Message
On behalf of the entire Department of Science and Technology, I wish to congratulate the
DOST National Capital Region (DOST-NCR) on your worthwhile contributions to make
the benefits derived from science and technology more tangible in the premier region of
the country, despite the fact that DOST-NCR came into being only in 2005.
Despite very limited workforce and financial constraints, you have attained your targets
through innovative schemes for harnessing the expertise and resources of other DOST
agencies.
May your vigor and dynamism be sustained by the satisfaction of seeing a renewed
interest in science and technology demonstrated by the people you serve in the NCR.

Message
My warmest greetings and congratulations to the officials and staff of the Department of
Science and Technology-National Capital Region (DOST-NCR) on your
accomplishments and unflagging commitment in promoting science and technology
(S&T) programs and providing technical services to our valued clients and the publics
despite their very limited resources.
In its initial operation as a separate office, DOST-NCR has demonstrated its excellent
capacity to be a mover of science and technology (S&T) in the metropolis. Its presence
and relevance bear the marks of quality service possible only from highly committed
personnel who are willing to go out of their way to serve the public they are mandated to
support.
I laud DOST-NCR for successfully implementing S&T programs and promoting a culture
of innovation among its clients and the public. Their strength is in building linkages
and the good working attitude of its limited number of staff.
I wish you all more productive years in S&T service!

Message
I am proud to present the Accomplishments for CY2005 of the Department of Science and
Technology in the National Capital Region (DOST-NCR). This report contains DOST-NCR's
contributions in bringing into fruition the Department's goal to use science and technology as an
engine of growth and well-being, especially for our countrymen in the region.
We have accomplished the target we have set for various programs and projects, though limited
resources available. In the past year, we were successful in carrying out the S and T activities of
the Department, through job creation and increased productivity through S & T, among the small
and medium and the micro enterprises.
In 2005, DOST- NCR packaged and facilitated the release of PhP12.4 million pesos worth
of direct technical assistance to different companies; with estimated gross value sales at
PhP39.3 million pesos. DOST-NCR organized and conducted 12 technical training/
seminars for the industry sectors; in addition to holding a techno forum and consultative
meetings with the academe. These activities, in effect, extended assistance to 104 firms/
MSMEs and sectors, benefiting a total of 457 participants.
These accomplishments, however, would not have been possible without the strong support of the
DOST management and its agencies. (once more proving that much can be done despite
budgetary limitations if we work together and complement each other's strengths.) In
particular, we would like to thank the DOST-NCR RTEC members who have continuously
assisted us in the evaluation and review of projects in the region. We are also grateful to
the Financial and Administrative Management Service of the DOST Central Office for
their invaluable assistance to DOST-NCR operation.
On a personal note, I would like to acknowledge my staff at DOST- NCR for consistently
exhibiting good team work and strong commitment to S&T delivery. I am especially proud of
their positive work attitude.
I am confident that given this same winning attitude and our needed resources, DOST-NCR
will notch further accomplishments, not only as an agency of the DOST, but as a strong ally of
SMEs and of the budding scientists and entrepreneurs in the National Capital Region.

The National Capital Region
The National Capital Region, more popularly known as Metro Manila, is the country's
political, economic, social, educational, recreational and cultural hub.
At present, NCR is home to several trading
centers, shopping malls, and major financing
institutions: 47 commercial banks, 16 thrift
banks and two (2) specialized government
banks. There are 81 higher educational
institutions including 1,559 elementary and
secondary schools in the metropolis posting
a literacy rate of 92.4 percent.
Important sectors of the economy include agriculture (agribusiness), service and industry
particularly food processing, textiles and garments, gifts, housewares, electronics and
automobile parts, of which the industrial sector is concentrated in the Metropolitan
Manila region.

About DOST-NCR Office
The DOST-National Capital Region is committed to carry out and discharge the
mandate, functions and institutional responsibilities of the department at regional level.
It serves as the DOST’s extension arm and tasked to provide effective and efficient S&T
services to the clients in the Metropolis as well as coordinate with other government
agencies and LGUs on matters related to S&T.
The office is headed by its first Regional Director, Dr. Teresita C. Fortuna who was
appointed by President Gloria Macapagal Arroyo last October 22, 2004. She is assisted
by eight staff functioning as the primary workforce in the S&T service delivery to different
stakeholders in the region.

In addition, five Regional Technical Evaluation Committee (RTEC) members offer
particular/special support in the assessment and evaluation of projects enrolling under
the Small Enterprises Technology Upgrading Program (SETUP) – a banner program of
the Department in the promotion of micro, small, and medium enterprises (MSMEs).
A total of twenty one designated point persons from the different agencies of DOST
provide complementary backup support in the operation of the NCR office.
Administratively, the Central Office provides the support on human resource and
financial management of the DOST-NCR Office operation.
Primarily, the Office acts as the extension arm of DOST institutes and councils and
attached agencies in the promotion of technology and S&T related services. It offers
programs and projects that support the adoption of technology and related science
activities in the National Capital Region.

To optimize the serviceability of limited manpower of the Office operation, a designed
clustering of area is identified and initiated. These clustering function the same and
similar to the operation of typical DOST Provincial S&T Offices (PSTOs) in other regions.

Vision
DOST-NCR envisions becoming the growth center for technological innovation and
adoption with S&T contributing significantly to enhance the productivity and
competitiveness of industries and major stakeholders and providing solutions to pressing
regional problems.

performance. Dr. Perez personally visited five (companies) technology recipients in the

Part of the ROS performance review procedure is presentation of accomplishment
reports during the year. Five (5) new sets of companies (technology adoptors), which the
DOST-NCR has also assisted, gave testimonies about tangible benefits they gained.
One of the testimonies highlighted on the shelf life technology on “balut” gourmet. This
technology offers extending the products life from the normal life of 4 days to more than
1 year.

Program (SETUP)
SETUP assisted projects in the National Capital Region
Under SETUP assistance, the DOST-NCR Office evaluated more than 24 companies
belonging to different sectors of industries, of which more than 17 of them acquired
favorable and directly needed technical and financial assistance. In total, about
Php12.4million pesos of direct value of assistance i.e. in the form of equipment
acquisition has been awarded to participating companies.

As per Special Order No. 191, series of 2003 issued by Usec. Florentino O. Tesoro, the
role of the RTEC members are:
1. to review/evaluate project proposals for endorsement to the SET-UP National
Program Management Office (NPMO) for support
2. assess and recommend technologies generated by the Councils and its member
institution to ensure that these are made available and accessed by SET-UP
beneficiaries
3. recommend other types of technical assistance as may be identified during the
evaluation to ensure that the projects are able to attain targeted output
4. review engineering design and efficiency of equipment proposed/requested
5. submit evaluation /assessment report and other relevant information to NPMO
deemed necessary for the approval of the project
6. perform other duties and responsibilities that may be requested from time to time
to ensure success of SET-UP implementation
The RTEC is also tasked to assist NPMO in the monitoring of project activities and
identify alternative course of action as agreed upon to address problems met, if any,
during the implementation of the projects.
The RTEC members also visit the potential adoptors before the projects are finally
indorsed to NPMO for final approval. This is to validate some of the documents that the
proponents submitted for evaluation and review.

HIGHLIGHTS
The year 2005 was a great opportunity for the Department of Science and Technology
–National Capital Region in delivering public service to different sectors in the NCR. In
its second year of formal existence as an office, DOST-NCR was committed to provide
honest, efficient and dedicated service by fast-tracking the adoption of technological
innovation and continuously advocating for a strong
S&T culture in the region.
As part of its goals and objectives, the office provided
assistance to micro small and medium enterprises
through 2 major programs: Small and Medium
Enterprise Technology Upgrading Program (SET-UP)
and Technology Incubation Commercialization
(TECHNICOM). In 2005, DOST-NCR assisted ten
(10) ongoing projects and nine (9) new developed

Good Manufacturing Practices, Packaging and
Labeling, Safe Use of Food Additives. Others
include two (2) technology demonstrations on
Handmade Paper and Candle Making one (1)
consultative meeting with the universities and
colleges and one (1) techno forum on Dyeing of
Indigenous Fibers. In these activities one hundred
four (104) firms/SMEs were assisted with 457
participants.
Under the TECHNICOM program, one company was established. Concio’s Food
Corporation adopted the mature technology developed at the ITDI-FPD on food
processing. This project was carried out in cooperation with ITDI (FPD), PCIERD, and
DOST-NCR. The processed balut technology called “Balut” Gourmet is available in
different flavors – afritada, caldereta and in brine. And in July 2005, a grant from the
TECHNICOM program was approved and
awarded the financial assistance worth
P884,700, which is intended for shelf life studies
and marketing research of the flavored balut.
Another significant accomplishment of DOSTNCR is the technical assistance to LGU of
Muntinlupa City through Hon. Jaime R. Fresnedi.
This is the technology transfer demonstration
project on bioreactor. This bioreactor project
aims to minimize problems on market wastes
disposal. It promotes low energy cost and does
not emit toxic compounds, and complies with
RA9003 or the “Ecological Solid Waste
Management Act of 2000”.

This project is an undertaking between DOST-NCR, ITDI-MGD and LGU, Muntinlupa
City. A signing of the Memorandum of Agreement was held last June 29, 2005. An
operators’ training for 8 participants from the LGU was also held last July 27, 2005.
The 500 kg capacity Bioreactor project was fully operational on August 10, 2005;
followed by its launching on August 16, 2005. Moreover, laboratory analysis for N-P-K
content is being conducted to determine the component of the compost material
intended as organic fertilizer. DOST-NCR also plans to develop a procedural manual of
operation for the bioreactor equipment.

In addition to the technological assistance that
DOST-NCR imparted to the SMEs, LGUs,
universities, and other government and private
institutions,
the
office
was
active
in
disseminating and promoting science and
technology. In 2005 alone, DOST-NCR
participated in six (6) radio interviews via phone
patch and four (4) TV appearances in IBC 13
and NBN 4. Five (5) press releases were also
featured in the major dailies like Manila Bulletin,
Philippine Star and Manila Standard about the
projects and activities of DOST-NCR.

The office also strengthened its linkages with government and private sectors such as

Multi-purpose
Cooperative
(MALIMPCO), Urban Assets Reform (UAR)
and Integrated Nursery Vermi-culture Waste

National High School held last October 3, 2005.

Upgrading Program
Food Sector
...Refreshingly New Tea Ventures…
Tea drinks nowadays are becoming popular in the
Philippines because of its reported healthy benefits.
That’s why Tea Ventures Company, Inc. (TVC)
ventured into manufacturing tea drinks blended with
colorful and delicious fruit juices.
TVC products are packed in 2-L HDPE bags which
are poured into “granita machines” where it is
continuously chilled, blended and sold in 12 to 16
ounce glasses with the brand Teazers. The company
began sometime in 1995 with its first outlet in
Glorietta, Ayala Center and then expanded to 15
more market outlets in famous universities, and
malls.

Before DOST’s intervention, the company was
experiencing problems on short product shelf life due to low
filling and sealing temperature; limited production capacity
and high fuel cost due to longer time cooking; high product
wastage due to spillage and spoilage; limited distribution
reach and frequent and high delivery cost due to short
product shelf-life.

When TVC learned about DOST-SET-UP’s assistance, Ms.
Anna Maria Alcantara, General Manager of TVC did not
waste time. She met with DOST-NCR staff to complete the
requirements to avail of SET-UP’s support. DOST-NCR
and its RTEC members provided technical assistance and
technology needs assessment.
With SET-UP’s intervention, the company was able to
acquire Steam-Jacketed Kettle, Holding Tank , Sanitary Pump and Piping, Air Valve
Fillers with Foot Switch, Steam Boiler , Water Softener, Continuous Sealer, and
Stainless Steel Cooling Tub amounting to P750,000. With the acquisition of this
equipment, product stability and quality was improved by following proper processing
temperature and reducing product handling thus extending product’s shelf-life.
Problems on spillage, spoilage and high fuel cost are now a thing of the past.
Now the company is closer to its dream of seeing its products sold in ready-to-drink 500ml bottles, thereby allowing them to reach and serve wider market base. Tea Ventures is
now considered “DOST-enabled” company.

Food Sector
… Originally Filipino Unique and Delectable Taste
of Polvoron in the House of Polvoron…
MOTZ Food Products (MFP) started off as a
backyard business with a two-man team in 1988,
selling unbranded polvoron in small volumes. In
its effort to gain ground in the high competitive
snack food market, the company sought DOST’s
assistance on packaging and labeling in 2002.
Consequently, MFP launched its branded
polvoron line, “House of Polvoron (HOP)”. With
the new packaging and labeling, HOP is
gradually gaining recognition in both domestic
and international market.
In 2003, the first House of Polvoron mall outlet opened in SM Megamall. Since then,
Motz Food Products was continuously assisted by DOST-NCR through trade fairs,
training on Good Manufacturing Practices, technical and consultancy services and just
recently, a seed fund for the acquisition of equipment and machineries for the
mechanization of MFP’s production.
Ms. Charlotte Caliwara, Assistant General Manager of MFP also sought SET-UP’s
assistance to be able to upgrade the company’s production and packaging process from
manually to fully-mechanized operation by acquiring kettle with scraper type mixer,
molder, automatic band sealer, ribbon mixer and shrink packaging machine. The new
equipments are helpful in standardizing MFP’s production process thus improve the
quality and shelf life of its products.
Motz Food Products is currently selling its products in different variants and flavors –
pinipig, cashew, pili, walnuts, cookies and cream, chocolate and assorted flavors in more
attractive packages. The House of Polvoron can now be seen in SM Megamall, SM
Southmall and Glorietta and envisions opening more market outlets in the near future.

Toscano-Soriano
Trading (TST) started in
1985 with a capital of P50,000 as a repacking
business for snack food items such as polvoron,
pastilles and assorted candies. They later
experimented on producing dried dilis and squid
which became bestsellers and made the
Toscano brand “Seakid” popular. Eventually Mr.
and Mrs. Toscano concentrated on food
processing.
With increasing demand for their products, Mrs.
Elizabeth Toscano realized the need to expand
and improve their production thus they sought for expert’s advice. In 2004, the company
became a recipient of DOST-TAPI’s Manufacturing Productivity Extension Program
(MPEX) which assists small and medium enterprises (SMEs) in the manufacturing sector
to attain higher productivity. MPEX consultants conducted a productivity needs
assessment and observed that the workers were not strictly following good
manufacturing practices and the production equipment such as big frying pans poses
safety risk for their workers. The company also needed a lot of improvements in their
processing and packaging methods in order to improve its product quality and
consistency.
Through MPEX, the workers of TST were trained for 5S and Good Manufacturing
Practices. Improvements from these trainings are visible in the factory and office. The
next step was to upgrade the production equipment of the company. This is where the
DOST-Small Enterprise Technology Upgrading Program (SET-UP) came in.
DOST-NCR facilitated the acquisition of Oven, Cooker/Mixer, Dryer/Dehydrator,
Dehumidifier and Vacuum Packing Machine Sealer through a P839,000 assistance from
DOST-SET-UP. The cooking equipment improved the consistency of the products and
prevented oil spills and accidents. The Dryer/Dehydrator achieved consistent drying of
raw materials and avoided contamination from dust and dirt as compared to their
previous sundrying technique. The vacuum packaging machine helped retain the
crispiness and quality of the products thus extended the products’ shelf life.
Today, the products of Toscano-Soriano Trading are sold in major groceries,
supermarkets and convenient stores in Metro Manila. They are also exported through
regular exporters/consolidators. The company also plans to export its products directly in
the near future. However, to be able to do this, the company needs to obtain a HACCP
certification.
With the help of DOST-NCR, the managers and staff of the firm were trained with
Hazard Analysis and Critical Control Points (HACCP) and Introduction to Shelf Life
Studies. And now, the company is currently working for its HACCP certification.
Acquiring its HACCP certification will surely give TST a competitive advantage in the
domestic market and will enable them to conquer the export market.

…Boosting the production capability of a micro enterprise…
Marisa’s
Food
was
established
sometime in September 2000 when Marisa
del Rosario-Demin took the challenge of
entrepreneurship in food industry. It started
when Marisa was still assisting her mother in
small catering/canteen business in Bulacan.
Enticed by the growing business of her
mother, she was compelled to attend short
courses related to food business. Later, she
decided to put up her own business.
She ventured into atchara (pickled papaya),
peanut butter and bagoong isda manufacturing. Out of her product line, atchara soon
become popular to her friends and neighbors that she concentrated producing it. The
production was just intended for her very small market until such time that she had been
contracted by one of the biggest bakeshops (Red Ribbon Bakeshop) in the country to
supply atchara to them. Marisa’s Foods supplies at least 200 kilograms of atchara
weekly to the bakeshop chain.
With its growing market, Ms. Demin sought the
assistance of DOST to upgrade her conventional
method of manufacturing atchara. And through
DOST-SETUP, Marisa’s Foods was given
assistance to acquire equipment to boost its
production capacity and accommodate the
increasing demand of atchara in the local market.

press and vegetable preparation machine, Ms.
Demin underwent training on Current Good
Manufacturing Practices (cGMP) conducted by
DOST. She was also given technical assistance to
improve its production process and product quality
by the ITDI’s Food Processing Division.

…Mechanizing Ice Tea Production to Meet
International Standards...
Established in 2003, Marventure Corporation ventured
into manufacturing and selling of iced tea concentrates
and ready to drink iced tea with the brand “Allmytea”. In
the same year, the company acquired DOST-ITDI’s
service on product specification and nutritional analysis.
Since the market trend is moving on the natural and
healthier side, Allmytea is gaining acceptance in the
consumer market. But because the company still applies
the manual process of production, it has a limited
production capability. Thus, it cannot supply the
supermarkets and groceries nor satisfy the increasing
market demand.

Upgrading Program (DOST-SET-UP), Ms. Janice L.
Buenaventura, Operation Manager of Marventure Corporation approached DOST-NCR
for help. Since the company is new, DOST-NCR and RTEC members conducted a
technology needs assessment for Marventure to determine the technology needs of the
company.

With DOST SET-UP’s assistance amounting to
P883,000.00, the company was able to acquire 2
units steam jacketed kettle, hydraulic fruit extractor,
boiler, tea extractor with press and water treatment
with accessories. The new equipment was
essential in standardizing the production process of
Marventure. What’s more, the cooperator was
trained on Hazard Analysis Critical Control Points
(HACCP), Good Manufacturing Practices (GMP)
and Shelf Life Studies of Food Products. The
company is currently working on its shelf life
studies – the first step in meeting international
standards.
Through DOST’s intervention, the company expects to increase its production volume by
35%, improve product’s quality and increase its sales and eventually tap the export
market.

package, creative marketing, and a competitive
price to run a successful and profitable
enterprise? You may be a whiz at marketing, but
this is simply not enough to be a whiz at
business. This was a lesson learned by FilChoice Food Industries, Inc. The company knew
from experience that staying ahead of the
competition and generating new clients meant
having the right technology and equipment.
Founded in 1998, Fil-Choice Food Industries,
Inc. is engaged in manufacturing of sweet fruit preserves, condiments, bottled fish, and
seasonings. The company is primarily exporting its products to USA, Canada and UAE.
It is currently servicing 12 distributors in the export market.
In order to maintain the trust and satisfaction of its customers and with the stricter
standard requirements of the importing countries, the company sensed the necessity to
upgrade their process and acquire the appropriate equipment for their production. Since
then, Fil-Choice has been actively visiting DOST-ITDI to seek for new developments and
improvements for their process and operation.
Upon learning about SETUP, the company did not hesitate to ask the help of DOSTNCR. With the help of its RTEC members, DOST-NCR assessed the technology
requirements of Fil-Choice. Through SETUP, Fil-Choice was able to upgrade its process
and acquired steam jacketed kettle, steam retort and boiler amounting to P825,000.
With the acquisition of the new equipment the firm
saved on its operating cost and improved the quality
of its products thereby eliminating rejects due to
under or over processing. The company also
achieved an increase in production capacity and
increase in revenue by 10%. Most importantly, it has
complied with the standard requirements being
imposed by the importing countries

equipment increases the production capacity and accuracy in dimension of the finished
products. It also improves product quality and skills of the CAD operators.

... Measuring the Benefits of Mechanical Accuracy...
Anticipating
future customer needs and
taking risks with capital expenditures can be
very challenging for a company and requires
confidence,
particularly
during
volatile
economic
times.
However,
for
HDM
Technologies, Inc. the decision to purchase a
new coordinate measuring machine (CMM)
was the logical next step in expanding its
capabilities.
With this in mind, HDM Technologies, Inc.
sought the assistance of DOST-SET-UP in
acquiring the coordinate measuring machine
along with technical training of personnel. The
company was granted P1,000,000 by SET-UP in
order for it to acquire the needed production
equipment.

Measuring Machine (CMM) through SETUP

The new equipment enables the company to perform crash protection, offline
programming, reverse engineering, shop floor suitability, and SPC software and
temperature compensation. CMMs are comprised of four main components: the machine
itself, the measuring probe, the control or computing system, and the measuring
software.
Purchasing the CMM has had positive results for the company. It improved the
machining capability of the company thus improving product quality comparable to
international standards. It also enhanced the technical know-how of its employees in
software operation and reduced wastage and rejects. Aside from this it has expanded its
capacity to produce new product lines. But most importantly, it has opened the door to
more orders for HDM Technologies, Inc. This shows that continuous improvement of
processes and capabilities can lead to new business and can increase profitability.

... Increasing capability through equipment acquisition…
Year 2000 started a new market trend for
Concepts Trading Corporation as the trend
towards globalization greatly affected the
Philippine carpet industries due to dumping
of cheaper imported products. This is due to
lower tariff imposed upon imported products
and the raw materials are petrochemical
based, which the country does not have,
therefore, commands relatively high cost to
local buyers and producers as well.
In this respect, with such high value of raw
materials for carpets, Concepts Trading Corporation looked for alternative raw materials.
And the utilization of indigenous products such as tinagak/abaca fiber to be mixed with
acrylic, nylon, and similar mixture could provide better advantage for the company as
well as for the Philippine carpet industry in this global trend competition.
With the indigenous materials like abaca and
tinagak, which are promising and excellent
materials for the production of fibercraft products
for carpet, the company could find high-end
markets abroad. To tap the high end market the
raw materials should also be of good quality. In
order to produce consistent sizes of abaca and
tinagak farmed out from suppliers in the village
and provinces, acquisition of appropriate
machineries is needed by the company. Without

markets abroad for carpet with component of indigenous materials, and this is what the
company looks forward to have access to.

Technology Transfer Services
The Bioreactor technology: an experience at Muntinlupa City
Ajoint undertaking among DOST-NCR, ITDI, and the LGU of Muntinlupa City was
developed through the transfer of technical know-how on the proper handling of highly
organic “palengke” wastes. Thru the technology developed at ITDI, a pilot operation of
the bioreactor technology at the Alabang Public Market is currently being showcased to
demonstrate partial compliance to RA 9003, also known as the Solid Wastes Act of
2003.
Hon. Mayor Jaime R. Fresnedi of Muntinlupa City took advantage of the technology
demonstration facility, which aims to reduce the volume of organic “palengke” wastes
generated every day in the market place. The demo facility operates at 250kg/day
capacity and converts the wastes into compost material.
Within this year, the LGU of Muntinlupa is embarking on the fabrication of much bigger
size and permanent facility using the bioreactor technology.

DOST-NCR assists DOLE in Poverty Alleviation Project
At Malacanang Palace, President Gloria Arroyo and Secretary Estrella Alabastro
together with the Acting Secretary of DOLE, Danilo P. Cruz and DOST-NCR Regional
Director, Dr. Teresita C. Fortuna and other officials of DOLE witnessed the launching of
the Poverty Free Zone Program cum technology on Handloom Weaving and Training on
High Speed Sewing for the women sector of Barangay East Rembo in Makati City held
last July 5, 2005. The women members of the Makati Livelihood and Integrated Multipurpose Cooperative (MALIMPCO) based in Makati City is the recipient of Php1.2million
grant from DOLE and with the technical assistance from DOST, TESDA, and other
partner government agencies.
DOST’s participation to this project is the provision of free weeklong training on
handloom weaving technology and provision of 1 unit of the handloom weaving machine.
Of course, it had become possible thru the cooperation Dr. Carlos C. Tomboc of the
Philippine Textile Research Institute (PTRI).
Through a Memorandum of Agreement (MOA) executed between DOST-NCR, DOLE,
MALIMPCO and other partner agencies, this project made happen the improvement in
productivity of 30 women members of the cooperative who manufactures tablecloth,
tailored curtains, bed sheets, and pillowcases. And complemented by the available
technology on handloom weaving, the products become more attractive in the market;
thus, creating various design and colors. This year, another training on tie dying shall be
undertaken by PTRI for MALIMPCO.

Technology Incubation and Commercialization
Program (TECHNICOM)
“Balut” gourmet: truly exotic as a result of technology
DOST-NCR in collaboration with ITDI and in cooperation with Concio’s Food Corp.,
a new and emerging exotic product called “balut” gourmet is gaining momentum in the
market today. With the grant money and technical assistance from DOST’s Technology
Incubation and Commercialization Program (TECHNICOM), the “balut” gourmet is
currently undergoing shelf life test analysis and commercial market research to
determine its viability in the local and export markets. Normally, shelf life of “balut” lasts
for 4 days only, but with the technology from ITDI, it extended to more than 1 year.
Dedicated production lines at the Food Processing
Facility building (FPD) of ITDI thru the TECHNICOM
grant is equipped with production equipment and have
just been completed and operational. At the facility,
the production had already generated more than 2000
bottles of “balut” gourmet, of which more than 500
were utilized for free taste tests.
This “balut” gourmet project thru TECHNICOM had
also generated 5 full time employments and with store
outlet already established at the prominent
Tiendesitas in Ortigas serving continuous free taste
test during store hours. Further in line with the taste
test, a survey had been conducted and showed
impressive results. The survey initially established that
the local market of “balut” gourmet belongs to Class
AB.
Currently, Concio’s Food Corp is negotiating on possible export market from Hongkong
and Middle East.

Trainings and Seminars
GMP and HACCP is the way to go for food producers
In 2005 alone, DOST-NCR has rendered servicing the conduct of training on Good
Manufacturing Practices (GMP) and Hazard Analysis Critical Control Points (HACCP)
close to 20 selected food manufacturing companies in the National Capital Region.
It had become possible through the cooperation of the Philippine Council for Industry
and Energy Research and Development (PCIERD), and Philippine Association of Food
Technologist (PAFT). This undertaking forms part of the project entitled “Food Safety
Programs for Micro, Small, and Medium Scale Food Industries” aiming at upgrading food
safety and quality of the local food processing industries.
Phase II of the training, which will happen this year (2006), involves the review and
verification of written requisite curriculum and HACCP Plan developed for each
participating companies.

™ Awareness Seminar on Productivity Improvement
(March 18, 2005)
This seminar gave the participants an overview on how to improve their
productivity to cope up with the stiff competition in the local as well as the
global market. The activity was comprised of 3 topics that included Current
Good Manufacturing Practices (cGMP), Energy Audit and Cleaner Production
Technology. It equipped the participants with set of principles on how to
enhance their overall productivity using the abovementioned topics.

™ Seminar on Disaster Mitigation
(July 26, 2005)
The seminar discussed on how to manage situation like occurrence of
earthquake and related disaster. Participants were given lectures about the
Marikina Valley Fault System, its probable activity in the future and how to
mitigate disaster in case activity of the fault takes place. It was participated
by teachers students, school officials, local government units of the city of
Marikina. The main speaker of the seminar was Dr. Renato Solidum, the
Director of Philippine Institute of Volcalogy and Seismology (PHILVOLS).
™ Upgrading the Local Fashion Industry Through Seminar/Workshop on
Dyeing of Indigenous Fibers
(July 26-27, 2005)
The course was designed to provide
the participants with the knowledge
and techniques in dyeing of buntal,
abaca, maguey and other indigenous
fibers. It also covered an overview of
the textile manufacturing process and
fiber types, pretreatment processes,
dye classification and dyeing process.

™ Bioreactor Operator’s Training Course
(July 26, 2005)
This course was intended to provide
know-how on the operations of the
ITDI’s Bioreactors. The participants

for sustainable operation of the
Bioreactor in converting market waste
to organic compost.
™ MALIMPCO Training on Handloom Weaving
(October 17-21, 2005)
This training was designed for the
Makati Livelihood Integrated MultiPurpose Cooperative, a recipient of the
Poverty Free Zone Program of DOLE.

SETUP assistance in 2004 were chosen to appear for TV guesting at NBN Channel 4
last October 18-22, 2005. The TV program “The Morning Show, Tinig ng Bayan” hosted
by Ms. Veronica Baluyot had an exchange conversations with the owners of the
following SETUP assisted companies: Mr. and Mrs. Nandy Esquerra of Mapagmahal

Information and Multi-media Promotion
Regional Director Fortuna guests at IBC Channel 13
Regional Director Teresita C. Fortuna was guest speaker in the 30-minute TV
program on IBC Channel 13 hosted by Ms. Gina dela Vega-Cruz last November 1, 2005.
The TV program entitled “Serbis on the Go” was among series of TV appearances to
promote SETUP in reaching more MSMEs.
Dr. Fortuna encourages the TV viewers particularly entrepreneurs to try availing SETUP
assistance of DOST if one wants to acquire technology, upgrade production, attend
different training and seminars, product quality improvement and receive packaging
assistance.

communities and promote technology for livelihood to become part of every body’s lives.

DOST-NCR hosts the 14th Philippine Statistics Quiz
(PSQ) Contest
DOST-NCR in partnership with National Statistics Office (NSO) - National Capital
Region hosted the annual holding of the Philippine Statistics Quiz contest last November
15, 2005 held at the DOST Compound in Taguig City.
24 freshman students from selected universities and colleges participated in the
statistics contest. The guest speakers during the event were DOST Assistant Secretary,
Dr. Carol M. Yorobe and Vice Mayor of Taguig City, Atty. George Elias. Emerging
winners of the contest is Vladimir Austria of Ateneo de Manila University and the runnerups from University of the Philippines and Mapua Institute of Technology.

Held every month of July, the annual holding of National Science and Technology
Week is gaining more momentum for entrepreneurs to adopt technologies in their

Human Resource and Management
Team Building at Sariaya, Quezon
Thru the initiative of Director Fortuna, the DOST-NCR staff held a “team building
session” while receiving accomplishment and planning for the targets and future
activities of the NCR Office. The bonding session was held at Guisguis, Sariaya, Quezon
last May 2005.
Team building is an effective way to further strengthen the working relations and
camaraderie among the staff. It is a process of learning and getting-to-know more about
personal and working preferences of the staff while having leisure moments on the
beach!

Financial and Human Resource Management
In 2005, DOST-NCR office has received an allotment from the national government
of about Php1.875M funding with about 88% or Php1.638M already obligated. This
expenditures reflected direct office expenses. Funding for specific projects was sourced
from DOST National Programs. This year DOST-NCR got a total funding of P12.2
million from SETUP and P885,000 from TECHNICOM. Other projects and activities are
co-implemented with other agencies of government, non-government organizations,
private sector and industry associations.
There are 3 major sources of funding for office operation for CY2005 such as SETUPRegional Programs Management Office, sub-allotment from the central office, and the
TACIS support fund. The breakdown is presented below:

In terms of manpower, the initial DOST-NCR operation of 5 personnel including the
Regional Director, has grown today to 9. NCR’s operational structure is unique such that
the administrative and financial transactions are handled by the DOST Central Office.
Currently, the following personnel support the operation of NCR service delivery:

Despite very limited number of personnel, DOST-NCR continued to send its staff to
