Release 0001A Pressemitteilung Neuer Vorsitzender des Börsenrats gewählt Konzept „Europäische Governance-Strukturen“; Konsolidierung Spothandelssysteme; Bund-Länder-Arbeitsgruppe zur "Verbesserung der Markttransparenz im Stromgroßhandel; Preisbildung an der EEX“ Wien/Leipzig, 10. Dezember 2007. In seiner letzten Sitzung des Jahres am 5. Dezember 2007 hat der Börsenrat der European Energy Exchange (EEX) einen neuen Vorsitzenden gewählt. Die Wahl fiel einstimmig und ohne Gegenkandidat auf Dr. Günther Rabensteiner, Vorsitzender des Vorstands der VERBUND-Austrian Power Trading AG. Dr. Rabensteiner, seit April 2003 Mitglied des Börsenrats, verfügt über langjährige Erfahrungen im Aufbau und der Entwicklung des Energiehandels und seines regulatorischen Umfelds. Der Österreicher Rabensteiner tritt damit die Nachfolge des Schweizers Dr. Jacques Piasko an, der über zwei Amtsperioden hinweg, seit Bestehen des Börsenrats, den Vorsitz ausübte und der den Börsenrat zum Jahresende wegen seines Ausscheidens als Mitglied der Geschäftsleitung und Chief Power Sales & Trading der EGL AG verlässt. Börsenrat, Börsengeschäftsführung und Börsenaufsicht haben ausdrücklich die Verdienste und das langjährige persönliche Engagement von Herrn Piasko gewürdigt, der seiner Berufung mit viel Einsatz und Enthusiasmus gerecht wurde. Er hat die Entwicklung des Börsenhandelsplatzes EEX maßgeblich mitgeprägt. Konzept für „Europäische Governance-Strukturen“ Vor dem Hintergrund der Europa-Strategie der Börse hat der Börsenrat seinen Compliance-Ausschuss beauftragt, ein Konzept zu erarbeiten, wie auch in Zukunft die bewährten Strukturen, insbesondere die Einbindung der Marktteilnehmer in die Entscheidungsprozesse der Börse, erhalten und weiter entwickelt werden können. Dieses Regelungssystem soll der gegenwärtigen öffentlich-rechtlichen Struktur der EEX in Qualität und Transparenz entsprechen. European Energy Exchange AG 1 Release 0001A Konsolidierung Spothandelssystem Am 17. März 2008 wird die EEX die Möglichkeit der Notierung negativer Preise in der Stundenauktion für Strom einführen. Mit dieser Einführung ist eine Migration der Auktion von Xetra auf eine Weiterentwicklung des bestehenden Intraday-Handelssystems geplant. Damit ist ein vereinfachter und einheitlicher Zugang zu allen Spotmarktprodukten, die auf diesem System gelistet werden, möglich. Market Coupling mit Skandinavien Die gemeinsame Projektgruppe, bestehend aus den 3 Netzbetreibern energienet.dk, E.ON Netz GmbH und Vattenfall Transmission GmbH und den beiden Börsen Nord Pool Spot und EEX, planen die Aufnahme des day-ahead Market Coupling zum Ende des 2. Quartals 2008. Wesentliche Voraussetzungen für den Start sind die rechtzeitige Anmeldung und Eintragung der European Market Coupling Company, die Einführung und Inbetriebnahme der dazugehörigen IT-Systeme sowie die Einführung des 7-TageHandels an der EEX. Vorstellung der Ergebnisse der Bund-Länder-Arbeitsgruppe zur "Verbesserung der Markttransparenz im Stromgroßhandel; Preisbildung an der EEX" Der Vertreter der Börsenaufsicht stellte den Bericht der Bund-Länder Arbeitsgruppe zur "Verbesserung der Markttransparenz im Stromgroßhandel; Preisbildung an der EEX" zur Wirtschaftsministerkonferenz am 19./20. November 2007 vor. In diesem Bericht wurde unter anderem die Transparenzinitiative der EEX eingehend gewürdigt und die Rolle des Börsenrates hervorgehoben, der das Thema Verbesserung der Transparenz regelmäßig in seinen Sitzungen behandelt. Der VIK Verband der Industriellen Energieund Kraftwirtschaft e.V. hat in diesem Zusammenhang erneut angekündigt, seine Mitglieder aufzufordern, sich im Rahmen der EEX-Transparenzinitiative an der Veröffentlichung von Kraftwerksdaten zu beteiligen. In the course of its last meeting this year on 5 December 2007, the exchange council of the European Energy Exchange (EEX) elected a new chairman. Dr. Günther Rabensteiner, chairman of the managing board of VERBUND-Austrian Power Trading AG, was elected unanimously and without a rival candidate. Dr. Rabensteiner, who has been a member of the exchange council since April 2003, boasts long-standing experience in the organisation and development of energy trading and its regulatory environment. Dr. Rabensteiner, who is Austrian, succeeds Dr. Jacques Piasko from Switzerland, who has served two terms of office as the chairman of the exchange council ever since the establishment of the council. Piasko will leave the exchange council as of the end of the year because of his retirement from the position of a member of the managing board and Chief Power Sales & Trading of EGL AG. The exchange council, the managing board of the exchange and the exchange supervisory authority have expressly praised Mr. Piasko’s achievements as well as his long-standing personal commitment; moreover, Mr. Piasko has always fulfilled the expectations entailed in his appointment with a lot of dedication and enthusiasm. He has made a decisive contribution to the development of the exchange market of EEX. Concept for “European Governance Structures“ Against the backdrop of the strategy pursued by the exchange towards a leading role in Europe, the exchange council has commissioned its compliance committee to develop a concept with regard to the question of how the tried and tested structures and, in particular, the integration of the trading participants in the decision-making processes on the exchange can be maintained and developed further also with regard to the future. This regulatory system should correspond to the current structure of EEX under public law in terms of both quality and transparency. European Energy Exchange AG 4 Release 0001A Consolidation of the Spot Trading System On 17 March 2008, EEX will introduce the possibility of quoting negative prices in the hourly auction regarding power. A migration of the auction from Xetra to a trading system developed on the basis of the intra-day trading system is planned in connection with the introduction of this option. This will facilitate simplified and uniform access to all Spot Market products listed in this system. Market Coupling with Scandinavia The joint project group consisting of the three transmission system operators of energienet.dk, E.ON Netz GmbH and Vattenfall Transmission GmbH and the two exchanges of Nord Pool Spot and EEX are planning to launch day-ahead market coupling as of the end of the 2nd quarter of the year 2008. Essential preconditions for this launch are the registration and incorporation of the European Market Coupling Company in due time, the introduction and commissioning of the appertaining IT systems as well as the introduction of weekend trading on EEX. Presentation of the results established by the Federal and State Government Working Group regarding the “Improvement of Market Transparency in Power Wholesales, Pricing on EEX” The representative of the exchange supervisory authority presented the report by the Federal and State Government Working Group regarding the “Improvement of Market Transparency in Power Wholesales, Pricing on EEX” on the occasion of the Conference of the Ministers of Economic Affairs of the Federal States on 19/20 November 2007. In this report, the transparency initiative by EEX was acknowledged in detail and the role of the exchange council, which regularly deals with the topic of the improvement of transparency in its meetings, was emphasized.
