Anuário da Região Oeste da Bahia Western Bahia Region Yearbook Safra/Crop 2011/12 1 EDITORIAL Oeste da Anuário da Região Bahia A lição que fica Toda safra deixa uma lição. A da temporada 2011/12 mostrou que o produtor que investe em tecnologia, e faz rotação de culturas, está mais preparado para enfrentar as adversidades do clima. Não fosse isso, o Oeste da Bahia, que desde 2002 não passava por uma seca tão severa, certamente teria amargado penas ainda mais duras. Apesar da estiagem, a região terá um bom resultado geral. No total, deverá colher 7,3 milhões de toneladas de grãos, 7% a mais do que no ciclo 2010/11. A tecnologia fez do Oeste da Bahia o grande polo agrícola que é, contra as previsões negativas de muitos que, há menos de 30 anos, não arriscariam investir um só centavo na região. Por tecnologia entendam-se máquinas modernas, material genético de qualidade e adaptado para as condições de Cerrado, e insumos, igualmente, de alto nível. Porém, a tecnologia sem a técnica não seria suficiente para instaurar e manter o “milagre”. Na técnica está o manejo, mas também o dia a dia da propriedade para além das lavouras: as decisões de plantio e compra, o investimento em pesquisa, os ensaios científicos, as consultorias contratadas, as palestras assistidas, as viagens de reconhecimento de outros modelos, a experiência acumulada safra a safra, que reduz os riscos e pavimenta o caminho para os resultados positivos aparecerem. É exatamente a somatória dessas condições que explica a rápida transformação da realidade agrícola na região, e ajudou a mudar o status da Bahia de um Estado importador de alimentos e matérias-primas, como o milho, para um Estado que não apenas garante o abastecimento interno, como ainda é capaz de exportar para mercados dentro e fora do Brasil. Para uma população mundial que cresce exponencialmente, não há maneira alternativa de produzir alimentos em grande escala, fazendo diferente do que se faz hoje nos 2 milhões de hectares de lavouras do Oeste da Bahia. Boa leitura! 2 3 EDITORIAL The lesson that remains Every crop teaches us a lesson. The 2011/12 season showed that farmers who invest in technolog y and rotate crops are better prepared to face adverse weather conditions. If it wasn’t for that, western Bahia, which since 2002 had not been through such a severe drought, would have certainly endured tougher difficulties. Despite the drought, the area will have good overall results. In total, it should harvest 7.3 million tonnes of grains, 7% more than in the 2010/11 season. Technolog y has turned western Bahia into a big agricultural hub against many people’s negative forecasts, people who less than 30 years ago would not invest a single penny in the area. By technolog y we mean modern machinery, genetic material which is high in quality and adapted to the conditions of the cerrado (savannah), and equally high level inputs. However, technolog y without technique would not be enough to perform and keep the “miracle”. The technique steers not only the handling but also the day-to-day 4 routine of the property which goes beyond the plantations: the decisions regarding planting and purchases, investments in research, scientific tests, the consulting services hired, the lectures attended, the trips to learn about other models, and the experience acquired from crop to crop, which reduces the risks and paves the path so that positive results can emerge. It is exactly the sum of all those conditions that explains the quick transformation of the local agricultural reality and has helped change Bahia’s status from a state that used to import food and raw materials, such as corn, to a state that not only guarantees the domestic supply but is also capable of exporting to markets within and outside Brazil. For a world population which grows exponentially, there is no alternative way to produce food on a large scale other than how they do it nowadays on 2 million hectares of plantations in western Bahia. Oeste da AIBA Anuário da Região Bahia Em muitas frentes PENSANDO NO REGIONAL, AGINDO NO SETORIAL, A PRESENÇA DA AIBA TEM SIDO DECISIVA EM MUITAS CONQUISTAS CUJOS BENEFÍCIOS ULTRAPASSAM A REGIÃO ESFORÇO: A criação de um funding para o custeio agrícola nas áreas de Cerrado do Nordeste é uma das batalhas travadas na atualidade A atuação estratégica da Aiba tem permitido aos produtores rurais do Oeste da Bahia celebrar muitas vitórias. O impacto delas transcende o quadro de associados e é percebido não apenas momentaneamente, como através dos anos, tornando-se referências nacionais, replicadas, não raramente, em outros estados. Foi assim com a questão ambiental, que envolveu o emprego de muito esforço para alertar aos governos quanto à importância de resolver impasses causados pelo passivo do licenciamento acumulado na região. 6 A partir do alerta da Aiba, de mãos dadas com a entidade, o governo e outras instituições da sociedade civil organizada chegaram a um modelo de solução para resolver a questão. Assim surgiu o Plano de Adequação e Regularização dos Imóveis Rurais, o PARA/Oeste Sustentável. Já no fim de 2011, a cruzada empreendida pela associação em favor de uma política ambiental clara, que permitisse ao setor agrícola segurança jurídica para produzir, teve como ponto alto a publicação de uma nova legislação ambiental na Bahia. É uma vitória capaz de definir os rumos da agropecuária não apenas na região, mas em todo o Estado. O mesmo se pode dizer do êxito – espera-se que definitivo – na batalha que a Aiba empreende há mais de uma década contra o recolhimento da Contribuição Social Rural, o Funrural. Em 28 de março de 2012, a juíza federal de Barreiras, Manoela Araújo Rocha, em três sentenças publicadas, condenou a União a suspender definitivamente a cobrança e devolver aos afiliados da entidade a Contribuição Social Rural – Funrural recolhida ao longo dos últimos 10 anos. Essa decisão representa redução imediata nos custos para o produtor, e também faz justiça a ele, na medida em que restitui tudo o quanto foi pago indevidamente. Também uma grande vitória de 2012, cujo trabalho data de 2009, é o início das obras de construção e de pavimentação da Estrada Timbaúba, no município de Luís Eduardo Magalhães. A iniciativa, modelada como uma Parceria Público Privada – PPP, é fruto de um acordo firmado por meio de um protocolo de intenções, entre a Aiba, o governo do Esta- do e o Banco do Nordeste (BNB), com a finalidade de viabilizar a construção de rodovias no Oeste da Bahia. Trata-se de uma iniciativa pioneira no Estado. A partir desse protocolo, a Aiba já contratou três projetos, um dos quais está em execução. Muitas outras batalhas são travadas neste momento, como a criação de um funding para o custeio agrícola nas áreas de Cerrado do Nordeste, defendida no Ministério da Integração Nacional, e em fase de concretização, através de convênio com o Banco do Brasil. Outra grande vitória foi a mudança nos parâmetros de classificação de porte para o produtor, equiparando-o aos padrões do Banco Nacional de Desenvolvimento Econômico e Social (BNDES). A medida habilitou os associados a uma margem maior de recursos do Fundo Constitucional de Financiamento do Nordeste (FNE). Pensando no regional e agindo no setorial, a Aiba vem, ao longo de duas décadas de existência, angariando respeito e se consolidando como uma das mais proativas e influentes associações de classe do agronegócio no País. 7 AIBA On many fronts THINKING LOCALLY, ACTING IN THE INDUSTRIES, THE PRESENCE OF AIBA HAS BEEN DECISIVE FOR MANY ACHIEVEMENTS WHOSE BENEFITS HAVE GONE BEYOND THE LOCAL AREA Aibas’s strategic approach has enabled farmers in western Bahia to celebrate many victories. Their impact transcends the membership and is noticed not only momentarily, but also through the years, becoming national benchmarks and it is not unusual for them to be replicated in other states. This happened with the environmental issue, which required a lot of effort to warn the governments about the importance of solving impasses caused by the liabilities from the licensing accumulated in the region. From Aiba’s warning, hand-in hand with the entity, the government and other institutions from the organized civil society reached a solution model to solve the issue. Thus, the Adequacy and Regularization Plan for Rural Property, also called PARA/ Sustainable West was created. At the end of 2011, the crusade undertaken by the association in favor of a clear environmental police, which provided legal certainty for the agriculture industry to produce, reached its high point in the enactment of new environmental legislation in Bahia. This victory is capable of defining the course of agriculture and livestock not only in the area but all over the state. The same can be said about the success – which we hope is final – in the battle Aiba has been fighting against the collection of Social Rural Contribution (Funrural) for more than a decade. Another great victory was the change in the parameters for rating farm size, matching them to the National Bank for Social and Economic Development (BNDES) standards. This measure enabled the members to obtain greater funds from the Northeast Financing Fund (FNE, in the Portuguese acronym). Thinking locally and acting in the industries, for two decades Aiba has been gaining respect and cementing itself as one of the most proactive and influential associations in the country’s agribusiness. Ainda jovem neste perfil, a área, com quase um milhão de habitantes e 39 municípios, chama atenção por estar à frente em termos de produtividade agrícola e geração de riqueza e, de forma madura, continua a crescer em índices superiores a 7% ao ano. Revelando-se entre os modelos brasileiros de crescimento da produção agrícola com avançada tecnologia, a produtividade do Oeste baiano mais que dobrou no período de duas décadas, em culturas como soja e milho, com 107% e 106% de aumento, respectivamente. Em 2011, confirmava-se que esta região superava, além do Brasil, também os Estados Unidos, país destaque nesse aspecto, ao apresentar rendimento médio de 56 sacos por hectare na oleaginosa e de 163 sc/ ha no cereal. No algodão, também despontava com 270 arrobas por 10 hectare, só ultrapassado, em âmbito global, um pouco pela Austrália, que tem todo o seu plantio irrigado. Mas o Oeste já respondia por quase 30% da fibra no País e por mais de 2% da mundial. Em 2012, mesmo com alguma influência contrária do clima, a região continua a apresentar números de primeira linha mundial e sua produção aumenta 7%, com novo recorde de 7,3 milhões de toneladas. Já a renda fica ao redor de R$ 6 bilhões e no mínimo dobra se for incluída a cadeia produtiva das principais culturas. O agronegócio, que na Bahia tem sua referência no Oeste, puxa o incremento da economia, tendo crescido 9,8% em 2011, enquanto no total do Estado esse indicador ficou em 2%, conforme dados da Superintendência de Estudos Econômicos e Sociais da Bahia (SEI/BA). O índice da região baiana destaca-se também no País, onde o Produto Interno Bruto (PIB) primário cresceu 5,73% e o geral, 2,7%, de acordo com o Centro de Estudos Avançados em Economia Aplicada (Cepea), da Escola Superior de Agricultura Luiz de Queiroz (Esalq), mantida pela Universidade de São Paulo (USP). INVESTIMENTOS O nível de produtividade e de renda encontrados no Oeste baiano tem atraído investimentos, como ressaltam empreendedores, a exemplo de um dos maiores (a SLC Agrícola), que só em 2012 pretende aplicar R$ 80 milhões na região. Essas organizações encontram ali as condições que procuram, como chuva, solo, altitude e luminosidade. Observam também perspectivas de incremento logístico, como a Ferrovia da Integração Oeste-Leste (Fiol), que está sendo iniciada no litoral e deve se juntar futuramente ao entroncamento de rodovias federais já existente na área. Outras iniciativas se somam no plano logístico e em vários setores registram-se avanços. É o que ocorre na ampliação do ensino universitário, pela anunciada implantação da Universidade Federal do Oeste da Bahia (Ufoba), que deverá ter unidades nas cidades mais populosas da região (Barreiras, Bom Jesus da Lapa, Luís Eduardo Magalhães e Barra). Vai ao encontro da grande demanda de profissionais que surge ao lado do desenvolvimento regional. Bahia EXEMPLOS Identificado com o avanço espetacular e recente deste espaço de destaque no amplo mapa brasileiro, a cidade de Luís Eduardo Magalhães (LEM), a sede da Bahia Farm Show, também conhecida como Capital e Shopping Center do Agronegócio, é uma das que mais crescem no País. A sua população aumentou de 44.310 habitantes em 2007 para 63.290 pessoas em 2011. Passou também da 15ª para a quarta posição, dentre os 417 municípios da Bahia, na apuração do Índice Firjan de Desenvolvimento Municipal (IFDM), no período de 2007 a 2010. Da mesma forma, vários municípios da região se sobressaem estadual e nacionalmente na atividade produtiva, como é o caso de São Desidério. A conquista do Oeste do Estado está consolidada e consagrada, mas prossegue firme e notável, com sua vocação para liderar e vitalidade para gerar, dadas as condições, cada vez mais desenvolvimento para a região, o Estado e o País. FÉRTIL: Liderado pela soja e pelo algodão, o agronegócio impulsiona o desenvolvimento do Oeste da Bahia e surpreende o Brasil e o planeta 11 WESTERN BAHIA Vocation to lead FERTILE: Lead by soybean and cotton, agribusiness drives the development of Western Bahia and amazes Brazil and the planet CERRADO REGION IN BAHIA IS A NATIONAL AND GLOBAL FRONTRUNNER IN AGRIBUSINESS AND DETERMINED TO CONTINUE GROWING Western Bahia, a region that unfolded before the Country and the world over the past years for its highly productive Cerrado, with entrepreneurship and organization, presents levels of excellence in its results and continues determined to go on progressing, a fact that can be ascertained through the routine activities of the Bahia State Farmers and Irrigators Association (Aiba), based there. Still young in this profile, the one million people area comprises 39 municipalities, and stands out for its front-running position in terms of agricultural productivity and the generation of wealth and, in a self-assured manner, continues growing over 7% a year. Standing out among the Brazilian agricultural production growth models with advanced technology, western Bahia’s productivity rates more than doubled over the past two decades, in crops like soybean and corn, soaring 107% and 106% respectively. The 12 year 2011 was marked by the confirmation of the region’s leadership in yields, outstripping not only Brazil on that score, but the United States, too, a country that is a reference in yields, when average productivity rates reached 56 sacks of soybean and 163 sacks of corn per hectare. In cotton, the region also reached 270 arrobas per hectare, only outstripped at global level by Australia’s irrigated cotton fields. The share of Western Bahia in the national fiber crop has already reached 30% and 2% of the global crop. In 2012, although climate conditions are not very favorable, the region continues displaying first class figures and its production volume soars 7% to a new 7.3-million ton record crop. Revenues remain at about R$ 6 billion and double if the production chain of other relevant crops is included. Viewed as a reference in Bahian agribusiness, the western re- gion drives the economy, with a growth rate of 9.8% in 2011, while in the total of the State this indicator remained at 2%, according to data from the Bahia State Superintendency for Economic and Social Studies (SEI/BA). The development rate of western Bahia is also noteworthy in the Country, where the primary Gross Domestic Product (GDP) increased by 5.73% and the general, by 2.7%, according to the Center for Advanced Studies on Applied Economics (Cepea), of the Luiz de Queiroz Agriculture College (Esalq), maintained by the University of São Paulo (USP). The very active Western Bahia, home to almost 2 million hectares of crops in the Cerrado area, boasts another 2.6 million hectares waiting for investments in production, and is now about to expand its industrialization processes across the region. They also spot perspectives of logistic improvements, like the West-East Integration Railway (Fiol), which is being started at the coastal portion and, in the future, will connect with federal road junctions existing in the area. Other initiatives join the logistics plan and several sectors have shown advances. This is what occurs with the implementation of higher education, and the Construction of the Western Bahia Federal University (Ufoba) is in the pipeline, with subsidiary units in the most populous cities in the region (Barreiras, Bom Jesus da Lapa, Luís Eduardo Magalhães and Barra), in line with the need for professionals in a region where regional development is making strides. 13 INDUSTRIALIZAÇÃO Oeste da Anuário da Região Bahia AVES E SUÍNOS A avicultura e a suinocultura foram enfati- O olhar fixo no alto REGIÃO ESTÁ DIRECIONADA A VERTICALIZAR A SUA GRANDE PRODUÇÃO AGROPECUÁRIA, COM DESTAQUE PARA AS ÁREAS ANIMAL E TÊXTIL Após já ter consolidado uma expressiva produção primária, o Oeste baiano está cada vez mais voltado à verticalização do processo produtivo, agregando valores com a industrialização. Esforços vêm sendo dirigidos nesse sentido, na organização e no empreendedorismo local e regional, contando também com o apoio estadual. Novas fábricas surgem de modo especial na nova e crescente cidade de Luís Eduardo Magalhães (LEM), que oferece o Centro Industrial do Cerrado, com 320 hectares disponíveis para essa finalidade e 42 unidades 14 em funcionamento, pretendendo passar para 70 em breve. Ao mesmo tempo, na maior cidade, Barreiras, é anunciada com destaque uma nova e grande esmagadora de soja, com capital chinês, para se somar a duas já existentes na região. Sob a denominação de Universo Verde Agronegócios, o empreendimento teve lançamento de pedra fundamental em junho de 2011, recebeu licença de localização em dezembro e de instalação em março de 2012, às margens da Rodovia 242/20, km 590, em área de 100 hectares. Será voltada à fabricação de óleos vegetais com capacidade de 850 mil t/ano, com expectativa de geração de aproximadamente mil empregos. Dentro do esforço de atração do investimento, o governo do Estado tem promovido missões e intercâmbios com a China, além da instalação de escritório permanente em Pequim. Existe a possibilidade de outras iniciativas com a participação daquele país, particularmente no ramo têxtil, onde o Oeste, responsável pela expressiva e qualificada produção baiana de algodão, a segunda maior do Brasil, ainda não sedia indústria final da cadeia, possuindo, isso sim, várias unidades de processamento inicial. Em LEM, já existe expectativa em torno da viabilização de uma indústria de fiação, por meio de empresário com tradição na produção da pluma. O Estado também dispõe do Estudo Analítico das Cadeias Produtivas do Algodão, Soja e Milho do Oeste da Bahia e Alternativas para a Verticalização da Produção, feito recentemente pela Fundação Getúlio Vargas, com apoio da região. Quando foi divulgado, ressaltou-se especialmente a possibilidade de posicionar a marca “Algodão da Bahia”, para agregar valor ao produto, já reconhecido como um dos melhores do mundo. Além disso, é considerada como promissora a potencialidade da ampliação da avicultura e da suinocultura na região produtora de grãos. zadas no estudo realizado pela Fundação Getúlio Vargas como altamente demandadoras em farelo de soja e milho. Poderiam responder já em 2015 por, respectivamente, 41% do cereal e 47% do produto da oleaginosa obtidos na região. O documento sublinha, entre outras vantagens, a de que o vazio sanitário da área assegura menor pressão em relação a doenças na exploração avícola. Esta, aliás, já apresenta exemplos concretos de evolução no Oeste baiano, onde se instalou há pouco tempo indústria com cadeia produtiva completa (a Mauricea), em LEM, além de outro abatedouro já existente. Ambos abatiam em março de 2012 em torno de 1,6 milhão de aves, quando a capacidade mensal instalada é de 3,5 milhões. Com a perspectiva da ampliação, possuem projetos de integração produtiva a serem viabilizados. E ainda no campo animal, uma atividade de maior tradição regional, a pecuária bovina, tem três frigoríficos espalhados estrategicamente (Barreiras, Santa Maria e Muquém do São Francisco), que estão em condições de abater 1.300 bovinos/dia. Ali, também são processados suínos que estão sendo produzidos, ainda em pequena quantidade, na região. Pequenas agroindústrias estão sendo incentivadas, como ocorre por exemplo em LEM, com o Serviço de Inspeção Municipal (SIM), que acompanha 20 iniciativas, a maioria na área leiteira e suinícola. Nesse sentido, soma-se o Projeto de Fortalecimento da Região Oeste, apresentado em março de 2012 pela Federação das Indústrias do Estado da Bahia (Sistema Fieb/Cieb) e pelo Serviço Brasileiro de Apoio às Micro e Pequenas Empresas (Sebrae), a partir de diagnóstico de 80 indústrias desse porte com potencial de crescimento. A ação insere-se em programa de interiorização que busca oferecer melhores condições de atratividade e de competitividade a regiões estratégicas, como a Oeste, e deve contribuir para o avanço buscado na sua industrialização. AGREGAÇÃO: O crescimento na produção agrícola e pecuária tem estimulado a instalação de várias indústrias nos municípios do Oeste 15 INDUSTRIALIZATION CHICKEN AND HOGS Chicken Looking up into the sky REGION IS BOUND TO VERTICALIZE ITS IMMENSE AGRICULTURE AND LIVESTOCK OPERATIONS, WHERE THE HIGHLIGHTS ARE CATTLE AND TEXTILES After having consolidated an expressive primary production, Western Bahia is increasingly focusing on the verticalization of the production process, adding values through industrialization. Efforts have been directed towards this end, both at local and regional entrepreneurship and organization levels, and also counting on support from the state government. New factories arise particularly in the new and ever-increasing city of Luís Eduardo Magalhães (LEM), home to the Cerrado Industrial Center, with 320 hectares available for this purpose, and 42 units in operation, which are soon expected to soar to 70. In the meantime, in the biggest city, Barreiras, a huge soybean crushing plant is pompously announced, with Chinese capital, joining the two existing plants in the region. The cornerstone of the new plant - Universo Verde Agronegócios - was launched in June 2011, and its location license was issued in December, while the license for the construction of the facilities was granted in March 2012, along the margins of Roadway 242/20, km 590, in an area of 100 hectares. It will be destined for the manufacture of vegetable oils, with a production capacity of 850 thousand tons a year, and the expectation is for the genera- 16 tion of approximately one thousand jobs. Within the investment-oriented attraction efforts, the State Government has promoted business missions and interchanges with China, besides setting up a permanent office in Beijing. There are chances for other initiatives with the participation of that country, especially in the textile sector, where the West, responsible for expressive and qualified cotton production in Bahia, the second largest volume in Brazil, has no finishing industry, but several initial processing plants. In LEM, there is expectation for the installation of a weaving industry, by an entrepreneur with tradition in the production of fiber. The State has just finished an Analytical Study on the Cotton, Soybean and Corn Production Chains in Western Bahia and Alternatives for Production Verticalization, conducted by Getúlio Vargas Foundation, relying on support from the region. When it was disclosed, there was a special focus on the chances to position the “Bahia Cotton” brand, so as to add value to the product, already acknowledged as one of the best in the world. Furthermore, another promising expectation is the potential to expand the poultry and pig farming operations throughout the cereal producing region. AGGREGATION: The growth in agriculture and livestock operations has attracted several industries to the municipalities located in the West and hog farms received emphasis in the study conducted by Getúlio Vargas Foundation as highly demanding in terms of soybean meal and corn. By 2015, they could, respectively, account for the consumption of 41% of the cereal and 47% of the soybean products produced in the region. The document underlines, among other advantages, the fact that the sanitary gap in the area exerts lower disease related pressure on chicken farming activities. And these activities, by the way, already boast concrete examples of the evolution witnessed in Western Bahia, where, some time ago, an industry with the complete production chain (a Mauricea), started operating in LEM, in addition to the existing slaughterhouse. In March 2012, together they were slaughtering some 1.6 million chickens, while their monthly capacity is for 3.5 million birds. With an eye towards expanding their businesses, they are considering production integration projects soon to be materialized. Still in the livestock field, a very traditional regional activity, cattle farming, takes advantage of three meat packing industries strategically located (Barreiras, Santa Maria and Muquém do São Francisco), which have the capacity to slaughter 1,300 bovine head a day. The same facilities also process pigs, which are raised, though in small quantity, in the region. Small agroindustries are still being encouraged, a fact that occurs, for example in LEM, with the Municipal Inspection Service (MIS), now following closely 20 different initiatives, most of them in the area of dairy products and hog raising. Within this context, there is the Western Region Strengthening Project, set up in March 2012 by the Bahia State Industry Federation (Sistema Fieb/ Cieb) and by the Brazilian Micro and Small Business Support Service (Sebrae), based on a diagnosis of 80 industries of this size and with a potential do grow. The action is part of an interior-oriented program which seeks to offer better attractive and competitive conditions to strategic regions, like the West, and should contribute towards improving and expanding its industrialization operations. 17 INFRAESTRUTURA Nova revolução a caminho Oeste da Anuário da Região CRIAÇÃO DE FUNDO DEVE INCREMENTAR O AVANÇADO AGRONEGÓCIO REGIONAL E ENCAMINHAR SOLUÇÃO PARA O GARGALO NAS RODOVIAS INTERNAS Está em vias de se concretizar um novo e ousado plano no Oeste da Bahia, concebido como Programa de Desenvolvimento do Agronegócio da Soja, Algodão, Milho e Café (Prodeagros). Este fundo, de natureza privada, com recursos de créditos fiscais e contrapartida dos produtores rurais, nos moldes e como ampliação do atual Fundo para o Desenvolvimento do Agronegócio do Algodão (Fundeagro), deverá promover uma nova revolução na região, custeando a modernização tecnológica, o desenvolvimento social e, em especial, a infraestrutura. Neste aspecto, é intenção priorizar a construção, pavimentação e a recuperação de estradas estaduais e vicinais, questão que se coloca como um dos maiores gargalos ainda enfrentados pelo setor agrícola. Após conseguir alcançar nível elevado de progresso produtivo e acessos importantes, o Oeste da Bahia volta especial atenção às vias internas de escoamento da produção, nas quais enfrenta problemas no atendimento a uma demanda de transporte equivalente a mais de mil caminhões de 37 toneladas/ dia. Para responder a esta necessidade, de forma mais célere e eficiente, assim como a outros pontos de incentivo ao desenvolvimento do agronegócio e da região, a Associação de Agricultores e Irrigantes da Bahia (Aiba) contratou estudo técnico para subsidiar a discussão com as áreas técnicas do Estado (Fazenda, Infraestrutura e Agricultura). A área política também se mostrou receptiva e às vésperas da Bahia Farm Show 2012 havia a expectativa do encaminhamento de um Projeto de Lei para a Assembleia Legislativa da Bahia. EM OBRAS Da mesma forma, a região Oeste da Bahia vinha aguardando pelo início de obras no âmbito 18 Bahia de outra iniciativa já formalizada em 2009, por meio de um protocolo de intenções entre Aiba, governo do Estado e Banco do Nordeste (BNB), em forma de parceria público-privada e sob a denominação de Programa de Rodovias Estaduais do Oeste Baiano. A partir deste passo, a Aiba contratou projetos executivos das obras e buscou apoio do Estado para a implantação. O projeto piloto está em execução na Estrada Timbaúba, que tem 45 quilômetros, e fica localizada no município de Luís Eduardo Magalhães (LEM), na divisa com São Desidério. A proposta total contempla 800 quilômetros, em que se destaca a Rodoagro. Com 222 km, a Rodoagro sai da rodovia Anel da Soja, passando pela maior área agrícola da região, até Formosa do Rio Preto. Melhorias rodoviárias são tema constante em gestões entre a representação regional e os órgãos públicos. No final de 2011, o setor de transportes do Estado anunciou licitação de trecho de 18 quilômetros no Centro Industrial de LEM e a carta-convite para serviços no Anel da Soja. Em março de 2012, o governo estadual entregou a recuperação de 20 km da BA-464, ligação de Baianópolis à BR-242, e na BA-171, em Brejolândia. Em abril, inaugurou 3,5 km da BA-827, de acesso à Universidade Federal da Bahia, em Barreiras, e autorizou obras nas ligações da BA-455 e da BA-826 à BR-135, assim como da BA-447 à BR-242. No plano federal, foi concluído e aprovado o projeto executivo para construção de 49 km da BR-242 até a divisa com Tocantins, aguardando a licitação. De ambas as esferas, por conta da proximidade de realização da Bahia Farm Show 2012, eram esperadas novidades, de modo especial no que tange à implementação do novo programa regional de desenvolvimento. 19 INFRASTRUCTURE New revolution on the way revolu CREATION OF THE “FUNDO” (FUND) SHOULD DRIVE THE ADVANCED REGIONAL AGRIBUSINESS AND COME UP WITH A SOLUTION TO THE BOTTLENECK ON THE ROADWAYS THROUGHOUT THE REGION 20 A new and bold plan in Western Bahia is about to materialize, conceived as Agribusiness Development Program for Soybean, Cotton, Corn and Coffee (Prodeagros). This fund, of private nature, with resources from tax exemption schemes, and from the rural producers in their role as counterparts, following on the heels of the Fund for the Development of Cotton Agribusiness (Fundeagro), should give rise to a new revolution in the region, carrying the costs of technological modernization, social development and, especially, all investments in infrastructure. Within this context, the intention is to give priority to the construction, pavement and recovery of state and vicinal roads, a question that is still a huge bottleneck faced by the agricultural sector. After managing to achieve high productive levels and important access routes, Western Bahia is now paying special heed to internal roads for production transport, where the challenges include shortages in the demand for crop transporting vehicles requiring more than one thousand 37-ton trucks a day. In order to meet this pressing need, in the most efficient and speedy manner, like other encouraging development factors across the region, the Bahia State Farmers and Irrigators Association (Aiba) contracted a technical study to lend support to the debates with the technical department of the State (Finance, Infrastructure and Agriculture). The political establishment also showed interest in the question and, on the eve of the Bahia Farm Show 2012, there was expectation for sending a Bill to the Legislative Assembly of Bahia. UNDER CONSTRUCTION Likewise, the Western Bahia region had been expecting for the works of another initiative, formalized in 2009, through an intention protocol between Aiba, State Government and Banco do Nordeste (BNB), in the guise of a public-private partnership known as Western Bahia State Road Program. Based on this first step, Aiba contracted executive projects and sought state government support towards its implementation, and the project is being executed at the Timbaúba Road, 45 kilometers long and located in Luís Eduardo Magalhães (LEM), at the borders with São Desidério. The total bid is a stretch of 800 kilometers, where the highlight is Rodoagro. With 222 km, Rodoagro starts at the Soy Ring Roadway, connecting with the huge agricultural frontier of Formosa do Rio Preto. Roadway improvements are subjects always present in negotiations between regional representations and government organs. In late 2011, the State transport sector invited bids for the 18-km stretch from the Industrial Park to LEM and also bids for services at the Soybean Ring. In March 2012, the state government recovered with success a stretch of 20 km along the BA-464, connecting Baianópolis to BR-242, and at BA-171, in Brejolândia. In April, the government inaugurated a stretch of 3.5 km of the BA-827, giving access to the Federal University of Bahia, in Barreiras, and authorized the construction of the connections of the BA-455 and BA-826 to BR-135, as well as the connection from the BA-447 to BR-242. At federal level, an approval was granted to the project for the construction of 49 km from the BR-242 to the borders with Tocantins, a bidding process is to be announced soon. From both governments, on account of the proximity of the Bahia Farm Show 2012, novelties are expected, in general, with regard to the implementation of the new regional development program. Oeste da LOGÍSTICA Anuário da Região Por trilhos, ar e mar Expressiva parcela da destacada produção agrícola do polo baiano no Oeste é exportada por portos no litoral Leste, onde chega por via rodoviária, enquanto vem sendo aguardada a grande Ferrovia da Integração Oeste-Leste (Fiol), em obras iniciais, como nova alternativa de escoamento. Da soja produzida na região, 53% vai para o exterior, 77% dela pelo terminal portuário de Aratu, na região metropolitana de Salvador, que também embarca parte do farelo, enquanto outra sai por Ilhéus, e por outros portos fora do Estado, como o Porto de Vitória (ES) e o Porto de São Luís (MA), fazendo intermodalidade, nestes últimos dois casos, com ferrovia em Pirapora (MG) e Colinas (MA), respectivamente. Já em relação ao algodão e ao café, respectivamente, 51% e 50% 22 são exportados, quase totalmente pelos portos de Santos (SP) e Paranaguá (PR), porque não havia condições adequadas para tanto em solo baiano. Mas o Terminal de Contêineres (Tecon) Salvador está investindo a fim de viabilizar e ampliar essa operação. No final de 2011, o Tecon Salvador recebeu três portêineres e seis RTGs (rubber tyre gantry crane, ou pontes rolantes sobre pneus), como parte de um investimento de R$ 180 milhões na ampliação da sua capacidade operacional. Junto com outras obras, deverá passar de 37 para 55 movimentos por hora e de 250 mil TEU (Twenty Equivalent Unity – unidade equivalente a um contêiner de 20 metros) para 530 mil TEU por ano, aumentando a competitivida- Bahia POR VAGÃO Para a futura ferrovia, a meta é viabilizar o chama- OBRAS EM PORTOS E AEROPORTOS, ALÉM DO AVANÇO NO GRANDE INVESTIMENTO DA FERROVIA, AMPLIAM POTENCIALIDADES DO DESENVOLVIMENTO REGIONAL de e a atratividade do porto baiano. Da mesma forma em Aratu têm sido solicitadas e feitas melhorias para resolver gargalos. São reivindicados melhoramentos no acesso e no estacionamento, assim como a ampliação na recepção e na armazenagem, onde existem duas unidades, uma de 140 mil t (para soja) e outra de 100 mil t (para farelo), e uma linha de recepção para 1.000 t/h. Prevê-se para 2012 a construção de sete silos de 18 mil t cada e nova linha de recebimento, que irão possibilitar a desejada segregação dos tipos de produtos. Obras já executadas, por outro lado, permitem o acesso de embarcações com maior capacidade, tornando o porto mais competitivo no embarque de grãos. do Porto Sul, em Ilhéus, onde estão sendo tratadas questões ambientais. Estas igualmente têm interferido, junto com desapropriações e outras demandas, no andamento dos trabalhos da Fiol, que ocorrem atualmente no primeiro trecho, entre Ilhéus e Caitité, no interior da Bahia, com atraso em relação ao cronograma inicial. Essa etapa tem 537 quilômetros e, pelas novas estimativas, deverá ser concluída até junho de 2014; estão sendo tomadas medidas para a sua aceleração. Na segunda fase da obra, com mais 485 quilômetros, será alcançada Barreiras, no Oeste baiano, o que, de acordo com as últimas previsões, poderá ocorrer até o final de 2015. Toda a ferrovia terá extensão superior a 1.500 quilômetros e deverá chegar até Figueirópolis, no Tocantins, onde será conectada à Ferrovia Norte-Sul, oferecendo novas opções logísticas. O investimento total é estimado em R$ 7,43 bilhões e deverá representar redução de custos no transporte de insumos e de produtos diversos, favorecendo o agronegócio baiano; e criação de polos agroindustriais e de minérios. Os fretes de algodão, conforme estudo da Fundação Getúlio Vargas, poderão cair de US$ 0,08 para US$ 0,03 por libra-peso por tonelada transportada entre o Oeste e o Litoral baiano. POR AVIÃO O transporte aeroviário, por sua vez, também vem sendo incrementado na região. O aeroporto existente em Barreiras está recebendo melhorias no terminal, por novo concessionário, e tem projeto de ampliação de pista. Além da operação diária de avião com capacidade de até 50 passageiros, estava prevista para 2012 a ativação de linha com aeronave de outra empresa com até 100 lugares. Já o novo aeródromo de Luís Eduardo Magalhães, usado até então para voos particulares, está sendo viabilizado para uso público. Com pista de 2.050 metros concluída, tratava-se recentemente do asfaltamento de área de taxiamento e estacionamento, bem como da instalação de unidade de Bombeiros. Definições relativas à ampliação futura do hangar e à gestão também estarão em pauta para colocar em pleno funcionamento mais essa alternativa logística, permitindo voos cada vez mais altos à progressista região. 23 LOGISTICS PER FREIGHT CAR For the future railway, the target is to make the so-called South Port, in Ilhéus, viable, where environmental questions are now at stake. Cotton transport costs, according to a study by Foundation Getúlio Vargas, might drop from US$ 0.08 to US$ 0.03 per pound, per ton transported from the West to the Coast in Bahia. BY AIR Air-transportation, in turn, is also being activated in the region. The airport terminal in Barreiras is now undergoing repair works, undertaken by the new concessionaire, and the project is for expanding the runway. Besides the daily landing and departure of airplanes for up to 50 passengers, the plan for 2012 is to put into operation airplanes with the capacity for 100 passengers. With regard to the new airdrome in Luís Eduardo Magalhães, only used for private flights, it is now being prepared for public use. With a 2,050-meter runway concluded, what is being considered is paving the parking and taxi area, as well as the installation of a Fire Brigade facility. Definitions relative to future expansions of the hangar and administration issues are also on the agenda, so as to put into operation one more logistic alternative, giving this progressive region chances for ever higher flights. Rail, air and water WORKS AT PORTS AND AIRPORTS, BESIDES HUGE ADVANCES AND INVESTMENTS IN RAILWAYS, WIDEN THE POTENTIALITIES OF REGIONAL DEVELOPMENT Expressive portion of the commodities produced in the Western Bahia agriculture hub is exported through the East Coast ports, where the products arrive by road, but the great dream of a new transportation alternative is the conclusion of the West-East Integration Railway 24 (Fiol), whose construction has just started. Of all soybean produced in the region, 53% is shipped abroad, 77% of that amount leaves the Country through the port of Aratu, in the metropolitan region of Salvador, from where part of the soy meal is also shipped, while the rest leaves Brazil through Ilhéus, and through other ports outside the State, like the Port of Vitória (ES) and the Port of São Luís (MA), with the last ones interconnected in an intermodality scheme with the Railway in Pirapora (MG) and Colinas (MA), respectively. With regard to cotton and coffee, respectively, 51% and 50% is exported, almost in its entirety through the port of Santos (SP) and Paranaguá (PR), once the conditions in Bahia do not meet all the requirements. However, the Container Terminal (Tecon) Salvador is making investments with an eye towards these shipment operations. In late 2011, Tecon Salvador was equipped with three container carriers and six rubber tire gantry cranes, or rubber-tired bridge cranes, as part of the investment of R$ 180 million in the expansion of its operational capacity. Along with other works, it should jump from 37 to 55 movements per hour and from 250 thousand twenty- foot equivalent units (TEU) to 350 thousand TEUs a year, increasing the competitiveness and attractiveness of the port. Likewise, in Aratu improvements have been requested and performed in an attempt to solve bottlenecks. Refurbishing is needed for the access routes and parking spaces, as well as an expansion to the reception facilities and warehousing buildings, where there are two units, one for 140 thousand ( for soybean) and the other with a capacity for 100 thousand tons ( for soy meal), and a reception line for 1,000 tons/hour. For 2012, the intention is to build seven silos, each with a capacity for 18 thousand tons and a new receiving line, which will allow for the much desired product segregation per type. A área plantada na região aumentou 4%, passando de 1,85 milhão de hectares para 1,93 milhão de ha. Com a segunda safra, ultrapassa 2 milhões de ha, mas inclui área sobreposta. O Valor Bruto da Produção (VBP) agrícola permaneceu no nível de R$ 6 bilhões. A soja voltou a superar o algodão, liderando o VBP da região com R$ 2,36 bilhões. As áreas de exploração agrícola mais recentes, localizadas na transição entre a Caatinga e o Cerrado, são as que estão sofrendo mais severamente os efeitos da maior estiagem dos últimos 30 anos no Estado. 26 Baianópolis, Cocos, Correntina e Jaborandi são alguns dos municípios mais atingidos. A Associação de Agricultores e Irrigantes da Bahia (Aiba) consolidou, no dia 24 de abril, os dados do 3º Relatório da Safra 2011/12, após reunião do Conselho Técnico da entidade e de instituições diversas. Nas áreas novas, as médias das perdas chegam a até 80% na produção da soja. A oleaginosa é geralmente a primeira cultura introduzida nas áreas recém abertas de Cerrado, e, por isso, reflete em maior grau o problema. O algodão também sofre as consequências da seca, mas as perdas estimadas, parciais. são de 10%. Já o milho, dentre as três principais commodities produzidas na região, foi a que menos sentiu os efeitos da estiagem, pois a maior parte das lavouras conseguiu fechar o ciclo produtivo antes do agravamento da situação, observado especialmente em algumas microrregiões. A produtividade média para o cereal está estimada em 155 sacas por hectare, 3% acima da expectativa do 1º e do 2º Levantamento da Safra 2011/12, porém 5% abaixo do que foi registrado no período 2010/11. MITIGADOR DE RISCO “Com todo o problema climático, algo que não se via desde a safra 2001/02, ainda teremos bom resultado geral na região, com a soja perdendo 14% em produtividade; o milho, 5%; e o algodão, 10%”, observa o presidente da Aiba, Walter Horita. “E é preciso que se diga que esses números são comparados à safra anterior, que foi recorde em produtividade nas três culturas. Isso é uma demonstração de que a aplicação de alta tecnologia na agricultura é um grande mitigador de risco climático”, diz. Para Antônio Grespan, diretor do Conselho Técnico da Aiba, pode-se concluir que, nesta safra, o produtor que fez rotação de cultura foi recompensado. “Em que pese o maior risco climático que a cultura do milho apresenta, quando a estiagem se iniciou as lavouras estavam com seu potencial de produção consolidado”, explica. “A diversificação na matriz produtiva deu mais uma prova de sua eficácia. O produtor precisa ter opções para estabilizar suas receitas, tanto diante de frustrações climáticas como das flutuações do preços das commodities”. Segundo ele, a rotação contribui tanto para a sustentabilidade ambiental como para a econômica. Participaram da reunião de validação dos dados do Conselho Técnico da Aiba as seguintes entidades: Associação dos Produtores de Algodão da Bahia (Abapa), Associação dos Cafeicultores do Oeste da Bahia (Abacafé), Associação dos Engenheiros Agrônomos de Barreiras (AEAB), Associação dos Produtores de Soja da Bahia (Aprosoja-BA), Associação dos Produtores de Sementes da Bahia (Aprosem-BA), Banco do Brasil, HSBC, Bunge, Cargill, Desenbahia, Fundação BA, Instituto Brasileiro de Geografia e Estatísticas (IBGE), Sindicato dos Produtores Rurais de Barreiras, e Sindicato dos Produtores Rurais de Luís Eduardo Magalhães. IRRIGAÇÃO COMPLEMENTAR No Oeste da Bahia, as lavouras irrigadas representam apenas 8% do total da região. A Aiba defende uma proposta de “outorga sazonal” para aproveitar os períodos de maior vazão e introduzir uma irrigação complementar. De acordo com o vice-presidente da Aiba, Sérgio Pitt, essa medida poderia amenizar um pouco o problema em pontos isolados, com a irrigação complementar no período de fevereiro a março. THE SEVERE DROUGHT THAT RAVAGED THE AREA DID NOT PREVENT A VOLUME 7.4% HIGHER THAN THE PREVIOUS SEASON FROM BEING HARVESTED, KEEPING UP THE GROWTH RATE In the 2011/12 harvest season, despite the hardships brought on by the worsening drought, western Bahia picked a total of 7.3 million tonnes, a result 7.4% higher than in the 2010/11 cycle. The area planted increased 4%, up from 4.6 million acres to 4.8 million acres. Along with the second harvest, it exceeded 5 million acres, although it includes overlapping areas. The Gross Harvest Value (GHV) remained at the BRL 6 billion mark. Soybean once again surpassed cotton, leading the local GHV at BRL 2.36 billion. The most recently farmed areas located on 28 the transition stretch between the caatinga (a forest composed of stunted trees and thorny bushes) and cerrado (savanna) are the ones most severely affected by the longest drought in the past 30 years in the state. Baianópolis, Cocos, Correntina and Jaborandi are some of the hardest-hit cities. On April 24, the Association of Bahia Farmers and Irrigators (Associação de Agricultores e Irrigantes da Bahia - Aiba) consolidated the data in the 3rd Report on the 2011/12 Season after a meeting between the entity’s Technical Council and various institutions. In the new areas, the av- erage soybean losses reach up to 80%. The oilseed is usually the first crop introduced in newly-tilled cerrado areas, and that is why it showcases the problem to a higher extent. Cotton is also impacted by the drought, but its losses, partials, are estimated at 10%. Out of the three major commodities harvested in the area, corn was the one least affected by the drought because most crops were able to end their production cycle before the situation worsened, which was particularly seen in some micro regions. The average corn yield is estimated at 147.25 bush- RISK MITIGATOR “Despite all the weather problems, something we had not seen since the 2001/02 season, we are still going to have good results in the area, with soybean dropping 14% in yield; corn, 5%; and cotton, 10%”, said Walter Horita, Aiba president. “It must be said that those numbers are compared to the previous harvest, which broke productivity records in the three crops. That shows that using high technology in farming is a great mitigator of weatherrelated risks”, he said. SUPPLEMENTARY IRRIGATION In western Bahia, irrigated crops account for only 8% of the area total. Aiba is advocating a proposal for a “seasonal grant” to take advantage of greater flow periods and introduce supplementary irrigation. According to Sérgio Pitt, Aiba vice president, such measure would make it possible to somewhat allay the problem at specific spots by using supplementary irrigation from February to March. That water could be used in crops over that period in which it should have rained. “In these specific cases, we are letting river waters simply flow by, without taking advantage of such water potential in the crops to ensure a greater supply of food and farmers’ investments”, said Pitt. 29 SOJA . Cotton A seca atrapalhou SE O CLIMA CASTIGOU AS LAVOURAS, AO MENOS O PREÇO DA OLEAGINOSA NO MERCADO INTERNACIONAL AMENIZOU O IMPACTO SOBRE A ECONOMIA A soja, carro-chefe da região, foi uma das culturas mais afetadas pela seca que atingiu o Oeste da Bahia na safra 2011/12. A área plantada com a cultura teve pequeno aumento, de 5%, em relação ao ciclo 2010/11, ficando um pouco acima de 1 milhão de hectares, mas a redução da produtividade, que passou de 56 sacas por hectare para 48 sacas por hectare, resultou em queda de 10% da produção, estimada em 3,3 milhões de toneladas. Os produtores mais prejudicados pela estiagem prolongada ficam nos municípios de Baianópolis, Cocos, Correntina e Jaborandi, situados na faixa de transição entre o Cerrado e a Caatinga. A seca prejudicou o desenvolvimento das plantas, especialmente no período da formação das vagens. A boa notícia do período foram os preços alcançados pela commodity no merca- do internacional. A valorização do produto reduziu o impacto sobre o Valor Bruto de Produção ( VPB), que caiu 4%, passando de R$ 2,5 bilhões, na temporada 2010/11, para R$ 2,2 bilhões na safra 2011/12. Com a perspectiva de manutenção de preços favoráveis e expectativa de melhores condições climáticas, além da abertura de novas áreas, a lavoura de soja no Oeste baiano deve aumentar na próxima safra. The drought was too much of a hindrance WHILE THE WEATHER MAY HAVE SCOURGED THE CROPS, AT LEAST THE OILSEED PRICES IN THE INTERNATIONAL MARKET LESSENED THE IMPACT ON THE ECONOMY Soybean, the main product in the area, was one of the crops most affected by the drought that hit western Bahia in the 2011/12 season. The area planted with soybeans increased slightly, 5% compared to the 2010/11 cycle, covering a little over 2.5 million acres, but the drop in yield, which went from 50.4 bushels per acre down to 43.2 bushels per acre, resulted in a 10% decrease in the harvest, estimated at 3.3 million tonnes. 30 The farmers hurt the most by the drought were located in the cities of Baianópolis, Cocos, Correntina and Jaborandi, along the transition stretch between the cerrado (savanna) and caatinga (a forest composed of stunted trees and thorny bushes). The drought stunted plant growth, especially in the period the pods are forming. The good news at the time was the prices reached by the commodity in the interna- tional market. The appreciation of the product lessened the impact on the Gross Harvest Value (GHV), which fell 4%, going from BRL 2.5 billion in the 2010/11 season to BRL 2.2 billion in the 2011/12 cycle. With the prospect that favorable prices will remain in effect and the expected improvement in weather conditions, besides the opening of new areas, the soybean fields in Western Bahia are bound to increase in the next crop. Encolheu ESTIAGEM PROVOCOU QUEBRA DE 6% NA COLHEITA E A PLUMA VEM SENDO COMERCIALIZADA A PREÇOS INFERIORES AOS PRATICADOS NO CICLO 2010/11 A seca também afetou diretamente a produção de algodão do Oeste baiano. A colheita é estimada em 1,4 milhão de toneladas de algodão em caroço, enquanto as lavouras do ciclo 2010/11 renderam 1,5 milhão de toneladas, configurando queda de 6%. Em termos de pluma, o volume compreenderá em torno de 40% deste montante. Na comparação entre as temporadas 2010/11 e 2011/12, a área plantada cresceu apenas 4%, chegando a 385 mil hectares, enquanto a produtividade caiu de 270 arrobas por hectare para 243 arrobas por hectare. Os dados são parciais. Nesta safra, o algodão tem sido comercializado com preços mais baixos do que os praticados no período 2010/11. O marco foi abril de 2011, quando o produto atingiu seu preço recorde, com uma libra (0,45 kg) sendo vendida na Bolsa de Nova York por US$ 1,45. Foi o maior valor em 140 anos de história da bolsa. Com preços menores, mas ainda considerados favoráveis, o Valor Bruto de Produção (VBP) passou de R$ 2,5 bilhões no ciclo 2010/11 para R$ 2,2 bilhões na fase 2011/12. A seca teve impacto maior na produção do Vale do Iuiu, no Sudoeste baiano, onde a colheita, que rendeu cerca de 63 mil toneladas no período anterior, sofreu redução de 74%, devendo ficar em pouco mais 16 mil toneladas. Para a próxima safra, tende a haver redução na área plantada, uma vez que a remuneração da pluma vem caindo consideravelmente e não há expectativa de recuperação significativa nas cotações para o ciclo 2012/13. Por outro lado, avaliando-se a relação entre investimento e retorno, a soja está com cenário mais atrativo. Coffee Em franca retomada PRODUÇÃO DO CEREAL CRESCEU MAIS DE 50% EM RELAÇÃO À COLHEITA ANTERIOR, MESMO COM A QUEBRA DE PRODUTIVIDADE MOTIVADA PELA ESTIAGEM A lavoura de milho no Oeste baiano volta a crescer. Na safra 2011/12, a área ocupada pela cultura foi de 243 mil hectares, representando crescimento de quase 60% em relação à colheita do ciclo 2010/11. A cultura foi uma das menos afetadas pela seca, já que a maior parte das plantas conseguiu fechar o ciclo antes do agravamento do problema. A produção aumentou mais de 50% em relação à colheita anterior, chegando a cerca de 2,3 milhões de toneladas, mesmo com a redução da produtividade, que passou de 163 sacas por hectare para 155 sacas por hectare. O aumento de área plantada com o milho foi impulsionado pela recuperação do preço do produto no mercado. Até o final de 2009, a commodity vinha apresentando médias de preços abaixo de R$ 17,00. No final de 2010, os valores começaram a subir e em janeiro de 2011 o preço da saca chegou a R$ 30,26. Atualmente, a saca de milho está cotada em R$ 21,00. Para o agricultor, o milho também é importante porque permite o uso de sua área no sistema de rotação de culturas. A expectativa é de que, com preços mais atrativos, o produto continue sua trajetória de recuperação como uma das principais commodities do Oeste baiano. Ainda mais agora que a região iniciou as primeiras exportações do cereal. Remarkable comeback CORN YIELD HAS GONE UP OVER 50% ABOVE THE PREVIOUS HARVEST, DESPITE THE LOSSES CAUSED BY THE DROUGHT Corn crops in western Bahia back on the rise. In the 2011/12 harvest, corn crops covered an area of 607,500 acres, representing a nearly 60% increase over the 2010/11 har- 32 vest. The crop was one of the least impacted by the drought, as most of the plants had managed to complete their cycle before the problem worsened. The yield was over 50% higher than the previous harvest, reaching nearly 2.3 million tonnes despite a drop in productivity, which went from 155 bushels per acre down to 147 bushels per acre. The increase in the area planted with corn was driven by the recovery of the product’s prices in the market. Until the end of 2009, the commodity had been traded at average prices below BRL 17.00. In late 2010, prices started going up and in January 2011 the price of the sack (the unit traded in Brazil) reached BRL 30.26. Currently, a sac of corn sells for BRL 21.00. For farmers, corn is also important because it allows them to use the crop rotation system on their land. At more attractive prices, the product is expected to keep on its recovery path as one of the main commodities in western Bahia. Now, more than ever, as the region started its first exports of the cereal. Tudo a favor COM QUALIDADE E COM A MAIOR PRODUTIVIDADE DO PAÍS, O CAFÉ DO OESTE VAI EM BUSCA DE CERTIFICAÇÃO DE PROCEDÊNCIA PARA GANHAR MERCADOS Com a maior produtividade média registrada no País, o café irrigado do Oeste da Bahia alcançou na safra 2011/12 a marca de 34 mil toneladas, o que representa aumento de 20% em relação ao ciclo 2010/11. A produtividade foi de 43 sacas por hectare, muito superior à média brasileira, estimada em 20 sacas por hectare. Toda a área plantada do café baiano, de 15,6 mil hectares, é destinada ao tipo arábica. Assim como a produtividade, a qualidade vem sendo melhorada ano a ano. Os produtores trabalham, agora, pela conquista da certificação de procedência, a fim de levar ao mercado um produto de alto padrão e que pode ser identificado imediatamente pelo consumidor. Com o consumo per capita aumentando em todo o mundo, especialmente com a demanda crescente do mercado chinês, os estoques do produto vêm caindo muito rapidamente, enquanto os preços tornam-se cada vez mais atrativos para os cafeicultores. Para tornar o café brasileiro ainda mais competitivo, os produtores vêm investindo na melhoria dos cafezais, com reflexos diretos no aumento da produtividade e na qualidade do produto. Outra mudança importante para o setor é o desenvolvimento e a aplicação de novas estratégias para reposicionar o produto brasileiro no mercado internacional. Everything looks bright WITH QUALITY AND THE HIGHEST YIELD IN THE COUNTRY, THE COFFEE FROM WESTERN BAHIA IS LOOKING FOR CERTIFICATION OF ORIGIN TO GAIN MARKET SHARE. With the highest average yield recorded in the Country, irrigated coffee from western Bahia reached the milestone of 34 thousand tonnes in the 2011/12 cycle, which represents an increase of 20% compared to the 2010/11 season. The yield was 43 bags per hectare, much higher than the Brazilian average, estimated in 20 bags per hectare. All the 15,600 hectares (39,000 acres) planted with coffee in Bahia grow the Ara- bica type. Just like the yield, quality has been improved through the years. Now farmers have been working to obtain the certification of origin in order to bring a high end product to the market which can be immediately recognized by consumers. Since the per capita consumption has been increasing around the world, especially with the growing demand from the Chinese market, the product stocks have been quickly decreasing, while the prices have become even more attractive for coffee growers. In order to make the Brazilian coffee even more competitive, farmers have been investing in the improvement of coffee plantations, with direct impact on the increase, yield and quality of the product. Another important change for the industry is the development and application of new strategies to reposition the Brazilian product in the international market. 33 PECUÁRIA Cattle Farming New paths Novos rumos COUNTING AROUND 2.1 MILLION HEAD OF CATTLE, WESTERN BAHIA HAS A FULL-CYCLE LIVESTOCK HUSBANDRY AND INVESTS HEAVILY IN NEW TECHNOLOGIES. COM CERCA DE 2,1 MILHÕES DE BOVINOS, A REGIÃO OESTE CONTA COM UMA PECUÁRIA DE CICLO COMPLETO E INVESTE FORTE EM NOVAS TECNOLOGIAS A pecuária do Oeste da Bahia vive um momento de transição, marcado pela quebra de antigos conceitos, pelo ingresso de novos empreendedores, pela integração de atividades correlatas e pela definição de um sistema produtivo adequado a cada microrregião. São conquistas que se somam à vitória alcançada no final de 2010, com a extinção da zona tampão de aftosa na região. Detentora de um rebanho de 2,1 milhões de cabeças, de acordo com o levantamento da Agência Estadual de Defesa Agropecuária 34 (Adab), a região Oeste possui uma pecuária de ciclo completo. Com a exceção do município de Luis Eduardo Magalhães, que nos últimos três anos se consolidou como uma área de engorda intensiva de animais, os municípios possuem um modelo de pecuária que envolve as atividades de cria, recria e engorda. Nos últimos cinco anos, cresceu o emprego de tecnologias de produção ligadas à terminação de bovinos. A região possui cerca de oito confinamentos fixos, com capacidade de terminação pró- xima a 52 mil animais/ano. Para absorver esta produção, a região conta com três frigoríficos ativos localizados nos municípios de Barreiras, Muquém do São Francisco e Santa Maria da Vitória. Somadas, as plantas possuem uma capacidade instalada de abate de 1.300 bovinos por dia. A Inseminação Artificial em Tempo Fixo (IATF) consiste em sincronizar um lote de matrizes para que todas sejam inseminadas no mesmo período. É uma tecnologia recente, que ganha força a cada ano entre os produtores que querem melhorar seu rebanho. Segundo levantamento realizado pela Profissional Consultoria Ltda., cerca de 40.000 matrizes foram submetidas à IATF durante a estação reprodutiva de 2011/12, o que representa aproximadamente 5,7% das matrizes. Western Bahia animal husbandry is experiencing a time of transition marked by a change in the old concepts, by the entry of new entrepreneurs, by the integration of related activities, and by the definition of a production system which is adequate to each micro-region. Those are accomplishments which ad to the victory achieved at the end of 2010, with the extinction of the Foot and Mouth Disease buffer zone area. According to an assessment by the State Agency for the Defense of Agriculture and Livestock (Adab), western Bahia has a herd of 2.1 million head and full cycle livestock husbandry. With the exception of the municipality of Luis Eduardo Magalhães, which in the past three years has established itself as an intensive fattening area for animals, the other municipalities employ a livestock husbandry model that involves raising, breeding and fattening activities. The use of production technologies related to cattle slaughter has increased over the past five years. The area has around eight fixed confinements, with capacity to slaughter around 52,000 animals per year. In order to absorb this production, the area has three active slaughterhouses located in the municipalities of Barreiras, Muquém do São Francisco, and Santa Maria da Vitória. When added up, the plants have an installed slaughter capacity of 1,300 animals per day. Fixed-Time Artificial Insemination (FTAI) consists of synchronizing the breeding herd so that all are inseminated in the same period. This is a recent technology, which has become more and more popular through the years among ranchers who want to improve their herd. According to an assessment conducted by Professional Consultoria Ltda., around 40,000 breeding cows were submitted to FTAI during the 2011/12 breeding season, which represents approximately 5.7% of the breeding cows. 35 AVICULTURA . Poultry EUCALIPTO . Eucalyptus De vento em popa BAHIA ACABA DE CONQUISTAR A CLASSIFICAÇÃO B NO PROGRAMA NACIONAL DE SANIDADE AVÍCOLA, SITUANDO-SE ENTRE AS MELHORES DO SETOR DO BRASIL Impulsionada pela grande oferta de grãos, a atividade avícola segue em expansão no Oeste da Bahia. Dados de maio de 2012 mostram que a região dispunha de 510 mil aves de postura, o que corresponde a 110 mil animais a mais em comparação com mesmo período de 2011. Uma planta de abate instalada recentemente no município de Luís Eduardo Magalhães e outra empresa já existente na região respondem por aproximadamente 1,6 milhão de cabeças beneficiadas por mês. No novo empreendimento referido são produzidas também 7.400 toneladas de ração por mês. A sua capacidade de alojamento alcança a 2,8 milhões de aves. Já a possibilidade de abate por mês das duas plantas industriais do Oeste neste segmento chega mensalmente a 3,5 milhões de frangos. Driven by the large supply of grains, poultry farming has been expanding in western Bahia. Sinal verde Em levantamento feito em abril de 2012, o Oeste da Bahia contava com 51,5 mil hectares de eucalipto cultivados, o que representa incremento de 15% (ou 6.500 ha) em relação a 2011. Em sua maioria, esses novos plantios estão viabilizando áreas não favoráveis ao cultivo de agricultura anual, como soja, milho e algodão. Incluem também áreas de integração com pecuária, retratando a evolução sustentável da agropecuária na região. In full swing 2011. They also include areas where livestock is raised, thereby depicting the sustainable evolution of the local farming and ranching industry. 37 OUTRAS CULTURAS . Other Crops A estiagem atrapalhou EM CULTURAS COMO ARROZ, FEIJÃO E CAPIM PARA FORMAÇÃO DE PASTAGENS OS EFEITOS DO CLIMA IGUALMENTE PUDERAM SER SENTIDOS DE MANEIRA INTENSA Além das grandes commodities, como a soja e o algodão, outras culturas compõem a significativa matriz agrícola do Oeste Bahia, caso do arroz e do feijão, que também tiveram sua produção muito comprometida pela falta de chuva. Na safra 2011/12, a área plantada com arroz foi de 6 mil hectares, 45% menor que a do ciclo 2010/11. A produção teve queda ainda maior, recuando de cerca de 28 mil toneladas para 10,8 mil toneladas. A produtividade baixou de 43 sacas por hectare para 30 sacas por hectare. O resultado foi um Va- lor Bruto da Produção (VBP) de pouco mais de R$ 6 milhões, o que representa queda de 48% na comparação com a colheita anterior, cujo rendimento foi de R$ 11,8 milhões. O feijão é cultivado em duas safras e em regime de irrigação e de sequeiro (vigna). A produção caiu de 40.500 toneladas no ciclo 2010/11 para 34.560 toneladas na temporada 2011/12, com redução de 14,67%, em consequência da diminuição da produtividade nas áreas de sequeiro, por conta da estiagem. O VPB do feijão foi de R$ 13,7 milhões, contra os R$ 63 milhões obtidos na temporada 2010/11. Na região é cultivado ainda o capim para produzir sementes que são utilizadas na formação de pasto. Neste período, a produtividade manteve-se nos mesmos níveis da safra 2010/11, com a produção de 450 quilos por hectare, mas a área plantada foi reduzida de 40 mil hectares para 30 mil hectares. Foram colhidas 13,5 mil toneladas, o que representa queda de 25% na produção, num comparativo com a safra anterior. O VBP caiu na mesma proporção, ficando em R$ 47,25 milhões. The drought was a major hindrance THE EFFECTS OF THE WEATHER INTENSELY IMPACTED CROPS SUCH AS RICE, BLACK BEANS, AND GRAZING GRASS AS WELL Besides the major commodities such as soybean and cotton, other crops also make up the significant farming matrix in western Bahia. Such is the case of rice and black beans, whose yield was highly compromised by the lack of rain. In the 2011/12 season, 15,000 acres were planted with rice, an area 45% smaller than in the 2010/11 cycle. Harvest numbers dropped even further, going from approximately 28,000 tonnes down to 10,800 tonnes. The yield declined from 43 sacks per hectare to 38 30 sacks per hectare. The result was a Gross Harvest Value (GHV) a little over BRL 6 million, representing a 48% drop when compared to the previous harvest, which raked in BRL 11.8 million. Beans are cultivated in two crops and in irrigated land and dryland (vigna cultivars). The size of the crop went down from 40,500 tons in the 2010/11 cycle to 34,560 tons in the 2011/12 season, a reduction of 14.67%, as a result of lower yields in the dryland fields, because of drought conditions. The black beans GHV was BRL 13.7 million, against the BRL 63 million obtained in the 2010/11 season. The area also grows grass whose seeds are used to plant grazing grounds. In the period, the yield remained at the same levels as in the 2010/11 season with 450 kilos per hectare, but the area planted shrunk from 40,000 hectares (100,000 acres) to 30,000 hectares (75,000 acres). 13,500 tonnes were picked, representing a 25% drop in production when compared to the previous harvest. The GHV went down at the same rate and got to BRL 47.25 million. FRUTAS . Fruit Pomares estáveis As áreas ocupadas com frutas na região Oeste têm se mantido praticamente nos mesmos patamares. No Cerrado, houve pequeno incremento na área plantada, que subiu de 3,5 mil hectares para pouco mais 4 mil hectares. Os principais cultivos são de citros (limão e laranja), mamão e melancia. Há ainda produção menor de manga, abacaxi e goiaba, além dos cultivos dos perímetros irrigados da Companhia de Desenvolvimento dos Vales do São Francisco e do Parnaíba (Codevasf ), que hoje somam 150 hectares. No município de Bom Jesus da Lapa, os 12 mil hectares irrigados dos projetos Formoso I e II, da Codevasf, são outra importante área de fruticultura da região Oeste. Lá, 7 mil hectares são destinados ao plantio de mamão, manga, goiaba, coco etc, enquanto os outros 5 mil são ocupados com banana. COST AND IRRIGATION Anuário da Região Impulso para o Driving force behind the Cerrado Cerrado AIBA PROPOSALS IMPROVE CREDIT LINE TERMS AND CONDITIONS FOR CROP FINANCING AND THE USE OF WATER FOR BOOSTING PRODUCTION VOLUMES PROPOSTAS DA AIBA MELHORAM AS CONDIÇÕES DE FINANCIAMENTO DAS SAFRAS E A UTILIZAÇÃO DOS RECURSOS HÍDRICOS NO INCREMENTO DA PRODUÇÃO Gestões desenvolvidas recentemente pela Associação de Agricultores e Irrigantes da Bahia (Aiba) junto ao Ministério da Integração Nacional (MI) estão resultando em melhorias no custeio das safras do Cerrado nordestino, bem como deverão repercutir na ampliação da área irrigada na produção. Especificamente no custeio agrícola, já vigora equiparação de classificação de porte do Fundo de Financiamento do Nordeste (FNE), operado principalmente pelo Banco do Nordeste, à adotada pelo Banco Nacional de Desenvolvimento Econômico e Social (BNDES), conforme solicitado pela entidade, reposicionando produtores que antes eram considerados grandes e que agora se enquadram como médios e pequenos. Também já está sendo viabilizado convênio entre o MI e o Banco do Brasil, com recursos da Poupança Rural, para crédito especial no valor de R$ 1 bilhão/ano e custos inferiores a 10% ao ano. 40 A proposição apresentada em 2011 pela associação refere-se a um funding específico para o Cerrado nordestino, incluindo, além da região Oeste da Bahia, o Sul do Piauí e do Maranhão, com equalização do custo financeiro ao do FNE. Essa área, também identificada como Mapiba, utilizou aproximadamente R$ 4,7 bilhões (R$ 3,4 bilhões somente no Oeste baiano) em financiamentos de custeio na safra 2010/11, respondendo pela produção de 9,4 milhões de toneladas de grãos. Com a mudança de porte dos produtores, que foi homologada pelo Conselho Deliberativo da Superintendência do Desenvolvimento do Nordeste (Sudene), já vem sendo obtida redução de custo. Além disso, foi elevado o limite financiável, disponibilizando recursos no orçamento do FNE suficientes para atender à demanda de clientes da região. O funding, por sua vez, está passando a se con- cretizar com o referido convênio do BB, que prevê a criação de linha especial de crédito para os produtores da área. MAXIMIZAÇÃO No âmbito da irrigação, a Aiba sugere Programa de Maximização dos Recursos Hídricos x Energia Elétrica, que pode duplicar a área irrigada na região, de 100 mil para 200 mil hectares. Além de pleitear a ampliação do horário reservado à irrigação de 8h30 para 12h, faixa com custo reduzido, a entidade propõe revisar os parâmetros adotados para emissão de outorgas, que utilizam como base o menor nível da água dos rios, da menor ocorrência dos últimos 10 anos. Outorga móvel/sazonal é a proposta da entidade dos produtores, considerando o excedente de água dos meses chuvosos. Conforme seus argumentos, excluindo-se o período dos quatro meses mais secos, quan- Bahia do não é feita a irrigação, a disponibilidade de água nos demais meses é muito maior, permitindo dobrar as outorgas sem comprometer a bacia hidrográfica. Desta forma, também seria possível inserir na matriz produtiva regional a produção de cana-de-açúcar para etanol e energia, diminuindo déficit existente no Estado nesta área. As posições da associação baiana passaram a integrar nota técnica do Grupo de Trabalho de Licenciamento Ambiental e Outorga para Agricultura Irrigada, da Secretaria Nacional da Irrigação (Senir), do Ministério da Integração Nacional. O grupo, com a participação do vice-presidente da Aiba, Sérgio Pitt, reuniu-se em 2 de março de 2012 e decidiu levar o projeto à Conferência das Nações Unidas para o Desenvolvimento Sustentável, a Rio + 20, em junho de 2012, no Brasil. Entende-se que a proposta pode servir de modelo para outras regiões do País. Negotiations recently conducted by the Bahia State Farmers and Irrigators Association (Aiba) with the Ministry of National Integration (MI) are resulting into better financing terms and conditions for northeastern cerrado crops, and they are equally expected to reflect on the expansion of irrigated production areas. Specifically for production costs, what has entered into effect is the classification size of the Northeast Financing Fund (FNE, in the Portuguese acronym) mostly operated by the National Bank for Social and Economic Development (BNDES), as requested by the entity, repositioning growers previously considered as commercial farmers, now fitting into the category of small and medium-scale producers. What is being provided is the agreement between the MI and the Bank of Brazil, with resources from the Rural Savings Account, for special credit lines of R$ 1 billion/year and at interest rates inferior to 10% a year. The suggestion presented in 2011 by the association, refers to a specific funding for the northeastern cerrado, including, besides the Western Bahia region, the State of Maranhão and South Piauí, with the equalization cost on the FNE. In this area, also identified as Mapiba, where only the western Bahia portion used approximately R$ 3.4 billion, total financings reached R$ 4.7 billion for covering the production costs of the 2010/11 crop year, responsible for the production of 9.4 million tons of grain. By changing the category of the growers, which was homologated by the Deliberative Council of the Northeastern Development Superintendency (Sudene), good results in terms of cost reductions have been achieved. Furthermore, the credit line limit was extended, with FNE resources big enough to meet the demands of all regional clients. The funding, in turn, is now materializing through the said agreement with the BB, which offers a special credit line for the farmers of the region. MAXIMIZATION In the realm of irrigation, Aiba is suggesting a Water Resources Maximization Program x Electric Energy, which could double the irrigated area in the region, from 100 thousand to 200 thousand hectares. The association is also negotiating an extension of the irrigation time, from eight hours and a half to 12 hours, with reduced costs. The entity suggests a revision to the parameters in force for issuing licenses, where the basis that is considered is the lowest level of water of the rivers, during the scarcest precipitation levels of the previous ten years. A mobile/seasonal license is the suggestion that comes from the growers’ association, taking into consideration the water surpluses during the rainy period. According to their arguments, with the exclusion of the four dry months, when no irrigation is done, there is much more water available during the remaining months, allowing for twice as many licenses, without jeopardizing the hydrographic basin. This would also make it possible to insert sugar cane into the regional production matrix, for the production of ethanol and energy, thus reducing the statewide deficit in this area. The stances assumed by the association in Bahia gave rise to a technical note issued by the Environmental Licensing Working Group for Irrigated Agriculture, an organ of the National Irrigation Secretariat (Senir), of the Ministry of National Integration. The group, with the presence of the vice-president of Aiba, Sérgio Pitt, met on 2nd March 2012 and decided to take the project to the United National Conference for Sustainable Development, Rio + 20, in June 2012, in Brazil. There is common understanding that the suggestion could be a model for other regions throughout the Country. 41 Oeste da FUNDAÇÃO BA . BAHIA FOUNDATION Anuário da Região Productivity-oriented Tudo pela farming produtividade ACTIONS AND EVENTS IN TECHNOLOGY AND RESEARCH AREAS ARE FOCUSED ON MAXIMUM RESULTS, WHICH ALREADY CHARACTERIZE THEIR CULTIVATIONS AÇÕES E EVENTOS NA ÁREA DE PESQUISA E TECNOLOGIA PROCURAM REFORÇAR O FOCO NOS MÁXIMOS RESULTADOS QUE JÁ CARACTERIZAM SEUS CULTIVOS A máxima produtividade, com qualidade e sanidade, que já se tornou uma marca na região Oeste da Bahia, é tema de constante preocupação dos seus agentes no campo da pesquisa e da tecnologia, com lançamento de novas cultivares e difusão de práticas e manejos recomendados. Uma das formas de destacar informações a respeito são os encontros técnicos, como é o caso da Passarela da Soja e do Milho 2012, realizada em março, em Roda Velha, com extensão, neste ano, às duas culturas (antes era destinada apenas à oleaginosa) e apresentando como tema central “A Bahia em alta produtividade”. Realizada pela Fundação de Apoio à Pesquisa e Desenvolvimento do Oeste Baiano (Fundação Bahia), que tem Clóvis Ceolin na presidência e conta com parceria de várias entidades, como a Associação de Agricultores e Irrigantes da Bahia (Aiba), a Passarela uniu neste ano a manifestação dos pesquisadores com a dos próprios produtores na região, 42 para expor as suas receitas de sucesso. Foi o caso do produtor Roberto Pelizzaro, vencedor do Desafio de Máxima Produtividade de Soja – safra 2010/11, desenvolvido pelo Centro Estratégico de Soja no Brasil (CESB), com 108 sacos por hectare, e dos irmãos Volnei e Volmir Martinazzo, premiados com a melhor média obtida em milho (214 sc/ha). Junto com depoimentos de produtores sobre medidas adotadas e resultados obtidos, foram destacados ainda subtemas, como nematoide (diretrizes para o combate a esta praga) e mofo branco (aspectos mais aplicados ao manejo da doença), ambas prioridades atuais de controle na região. Além disso, ocorreu a apresentação de novas cultivares de soja da parceria entre Fundação Bahia e Embrapa: BRS 8480, BRS 8381 e BRS 9080 RR. O evento informou também que outras três variedades foram plantadas por sementeiros, são altamente produtivas e serão disponibilizadas aos produtores: BRS 313 (Tie- ta), BRS 314 (Gabriela) e BRS 315 RR (Livia). EM DIA NO CAMPO Na cultura do algodão, o tradicional dia de campo da Fundação BA acontece em 30 de junho de 2012, no Centro de Pesquisa e Tecnologia do Oeste Baiano (CPTO), em Luís Eduardo Magalhães, e igualmente deve apresentar novas cultivares. No encontro técnico de 2011, ocorrido em julho, no mesmo local, foram lançadas as variedades BRS 335 (fibra média) e BRS 336 (fibra média-longa). Sobre a BRS 336, ressalta-se diferencial na qualidade de fibra, comprimento entre 32,5 a 34,0 mm e resistência de 34,0 gf/tex, além de elevada produtividade, resistência à bacteriose e virose, indicada para plantio em todo o Cerrado brasileiro e também na região semiárida. Pesquisas relativas à cultivar foram desenvolvidas com recursos de fundo do setor (Fundeagro) e em integração com Fundação Bahia, Embrapa Algodão e Empresa Baiana Bahia de Desenvolvimento Agrícola (EBDA). Outros projetos em desenvolvimento sobre algodão avaliam resistência de linhagens finais, preliminares e cultivares a doenças foliares e ao complexo Fusarium-nematoide no Oeste da Bahia; melhoramento de fibras médias e longas para as condições do Cerrado baiano e do Vale do Rio São Francisco; transferência de transgenes para a tolerância ao glifosato e resistência a lagartas para variedades da Embrapa indicadas para o Estado. Entre esses estudos desenvolvidos em parceria alinham-se ainda: projetos referentes à epidemiologia e manejo da podridão das maçãs do algodoeiro; manejo de solos e adubação de alta tecnologia; rotação de cultura e espécies de cobertura do solo para semeadura direta no Cerrado baiano; sistema de cultivo adensado para a cultura e manejo do solo para o controle do mofo branco no algodoeiro, buscando cultivos cada vez mais produtivos. Maximum productivity, with quality and sanity, which has become a mark in Western Bahia, is a theme that triggers constant concern among all technology and research field agents, resulting into the launch of new cultivars and the dissemination of recommended cultural and management practices. One of the manners to highlight information on these topics is through technical meetings, like the 2012 Soybean and Corn Parade, held in March, in Roda Velha, which, this year, was extended to two crops (previously only focused on soybeans) whose central theme was “Bahia and its high productivity rates”. Conducted by the Western Bahia Development and Research Support Foundation (Foundation Bahia), whose president is Clóvis Ceolin, the entity has entered into a partnership with such entities as the Bahia State Farmers and Irrigators Association (Aiba), this year the Parade brought together all the claims of the researchers and of the growers in the region, so as to disclose its success-oriented recipes. It was the case of farmer Roberto Pelizzaro, winner of the Highest Soybean Productivity Challenge - 2010/11 season, conducted by Brazil’s Strategic Soy Center (CESB), with 108 sacks per hectare, and of brothers Volnei and Volmir Martinazzo, who were given the best corn yield prize (214 sacks/ha). Along with statements by producers on the innovations implemented and the results obtained, other highlights included sub-themes, like nematodes (guidelines on how to fight this pest) and white mold (major topics regarding the fight of the disease), currently, both are pest control priorities throughout the region. Other novelties included the introduction of new soybean cultivars, resulting from a partnership between Foundation Bahia and Embrapa: BRS 8480, BRS 8381 and BRS 9080 RR. The event also disclosed information about three other varieties planted by seed producers, and they are supposed to be highly productive and soon available in the market: BRS 313 (Tieta), BRS 314 (Gabriela) and BRS 315 RR (Livia). ON A FIELD DAY In cotton farming, the traditional field day organized by Foundation Bahia has been scheduled for June 30, 2012, at the Western Bahia Technology and Research Center (CPTO), in Luís Eduardo Magalhães, and the presentation of new cultivars is expected. At the technical meeting, held in July 2011, at the same venue, the following varieties were launched: BRS 335 (medium fiber) and BRS 336 (medium-long fiber). With regard to the 336, the traits that stand out are the quality of its fiber, from 32.5 to 34.0 mm long and resistance of 34.0 gf/tex, besides its high productivity rate, resistance to bacterial and virus diseases, indicated for planting in the entire Brazilian cerrado and also in the semiarid region. Research works on the cultivar were carried out with resources from the sector’s fund (Fundeagro) jointly with the following partners: Foundation Bahia, Embrapa Cotton and the Bahia State Agricultural Development Corporation (EBDA). Other projects underway on cotton are evaluating the resistance of final, preliminary and cultivar breeds to foliar diseases and to the Fusarium-Nematode complex of Western Bahia; enhancement of long and medium fibers for the Bahia cerrado and São Francisco River Valley conditions; transference of transgenes to tolerance to Glyphosate and resistance to worms in Embrapa varieties recommended for the State. Among all these studies conducted in partnership schemes, the following are also of note: projects regarding epidemiology and management of cotton ball rot; soil management and high technology fertilization; crop rotation and cover crops for direct seeding schemes in the Bahia cerrado; dense cultivation system for soil management and control of white mold in cotton plants, always in search of ever more productive cultivars. 43 Oeste da FUNDEAGRO Anuário da Região Bahia gica, faz parte dos projetos financiados pelo Fundeagro. O apoio alcança também o Sudoeste do Estado, no Vale do Iuiu, com o EBDA, em trabalhos de preparo do solo por subsolagem de 618 hectares no ciclo 2010/11 e outras ações, atendendo 309 agricultores familiares e possibilitando a revitalização da cultura na região. Incentiva-se ainda a introdução da atividade na agricultura familiar do Oeste, em Cotegipe, Angical e Riachão das Neves. Ocupa lugar de destaque nas iniciativas financiadas pelo fundo a defesa fitossanitária, com o Programa de Monitoramento e Controle do Bicudo do Algodoeiro. Vem repercutindo na recuperação da produtividade, no aumento de rentabilidade e na redução de danos ao meio ambiente. Núcleos regionais de controle são incentivados e propiciam avanço considerável em etapas críticas do manejo do bicudo. Os pequenos produtores do Sudoeste também deverão ser beneficiados no programa com tubos mata-bicudos para suas lavouras. A ação preventiva na área tem parceria da Agência Estadual de Defesa Agropecuária da Bahia (Adab). Base para desenvolver FUNDO DO ALGODÃO TEM SIDO FUNDAMENTAL PARA A EVOLUÇÃO DESSE SEGMENTO NO OESTE EM DIVERSOS PROJETOS DE APOIO E SUSTENTABILIDADE O Fundo para o Desenvolvimento do Agronegócio do Algodão (Fundeagro), existente desde 2002 no Oeste baiano e atualmente presidido pelo produtor e empresário Ademar Marçal, tem mostrado a importância de uma base permanente de sustentação financeira para garantir o crescimento de uma atividade e de uma região. Funciona a partir da destinação de parte de recursos do Imposto sobre Circulação de Mercadorias e Prestação de Serviços (ICMS) da produção local e aliado 44 a parcerias, como a da Associação Baiana de Produtores de Algodão (Abapa) e da Associação de Agricultores e Irrigantes da Bahia (Aiba), bem como de instituições de pesquisa públicas e privadas. Com seu respaldo, concretizam-se incontáveis projetos de melhoria e evolução do segmento, nos mais diversos aspectos, resultando no desenvolvimento de toda comunidade regional e do Estado. Entre as várias áreas de ação, o Fundeagro e as entidades parceiras fomentam estudos que viabilizam melhorias tecnológicas e genéticas para a cultura algodoeira. Programa de pesquisa da Fundação Bahia, da Embrapa Algodão e da Empresa Baiana de Desenvolvimento Agrícola (EBDA), por exemplo, busca o melhoramento de algodão de fibras médias e longas adaptadas à região, com vários lançamentos de cultivares produtivas e resistentes a doenças, além de avaliar as que se adaptam a essas áreas de cultivo. Também ocorrem investimentos em biotecnologia, visando a reduzir custos e dar compe- titividade ao produtor, com cultivares transgênicas, tolerantes ao herbicida glifosato nas condições ambientais locais. A capacitação recebe um lugar de destaque na aplicação dos recursos do Fundeagro. O Centro de Treinamento em Tecelagem leva técnicas de utilização de teares a mulheres da comunidade de Roda Velha de Baixo. O mesmo tipo de unidade, em Alimentação, mantido pela Abapa, supre deficiências na área, com 28 turmas atendidas entre março de 2010 e abril de 2011. Através do Parceiros da Tecnologia, foi implantado em 2010 o Centro de Tecnologia – Treinamento de Operadores e Mecânicos de Máquinas Agrícolas, com requalificação dos profissionais do setor e formação de novos. Melhorias no processo de beneficiamento da pluma, por sua vez, atingiram 28 algodoeiras e 200 pessoas. E, ainda, o Programa de Inclusão Digital abrange 80 jovens por semestre, desde 2006, em Barreiras, Luís Eduardo Magalhães, São Desidério e Roda Velha. O Dia de Campo do Algodão, evento anual de atualização tecnoló- IMAGEM FORTALECIDA No plano ambiental e social, o Fundeagro está presente em diversas ações com a Aiba e com a Associação Brasileira dos Produtores de Algodão (Abrapa). Em destaque ficam o Programa de Adequação Ambiental “Plano Oeste Sustentável” e o Programa Socioambiental da Produção de Algodão (PSOAL). Neste ocorre a certificação de fazendas em práticas adequadas de cultivo, com adesão acima da previsão inicial em áreas de Coaceral, Anel da Soja, Barreiras, Luís Eduardo Magalhães, Roda Velha e Rosário. Ao lado do incentivo a realizações no crescimento e na qualificação da produção, o fundo do algodão direciona esforços na promoção do produto baiano, com ganhos importantes de imagem. Desde 2006, apoia o Projeto Integrado dos Fundos de Incentivo à Cultura para o Marketing Nacional e Internacional do Algodão Brasileiro. Exerceu papel fundamental no financiamento da ação movida e ganha pelo Brasil na Organização Mundial do Comércio (OMC) em relação a subsídios dos Estados Unidos a seus produtores. Atualmente, intensifica trabalhos no reconhecimento da importância do algodão em nível nacional e da agricultura como um todo no País, pelo Movimento SouAgro. Os investimentos estruturais no apoio à cadeia produtiva, por sua vez, têm sempre a marca do Fundeagro. Foi assim com o Centro de Análise de Fibras, construído em 2006 em Luís Eduardo Magalhães, e em todas as ampliações em área e de equipamentos na região, com resultados muito positivos para o setor e com o reconhecimento da qualidade do produto. Foi o que aconteceu também com a estruturação da sede da Abapa e do próprio fundo, em 2006, na cidade de Barreiras, e, posteriormente, com a construção do Centro de Pesquisa e Tecnologia do Oeste da Bahia (CPTO) e do Complexo Bahia Farm Show, em LEM. Enfim, seu nome está marcado tanto na sustentação econômica quanto na defesa ambiental e social da atividade algodoeira baiana, fundamental no desenvolvimento da região e do Estado. 45 Oeste da FUNDEAGRO Anuário da Região inglês Basis for development The Cotton Agribusiness Development Fund (Fundeagro), in operation since the year 2002, in Western Bahia, and currently presided over by producer and entrepreneur Ademar Marçal, has shown its importance as a permanent financial sustaining basis to ensure the growth of an activity and of a region. Its operational costs are covered by a portion of the state value added tax (ICMS) levied on local production, and along with partnerships, like the one with the Bahia Association of Cotton Farmers (Abapa) and the Bahia State Farmers and Irrigators Association (Aiba), as well as with private and public research institutions. Under its umbrella, countless improvement projects and advances of the segment, in an array of aspects, materialize, resulting into the development of the entire regional community, and ultimately, of the State. Among the various action areas, Fundeagro and the partner entities foster studies that materialize genetic and technological enhancements for cotton farming. The Foundation 46 Bahia Research Program, of Embrapa Cotton and of the Bahia State Agricultural Development Corporation (EBDA), for example, is now trying to enhance medium and long fiber cotton, adapted to the region, and to this end, is launching several productive cultivars, resistant to diseases, besides evaluating the ones that adapt to this cultivation area. There are also investments in biotechnology, with an eye towards cost reductions, whilst turning the cotton farmers more competitive, with transgenic cultivars, tolerant to Glyphosate, in the local environmental conditions. Qualification moves are given special heed when it comes to using the Fundeagro resources. The Weaving Apprenticeship Center provides training for the women of the Roda Velha de Baixo community on how to use cotton gins. The same type of unit, in Alimentação, run by Abapa, with 28 groups trained, from March 2010 and April 2011. Through the Technology Partners division, in 2010, the Technology Center for Training Agricultural Machinery Mechanics and Operators, with the re-qualification of the professionals of the sector and the qualification of new ones. Improvements in the fiber processing operations, in turn, comprised 28 cotton gins and 200 people. And equally the Digital Inclusion Program, which assists 80 young farmers every six months, since 2006, in Barreiras, Luís Eduardo Magalhães, São Desidério asnd Roda Velha. The Cotton Field Day, an annual technological updating event, is included in the projects financed by Fundeagro. This financial support also reaches the Southeast of Bahia, in the Iuiu Valley, with the EBDA, in soil preparation works, by sub-soiling 618 hectares in the 2010/11 cycle and other actions assisting 309 family farmers and revitalizing the crops around the region. What is also stimulated is the introduction of the activity in family farming operations in the West, Cotegipe, Angical and Riachão das Neves, Phytosanitary defense occupies a prominent Bahia COTTON FUND HAS PLAYED A FUNDAMENTAL ROLE FOR THE EVOLUTION OF THIS SEGMENT IN THE WEST, IN DIFFERENT SUPPORT AND SUSTAINABILITY PROJECTS position, with the Monitoring and Boll Weevil Controlling Program. This has been reflecting on the recovery of the productivity rates, on higher income and on the reduction of damages inflicted on the environment. Regional control nuclei are stimulated and they provide for considerable advances during the critical stages of boll weevil control practices. The small-scale farmers in the Southeast shall also benefit from the program, as they will be provided with flasks of boll weevil killers. Prevention actions in the area rely on a partnership with the Bahia State Agriculture Defense Agency (Adab). IMAGE STRENGTHENED In the environmental and social plan, Fundeagro is also present in several initiatives carried out by Aiba and by the Brazilian Cotton Growers’ Association (Abrapa). A prominent position is occupied by the Environmental Adjustment Program “Western Sustainable Plan” and the SocioEnvironmental Program for the Production of Cotton (PSOAL). The latter is responsible for the certification of farms in appropriate cultivation practices, with the number of adhesions outstripping by far all initial estimates in areas like Coaceral, Anel da Souza, Barreiras, Eduardo Magalhães, Roda Velha and Rosário. Along with incentive towards growth and production qualification, the cotton fund further directs efforts to the promotion of products produced in Bahia, thus earning gains on the image side. Since 2006, the fund lends support to the Integrated Project of the Incentive Funds for Marketing the Brazilian Cotton Crop at Home and Abroad. It also played a relevant role in providing the necessary financial resources required by the court case filed by Brazil with the World Trade Organization (WTO) against the subsidies paid by the government of the United States to its cotton producers. At the moment, the fund is involved with works aimed at making cotton earn recognition of its importance, at national level, and the same holds for agriculture throughout the Country, through the “Movimento SouAgro” (phrase that means something like Initiative I’m agro”) . All structural investments in support of the production chain, in turn, always bear the Fundeagro mark. This is what happened with the Fiber Analysis Center, built in 2006, in Luís Eduardo Magalhães, and in all expansions in the equipment commonly used in the region, with very positive results for the sector and with the acknowledgement of the quality of the products. This also happened with the refurbishment of the headquarters of Abapa and of the fund itself, in 2006, in the city of Barreiras, and, later, with the construction of the Western Bahia Technology and Research Center (CPTO) and of the Bahia Farm Show complex, in LEM. After all, its name bears both the mark of economic sustenance and environment defense in every detail regarding all Bahia State Cotton farming operations, which play a decisive role in the development of the region and the State. 47 Oeste da FUNDESIS . FUNDESIS Anuário da Região Bahia Social transformation THE SUCCESSFUL AGRICULTURAL OPERATIONS IN WESTERN BAHIA ALSO YIELD FRUITS IN THE REALM OF INITIATIVES FOCUSED ON EDUCATIONAL AND SOCIAL ASSISTANCE WORKS ON BEHALF OF THE NEEDY Uma transformação social A FORTE PRODUÇÃO AGROPECUÁRIA DO OESTE DA BAHIA RENDE FRUTOS TAMBÉM NO ÂMBITO DE AÇÕES EDUCATIVAS E ASSISTENCIAIS PARA OS QUE MAIS PRECISAM O Fundo para o Desenvolvimento Integrado e Sustentável da Bahia (Fundesis), criado em 2006, numa iniciativa da Associação dos Agricultores e Irrigantes da Bahia (Aiba) e do Banco do Nordeste (BNB), avança a cada ano em novos apoios a projetos de organizações sociais em áreas carentes da região, promovendo ações de inclusão e transformação em seu meio. Com novo edital lançado em 2012 (o quarto), no valor de R$ 700 mil, os investimentos para essa finalidade irão alcançar a R$ 2 milhões, atendendo, por exemplo, a creches, escolas, centros culturais, orfanatos, abrigos, com benefícios a um grande número de crianças, jovens, adultos e idosos, entre os quais estão portadores de necessidades especiais. 48 A destacada produção do Oeste baiano rende frutos para toda a sociedade regional, a partir da contribuição espontânea dos produtores rurais associados da Aiba, com os custeios agrícolas liberados pelo Banco do Nordeste, pelo Fundo Constitucional de Financiamento do Nordeste (FNE). Também ocorrem doações de pessoas físicas e jurídicas e repasse de cooperativas rurais por meio do Fundo de Assistência Tecnológica Educacional e Social (Fates). A atividade produtiva se une à prática do bem comum e resulta em melhoria de qualidade de vida em muitas áreas necessitadas. Até o edital anterior, já haviam sido contemplados 29 projetos de 19 entidades sociais e, pelos cálculos da Aiba, puderam ser beneficiadas, direta e indiretamente, mais de cinco mil pessoas, além de serem criados mil novos postos de trabalho temporários. Foram viabilizadas várias obras, com ampliação das estruturas físicas e de atendimento da população por meio de instituições sociais e educativas. O programa estendeu-se a comunidades de Barreiras, Luís Eduardo Magalhães, Angical, Tabocas do Brejo Velho, Correntina e São Desidério, nesta região. MELHORIAS Nos projetos já executados, os organizadores puderam observar melhorias em vários aspectos, desde a quantidade e a qualidade de atendimento das instituições abrangidas bem como na resposta positiva das próprias comunida- des onde estão inseridas. Além de incrementar a assistência e o conhecimento, contribuiuse na redução de índices de criminalidade e marginalidade, educação alimentar, combate ao desperdício e promoção da saúde da população. Em março e abril de 2012, com a nova disponibilização de recursos, foi inscrito mais um número expressivo de projetos, cujas avaliação, seleção e aprovação ficam a cargo do Conselho Deliberativo do Fundesis. De acordo com as normas do fundo, podem ser contempladas ações no campo da inclusão social e digital, educação e cultura, saúde preventiva e, também, geração de renda e empreendedorismo, preservação e educação ambiental, defesa fitossanitária e agricultura sustentável. Procura-se concretizar a responsabilidade social, com coerência e austeridade, integrando esforços e facilitando a ação de quem conhece a realidade, atua no seu meio e busca a sua transformação e seu desenvolvimento. The Bahia State Sustainable and Integrated Development Fund (Fundesis), started in 2006, at the initiative of the Bahia State Farmers and Irrigators Association (Aiba) and the Northeast Bank (BNB), is year after year lending support to new projects run by social organizations in poverty-stricken districts across the region, promoting social inclusion and transformation in these environments. With a new edict launched in 2012 (the fourth), totaling a sum of R$ 700 thousand, the investments to this end are estimated to reach R$ 2 million, lending assistance, for example, to crèches, schools, cultural centers, orphanages, shelters, with benefits extended to a huge number of children, youngsters, adults and elderly people, including people with special needs. The noteworthy volumes produced in Western Bahia bring benefits to the entire regional society, based on spontaneous contributions by rural producers associated with the Aiba, with agricultural costs liberated by the Bank of Brazil, by the National Fund for Financing the Northeast (FNE). Productive activities walk hand-in-hand with well-being concerns, resulting into better quality of life in lots of needy areas. Up to the previous edict, the considerable number of 29 projects, coming from 19 social entities, had been contemplated and, according to Aiba estimates, upwards of five thousand people were directly or indirectly benefited, besides the creation of one thousand temporary job positions. Lots of works were carried out, physical structures were expanded to better serve the population through initiatives conducted by social and educational institutions. The program was extended to the communities of Barreiras, Luís Eduardo Magalhães, Angical, Tabocas do Brejo Velho, Correntina and São Desidério, in the region. IMPROVEMENTS In the already executed projects, the organizers detected improvements in several aspects, from the amount and quality of all institutions assisted to the positive response given by the communities themselves, which they are inserted into. Besides revitalizing all assistance moves and knowledge, contribution was given towards reducing crime rates, healthy eating habits, fight against loss and wastes and popular health promotion. In March and April 2012, when a new amount of resources was available, another huge number of projects were registered, and they are now being scrutinized, evaluated, selected and approved by the Fundesis Deliberative Council. In accordance with the standards of the fund, the benefits could be destined for actions in the realm of digital and social inclusion, education, culture, preventive healthcare services and, equally, for the generation of income and entrepreneurship, environmental and education concerns, phytosanitary defense and sustainable agriculture. Social responsibility is to be viewed in a concrete manner, with coherence and austerity, joining efforts making things easier for those who are acquainted with the real facts, those who deal with the environment and seek its transformation and development. 49 Oeste da JUSTIÇA . JUSTICE Anuário da Região Relief and refund Alívio e retorno VITÓRIAS DA AIBA EM AÇÕES JUDICIAIS REFERENTES A FUNRURAL E SALÁRIO EDUCAÇÃO DESONERAM PRODUTORES E AUMENTAM CAPACIDADE DE INVESTIMENTO Os produtores rurais do Oeste baiano filiados à Associação de Agricultores e Irrigantes da Bahia (Aiba) estão sendo beneficiados com decisões da Justiça Federal favoráveis a ações apresentadas pela entidade, relativas à Contribuição Social Rural – Funrural e Contribuição para o Salário Educação para Produtor Rural Pessoa Física. Foi assegurada a suspensão da cobrança, assim como a devolução de valores pagos. Em março de 2012, sentenças da Justiça Federal em Barreiras 50 (BA) julgaram procedentes três ações coletivas propostas por meio da Aiba em 2007, 2010 e 2011, ordenando a União a suspender a cobrança da contribuição do Funrural a seus associados, bem como a devolver valores recolhidos ao longo dos últimos 10 anos. A associação, por meio de serviços jurídicos contratados, questionou a constitucionalidade do referido tributo, que não foi instituído por lei complementar, como se requer, mas ordinária, e assim obteve sucesso. Antes da referida decisão, já havia conseguido o reconhecimento da inconstitucionalidade, em tutela antecipada deferida há dois anos no Tribunal da 1ª Região em Brasília (DF). Também em Brasília, durante o mês de outubro de 2011, a 1ª Vara da Justiça Federal acolheu pedido da Aiba em ação movida em 2008, relativa à contribuição indevida para o Salário Educação. No caso, igualmente foi denunciado o fato de se tratar de exigência inconstitucional e, com a sentença favorável, os produtores vinculados à entidade foram desobrigados desse compromisso. The association, through hired juridical services, questioned the constitutionality of the said charges, which were not instituted by supplementary law, which is a requirement, but by ordinary law, and therefore was successful. Before the above decision, the association’s unconstitutionality claim had been acknowledged, at a previous ruling deferred two years ago By the First District Court in Brasília (FD). Equally in Brasília, during the month of October 2011, the First Federal Court accepted Aiba’s request in a court case filed in 2008, relative to undue contributions to the so-called Education Salary. In the case, the unconstitutionality argument was used, and with the ruling in favor of the farmers, they no long have to pay the fee. THE ENVIRONMENT Um marco histórico LEI ESTADUAL OFERECE O BALIZAMENTO ENTRE A ATIVIDADE PRODUTIVA E A CONSERVAÇÃO AMBIENTAL, CRIANDO FINALMENTE PARÂMETROS PARA ESSA QUESTÃO Em 28 de dezembro de 2011, o governador da Bahia, Jaques Wagner, sancionou a Lei nº 12.377/2011. Foi o fechamento esperado, em grande estilo, para um ano que figurará para sempre como um marco definidor dos novos rumos da produção brasileira, sobretudo a agrícola, no que diz respeito ao balizamento legal entre a atividade produtiva e a conservação do meio ambiente. Chegou-se a 2012 com a revisão do Código Florestal Brasileiro finalmente aprovada no Congresso, ainda que à mercê da aprovação final da presidente do País, Dilma Rousseff. Na Bahia, a nova lei ambiental foi a vitória de uma longa batalha, que envolveu horas de diálogos e discussões no exercício pleno da democracia. Seja na esfera nacional, estadual ou regional, a Aiba atuou vigorosamente, como protagonista ou coadjuvante da construção dos novos arcabouços legais. “A lei estadual surgiu como forma de institucionalizar a integração das Políticas Estruturantes de Meio Ambiente e de Recursos Hídricos e a qualificação do processo de gestão ambiental na Bahia, com a implementação dos instrumentos de controle ambiental (licença, fiscalização e monitoramento)”, explica o vice-presidente da Aiba, Sérgio Pitt. 52 A construção do projeto de lei priorizou uma metodologia participativa e foi discutida com os Conselhos Estaduais de Meio Ambiente e de Recursos Hídricos (Cepram e Conerh), com segmentos da sociedade civil, organizações não governamentais (ONGs), poder público e setor empresarial. A aprovação da Lei 12.337/2011 criou, em caráter inusitado e revolucionário, outras duas modalidades de licenciamento: a Licença de Regulamentação (LR), concedida para regularizar atividades ou empreendimentos em instalação ou funcionamento, mediante recuperação ambiental; e a Licença Ambiental por Adesão e Compromisso (LAC), concedida eletronicamente para empreendimentos de pequeno e médio portes. De acordo com o secretário de Meio Ambiente da Bahia, Eugênio Spengler, o papel da Aiba nesse processo, como o de todas as instituições da sociedade envolvidas, foi muito importante, porque representou a interlocução de todos os setores com reais interesses nessa questão. “Agora estamos trabalhando fortemente na conclusão do Zoneamento Ecológico e Econômico (ZEE) e no monitoramento de bacias. Esse trabalho começará pelo Oeste, que é a região mais pressionada e precisa de políticas e respostas mais urgentes”, garantiu Spengler. Oeste da Anuário da Região Bahia A historic milestone STATE LAW PROVIDES BALANCE BETWEEN FARMING AND ENVIRONMENTAL CONSERVATION BY FINALLY SETTING UP PARAMETERS FOR THE ISSUE On December 28, 2011, Jaques Wagner, the Bahia governor, sanctioned Law no. 12377/2011. It was the expected grand-style closing for a year that will forever be seen as a defining milestone in the new paths of Brazilian production, especially agriculture, when it comes to the regulatory balance between farming and environmental conservation. We started 2012 with the revision of the Brazilian Forest Code finally approved by the Congress, albeit still at the mercy of President Dilma Rousseff’s approval. In Bahia, the new environmental law represents the victory in a long battle that required lengthy talks and discussions that stood as an example of the full exercise of democracy. Whether in the national, state or local levels, Aiba worked tirelessly as the main or supporting character in the construction of new legal frameworks. “The state law was created as a way to institutionalize the integration of the Environmental and Water Resources Structuring Policies and enhance the quality of the environmental management process in Bahia by implementing environmental control tools (licenses, inspections and monitoring)”, explained Sérgio Pitt, Aiba vice president. The design of the bill prioritized a participatory methodology and was discussed with the State Councils for the Environment and Water Resources (Cepram and Conerh), with segments of the civil society, NGOs, the government, and business leaders. In a curious and revolutionary manner, the approval of Law 12337/2011 created another two types of licensing: the Regulatory License, granted to get activities or undertakings undergoing installation or already in operation compliant with the law by means of environmental recovery; and the Environmental License via Adherence and Commitment, granted electronically to small and medium-sized undertakings. According to Eugênio Spengler, Bahia Secretary for the Environment, Aiba’s role in that process was very important, and so was that of all of society’s institutions involved, because it brought together all industries that have actual interest in the issue. “Now we are working heavily to complete the Ecologic and Economic Zoning and on basin monitoring. Os bancos disponibilizam linhas com recursos do FNE, Pronaf/ Agricultura Familiar, e as linhas com recursos do BNDES (PSI Rural, Moderinfra e Moderagro), além dos financiamentos com recursos obrigatórios e próprios. De acordo com o presidente da Associação de Agricultores e Irrigantes da Bahia (Aiba), Walter Horita, o agricultor do Oeste é ávido por tecnologia. E foi o uso estratégico delas que permitiu ao cerrado baiano passar, de uma região desacreditada, para um dos grandes polos produtores do Brasil, líder em produtividade em soja, milho e algodão. “Foi justamente a tecnologia que amorteceu os impactos da seca recente pela qual a região passou. E quando se fala em tecnologia, não há melhor vitrine para o produtor rural que a Bahia Farm Show para conferir e adquirir as novidades tecnológicas, em um só lugar, e perto das suas propriedades”, afirma. ESTRUTURA - A Bahia Farm Show é realizada no Complexo Bahia Farm Show, um parque de exposições privado, de 2 milhões de metros quadrados, sendo 70 mil ocupados com a exposição. O parque é um dos mais bem providos de infraestrutura do País. Possui, por exemplo, ruas totalmente pavimentadas, uma novidade da edição 2012. O investimento nas redes elétrica e hidráulica, em estruturas fixas de alvenaria, e em paisagismo, é possível graças ao direcionamento dos recursos gerados pelo evento na melhoria da infraestrutura e da feira como um todo. A Bahia Farm Show é uma realização da Associação de Agricultores e Irrigantes da Bahia (Aiba), em parceria com a Associação Baiana dos Produtores de Algodão (Abapa), Associação das Revendas de Máquinas e Implementos Agrícolas do Oeste da Bahia (Assomiba), Fundação Bahia e Prefeitura de Luís Eduardo Magalhães. Bahia Farm Show reaches its ninth edition with the pompous title as the Largest Agricultural Technology and Business Exhibition in the North and Northeast, ranking as one of the five biggest exhibitions of this kind throughout the Country. The organization of the event approached the year 2012 with the expectation to outstrip the business volume of 2011, R$ 570 million, in spite of the problems faced by the region with the dry spells during the current crop year. On the calendar of agriculture exhibitions in Brazil, the Western Bahia event occupies a prominent position. This year, the event has been scheduled for May 29 to June 2, in Luís Eduardo Magalhães. The four official banks at the exhibition – Bank of the Northeast, Desenbahia, Bank of Brazil and Bradesco – lend support to the optimism of the organizers, encouraged by the good prices of the commodities and by smaller interest rates. The credit lines made available by the banks come from resources from the FNE, Pronaf/ Family Farming, and credit lines with resources from BNDES (PSI Rural, Moderinfra and Moderagro), besides financial grants from mandatory resources and resources of their own. According to the president of the Bahia State Farmers and Irrigators Association (Aiba), Walter Horita, the farmers of the West are eager for technology. And thanks to strategic use of this technology, the previously discredited Bahia cerrado region turned into a huge producer hub in Brazil, leader in soy, corn and cotton productivity rates. “It was technology that cushioned the impacts of the recent drought experienced by the region. And when the subject turns to technology, there is no better showcase for the rural producers than the Bahia Farm Show to check and acquire the technological novelties in one place, and near the farms”, he says. STRUCTURE - Bahia Farm Show is held in the Bahia Farm Show Complex, a private exhibition park, 2 million square meters where the exhibition occupies 70 thousand meters. The park boasts one of the best infrastructures in the Country. For example, its streets are paved, which is a novelty of the 2012 exhibition. Investments in the hydraulic and electrical networks, in fixed masonry structures, and in landscaping, are possible because all resources generated by the event are channeled towards improving the infrastructure of the exhibition as a whole.
