Honour and pride for the Engineer
E
ngineering practice sometimes calls for a perfect
mastery of Project Management skills. When this
management process, which generally seeks to
optimise the use of resources deployed while realising
the project goals and objectives within the provided
budget and time limits, earns the full approval of the
project owner and draws applause from different stakeholders, it becomes a source of legitimate pride for the
Engineer.
Recently, precisely on February 1st 2014, I felt highly
honoured, when my mandate, at the head of the National Order of Civil Engineers, was renewed with an overwhelming majority. By this gesture, the Civil Engineering family in Cameroon endorsed the vision presented
by my team, thereby pledging total support to the new
Council of the Order, whose mission is to transform this
vision into reality.

On the 19 of February 2014, and within the framework of celebrations marking the fiftieth anniversary of the Independence and Reunification of Cameroon, I received sincere congratulations from the highest authority in the land, H.
E. Paul Biya, President of the Republic. This was in my other capacity as Project Manager of the contract for the construction of the 50th anniversary monument in Buea.
I consider that this honour goes beyond, my humble self, to the entire civil engineering core in Cameroon. By confiding
the conception, financing, construction and supervision of such an important edifice in the hands of Cameroonians, the
Head of State demonstrated total confidence in our expertise and knowhow.

News
► The fiftieth anniversary celebrations organised
in Buea (South West Region) during the month of
February 2014 ushered in a new era for this historic
city. Buea received a total facelift through the tarring
and lighting of several kilometres of town streets, the
construction, rehabilitation and restoration of many
public edifices and hotels, and the refurbishing of the
water supply network.
► A decree signed by the Prime Minister on January
16, 2014, sets out modalities for the funding of works,
done by direct labour, through the Road Fund. Such
works must be of an urgent or strategic nature, ordered by either the Minister in charge of highways or
urban roads, and local council authorities.

► A second Prime Ministerial Decree was signed on the 24th of March, 2014. This text deals with labour matters. In particular, it seeks the promotion of labour intensive
methods in the execution of construction works in Cameroon, notably, the specific contract terms and conditions applicable, as well as provisions for the training of labour in
such methods, and the settlement of attendant disputes.
► On a different note, the City of Garoua will benefit from a special funding of up to 15bn FCFA, within the framework of the French debt relieve programme for development (C2D), for the construction road networks linking up to major activity centres and densely populated urban neighbourhoods.
► Some secondary towns within the councils of Bamenda, Douala II, Maroua, Mbalmayo, Yaoundé III, and Yaoundé IV, will benefit from a World Bank funding within the
framework of the PDUE project, for a total sum of about 12bn FCFA, over a period of three years. This financing is for the up grading of the general landscape and drainage
infrastructures in these towns.
► For the 2014 fiscal year, special measures for the retention, at source, of some taxes, notably the VAT and AIR, are still envisaged. The public works enterprises concerned by
this decision include the following private companies: DTP TERRASSEMENT, RAZEL CAMEROUN, BUNS CAMEROUN, SOGEA SATOM CAMEROUN; and CIMENCAM, which is a parastatal concern with both public and private capital. As against the 2012 financial year, the following private companies have been struck off the list of those affected by these
measures: ANDRADE GUTTIEREZ, ARAB CONTRACTORS, ASQUINI ENCORAD, BATI SERVICE, EGIS CAMEROUN and KETCH SARL, as well as LABOGENIE and MATGENIE, which are State
Corporations.
► The official commissioning of the, recently completed, head office building of the African Intellectual Property Organization, better known by its French acronym OAPI,
was pronounced by Pr. Peter AGBOR TABI, Assistant Secretary General at the Presidency of the Republic, in Yaoundé. This eleven (11) storey building consists three (03) underground storeys, reserved for parking lots, seventy (70) offices and a two hundred (200) sitter auditorium, constructed at the cost of some 4bn FCFA. This project was realised
by Société Générale de Construction (SGC), under the supervision of Cabinet MACHIA as Project Manager, and ADRH APAVE as Technical Controller for Insurance purposes.
► Concerning the highly awaited «Express Way» from Down-town Yaoundé to the Nsimalen International Airport, contracts have been awarded for the construction of the
different road sections as follows: from Sous-Préfecture Tsinga to Poste Centrale = Arab Contractors Cameroun; from Poste Centrale to 3 statues = China Road and Bridge
Corporation; from 3 statues to Ahala = Synohydro Corporation, and finally; the section in the countryside = China Communications Construction Company Ltd.
2014 Annual General Meeting
The 2014 annual general meeting of the National Order of Civil Engineers took place from January 31 to February 1, 2014, at the MONT FEBE Hotel in Yaoundé.
The two principal items on this year’s agenda were the Civil Engineering Technical Day (CETD) and the Ordinary General Assembly (OGA) of the NOCE respectively. During the OGA, the
election of members of Council and the Principal Auditor of the Order, took place.
● General theme for the CETD: «Technical Standards and Innovations; Challenges for the Engineer». The proceedings of this session, which followed the official opening ceremony, were
co-ordinated by Emeritus Engineer Henri TCHAKOUNTIO. After the introductory presentation based on the above cited theme, five other speakers took the floor in the following order:

● Following the elective General Assembly, held on February 1 2014, at which Kizito NGOA, Eng., was re-elected President
of the NOCE, the 40th Ordinary Session of Council met on March 6, 2014, at the Head Office Building in Yaoundé. This meeting
had a single point on the agenda, viz. the election of the other bureau members of Council. At the end of deliberations,
members were elected as follows:

- Meeting of the committee in charge of proposing development strategy for the infrastructure sector (MINEPAT)

GEOTECHNICS: STANDARDS APPLIED; CLAIMS REDUCED
With a Master’s programme in Civil Engineering, offering possibilities for specialisation in Geotechnical and/or
Structural Engineering, now open at the National Advanced School of Public Works, and the open-days organized by National Civil Engineering Laboratory (LABOGENIE), the project owner are encouraged to incorporate
detailed geotechnical studies into their design packages, when planning new projects, as opposed to the limited
reconnaissance surveys that characterised this kind of work in the past. It is now possible to avoid or limit the
occurrence of structural failures in buildings, as observed on some construction sites in our major cities of Douala
and Yaoundé, if project owners take advantage of these developments.
The promoters of specialist geotechnical laboratories will also reap better benefits, depending on the level of
investment that they are willing and able to make on upgrading their equipment to enable them carryout these
studies to the end.

Recommendations of the sixth
Civil Engineering Technical Day
1. Help in clarifying the respective rights and duties of each participant in the production chain within the
construction industry in Cameroon;
2. Advise government to put in place viable measures to ensure good quality in all building materials, be they
of local or foreign origins;
3. Encourage the competent authorities to release and make available all validated Cameroonian Standards
for popular application;
4. Advise government to proceed with the process of adapting relevant foreign Standards for use in Cameroon
as found appropriate;
5. Encourage Project owners to take into account aspects of energy needs in the design of buildings;
6. Advise government on available options for large scale industrial production of buildings that could be
adopted within the framework of promoting low-cost housing for urban populations in Cameroon;
7. Create a technical committee to produce a technical lexicon for the Cameroonian market, and consider
vulgarising our local genius in matters of Civil Engineering with the framework of future Civil Engineering
Technical Days.

English translation of the successful French edition
presents the conception and design of steel and steelconcrete composite bridges, from simple beam bridges
to cable-supported structures.
This book focuses primarily on road bridges, emphasizing the basis of their conception and the fundamentals
that must be considered in order to assure structural
safety and serviceability, as well as highlighting the
necessary design checks. The principles are extended in
later chapters to railway bridges as well as bridges for
pedestrians and cyclists. For these structures, particular
attention is paid to consideration of the dynamic performance. The assembly of the steel and the placing of the
reinforced or pre-stressed concrete slab are explained
while emphasizing their influence on the design of the
structure.
