FOREWORD
The UNESCO Chair in Youth, Education and Society originated from the Violence
in Schools Observatory-Brazil, a project run jointly by the Catholic University of Brasília
and UNESCO. An evaluation of the Observatory led that international organisation
(UNESCO) to stimulate the creation of a project that would expand its outreach. Nowadays
it is the Chair that hosts the Observatory and encompasses all its network of universities
and other higher education institutions in Brazil and other countries.
Inaugurated almost three years ago, the Chair has become the drawstring of an
international, research, teaching and extension network addressing what is a key issue for
societies around the world: youths and their youth-hoods that vary according to their social
class and circumstances. They constitute a vulnerable group in a state of standby or
moratorium, facing the challenges of unemployment, educational inflation and of being the
authors or the victims of violence. Youth’s strategic importance lies in the protagonist role
it is destined to play in writing the coming pages of History given that, in the middle of the
present century, the demographic scenario will undergo considerable changes in regard to
ageing and the diminishing proportions of children, adolescents and young people. There
will have been changes in longevity, the duration of people’s active lives, in relationships
of dependency and in public and private services; with these last changing to address
societies’ new profiles.
Up until now the Chair has based its work on the maxim that “small is beautiful”
and sought to achieve maximum results using minimum resources. To that end it has
articulated the goodwill of students, teacher-researchers and volunteers in order to foster a
reflection on youth on the university campus and outside it. Under its aegis, a considerable
quantity of academic work is presently in course, especially theses and dissertations, while
others have already been defended and published in the form of articles in academic
reviews and communications made at Congresses.
In that way, essential knowledge about youth that we are extremely short of has
been produced and disseminated. Furthermore, with only minimal financing to count on,
the Chair has clearly shown that research does not necessarily have to be highly costly but

quite the contrary, it can be undertaken with modest resources, preferably associated to
teaching and extension activities, provided that talent and social responsibility are
conjugated to investigate issues with strong repercussions. Ours has been a deliberate
choice aimed at showing that it is perfectly feasible to conduct research in less developed
countries and less privileged environments and underscoring the fact that research is not a
luxury but a necessity, at once essential and possible.
It should be made clear here that the Chair has adhered to a series of commitments:
• Integrating with the University and the partners, enriching by association
their respective constitutional teaching, research and extension missions.
• Active exchanges with the UNESCO Representation in Brazil whenever
requested within the area of thematic interest.
• Conducting research and surveys, preferably of the low cost “pencil and
paper” type, with high social significance and in such a way as to maximise
freedom of investigation and make the connection between generating
knowledge and teaching viable, even in less favourable material conditions
• Undertaking consultancy activities when they are strictly significant for the
progress of research and teaching and the solution of problems in their field.
• Involving undergraduate and postgraduate students from multiple study
disciplines to participate as volunteers, grant holders and authors of
academic papers as part of their course/programme conclusion activities, in
such a way as to form a veritable school of research.
• Fulfilling its social obligation to disseminate and debate research results with
relevant publics.
•
Establishing bridges connecting research, the dissemination of scientific
knowledge and the most urgent problems in the area of youth education and
society, without, however, ignoring less urgent themes; but attributing top
priority social responsibility and imbuing students’ work with it.

• Autonomy and decentralisation of decision-making to ensure that each
partner can undertake its activities according to its own potential, resources
and needs, as determined by its context.
This report has been organised into four chapters. The first deals with Chair Team,
which was re-structured in the course of the second semester, and introduces the Chair
lecturers. The second highlights organisational, research-teaching and extension activities.
The third chapter, in turn, reports on relevant papers and/or other achievements of the
professionals directly attached to the Chair and, finally, the fourth chapter sets out a
summary of the papers and other work produced by our national and international partners.
The complete reports on the work of individual partners can be found on the Chair’s virtual
page (website).
The main body of the report text is preceded by two tables synthesizing the work
carried out by the Chair. Table 1 displays only the most expressive work of the team
directly linked to the Chair at the Catholic University of Brasília, notably in the Masters
and Doctorate programmes in Education and the Masters programmes in Psychology and
Law. Although the numbers only express one facet of the reality, the expressive total of 212
items, corresponding to just ten researchers, speaks for itself of their inspiration and
dedication to achieving the Chair’s objectives. The result is outstanding even in an
international comparison with the most exacting universities.
Table 2 sets out part of the relevant activities undertaken by the partners, amounting
to an impressive 248 items. It must be underscored that each partner is endowed with its
own particular possibilities, vocation and needs and enjoys full independence in addressing
them, although an expressive synergy has been established among them. Each organisation
is self-financing and conducts its own search for sources of funding for its activities.

1 THE CHAIR TEAM
In alignment with the structure recommended by UNESCO, the Chair involves
coordinators and lecturers within the sphere of the host university and external to it,
forming an international network. A sine qua non condition for all participating elements is
a continuous flow of scientific publications in print and/or in electronic media, and, in the
case of Brazil, the complete list of them can be consulted by accessing the curriculum of

1.1 CHAIR COORDINATOR - PROF. CANDIDO ALBERTO GOMES Ph.D.
Holds a degree in Social Sciences from the State University of Rio de Janeiro (1968),
a Masters in Sociology from the Rio de Janeiro University Research Institute (1977) and a
Doctorate in Education majoring in Sociology and Anthropology from the University of
California, Los Angeles (1983). Author of more than 200 scientific publications in ten
languages.
1.2 ASSOCIATE CHAIR COORDINATOR - PROF. GERALDO CALIMAN Ph.D.
The Associate Chair Coordinator holds a degree in Education from the Dom Bosco
Faculty of Philosophy, Science and Language (1976), a Masters in Social Pedagogy from
Università Pontificia Salesiana (1990) and a Doctorate in Education from the same
University (1995) where he also held the post of Professor and researcher in its renowned
Sociology Institute. He is currently a professor in the Postgraduate Programme in education
at the Catholic University of Brasilia where he has previously occupied the posts of Dean
of Postgraduation and Research. He is also on the Editorial Board of the Rivista
Internazionale di Scienze dell'Educazione Orientamenti Pedagogici.
1.3 COLLABORATORS AND GRANT HOLDERS
1.3.1 Prof. Carlos Ângelo de Meneses Sousa Ph.D.
Holds a Doctorate in Sociology from the University of Brasilia (UnB), a Masters in
Education from the Federal University of Ceará UFC), a specialisation in Higher

Education, a Bachelors Degree in Social Sciences and a teaching Degree in Theology from
the Federal University of Piauí (UFPI). He is currently a Professor in the graduate and
postgraduate courses in Education at the Catholic University of Brasilia and takes an active
part in the work of the Chair as a tutor for holders of scientific initiation grants
1.3.2. Prof. Adriana Lira MSc.
Secretary of the UNESCO Chair in Youth, Education and Society at the Catholic
University of Brasilia, she holds a Full Teaching Degree in Portuguese from the Catholic
University of Brasilia (2000), Post-graduation Latu sensu in Teaching in Higher education
from the Cândido Mendes University of Rio de Janeiro (2007) and a Masters in Education
from the Catholic University of Brasilia (2010). Currently she is an Associate professor at
the same university, and a tutor of scientific initiation grant holders undertaking research in
education under the aegis of the UNESCO Chair in Youth, Education and Society.

1.3.3.1 Mariana de Araújo Lopes – Student in the 1st semester of the Pedagogy course at
the Catholic University and holder of a Scientific Initiation Grant awarded by the Chair.

1.4.1.1 Prof. Alejandro Castro Santander - Pontifícia Universidad Católica, Argentina
Argentinean Psycho-pedagogue, specialist in Institutional Psycho-pedagogy and
Sociability Management, he is a Professor in the Humanities and Sciences Faculty at the
Catholic University of Argentina, Mendoza Campus (UCA) and Co-president of the 5th

International Congress on School Violence and the 4th Ibero-American Congress on
Violence in Schools.
1.4.1.2 Prof. Dr. João Casqueira Cardoso - Fernando Pessoa University, Portugal.
Holds a Doctorate in Law from the European University Institute of Florence and in
Legal Sciences from the University of Paris X; a Masters in International Studies from the
University of Reading, a Masters in Political Science from the University of Paris X, and a
Masters in Law from the same university. He is simultaneously a professor and head
researcher at the Fernando Pessoa University and teaches International Law, Social Law,
and the Family and Minors Law. He also coordinates studies on Minorities.

1.4.2.1 Prof. Afonso Celso Tanus Galvão Ph D.
Holds a degree in Music from the University of Brasilia (1990), a Diploma in
Psychology from the Open University, London (2000), a Masters in Education from the
University of Reading (1994) and a Doctorate in Education, with an emphasis on
Educational Psychology from the University of Reading (2000). Currently he is an
associate Professor at the Catholic University of Brasilia where he runs the Masters and
Doctors Programmes in Education. He is also a former Professor of the Masters programme
in Psychology.
1.4.2.2 Prof. Arinda Fernandes Ph D.
Holds a Bachelor’s degree in Legal Sciences from the National Law Faculty at the
Federal University of Rio de Janeiro (1972), a Masters in Penal Law from the Federal
University of Rio de Janeiro (1976) and a Doctorate in Penal Law from the same
University, obtained in 1977. She also has a Post-doctorate in Penal Sciences from the II
Università degli studi di Roma - Tor Vergata and holds the post of Prosecutor attached to
the Office of the Public Prosecutor for the Federal District and Territories where she
coordinates the International Cooperation Nucleus.

1.4.2.3 Prof. Kátia Cristina Tarouquella Rodrigues Brasil Ph D.
Holds a degree in Psychology from the University of Brasilia (1993), a Masters in
Clinical Psychology from the Lumière Lyon 2 University (1991), a Masters in Psychology
from the University of Brasilia (1998), and a Doctorate in Psychology from the University
of Brasilia (2005). Currently she holds the post of Associate Professor II in the Masters
course in education offered by the Catholic University of Brasilia and in the Psychology
course. She has experience in the field of clinical psychology with a special emphasis on
the aspects of: violence, schools, mental health, gender issues, and the psycho-dynamics of
work.
1.4.2.4 Prof. Levy Aniceto Santana MSc.
Holds a degree in Physiotherapy from the São Paulo State University Júlio de
Mesquita Filho (1991) and a Masters in Health Sciences from the University of Brasilia
(1999). Currently he is undertaking a Doctorate course in Health Sciences at the University
of Brasilia and exercises his profession as a physiotherapist attached to the Health
Department of the Government of the Federal District. He is coordinator of Post-graduation
and Research (CPEx) of the Higher School of Health Sciences (ESCS/FEPECS) and is a
full professor at the Catholic University of Brasilia. (UCB).
1.4.2.5 Prof. Sandra Francesca Conte de Almeida Ph D.
Holds a Doctorate in Education Sciences (Psychology) from the René Descartes
University Paris V and holds a diploma in School Psychology from the same university.
She is a Psychoanalyst, and a founder member of the Percurso Psicanalítico of Brasilia.
She was formerly a Professor at the Federal University of Ceará and the Pontifical Catholic
University of Paraná.
1.4.2.6 Prof. Vicente Paula Faleiros Ph D.
Holds a Law degree from the Franca University (1966), a degree in Social work
from the University of Ribeirão Preto (1966), a Doctorate from the University of Montreal
(1984) and a Post-doctorate from the EHESS – School of Higher Studies in Social Sciences

- Paris (1991) and the University of Montreal (1996). Currently he is a researcher attached
to the University of Brasilia and a Professor at the Catholic University of Brasilia.

2.1 ORGANISATIONAL ACTIVITIES

Office open to serve the internal and external public from 08:00 am to 12:00
noon and from 1:00 pm to 6:00 pm from Mondays to Fridays in room B-112 on
Campus I. Specifically scheduled ad hoc services provided in room A-234 on
Campus II.

Activities inherent to the Chair’s functioning and to its social communication.

Organisation and publication of the Chair Report on Activities carried out in
2009.

Addressing the demands stemming from the partner organisations and
institutions by publicising contents and events.

Team meetings for planning, execution and evaluation purposes

Conducting the processes for selecting Chair grant awardees and an
administrative assistant.

Daily meetings for the guidance and accompaniment of the scientific initiation
grant holders to make best use of research data and stimulate the production of
articles.

Dissemination and diffusion of research results in internal, external, national
and international events.

Participation in UNESCO meetings dedicated to the organisation of books and
seminars.

Organisation of the book Juventudes: possibilidades e limites (Youth-hoods:
possibilities and limitations) in cooperation with UNESCO, offering supporting
elements for those taking office in the new government (going to press).

Organisation of two issues of the review Interacções. This Chair in a
collaboration with Professors Tânia Regina Pinto de Almeida and Maria Teresa
Tedesco Vilardo Abreu, both full-time members of the Post-graduate
Programme in Language and Literature at the State University of Rio de Janeiro
was invited editor of two issues of the open access electronic review
Interacções, produced by the Santarém (Portugal) Higher School of Education
l, v. 6, n. 16 (2010) and v. 7, n.17, this last published in 2011. Both issues
addressed the question of young people’s language and its various educational
implications, especially regarding curricula and the question of teacher training.
There now follows an account of the authors and articles that appeared in each
of the issues organised by the Chair.

2.2 TEACHING ACTIVITIES
The UNESCO-UCB Chair offers courses and seminars in related knowledge areas
and includes the theme of youth in appropriate curricular components in addition to

offering the community courses and communicating, in other ways, the knowledge
generated.
2.2.1 Graduate
• Offer of the course “Studies of Youth, Education and Society” in the first and
second semesters of the year. In each semester the subject was taught by Prof.
Candido Gomes Ph D, the Chair Coordinator, with the support of a teaching
assistant that was taking a Masters in Education. In the first semester that support
was given by Masters degree student Glecivan Barbosa Rodrigues and in the second
by Quenia Cristina Rocha dos Santos.
• Prof. Carlos Ângelo de Meneses Sousa Ph D. taught the course entitled ‘Research
Group – Youth, Education and Society’ and in addition, the subject ‘Contemporary
Problems’ with the support of José Reinaldo de Oliveira, who acted as a teaching
assistant for the course and is taking a Masters in Education.

• Offer of the course Social Pedagogy by the Associate Chair Coordinator Prof.
Geraldo Caliman Ph D., consisting of a wide-embracing approach to youth
problems and policies especially in relation to schooling and non formal education.

Virtual course “Panorama da Educação Social” (Social Education Panorama) was
offered to 80 students in the first and second semesters of the Latu senso/ Católica
Virtual post-graduate qualification and 70 students were registered as having
concluded the programme. Coordinated by Prof. Gerado Caliman Ph D. and cofunded by the Congregação dos Salesianos (Salesian Congregation).
• The Catholic University of Brasília’s Masters and Doctorate Programmes in
Education established an agreement with the Faculdade Atenas Maranhense de São
Luís/Maranhão for the purpose of offering a Masters course in Education to its
faculty. It is in fact an Inter-institutional Masters programme based on cooperative
arrangements. In 2010 the project began to be implemented and it extended the
Chair to new students who are currently undertaking research activities under its
auspices.
2.3 RESEARCH ACTIVITIES
In 2010, apart from the small-scale projects that were carried out, the analysis of the
data sets of the following research projects was conducted in greater depth:
• Gender violence and the school ambience
•
“The Perceptions of Uniformed Police of the Federal District of Youth and Youths”
• “Assessment of the School Environment – fear in schools”. An investigation that
has already been carried out in the sphere of the School Sociability Observatory
attached to the Pontifical Catholic University of Argentina and was also undertaken
by the Brazilian and Ibero-American partners in the course of 2009 and 2010. Data
gathering was done in schools belonging to the Taguatinga Regional Teaching
Division. The idea was to organise a common, shareable and comparable database
within the Ibero-American sphere, and in that way make it feasible to achieve
significant progress towards understanding conceptual and methodological issues
associated to the social climate in schools, while at the same time, seeking to

enhance the qualifications of the members of the research team associated to the
Chair.
• “The Quality of Life of Health Sciences Students at the Catholic University of
Brasília”: was an investigation that addressed the situation of 700 students enrolled
in Health Sciences programmes at the University and it made use of the WHOQOL100 instrument to do so. A comparison was made between the life of a young
student entering the graduate programmes and a student that was concluding them.
Its goal was to find out whether there were any significant differences between the
two groups, to delineate them and to try to understand them in regard to their
determinants. The question investigated was whether the daily application and
execution of the curriculum was absolutely effective in determining the acquisition
of skills and qualifications in the field of procedures, and whether it increasingly
improved the quality of life of the students as they neared the conclusion of their
courses. The investigation actually formed the course conclusion work of two
students in the Physiotherapy Graduate Programme and led to the publication of the
complete investigation paper by the 4th Multi-disciplinary Collective Health
Congress, which was held in Gramado, Brazil, from October 28 to 30, 2009, and
also two course conclusion papers in 2010, as well as other articles and
presentations.
• “Xplica” project: initiated and developed by the Educational Sciences Department
of the Aveiro Uiversity, Portugal, and adapted to Brazilian reality by the Chair.
Exploratory research in the Federal District in regard to the costs and equity of
support classes in the sphere of upper secondary education was undertaken by
postgraduate students engaged in the course on ‘Economics and the Administration
of Education’ giving rise to the publication of two articles (see authorship
below).The Portuguese government approved the University of Aveiro’s project to
expand and intensify research in four capital cities, Lisbon, Ottawa, Brasilia and
Seul but there were difficulties in financing stemming from the international
financial crisis that broke out in 2008. However, meetings were at the University of
Aveiro’s Educational Sciences Department to discuss the research and the articles
on Brazil that had been produced.

Still on the subject of research, the Chair supported and tutored students interested in
the themes of youth, education and society by supplying them with appropriate
bibliographies or methodological and thematic guidance in their work in the undergraduate
and postgraduate study disciplines.
3 SUMMARY OF CHAIR PARTNERS MAIN PUBLICATIONS AND ACTIVITIES1
The UNESCO Chairs involve a national and international cooperation network
formed by universities and other organisations. A network implies horizontal exchanges
with autonomy and independence, each component producing and disseminating scientific
knowledge and free of any relations of subordination among them.
The partnerships that sustain and amplify the Chair are formalised in the terms of
Technical, Scientific and Cultural Cooperation Agreements drawn up between the Catholic
University of Brasília and the partner institution. The fundamental aim is to contribute
towards establishing a dynamic network of interactions among the various social actors
interested in meeting the challenges of promoting the protagonist role of young people and
dedicating attention to youth as well as overcoming the problem of violence in schools.
There now follows a list of the Partner Institutions and a succinct description of the
activities they have carried out. It must be stressed that given the decentralised nature of
the network and the autonomy invested in the partners, the achievements vary according to
their respective vocations and local necessities. That plurality of theoretical and
methodological perspectives, however, has contributed significantly to our creative
diversity expressed around our common goals. The unabridged reports will be made
available on the Chair’s homepage.

• Outstanding among the projects implemented by the Municipal Education DepartmentSEMED is ‘Art in our School’, which has been functioning since 2005 and in 2010
engaged 12,883 students in primary, lower secondary and Youth and Adult education.
Workshops were held in 52 schools in both rural and urban areas offering: drama,
regional dance, contemporary dance, painting, handicrafts, pottery, mosaics, choir
singing, recorder playing. and instrumental music classes for flute, clarinet, alto and tenor
saxophone, trumpet, trombone, euphonium, tuba, French horn, percussion instruments in
general, keyboard and guitar. The activities were designed to boost the self-esteem of the
participants and stimulate them to value others.

The actions carried out consisted of planning meetings, institutional visits and
conducting scientific research and studies.
Research
•
Elaboration of a research project: considering that the process of investigation linked to
the processes of interventions directed at young people in the context of school violence
is one of the directives for the observatories with agreements in place with UNESCO,
the group designed a research pre-project for the purpose of submitting it to the UPF’s
Scientific Ethics Committee and initiating the study itself in 2010. Contact was made
with representatives of the Ibero-American observatory network for the purpose of
identifying methodologies developed in the course of studies and data gathering
instruments were duly made available to us for use in the execution of the study in the
Municipality of Passo Fundo.

The School Climate
• In 2010, the book ‘Clima Escolar’ (School Climate) was published. It was a result of
the studies carried out as part of a 2004 project entitled ‘Generating Peace in the
Schools of Belem’ which was coordinated by Prof. Dirk Jürgen Oesselmann PhD,
financed by the Presidency of the Republic – Special Department for Human Rights –
National Peace in Schools Programme/Ministry of Justice. The proponent entity for
the programme was the Institute for the Development of the Amazon Foundation
(FIDESA).
Research into conflict management inside schools: the interface between public and
private schools
•
The Violence in Schools Observatory –Brazil/ State of Para Nucleus unfolded the
research with the above title beginning in May 2006 and involving four educational
institutions.

The research publication ‘School Climate’ (Clima Escolar) was the result of studies
carried out in 2004 during the course of Project Geração de Paz nas Escolas de Belém,
(Generating Peace in Belem’s Schools) which was proposed originally by the FIDESA.
The research was one stage of the programme ‘Educação e Cultura pela Paz’(Education
and Culture for Peace). The main research report, written by Prof. Dirk Oesselmann PhD,
was delivered to the Observatory to be formatted in 2006. With the conclusion of the
editing stage, the book was published in 2010.
•
Educação Inclusiva e Violência nas Escolas. (Inclusive Education and Violence in
Schools). This work, originating from the Seminar of the same name was concluded in
2009. On that occasion a Technical Cooperation Agreement was drawn up and signed by
SEDUC, SEMEC, the Office of the Public Prosecutor, CIPOE, FUNPAPA, SEDES, The
Office of the Public Defender of the State of Para, the Brazilian Red Cross and UNAMA.

Organisation of international scientific meetings addressing restorative justice and the
culture of peace:

The Social Work School of the PUC/RS, in a partnership arrangement with the Rio
Grande do Sul Judges Association - AJURIS and the Office of the Public Prosecutor
organised two international events addressing the issue of restorative justice with
speakers from the USA and Canada.
•
In August, Porto Alegre and Caxias do Sul held the International Brazil-Canada
Seminar on the theme of “Restorative Justice, Innovation and Social Development” and
invited, as debaters, Professors Brenda Morrison PhD, Elizabeth Elliot PhD and João
Salm PhD, all members the Restorative Justice Centre at the Simon Frasier University’s
School of Criminology - Burnaby, British Columbia, Canada.
•
Another International United States-Brazil Seminar on Restorative Justice was attended
by Dr. Kay Pranis, from Minnesotta who spoke on the theme of ‘Circular Processes: a
tool for intervention and prevention in the work of young people’. The lecture took
place on October 20 at the Office of the Public Prosecutor.

Education History and Policies
Project 1 – Diagnosis of the Profile of Adolescents in conflict with the Law.
Project 2 – Public School Teachers and Students’ representations of the Phenomenon
of Violence in Schools.
Project 3 – Forming and implanting multi-disciplinary mediation teams in the school
environment.
Good quality basic education for all: policies and practices in the context of governmentrun schools. This project is being unfolded in 6 municipalities in the metropolitan region of
Curitiba embracing 12 schools; one run by the municipal authority and one by the state
government in each municipality. The schools being surveyed belong to the following
municipalities: Araucária, Campo Largo, Colombo, São José dos Pinhais, Pinhais, Almirante
Tamandaré.
