodore if he is not appointed in accordance with paragraph 3. Approve the date for ECC week taking account of key industry events (trade fairs, etc). ECC week will normally be held between late April and mid-May to avoid high season prices. Approve the location for ECC week which will be in Mediterranean waters, to take advantage of the warm climate and normally moderate winds. Approve any new skippers and maintain a list of eligible skippers and their penalty points. Maintain a record of ECC Committee votes. Where required, the above will be achieved by majority vote of the Committee. 13 The fleets will comprise mono-hull yachts typically used for holiday charters (i.e. not fast racing boats) and in the approx 38-50 foot range. Spinnakers will not normally be allowed. 14 These principles were first developed in discussions involving the Commodores participating in ECC week in 2006 in Greece (Andreas Klein, Arno Hemm, Carlos Moreno, Dennis Nunn, Eugen Gotter, Jan Kruiniger, John Hall Hall, Michael Kuhn and Peter Bisschop). They are updated annually following the Committee meeting during ECC. John Hall Hall May 2014 13 Fleet Safety Briefing Please don’t forget at any time: ECC is a FUN EVENT! Doctors guidelines may be useful: If any participant is a medical doctor willing to be “on call” in case of an urgent need, please could he make himself known and voluntary available to the OC. • • • • Responsibility for Safety Whilst all involved in the organisation of ECC 2015 will do their best to make the event safe, the responsibility for the safety of each yacht and her crew rests primarily with each skipper. It is for the skipper to decide whether the boat is seaworthy and fit to sail even under the worst conditions to be expected. By going to sea, the skipper and crew acknowledge and confirm that the vessel is fit for those conditions and her crew is competent to sail and compete in them. Each boat member (i.e. skipper and crew) is entirely responsible for their own safety, whether afloat or ashore, and the vessel’s sea worthiness. Nothing, whether in this Log Book or in the safety procedures the committee may implement or communicated anywhere else - shall reduce this responsibility. Crew Briefing Skippers should give their crew a safety briefing as soon as possible and certainly before leaving the marina. All crew members should be aware of the locations of lifebelts, fire extinguishers, first aid kit and flares, how the heads (toilets) and holding tanks are operated, how to prepare for rough weather and how to use the gas supply safely. Each skipper should make him/herself and the Commodore aware of any medical conditions his/her crew have that would affect the crew members’ safety (e.g. epilepsy, diabetes, heart conditions, etc.). Such information will be treated as confidential. Most importantly, the crucial importance of holding on to something solid so as not to fall overboard must be stressed! Lifejackets & Harnesses The wearing of lifejackets is ultimately a decision for skippers and crew but the following 14 Non-swimmers should wear lifejackets at all times when the boat is underway. For swimmers it is advised to wear lifejackets when leaving the cockpit although this may not be considered essential in very calm conditions. If the boat is reefed and/or the wind strength above force 4, all crew should wear lifejackets with harnesses and hook on, particularly when leaving the cockpit. When using dinghies, use of lifejackets is strongly recommended for non-swimmers; for swimmers they should be worn in poor visibility and after dark. Man Overboard It is important that each crewmember takes responsibility for ensuring he/she does not fall overboard. Nevertheless skippers should discuss Man Overboard [MOB] procedures and recovery with their crew. Crews should practice MOB recovery (using a floating object) several times, with different crewmembers in charge. Defibrillator Like in the past years, Ralf Braune will bring a defibrillator with him to Biograd. It will be located on the OC-Boat. Thank you to Ralf Braune! Fleet Safety Briefing The Racing First and foremost, the ECC is a “fun event” and the racing should never be taken so seriously as to risk damage or injury to participants or boats. The International Sailing Federation (ISAF) Racing Rules of Sailing will govern the conduct of racing. Skippers should be familiar with the basic rules and will be expected to comply with them. Key points to ensure safety and avoid collisions are: 1. When yachts on opposite tacks are on a converging course, the yacht on port tack should alter course in good time to make its intentions clear to the other yacht. Skippers should not attempt to pass the bows of a yacht that has right of way unless certain it can be done without risk. It is common to see fast rising and fast falling barometer, with no resulting change in conditions. Similarly, cloud formations that would normally indicate rain or storms approaching, often clear in minutes, leaving blue skies. Sudden winds or squalls can appear very quickly without any warning whatsoever. The good news is that these unannounced changes are normally short-lived. Emergency Telephone Numbers The following emergency contacts are applicable for Croatia. Emergency medical: 112 Emergency fire: 193 Police: 192 2. When bearing away quickly in a strong wind, it is also usually necessary to let go the mainsheet at the same time. National Rescue coordination centre at sea: 3. When two or more yachts are on the same tack the leeward (down wind) yacht has right of way. There are more important or useful phone numbers in Appendix C. 4. Do not cause another yacht to alter course unless she has room to do so. Emergency Calls by VHF 5. Inside yachts having an overlap approaching a mark of the course are entitled to be given room at the mark. 6. The Race Officer will set the starting line as nearly as possible at right angles to the wind, so the whole of the line can be used without any disadvantage. 9155 In general if a vessel is in difficulty, they should call the Commodore in the first instance on CH 71 (see VHF Radio Procedures). The official Emergency Channel 16 should only be used in an emergency situation. Navigation To avoid misunderstanding, a yacht is on the starboard tack when the boom is on the port side. The wind will usually be from the starboard side but this will not always be the case when running before the wind. Weather It should be noted that visual signs and methods of forecasting using clouds and barometer as is usual in Northern Europe, usually do not give the same indications in the Mediterranean. GPS is a useful aid to navigation but its accuracy should not be relied upon for pilotage. Charts, compass, echo sounder and a good lookout should be the primary methods in shallow or confined waters. And finally…COLLISIONS Quite simply these should be avoided at all times. 15 Notice of Race & Sailing Instructions ECC 2015 will take place in the vicinity of Biograd, Croatia between 9th and 16th of May 2015. The route, always weather permitting, will be: Biograd - Vodice - Skradin - Primošten - Kaprije - Piškera - Biograd Sailing-Instructions Sailing Instructions will be published by the Race Officer at or before Registration. The sailing-instructions will expand on and may amend the following briefing. Registration Registration will take place in Biograd on Saturday 9th May from 14.00 to 20.00 h prior to the welcome party at the Marina Kornati. Skipper Briefings Skipper Briefings will be held every morning from the 10th to the 16th May to: • Present the course for the day and hand out course sheets • Advise any amendments to the sailing instructions • Advise any special hazards or obstructions • Advise other instructions • Provide information on mooring and berthing at the destination port. The default time for the daily briefing will be 09:00 h local time, unless otherwise announced. Please ensure that each yacht is represented by the skipper or the co-skipper only, otherwise the group will be too large and some people will not be able to hear what is said. ISAF Rules & ECC Amendments: ECC 2015 will be governed by the “Racing Rules of Sailing 2013- 2016” published by the International Sailing Federation (ISAF) (www.sailing.org/documents/racing-rules.php). Skippers should be familiar with these rules, which are designed to ensure safe and fair racing and will form the basis of any decisions on protests. When a yacht is not racing, the ‚International Regulations for Prevention of Collisions at Sea‘ shall apply. A yacht is considered to be racing from her preparatory signal (4minutes before start) until being clear of the finishing line after completing the race. As damage to yachts is deemed unacceptable for this fun event, it was resolved by the ECC Committee in 2008 to recommend that races should not start if the wind speeds are in excess of 20 Knots. The Commodore & Race Officer will review specific conditions on any day, or for any part of a day, with a view to implementing this recommendation. The Commodore & Race Officer may also recommend reefing when risk of damage to the overall fleet is considered excessive, though this is not mandatory. For ECC, rule 44.1 is changed such that the Two-Turns Penalty is replaced by a One-Turn Penalty. 16 Notice of Race & Sailing Instructions Disclaimer of Liability Competitors participate in the regatta entirely at their own risk. See ISAF rule 4, Decision to Race. The race committee, organizing committee and charter organizations will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. Insurance Each participating boat shall be insured with valid third-party liability insurance with a minimum cover stipulated in their charter contract, or the equivalent. All crew should also have their own medical insurance covering offshore sailing and medical repatriation in Croatia. Advertising The port and starboard bows and the stern areas of the participating yachts are reserved for our Gold Sponsors. No other hull advertising is to be placed on the stern or in front of the mast on any yacht participating in ECC 2015. Our “Gold” and “Silver” sponsors may fly their flags at any ECC 2015 event and all participants are positively encouraged to promote their companies by flying their flags in port. Berthing Procedures Nearly every year the berthing of the boats after completion of the race causes chaos, irritation and arguments. The OC will try to avoid this and to secure a smooth berthing of all the boats. All boats will be berthed strictly in sequence of passing the finish line. For this the OC has arranged for an additional RIB that stays in close contact with the race officer, who will pass on the sequence of finishing. The OC RIB will than call forward the respective boats. Taking over in sequence will not be tolerated. ECC Race Sailing Fleet and Commodore Sailing Fleet The ECC fleet racing format will be by boat divisions racing in heats as shown in the table below. The ECC fleet will be split into 4 divisions, each division representing a class of one design boats: = Bavaria 42 Match Blue = Bavaria 46C Green Red = Bavaria 47C = Bavaria 50 White All Commodore´s Bavaria 45C boats are assigned to a 5th (yellow) division. Coloured division pennants will be handed out at check-in or the first skippers‘ briefing. The Division pennants shall be attached to the boat on the back stay. Each day two divisions will be grouped in a heat to start together. So there will be two heats each day (one start for each boat). The composition of the heats will be constant for two days. After two days we will change the composition of the heats. The commodores will be ranked separately from the main ECC fleet. First start for Heat 1, second start for Heat 2 18 Notice of Race & Sailing Instructions Scoring Due to the fact that we have clean divisions with equal, one-design boats, during this ECC 2015 week the crews will compete within their division without handicap, the rank derives directly out of the sequence passing the finishing line. The ISAF rules will apply to scoring using the Low Point System in which the first placed scores 1, second scores 2 and so on. The overall result of a division will be determined with the ranking based on each boat’s total score after discarding the worst result. If less than five races are held, there will be no discards. If there are equal positions in the top five places overall within a division, each boat’s race scores shall be listed in order of best to worst, and at the point(s) where there is a difference the tie shall be broken in favor of the boat(s) with the best score(s). Equal results will remain as equal for positions outside the top five places. If there is still a tie, refer to the ISAF rules! The overall result combining all 4 divisions will be determined with the ranking based on each boat’s total score after discarding the worst result. If less than five races are held, there will be no discards. If there are equal positions in the top five places overall combining all divisions, the procedure as mentioned above shall apply. Ranking & Prizes Medals - There will be daily and overall medals for the first three places of each boat division and for the first three finishers in the Commodore’s Cup. Engineering Challenge Cup - There will be two trophies awarded this year to the overall winner of the Engineering Challenge Cup (ECC); firstly the perennial trophy that is passed on from Commodore to Commodore and secondly a gifted trophy that the winner can keep. The top three ECC overall positions will receive medals as well. New Commodore and organizer of the ECC 2016 will be the skipper with the lowest points over all 4 divisions competing for the ECC. Commodores Cup - There will be a trophy and medals for 1st place overall and medals for 2nd and 3rd place overall. The Commodore’s Cup trophy will be awarded to the commodore with the lowest points overall from the Commodores fleet and passed on from the last years’ winner. The perennial trophy must be engraved and returned the following year. Anchors It is recommended that anchors are stowed in the anchor locker or somewhere else inboard of the boat from before the start until after the finish of each ECC sailing leg. Assisting Other Yachts If a yacht is in difficulty and requires assistance it will be given, if possible, by one of the organizer’s boats. If that is not possible a participating yacht should assist. Any such yacht will get a position redress for that day based on the Race Officer’s decision aimed at the participant neither gaining nor losing from his decision to assist. The assisting Yacht’s skipper should get a crew member to note position, time, names of yachts in front and behind at the time racing was abandoned. This data will be taken into account when deciding on the redress position. 19 Notice of Race & Sailing Instructions Organization Committee (OC -) Boat There will be a large support vessel (Catamaran Lagoon 380 S2) serving as OC–boat. This boat will be the base and office for the OC´s event support team and Ilirija´s service team. It will be accompanied by another RIB as fast support boat and tender. All fleet support boats will fly an ECC pennant and ECC stickers on the bows. Protests The tradition of the ECC is that protests are generally avoided. They should only be made in the case of a serious infringement that results in a real disadvantage to the protesting yacht. Any protest should be made in an amicable spirit and the yacht subject to protest should not contest it unreasonably. If necessary the Race Officer will form a protest committee to make a decision using the applicable ISAF rules. Decisions of the protest committee will be final and binding. Radio (VHF) Communication Please ensure your radio is on as soon as you return to your boat after the skipper briefing each day and keep it on the Fleet Instruction VHF channel 71. Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. The radio channels used are listed on page 24 of this logbook. Radio (VHF) Check Procedure Shortly after the first skippers‘ meeting, a radio check will be made on the Fleet Instruction Channel 71. The Commodore’s Boat will call all boats in the sequence of their ECC numbers. When everything goes well, the radio check will only be done on the first day, otherwise every day again until everybody knows how it works. If you have any reason to doubt your radio, please feel free to request a radio check at any time on the Fleet Instruction Channel 71. Race Committee and Race Committee Boat Our Race Officer Alen Kustic and his team will lay the race starting and finishing lines, windward mark, signal the starting sequences, announce course changes, etc. and record race results at the finish. Balde Alen Kustic (Race Officer) Franjo The Race Committee boat is expected to be a small motor vessel, supported by a RIB. All competitors must respect the requests of Race Officer and his team on these vessels at all times, or else penalties may be applied. 20 Notice of Race & Sailing Instructions Repairs Yacht repair requirements will be listed by each skipper or his delegate and repairs will be coordinated by the team of Ilirija d.d. and the charter companies. It is intended that sufficient resources be available to service most repairs, so that sailors are able to race every day to obtain a qualifying score. Ilirija d.d., the charter companies, the Race Officer, Commodore or the ECC Organizing Committee shall not be held responsible in any way for repair needs beyond their control or outside the ability of their sub-charter companies to carry out repairs. Sails Skippers should be aware that competitors may use only the mainsail and one foresail supplied with the boat. Use of spinnakers or other such sails is prohibited. It is also prohibited to use any kind of pole to hold out the foresail; this includes boathooks and the like. In addition to the use of sheets sails may be held out directly by crew members, but not at the risk of falling overboard. Sailing instructions will be published by Alen Kustic – our head of race management: - upon arrival as part of the registration at the latest - amendments in addition during the daily skippers’s meeting. 21 VHF Radio Procedures Keep all VHF communications short and relevant. If a yacht finds it necessary to make a MAYDAY or PANPAN call, it is also requested to inform the Commodore and Race Officer if possible. 16 Safety and Emergency, Calling When using channel 16 for calling, always switch to a working channel after initial contact. All ECC yachts should monitor channel 71 from 09:00 until entering the harbour at the end of the day. Yachts asking for clarification on matters concerning the racing should call the Race Officer on channel 71. This channel will be used for the radio check. The Commodore will also monitor Channel 71 General informations about Croatia The ECC is a regular guest in Croatia, therefore we consider it as not necessary to repeat again the whole history of Croatia, starting with the Neolithic period, please refer to Wikipedia. We´ll concentrate on the recent development, also having some influence on the ECC. Croatia joined the European Union as 28th member state on 1 July 2013, but is not yet part of the Schengen area. Now there is a common market with free exchange of goods and services between the other EU-countries, but immigration issues like border control are still in force. Required Documentation Please check with your local embassies about the required immigration documents for entering into Croatia (passport / visa / etc.). Note that Croatia is not yet part of the Schengen area. Please ensure that all sailing documents are available for the take-over of the yachts on Saturday, including sailing licenses, VHF license and a detailed crew list (which should also be completed and sent to the ECC Organising Committee prior to the event) which is required to register the yachts at the respective harbours / moorings / National Park. All mooring and National Park fees are included in the yacht charter price - the administration will be handled by Ilirija d.d., but of course only if all required information is available. The area around Vodice has been inhabitated for thousands of years, but the town really started to develop in the 16th century. In about 1570 there was a large influx of refugees from areas, which have been invaded by the Turks. In the 17th century the town was enclosed by a defensive wall and fortified towers were built. One of these towers still stands, but the other fortifications have been demolished. As a small town, it lives night and day, and always offers something new and unusual. Its rich nightlife and entertainment makes Vodice one of the most attractive towns on the Adriatic, just the right location for a free evening. After leaving the Prukljansko Jezero the channel up to Skradin is straightforward. The river is spanned by a new motorway bridge with ample air clearance. There is normally a minimum depth of 7m in the channel, but note that a bank with 3.3m extends SW into the channel off Rt Lukovo. Berths: The marina has 220 berths, equipped with lazylines to tie up bow/stern to one of the pontoons as directed. Pharmacy and Medical centre. 30 Harbours and Bays Monday, 11th May 2015 - Skradin After arrival at the marina all crews will meet at a central meeting point close to the marina at the ECC tent. A hot snack from the Big Pan will be served together with free drinks. From this meeting point all participants will be taken by a bus shuttle to the upper entrance of the Krka National Park. 31 Harbours and Bays Monday, 11th May 2015 - Skradin SKRADIN - N 43°49’ | E 15°55’5” Skradin is a romantic Mediterranean town on the Krka River, with narrow paved streets, passages, vaults and stairs. On the streets of Skradin you will find the pleasant atmosphere of a small Dalmatian town The entire town core represents a protected cultural monument. It contains houses dating from the 18th and 19th century which are stuccoed in the manner typical for Venice and areas under her influence. The Krka River, with its series of spectacular waterfalls, is recognised as being an area of outstanding natural beauty and has been declared a national park. The town is therefore popular with people wishing to visit the waterfalls further up the river. We have arranged a free bus-transfer for all ECC participants from the Skradin town centre to the upper entrance of the national park, to give everyone the chance to visit the waterfalls. After visiting the National Park all participants meet again at the ECC Tent to join the INTERMARINE-Party. A distinctive conical hill is visible at the head of the inlet. There are no dangers in the immediate approach to the inlet, although when turning into the bay do not cut the corner in case you meet a ferry coming the other way. Berths: Most of the fleet has to stay on mooring buoys in the bay. Few berths are available at the S side of the pier, using the laid lines provided. 36 Harbours and Bays Wednesday, 13th May 2015 - Kaprije Kaprije is an island situated in the middle of the Šibenik archipelago. Its surface covers 7 km2. Its name derives from the Mediterranean plant caper whose buds serve as spice. There are mild hills on the island, and between them are squeezed small valleys of fertile land in which vine and olives are cultivated. The island was abundant in woods in the past, but today almost the entire island is covered in grass and maquis. The bay of Kaprije is situated at the southwest part of the island and is protected from all winds. Today there are about 150 inhabitants living on the island. They are traditionally engaged in agriculture and fishing, but they are also well-known seamen. In the recent times tourism on the island has been developing more and more. Because of the beauty of the island and its well-protected port numerous yachtsmen, as well as tourists from all over the world, come to visit it. Its surface covers only 2.66 square kilometres, and its highest point is 127 metres above sea level. ACI’s marina is the only outpost of civilization disrupting the pristine nature of the island, surrounded by a mosaic of islands and islets, rocks and lighthouses. ACI Marina Piškera is located between the islands of Piškera and Panitula Vela, off the northern coast of Panitula Vela. The marina is well-protected from the northerly bura wind, but a little less so from the southerly winds.
