Consideration of adopting the Committee’s recommendation to the Board on plans for closure
and/or teach-outs pursuant to Chapter 7, Subchapter A, Section 7.7(5) regarding Anamarc
College-El Paso East (Gateway), Anamarc College-El Paso Central (Dyer), Anamarc CollegeSanta Teresa (Airport), Instituto Tecnologico Estudios Superiores de Monterrey-Houston, and
Everest College-Ft. Worth
RECOMMENDATION:

Background Information:
Pursuant to Chapter 7, Subchapter A, Section 7.7(5), Closure of an Institution, requires
that the Coordinating Board be notified at least 90 days prior of the planned closing date and
shall be subject to Board approval.
Anamarc College-El Paso East (Gateway):
Anamarc College-El Paso East (Gateway), 8720 Gateway East Blvd., El Paso, Texas 79936,
ceased providing instruction without prior notice to the Coordinating Board or students,
effective July 2, 2014, due to financial instability. Minimal staff was retained to facilitate student
records requests and negotiate possible teach-outs or school purchase. The Coordinating Board
was notified of the institution’s actions via email by Dr. Ana Maria Piña Houde, CEO of Anamarc
College, on July 3, 2014. The institution had 154 active students (degree and non-degree
programs) at this campus at the time of cessation of classes. The institutional and
programmatic accrediting agencies, Coordinating Board staff, and Texas Workforce Commission
staff are working with institutional personnel in an attempt to facilitate possible teach-outs or
communications with students as to their options for continued education, loan forgiveness, or
tuition reimbursement. After closure, student transcripts may be obtained by contacting
Anamarc via email at: [email protected]. In addition, ACICS, the institutional
accreditor, is working with the institution to facilitate a possible third party custodian of student
records. The institution’s Certificate of Authorization will be cancelled either upon notification
that no teach-outs are possible or at the end of a short teach-out period to allow several
students in the Occupational Therapy Assistant degree program to finish their last semester.
Anamarc College-El Paso Central (Dyer):
Anamarc College-El Paso Central (Dyer), 3210 Dyer5 Street, El Paso, Texas 79930, ceased
providing instruction without prior notice to the Coordinating Board or students, effective July 2,
2014, due to financial instability. Minimal staff was retained to facilitate student records
requests and negotiate possible teach-outs or school purchase. The Coordinating Board was
notified of the institution’s actions via email by Dr. Ana Maria Piña Houde, CEO of Anamarc
College, on July 3, 2014. The institution had 348 active students (degree and non-degree
programs) at this campus at the time of closure. The institutional and programmatic
accrediting agencies, Coordinating Board staff, and Texas Workforce Commission staff are
working with institutional personnel in an attempt to facilitate possible teach-outs or
communications with students as to their options for continued education, loan forgiveness, or

Anamarc College-Santa Teresa (Airport):
Anamarc College-Santa Teresa (Airport), 2660 Airport Road, Suite 780, Santa Teresa, New
Mexico 88088, ceased providing instruction without prior notice to the Coordinating Board or
students, effective July 2, 2014, due to financial instability. Minimal staff was retained to
facilitate student records requests and negotiate possible teach-outs or school purchase. The
Coordinating Board was notified of the institution’s actions via email by Dr. Ana Maria Piña
Houde, CEO of Anamarc College, on July 3, 2014. The institution had an unknown number of
active degree and non-degree students at this campus at the time of closure. The Certificate of
Authorization allowed the Santa Teresa campus to place students at Texas clinical or internship
locations. The institutional and programmatic accrediting agencies are working with institutional
personnel in an attempt to facilitate possible teach-outs or communications with students as to
their options for continued education, loan forgiveness, or tuition reimbursement. New Mexico
higher education authorities will also need to be consulted regarding any teach-out of students
at this campus. After closure, student transcripts may be obtained by contacting Anamarc via
email at: [email protected]. In addition, ACICS, the institutional accreditor, is
working with the institution to facilitate a possible third party custodian of student records. The
institution’s Certificate of Authorization will be cancelled at the same time the Texas campuses’
Certificates of Authorization are cancelled.
Instituto Tecnologico Estudios Superiores de Monterrey-Houston:
Instituto Tecnologico Estudios Superiores de Monterrey-Houston, 10370 Richmond, Suite 1425,
Houston, Texas 77042, received a Certificate of Authorization in March 2013, with the intention
to offer Master’s degree programs. The main campus is located in Monterrey, Mexico. A
decision was made in July 2014 to close the Houston location and not establish degree
programs. No degree programs were offered at the Houston location; therefore, no student
records were created. The institution’s Certificate of Authorization was cancelled upon
notification of the campus closure.
Everest College-Ft. Worth:
Everest College-Ft. Worth, 5237 N. Riverside Dr., Suite 100, Fort Worth, Texas 76137, plans to
close on or about August 30, 2015. All enrollment activities ceased on July 8, 2014. The
anticipated final graduation date for students is June 30, 2015. After the completion of the
teach-out, student transcripts may be obtained by contacting Socle Education, Sacramento Data
Center, 980 Riverside Parkway, West Sacramento, California 95605. The institution’s Certificate
of Authorization will be cancelled upon cessation of operation at the campus.
