Note to national guaranteeing organizations members of the
WCF/ATA international guarantee chain
Implementation of the ATA Carnet System in Macao as of
1ST November 2010
1.
National guaranteeing organizations are informed that, as of 1st November 2010 the
Macao Chamber of Commerce will become the 68th guaranteeing organization member
of the WCF/ATA international guarantee chain.
2.
ATA Carnets will be accepted by the Macao Customs Service:

Through an extension to the Macao Special Administrative Region of the application
of the Customs Conventions on temporary admission to which the Government of
the People's Republic China has acceded,
(1) The Customs Convention on the ATA Carnet for the temporary admission
of goods (ATA Convention, Brussels, 6 December 1961);
(2) The Customs Convention concerning facilities for the importation of
goods for display or use at exhibitions, trade fairs, meetings or similar
events of the WCO/CCC (Brussels, 8 June 1961).

Under the laws and regulations of the Macao Special Administrative Region for:
(1) All samples imported for demonstration, testing, experimenting, copying,
soliciting orders, etc.
(2) Any professional and cinematographic equipment required for use by the
press, radio, film, television and other.
3.
ATA Carnets are not accepted for postal traffic.
4.
ATA Carnets are accepted for transit.
5.
ATA Carnets are accepted for unaccompanied goods.

ATA Carnets may be completed in Chinese or English. The Customs may require a translation
when the ATA Carnets are completed in any other language.
7.
All Customs offices and stations are authorized to accept ATA Carnets during the operation
hours of these checkpoints of entry/exit:
Daily, 24 hours
Zhuhai-Macao Cross-border Industrial Park Checkpoint
Inner Harbour Checkpoint
Outer Harbour Checkpoint
Macao International Airport Checkpoint
Coloane Ka-Ho Port Checkpoint
Taipa Ferry Terminal Checkpoint
Daily, 7.00 a.m. – 12.00 p.m. (midnight): Barrier Gate Checkpoint
Daily, 8.00 a.m. – 8.00 p.m.: COTAI Checkpoint

Additional information
(1) All goods temporarily exported from and imported into Macao under cover of an ATA
Carnet must be subject to Customs inspection upon exit and re-entry, and entry and
exit.
(2) A consumption tax will be imposed on goods which cannot be re-exported because they
have been sold, or given away, or lost, or stolen, or destroyed (this may also be applied
to goods which cannot be re-exported for whatever reasons).
(3) ATA Carnet holders will be penalized when:
(i)
Failing to re-export or re-import goods by the final dates stipulated by Customs.
(ii) Non-presentation of the Carnet forms to Customs for endorsement/verification
upon exportation from/re-importation into, and importation into/re-exportation
from Macao.
(iii) Failing to notify Customs in writing when goods covered by an ATA Carnet are not
re-exported/re-imported due to whatever reasons.

(iv) False declaration of value of the goods which may include seizure/confiscation of
the goods/prosecution, etc.
Penalties may amount from MOP 1,000 to 5,000 and seizure/confiscation of the
goods.
For those goods under licensing control, penalties may amount from MOP 5,000
to 100,000 and seizure/confiscation of the goods according to the Law No. 7/2003 External Trade Law.

The Macao Customs Service has approved the Macao Chamber of Commerce as the
national guaranteeing organization. With the approval of the Macao Customs Service, the
Macao Chamber of Commerce has authorized the Macao World Trade Centre to issue ATA
Carnets under its guarantee.
10. The Macao Chamber of Commerce is authorized to receive and remit all sums related to the
operation of the ATA System.
11. The Macao Chamber of Commerce has duly signed and returned to the WATAC Secretariat a
copy of the Interchamber Protocol on the organization of a system of international customs
deposits in respect of ATA Carnets (Document 550/212 Rev. 2) and the Statement on the ATA
System (Document 550/521 Rev. 1).
12. The Macao Chamber of Commerce has also provided the Secretariat with the guarantee act
required by the WCF.
13. All sums due to the Macao Chamber of Commerce in connection with the operation of the
ATA System should be remitted to the following bank:
