Introduction
The Polythecnic Institute of Leiria is a state run Higher Education Polytechnic Institution. It was founded
in 1980 according to the Decreto-Lei No. 303/80, 16 August. However, only in April 1987 was the first
Commitee for the establishment of the future IPL set up. In fact, the IPL’s academic activities started at
the Escola Superior de Educação, where the first undergraduate courses started to be taught.
At present five Higher Schools belong to the IPL:
• Escola Superior de Educação (ESE – Leiria)
School of Education
The ESE was founded according to the Decreto-Lei No. 513-T/79, 26 December, and teaching
started on 17 November 1980. The ESE was founded and started working before any of the other
IPL schools. However, the ESE was integrated in the IPL in 1987.
• Escola Superior de Tecnologia e Gestão (ESTG – Leiria)
School of Technology and Management
The ESTG was founded according to the Decreto do Governo No. 46/85, 22 November. The ESTG
started its activities on 20 May 1987; however its courses started to be lectured in the academic
year of 1989/1990.
• Escola Superior de Artes e Design (ESAD – Caldas da Rainha)
School of Fine Arts and Design
The ESAD.CR was founded according to the Decreto-Lei No. 45/88, 14 December, under the name
Escola Superior de Arte e Design. The ESAD.CR started its activities on 10 March 1989. In 1994
its name changed into Escola Superior de Tecnologia, Gestão, Arte e Design and later in 2003 it
changed into its current name, Escola Superior de Artes e Design.
• Escola Superior de Tecnologia do Mar (ESTM – Peniche)
School of Maritime Technology
The ESTM was founded according to the Decreto-Lei No. 159/91, 26 April. Some changes were
introduced with the Decreto-Lei No. 264/99, 14 July. The undergraduate courses of the ESTM started
to be taught in the academic year of 1999/2000.
• Escola Superior de Saúde (ESS – Leiria)
School of Health Sciences
The ESS was founded in 1973 according to the Ministério da Saúde e Assistência (Portuguese Ministry
of Health) under the name Escola de Enfermagem de Leiria. As from 1990, (Portaria No. 821/89, 15
September) the non integrated Escola de Enfermagem de Leiria was under the responsibility of both
the Ministério da Saúde (Portuguese Ministry of Health) and the Ministério da Educação (Portuguese
Ministry of Education). As from 2001, the Ministério da Educação gained the exclusive responsibility
of the Escola de Enfermagem de Leiria (Decreto-Lei No. 99/2001, 28 March) and the School was
integrated into the Polythecnic Institute of Leiria. In 2005 the Escola Superior de Enfermagem de
Leiria changed its name into Escola Superior de Saúde, Portaria No. 207/2005, 22 February.
The IPL also integrates the following training, research and development units:
• The Instituto de Investigação, Desenvolvimento e Estudos Avançados – INDEA (R&D
and Advanced Studies Institute) is responsible for the coordination of the offer in research and
postgraduate education. It was founded in 2006 and it is starting its functions;
• The Unidade de Ensino a Distância – UED (Distance Learning Unit) aims at improving
distance education at the IPL. It was founded in 2005. Its structure is currently being designed;
• The Centro de Formação para Cursos de Especialização Tecnológica – FOR.CET (Training
Centre for Technological Specialization Courses) aims at providing non higher post secundary
education with a Level IV professional qualification. It started its functions in 2005. It is the biggest
Portuguese Unit of its kind, providing 18% of the national Education on Technological Specialization
Courses.
The IPL also owns an organic unit which is committed to students’ support, the Serviços de Acção
Social – SAS (Student Support Services). It provides financial support (bursaries) to disadvantaged
students. The SAS also integrate the Food and Nourishment services (bars e canteens), the Halls of
Residence, Medical Services (GP practices, Dental Care, Gynaecology, Ophthalmology, and Psychology),
Studies Support (copy centres and school material), Family Support (nursery) and gives support to

The OECD (Organization for Economic Cooperation and Development) “survival rate” criterion was
used in order to obtain the success rate data. This criterion correlates the number of graduates with
the number of students which enrolled in the 1st year n-1 years earlier, where n is the usual duration
of the course.
For example, the number of students from a 4 year course who graduated in 2002/2003, will be correlated
to the number of students enrolled in the 1st year in 1999/2000, e.g. (2002 – (4 – 1) = 1999).

Description
Centro de Estudos e Investigação da
Escola Superior de Educação de Leiria
– CEIESEL
(Studies and Research Centre of the
School of Education, ESE)
In order to develop and substain research activities, the ESE created the Centro de Estudos e
Investigação (CEI) in 1999, which aims at:
- Developing studies and research promoted by the ESE in the cultural, scientific, technical and
professional areas;
- Diffusing experiences and research/inovation works;
- Developing cultural, scientific and technical exchange with national and foreign partners;
- Organizing and cooperating within the scope of educational, cultural and technical activities.
Delegation of the Instituto de
Telecomunicações – IT
(Telecommunications Institute)
Following the protocol between the ESTG and the IT signed in February 2004, the ESTG will host
an IT Delegation, to deepen the studies on telecommunications and sustain the training of human
resources.
The IT has been founded to research on pre-competitive scientific research and works on 4 areas:
Mobile Communications, Optic Communications, Networks and Tellecomunications’ Support
Technologies.
Delegation of the Instituto de Novas
Tecnologias – INOV
(New Technologies Institute)
LBO – Laboratório Biotecnológico
do Oeste
(Biotechnological Laboratory
of the Western Region)
Following the protocol between the ESTG and the INOV signed in January 2005, the ESTG will host
an INOV Delegation. This protocol emerged because both the INOV and the ESTG aim at developing
common activities, such as: modernization, scientifical and technological knowledge and diffusion,
human resources training.
The LBO was founded in 2003 by the ESTM aiming at providing services to the Region’s Businesses
and Organisms. It provides technical scientific information and technological support in the following
areas:
- In situ Businesses’ Quality Control, through the HACCP system;
- Providing services of chemical and microbiologics food analysis, especially on fish and fishery byproducts;
- Environmental analysis of residual waters;
- Health analysis in aquacultures.

Evolution of the Other Financing Sources, Balance Not Included
The increase of the Net Collected Income in 2004 is mainly due to the IPL – Central Services. In fact,
the Schools transferred a percentage of their fees to the Central Services, which later transferred that
money to the Student Support Services. (The percentage of the School fees was previously transferred
directly to the Student Support Services).
