Recent naval ship visits and exchanges of goodwill between China and Japan suggest an improvement in the two countries' bilateral relationship, which had
been steadily deteriorating since the late 1990s. In the longer term, however, Sino-Japanese relations will likely be tested or constrained by five key sets of
issues: (1) territorial and resource disputes, (2) nationalism and issues of mutual antipathy, (3) Taiwan's political status, (4) the rapid rise of China's military
power, and (5) the U.S.-Japan security alliance. The manner in which these issues are managed or resolved will likely play a major role in shaping the SinoJapanese relationship and thus the overall geopolitical environment in East Asia. A key complicating factor in the relationship, however, is the persistence of
divergent worldviews: Chinese leaders appear to be more consistently persuaded by realist notions of international politics, whereas Japanese leaders tend to
favor liberal-institutionalist values. The two countries may use these different lenses to view the same incident or issue, potentially creating misunderstanding

South Korea is Japan's most logical ally in East Asia. Both nations share the same primary military benefactor, the United States. Their geographic proximity
makes them natural allies in offsetting China's growing power and unknown intentions. In spite of the many reasons to ally, relations remain strained,
primarily because of Japan's historical occupation of Korea. In this article, the authors examine the political issues that must be resolved for Japan and South
Korea to work together and the potential for such reconciliation in light of South Korea's on-again/off-again drift away from the United States and Japan's

With East Asian international relations in flux since the end of the Cold War, Japan's security role is critical in influencing the region's future. In this article,
the author examines Japanese opinion leaders' attitudes toward relations with Asian countries, the U.S.-Japan security alliance, the role of the Japanese SelfDefense Forces, and Japan's culpability for the Fifteen-Year War of 1931-45. The four major contemporary security strands in Japan—pacifism, mercantilism,
normalism, and nationalism—are analyzed. The author argues that normalism continues to rise in the post-Cold War era as the rightist conservatives
(normalists) gradually gain predominance over the moderate conservatives (mercantilists). (Asian Aff/GIGA)

By estimating three panel data models, the paper examines empirically the determinants of outward FDI of each Triad economy within the AFTA regional
integration area over the 1995-2004 period. From the AFTA members' perspective, our econometric analysis provides information on the deterministic factors
of inward FDI within AFTA originating from the United States, EU, and Japan. Our findings indicate that the FDI determinants and their relative importance
differ to a considerable extent across the Triad. In general, however, international integration-related factors (such as the host country's degree of openness to
the international economy and the importance of bilateral trade relations between the home and host country) as well as market-related factors (such as the host
countrys market size and the host countrys degree of intra-AFTA market accessibility) are found to be the most important location determinants. (ASEAN

This article explores Sino-Japanese relations by looking at how negative sentiments towards Japan among the Chinese population are deployed as a form of
political capital in struggles among the Chinese Communist Party elite. It gains insights into this process by looking at how such sentiments have been
deployed to challenge the legitimacy of three CCP leaders since the establishment of the People's Republic of China, resulting in the downfall of two. The
conclusions from these case studies are then used to understand how the current Chinese leadership has engineered the 'new starting point' in the relationship
with Japan in the context of the movement from a 'winner takes all' type of factional politics into one characterized by 'power balancing' among the elite. (Jpn

The paper argues that a significant change in Japanese post-Cold War security policy has occurred, as compared to its Cold War security policy. Instead of
relying solely on power-based realist variables, this paper argues that a significant change is taking place because of the shift in Japan's security identity from a
'peace state' to an 'international state'. What this refers to is that Japan sees itself as playing a more active role in military-strategic affairs in the post-Cold War
period due to the normative structure shift within Japan in relation to the practices and role(s) in the regional and international security environment. To show
change in Japan's security identity and its resultant security behaviour, norms in three areas that define and shape its security policy are contrasted - Japan's
definition of national security; its contribution, in military terms, to regional and international security affairs; and the level of agency (control) Japan has in its
security policy. The international-state security identity is increasingly recognised by the members of Japan's security policy-making elite and is used to
formulate Japan's security policy in the post-Cold War period. It is also gradually being accepted by the larger Japanese society and has become a permanent

Seit 1952 bilden Japan und die USA mit ihrem Sicherheitsvertrag eine im asiatisch-pazifischen Raum einzigartige Allianz. Die ursprünglich vorrangige
Schutzfunktion gegenüber einer im Kalten Krieg empfundenen Bedrohung durch die Sowjetunion ist durch den Wegfall des Ost-West-Konflikts indes obsolet
geworden. Die Wirksamkeit einer wichtigen Hintergrundfunktion des Vertrags, nämlich die erneute Aufrüstung Japans zur asiatischen Militärmacht zu
verhindern, wird von Tokyos Hauptkritikern, Nordkorea und der Volksrepublik China, in Frage gestellt. Der Vertrag wird nach wie vor als eine wichtige Säule
in der Sicherheitsarchitektur der Region gesehen. Das Verhalten der USA in Nordostasien wie auch Tokyos Unsicherheit gegenüber bestimmten
Bündnisanforderungen deuten jedoch eine Krise an, die ebendiese regionale Sicherheitsstruktur zu destabilisieren droht.

In their 2001 Action Plan, the EU and Japan committed themselves to jointly tackling today’s problems and issues related to international security,
peacekeeping, economics and finance, environmental protection, and development aid. However, the reality of EU-Japan cooperation looks quite different.
Focusing on security policy as well as trade and business ties, this paper argues that the balance sheet of seven years of EU-Japan cooperation as formulated in
the EU-Japan Action Plan is rather disappointing, leaving many envisioned areas of bilateral cooperation untouched or dealt with only in a superficial and
internationally irrelevant way. While the EU currently invests most of its Asia-dedicated financial and diplomatic resources in expanding relations with China,
Japan has failed to “diversify” its foreign economic and security policies, with the aim of reducing its dependency on US foreign- and security-policy
approaches by expanding foreign- and security-policy cooperation with Europe. To be sure, Brussels and Tokyo cooperated closely on pacifying and
reconstructing the war-torn Balkans throughout the 1990s, but working together on the Balkans did not create a basis for sustainable and expanding EU-Japan
“soft power” cooperation in global hot spots. Likewise, trade and business ties, although solid and expanding, could be much more dynamic and significant
given the EU’s and Japan’s share of the global GDP. Overall, the EU and Japan punch below their weight regarding international political, economic and
security cooperation, and realistically, there are no indications that Brussels and Tokyo are willing to invest the necessary political and diplomatic resources to
boost bilateral cooperation before the EU-Japan Action Plan expires in 2010.(Japan aktuell/GIGA)

In its Regional Economic Report released in January 2008, the Bank of Japan downgraded its overall economic assessment for the first time in three years.
Amid growing concerns about recent developments in Japan’s economy, the discussion of the more constructive utilization of cross-border mergers and
acquisitions (M&A) is gaining momentum. M&A activities are needed to induce changes in Japan’s industrial structure and could contribute to consolidation
and reorganization, especially in domestic market-oriented industries that lack international competitiveness. Therefore, the Japanese government works to
attract more investment, and has set a target of lifting the ratio of the outstanding direct investment balance to gross domestic product to five percent in 2010.
However, there still remain systemic impediments and strong resistance to hostile takeovers; these are driving away the foreign investors needed to materialize

Japanese foreign policy after the Second World War has been an empirical puzzle for International Relations theory, particularly for neorealist approaches.
Neorealism suggests that, firstly, economic strength is directly related to military strength and, secondly, that potential rivals do not cooperate with each other
due to relative gains concerns. The theory proves to be weak with regards to the development in military spending of the two dominant powers in East Asia:
Japan and China. Moreover, neorealist theorizing fails to account for the growing trade between the two powers, as well as for the expanding network of

Relations between Russia and Japan are mainly associated with the destiny of the Southern Kuril Islands. These islands are located between the Russian
Kamchatka Peninsula and the northernmost Japanese island, Hokkaido. During the last days of the Second World War, Soviet troops conquered the four
islands, called the “Northern Territories“ in Japan. The result is a dispute which, since 1945, has prevented the conclusion of a peace treaty between both
states. The forthcoming presidential election in Russia provides the opportunity to take stock of the developments in the Putin era. This article analyzes the
consequences of the territorial quarrel in regard to other aspects of bilateral relations such as economic and security policy. It concludes with an estimate of
what to expect from the presidency of Dmitry Medvedev. The author argues that although a solution to the territorial conflict over the Kuril Islands is not in
sight, cooperation in the economic and security policy field could lead to the further normalization of bilateral relations in the future. (Japan aktuell/GIGA)

Statistical analysis indicates that Japan trades less than most other OECD countries even after controlling for economic and natural factors. Border barriers to
trade, domestic regulations, peculiar national standards, and business practices cannot explain Japan’s low trade dependency. The paper argues that imports to
Japan need to be supported by FDI in sales, marketing and service activities in order to fulfil the high quality and service requirements that Japanese customers
have. However, the predominance of internal labour markets presents an important structural barrier to inward FDI. In combination, high quality requirements
and structural barriers to FDI could therefore at least partly explain why Japan trades so little. If the argument is correct, attempts by the Japanese government
to increase trade and FDI through further deregulation and liberalisation will do little to improve the situation. (Japan aktuell/GIGA)
