The Führungsakademie der Bundeswehr, the
German Federal Armed Forces Command and Staff
College, in Hamburg is the highest level military
training institution of the German Federal Armed
Forces, the Bundeswehr. Since 1957, it has not only
been preparing the top-level military leaders for
their functions in the armed forces, at NATO, the
EU and the United Nations. It also hosts a vast
variety of seminars, courses and educational
events in the domain of advanced and further
training and education, both for experienced
officers and – as a recent development - also for
civilians from Germany and abroad. The students
come from almost every part of the world and
from a range of different cultures to HamburgBlankenese. This diversity that has been embraced
here for decades is the signature feature of the
college and has earned it the byname “Little UN”.

The officer’s professional profile has changed
considerably over the last few years. Operational deployments have increased significantly
in number and have become distinctly more

The college pursues a holistic approach to

Most Bundeswehr officers pursue academic studies
and graduate from one of the two Bundeswehr
universities in Hamburg and Munich at the
beginning of their career. Training at the Führungsakademie builds on these studies and

system, the college pursues the approach of
“lifelong learning”, i.e. of continuous training and
advanced training up to and beyond the age of 40.

Changing Professional Image
Training of Bundeswehr staff officers has been
fundamentally restructured over the last few
years to adapt it not only to the changed
security policy parameters but also to global
social change. Today, more than ever, it is a top
priority to ensure that the leaders in the Bundeswehr base their judgements, decisions and
actions on a clear set of values.
The Staff Officer
Staff officers make up a group of ranks within
the officers’ career structure.
They comprise the ranks of Major, Lieutenant
Colonel and Colonel, or Lieutenant Commander,
Commander and Navy Captain in the Navy. They
are designated accordingly because they are
often employed as staff members in a planning
and advisory function.

The Staff Officer Training
All regular line officers as well as selected Bundeswehr medical service officers – totaling up to 600
personnel per year – attend the ten-week staff
officer course after their eighth year of service.
Training essentially addresses topics such as the
interaction between nations and/or between
forms of society or different approaches to
leadership in armed forces. Questions concerning
the officer’s professional identity and “Innere
Führung” or “Leadership Development and Civic
Education” are also discussed. The objective of
training is to enable the officers to get a deeper
insight into the societal aspects of the military
and to prepare them for their first assignment as
staff officers. Graduation from the course is a
prerequisite for subsequent promotion to the
rank of major or lieutenant commander. As such,
this is the only examination-based course that
takes place at the Führungsakademie.

The Junior Staff Officer Course
About 85 percent of the career officers attend
the Junior Staff Officer Course two years after
the staff officer course. It comprises 14 days of
training and prepares for functions at national
headquarters, command authorities and in
agencies, and is designed to continue the officers‘ education in the domains of security policy
and social sciences while further developing
their leadership and management competence.

During this 24-month course, army, air force, navy,
joint support service and medical service officers
are jointly prepared for their future functions.
Today military operations can only be conducted
successfully if all parties involved act jointly.

At higher military headquarters general staff
officers assist the commander. They provide a
network for security on prominent posts at the
UN, at NATO or the EU, in ministries, at colleges
and schools, at civilian institutes and/or as
military attachés.

About 15 percent of each year’s officer intake
qualifies to attend this course, the “top-level
product” of the Führungsakademie. Together
with approximately 80 German officers, some 30

The purpose of this course is to make staff
officers fit for functions throughout the entire
range of missions of the Bundeswehr: At the
strategic, operational and tactical levels, in a
national and international context and taking
into account developments in society as a whole.
Consequently, the curriculum comprises not only
military topics but also presentations and seminars on socio-political or economic issues, with
great importance being attached to interconnecting all sub-aspects to improve the students’

Zusätzlich gewährleistet das Schnittstellenmanagement die
Sicherheit direkt an den Arbeitsplätzen aller Nutzer. Rund
um die Uhr ist so das IT-System der Bundeswehr vor Viren,
Schadsoftware und anderen unerwünschten Eindringlingen

The course programme offered at the Führungsakademie is complemented by a module system
comprising more than 60 seminars and short
courses. It builds on the preceding courses and
enables staff officers – including reserve staff
officers – to prepare systematically for various
functions within the armed forces or to further
pursue their personal education according to the
precept of “lifelong learning”. The modules cover
a broad range of topics and are continuously
adapted to the changing general conditions
governing the state and society.
The modular makes it possible to individually tailor
the frequency, the content and the chronological
order of the seminars at any given time to take
into account aspects such as the specific duty
requirements governing the students’ subsequent
assignments.

The Faculty Division
The Faculty Division comprises eight departments
of instruction with a faculty totaling more than
100 military and civilian lecturers. It is headed by
the Director of Faculty, an officer in the rank of
Brigadier General or Rear Admiral (lower half).
This is where training at the college is conceived
and the curricular content is continuously further
developed. The annual instruction programme is
complemented by about 500 presentations delivered by high-quality guest lecturers addressing
issues relevant to the domains of science, society,
economy and politics.

The Courses Division
The Courses Division is responsible for the
individual courses and modules as well as for the
supervision and education of the students. It is
also headed by a director in the rank of a
Brigadier General or Rear Admiral (lower half)
who at the same time acts as deputy college
commandant. The training programme of the
