The Government of Cape Verde has received a loan from the African
Development Fund and a loan from Japan International Cooperation Agency in various
currencies towards the cost of “Santiago Island-Power Generation, Transmission and
Distribution Capacity Development Project”. It is intended that part of the proceeds of
these loans will be applied to eligible payments under the contract for Construction of one
60/20 kV Substation at São Filipe an Extension of 20/60 KV Substation at Palmarejo
and 60/20kV at Calheta , on Santiago Island.

The Directorate General for Energy/UGPE now invites sealed Bids from eligible
Bidders for the construction and completion of Lot I - Construction of one 60/20 kV
Substation at Sao Filipe
and Lot II - Extension of 20/60kV Substations at
Palmarejo and 60/20 kV at Calheta (hereinafter called “the Facilities”). International
Competitive Bidding will conducted in accordance with the Bank's Rules and Procedures
for Procurement of Goods and Works, and, specifically, through “Single Stage” Bidding
Procedures.

The provisions in the Instructions to Bidders and in the General Conditions are
those of the Bank’s Standard Bidding Document for Procurement of Plant Design, Supply,
and Installation.

Bids must be delivered to the above office on or before 15H00 on 15 June 2012
and must be accompanied by a security of hundred fifty thousand (150.000) Euro for Lot I
and forty five thousand (45.000) Euro for Lot II.
7.
Bids shall remain valid for 120 days after the deadline for bid submission
prescribed above.
8. Bids will be opened in the presence of bidders’ representatives who choose to attend
at 15H00 on 15 June 2012, at the offices of Ministry of Tourism, Industry and Energy
