INVITATION
The Vienna NGO Committee on Human Rights in co-operation with the Bruno Kreisky Forum for
International Dialogue invite you to participate in a Roundtable discussion on the draft regulation for a
European Agency on Fundamental Rights (COM 2005-280 from 30.06.05), which will take place on 7
October 2005, at 9.00 in the premises of the Bruno Kreisky Forum, 1190 Vienna, Armbrustergasse 15.
The goal of the roundtable will be to give NGOs committed to the promotion an application of human
rights a possibility to state their opinions and possible suggestions, which thereafter will be transmitted
to the European decision making bodies. The roundtable will mainly concentrate on suggestions
concerning the future work of the agency and on the best way of organising the future co-operation of
the agency with civil society.
NGOs are requested to send their possible statements in written form to the organisers of the
roundtable, who will then put them at the disposal of the participants. (Aaron Rhodes, via e-mail to

The roundtable will be initiated with short introduction lectures by Mr. Alain Brun (European
Commission) and Ms. Beate Winkler (European Monitoring Centre on Racism and Xenophobia),
explaining the draft resolution and EUMCs experiance, Ms. Kinga Gal (rapporteur of the European
Parliament, to be confirmed), Ms. Lotte Leicht (Human Rights Watch, Brussels office) and Mr. Simon
Wilson (Social Platform, Brussels, to be confirmed) will then state their opinions on the draft
regulation. Thereafter the floor will be opened for a general discussion.
Mr. Manfred Nowak, UN Special Rapporteur on Torture, will chair the roundtable and sum up its
results.
Unfortunately, travel and accommodation costs of participants cannot be covered by the organisers.

The Vienna NGO Committee on Human Rights
The Vienna NGO Committee on Human Rights was founded on 28 April 2005. About 30 NGOs
participated in the work of a nominations committee chaired by Prof. Manfred Nowak, UN Special
Rapporteur on Torture, which transformed then into the NGO Committee. Mr. Aaron Rhodes, director
of the International Helsinki Federation for Human Rights was elected chairman. The Committee is
part of the Conference of Non-governmental Organisations (CONGO), accredited to the United
Nations (UN).
The aims of the Committee are:
• To promote the further development and application of human rights, standards and
principles;
• Facilitate the activities of NGOs that are dedicated to the promotion of human rights; and
• Convene meetings and act as a forum for the exchange of information and views on matters of
common interestIts members are full members if they have ECOSOC or other UN status or are associate members, if
they are not profit organizations not complying with the conditions above but having expertise and
interest in the field of promoting human rights.

The Bruno Kreisky Forum for International Dialogue
The Bruno Kreisky Forum for International Dialogue was founded in 1991, in pursuit of the
international activities of Bruno Kreisky and in an endeavor to carry on what had always been of
special concern to the statesman Kreisky. As a permanent center of dialogue, the Forum has made as
its principal objective the gathering of politicians, academics and critical minds from around the globe
for an exchange of ideas and opinions, and deriving from the outcome of this exchange answers and
possible solutions to complex issues and problems that call for a global response.
The European tradition of intellectuals and scientists taking a public stand on political events and in
particular on conflicts or armed hostilities is thus revived and transposed to the present through topical
commentary and reflection.
The Kreisky Forum regularly invites internationally recognised politicians, opinion leaders,
representatives of the business community and academics to panel discussions, symposia, lectures, and
seminars. It also organises meetings with such guests that provide representatives and friends of the
Forum with an opportunity to meet and discuss in small groups with actors and experts in world
politics.

EINLADUNG
Das „Vienna NGO Committee on Human Rights“ in Zusammenarbeit mit dem Bruno Kreisky Forum
für Internationalen Dialog lädt
am Freitag, 7. Oktober 2005, ab 9.00 Uhr zu einer
Diskussionsveranstaltung über den Vorschlag für eine Verordnung des Rates zur Errichtung einer
Agentur für Grundrechte (COM 2005 - 280 vom 30.06.05) in das Bruno Kreisky Forum, 1190 Wien,
Armbrustergasse 15
Ziel der Veranstaltung wird es sein, den mit der Sicherung der Menschenrechte befaßten europäischen
NGOs Gelegenheit zu geben, vor einer Beschlußfassung über den Entwurf Anregungen und
Meinungen zu äußern, die dann an die Entscheidungsträger geleitet werden sollen. Im Vordergrund
werden dabei Vorschläge für die Schwerpunkte der zukünftigen Arbeit der Agentur und über die beste
Form der Zusammenarbeit der Agentur mit der Zivilgesellschaft stehen.
NGOs werden gebeten, ihre Stellungnahmen vorweg den Organisatoren schriftlich zur Verfügung zu
stellen, damit sie bei der Veranstaltung als Diskussionsunterlagen aufgelegt werden können.

Es ist vorgesehen, daß die Veranstaltung mit Vorträgen eingeleitet wird, in denen die Europäische
Kommission ihren Entwurf und EUMC die beabsichtigte Zusammenarbeit mit der Zivilgesellschaft
erläutert. Frau Lotte Leicht von Human Rights Watch (Brüssel) und Herr Simon Wilson von der
Social Platform (Brüssel) werden ihre Stellungnahmen abgeben. Hierauf sind alle anwesenden NGOs
zu Stellungnahmen eingeladen.
Herr Manfred Nowak, UN Special Rapporteur on Torture, wird die Diskussion leiten und am Ende
eine Zusammenfassung geben.
Leider können Reise- und Aufenthaltskosten der Teilnehmer nicht von den Organisatoren
übernommen werden.

Das Vienna NGO Committee on Human Rights
Das Vienna NGO Committee on Human Rights wurde am 28 April 2005 gegründet. Ungefähr 30
NGOs nahmen an der Arbeit in einem Nominierungskomitee teil, das von Prof. Manfred Nowak, UN
Special Rapporteur on Torture, geleitet wurde, und dann in das NGO Committee transformiert wurde.
Herr Dr. Aaron Rhodes, Direktor der Internationalen Helsinki Föderation für Menschenrechte wurde
zum Vorsitzenden gewählt. Das Komitee ist Teil der Conference of Non-governmental Organisations
(CONGO), die bei den Vereinten Nationen (UN) akkreditiert ist.
Die Ziele des Komitees sind:
• Die Einhaltung und Weiterentwicklung der Menschenrechte, Menschenrechts-Standards und
Menschenrechts-Prinzipen zu fördern;
• Die Aktivitäten von NGOs, die sich mit der Einhaltung und Förderung der Menschenrechte
beschäftigen, zu fördern; und
• Treffen zu organisieren und als Forum für den Austausch von Informationen und Meinungen
in bezug auf gemeinsame Themen zu dienen
Die Mitglieder des Komitees sind Vollmitglieder, sofern sie einen ECOSOC oder einen anderen UNStatus, ansonsten sind sie assoziierte Mitglieder, sofern sie not profit Organisationen sind, die zwar
keinen solchen Status haben, aber Expertise und Interesse die Menschenrechte zu fördern.
