REQUEST FOR EXPRESSION OF INTEREST – REOI Nº 41930294 - L5-04 –ANALYSIS OF FINAL
DESIGN, TESTING AND COMMISSIONING OF 26 TRAINS FOR SÃO PAULO METRO LINE 5 LILAC PROJECT.
The GOVERNMENT OF THE STATE OF SÃO PAULO, represented by the SECRETARY OF STATE OF
METROPOLITAN TRANSPORTS and COMPANHIA DO METROPOLITANO DE SÃO PAULO – METRÔ
has received a Loan from the International Bank for Reconstruction and Development IBRD towards the cost of
SAO PAULO METRO LINE 5 - LILAC PROJECT, and intends to apply part of the proceeds of this loan to
payment under a contract for the costs of the ANALYSIS OF FINAL DESIGN, TESTING AND
COMMISSIONING, OF 26 TRAINS FOR SÃO PAULO METRO LINE 5 - LILAC PROJECT. The
COMPANHIA DO METROPOLITANO DE SÃO PAULO – METRÔ, responsible for the implementation of
such Project, now invites interested consultants to submit their Expressions of Interest in participating in a
SHORTLIST PROCESS. The SHORT LIST PROCESS will be conducted through the International Competitive
Bidding (ICB) procedures specified in the World's Bank Guidelines: Selection and Employment of Consultants –
IBRD and IDA Credits and is open to all consultants from eligible source countries as defined in the Guidelines.
The SHORT LIST CRITERIA will be based on the experience of the interested consultant related to the
performance of ANALYSIS OF FINAL DESIGN, TESTING AND COMMISSISIONING OF TRAINS. The
SHORT-LIST CRITERIA as well as the provisions related to the CONFLICT OF INTEREST are available either
at the website: www.metro.sp.gov.br or at the address below. Interested consultants shall submit a list of the main
contracts, in which, ANALYSIS OF FINAL DESIGN, TESTING AND COMMISSIONING OF TRAINS have
been performed or are being performed in a railway or subway passenger line, with all relevant information like
Client’s name and name of the Project, date of beginning and conclusion, Total Price Agreement, total of
men/hour allocated, contract subject, name of eventual associates, and a brief description of the services with
emphasis in the following services: (1) technical advisory services; (2) technical documentation analysis; (3)
monitoring tests (factory tests, pre-commissioning and commissioning) for consolidation of project; (4) analysis
and monitoring the “As Built’; (5) monitoring the elimination of project’s pending and; (6) other documents
indicating their qualifications to provide the services (brochures, description of similar assignments, experience
in similar conditions, availability of personnel who have appropriate expertise, etc.).
The Expression of Interest shall indicate, besides the interest in participating in this REOI process, the name of
the person in charge and telephone, facsimile and electronic mail (e-mail) in order to contact and confirm
information, if necessary. In addition to the original of the documents, the Expression of Interest shall be
submitted together with one (1) copy, to the address below, no later than August 9th, 2011, 14h (local time), in a
sealed envelope duly identified and referring this REOI process (nº 41930294 - L5-04). This REOI Nº 41930294
- L5-04 is available to national and foreign firms, individually or in a Joint Venture or Consortium. For the
purpose of short listing, the nationality of an interested firm shall consider the country in which it is registered or
incorporated and in the case of Joint Venture or Consortium, the nationality of the leader of the Joint Venture or
Consortium. Only shortlisted firms will be invited to submit proposals. Request for clarification shall be

SHORT-LIST CRITERIA
1.1
The Short list shall comprise six firms with a wide geographic spread, with no more than two firms from any one country,
unless there are no other qualified firms identified to meet the requirement and at least one from a developing country,
unless no qualified firms from developing countries can be identified.
1.2
The COMPANHIA DO METRÔ will rank the firms in accordance with the provisions stated below in order to get the short
list.

O GOVERNO DO ESTADO DE SÃO PAULO, representado pela SECRETARIA ESTADUAL DOS
TRANSPORTES METROPOLITANOS e COMPANHIA DO METROPOLITANO DE SÃO PAULO – METRÔ
recebeu um Empréstimo do Banco Internacional para Reconstrução e Desenvolvimento BIRD com a finalidade
custear o PROJETO da LINHA 5 – LILÁS DO METRÔ DE SÃO PAULO, e pretende aplicar parte dos recursos
deste empréstimo no pagamento dos custos do contrato de ANÁLISE DE PROJETO EXECUTIVO, TESTES E
COMISSIONAMENTO DOS 26 TRENS PARA O PROJETO LINHA 5 – LILÁS DO METRÔ DE SÃO
PAULO. A COMPANHIA DO METROPOLITANO DE SÃO PAULO – METRÔ, responsável pela
implementação de tal Projeto, convida agora consultores interessados em submeter suas Manifestações de
Interesse na participação de um PROCESSO DE LISTA CURTA. O PROCESSO DE LISTA CURTA será
conduzido através dos procedimentos de Concorrência Internacional especificados nas diretrizes do Banco
Mundial: Seleção e Contratação de Consultores: BIRD e Créditos do AID e está aberta a todos os consultores
dos países elegíveis como definidos nas Diretrizes.
Os critérios da LISTA CURTA serão baseados na experiência dos consultores interessados relacionada à
execução de ANÁLISE DE PROJETO EXECUTIVO, TESTES E COMISSIONAMENTO DE TRENS. Os
CRITÉRIOS DE LISTA CURTA assim como as disposições relacionadas ao CONFLITO DE INTERESSES
estão disponíveis tanto no website: www.metro.sp.gov.br ou no endereço abaixo. Consultores interessados
devem submeter uma lista dos principais contratos, no qual ANÁLISES DE PROJETO EXECUTIVO, TESTES
E COMISSIONAMENTO DE TRENS tenham sido executados ou estejam sendo executados em uma linha de
metrô ou ferrovia de transporte de passageiros, com todas as informações relevantes como o nome do Cliente e
nome do Projeto, data do início e conclusão, Preço Total Contratado, total de homem x hora alocado, escopo do
contrato, nome de eventuais associados e uma breve descrição dos serviços com ênfase nos seguintes serviços:
(1) serviços de consultoria técnica; (2) análise de documentação técnica; (3) acompanhamento de testes (testes de
fábrica, pré-comissionamento e comissionamento) para a consolidação do projeto; (4) análise e acompanhamento
do “As Built”; (5) acompanhamento da eliminação de pendências do projeto e (6) outros documentos indicando
suas qualificações para realizar os serviços (folhetos, descrição de contratações similares, experiência em
condições similares, disponibilidade de pessoal que tenha a expertise apropriada, etc.).
A Manifestação de Interesse deverá indicar, além do interesse em participar neste processo de Pedido de
Manifestação de Interesse, o nome do responsável e telefone, fac-símile e correio eletrônico (e-mail) de forma a
possibilitar o contato e a confirmação das informações, se necessário. Além dos documentos originais, a
Manifestação de Interesse deverá ser remetida, juntamente, uma (1) cópia para o endereço abaixo, o mais tardar
até até 9 de agosto de 2011, 14h, (horário local), em um envelope lacrado devidamente identificado e
referenciando este processo de Pedido de Manifestação de Interesse nº 41930294 – L5-04). Este Pedido de
Manifestação de Interesse Nº 41930294 – L5-04 está disponível a empresas nacionais e estrangeiras,
individualmente ou em Joint Venture ou Consórcio. Para os fins da lista curta, a nacionalidade da empresa
interessada deverá considerar o país no qual ela está registrada ou incorporada e no caso de Joint Venture ou
Consórcio, a nacionalidade do líder do Joint Venture ou Consórcio. Somente empresas da lista curta serão

A Lista Curta deverá compreender seis empresas com uma ampla abrangência geográfica, com não mais que duas
empresas de qualquer país, a menos que não existam outras empresas qualificadas capazes de atender a exigência e,
pelo menos, uma empresa de um país em desenvolvimento, a menos que não sejam identificadas empresas
qualificadas provenientes de países em desenvolvimento.
1.2
A COMPANHIA DO METRÔ classificará as empresas de acordo com as disposições indicadas abaixo para obter a
lista curta.

administrativas por conta do fornecimento dos 26 TRENS PARA O PROJETO DA LINHA 5 – LILÁS DO
METRO DE SÃO PAULO.
