Zuma está em Luanda em trânsito para a República Centro
Africana, onde vai assistir a transferência de mandato dos
efectivos das Forças da Missão Internacional de Verificação neste
pais para as Forças de Manutenção de Paz das Nações Unidas.
Durante a audiência de cerca de uma hora, segundo Nkosozana
Dlamini foram ainda analisados com Presidente José Eduardo
dos Santos aspectos relativos ao financiamento da União
Africana, "porque Angola é um dos países que acredita que esse
organismo deve ter fundos próprios, com vista a tomar decisões e
serem implementadas com base em recursos próprios".
Explicou que o estadista angolano manifestou o seu apoio
relativamente ao processo "Obasanjo", que é um projecto em que
a União Africana está estudar vias de financiamento para que as
recomendações e as actividades deste órgão tenham resolução
com base em recursos provenientes de fundos próprios e
encontrar fontes alternativas de financiamento para resolução
dos problemas do continente.
A representante da União Africana manifestou o seu apreço pelo
facto de Angola ser um dos países que tem as suas quotas em dia
a nível desta instituição, bem assim como o apoio que as
autoridades angolanas têm prestado a esse organismo não
apenas no contexto individual mas sim também a nível da
Comunidade de Desenvolvimento da África Austral (SADC).

7he Angolan head of State, José Eduardo dos Santos, on 15th
September 2014, at the Presidential Palace in Luanda, received
the chairperson of the African Union Commission Nkosazana
Dlamine Zuma, with whom he discussed issues related to latest
developments of the situation prevailing in the Great Lakes region
and on African continent, in general.
At the end of the meeting, Nkosazana Dlamine Zuma, told the
press that she consulted the Angolan statesman, the current
President of the International Conference for the Great Lakes
Region (ICGLR) and at the meeting "they discussed a set of issues
related to the peace and security situation in the Democratic
Republic of Congo, Central African Republic, South Sudan, Libya
and Somalia. "
"We also discussed matters pertaining to the development of
Angola, the development of regional economic communities, the
African Union, its infrastructure and rehabilitation," said the
chairperson of the African Union.
Zuma is in Luanda in transit to the Central African Republic,
where she will attend the transfer of mandate of Forces of the
International Verification Mission in this country to the UN
Peacekeeping Forces.
During the one-hour long meeting, according to Nkosozana
Dlamini, were further analyzed with President Jose Eduardo dos
Santos issues relating to the financing of the African Union,
"because Angola is one of the countries that believe that the body
must have own funds, in order to take decisions and implement
them with own resources."
She said that the Angolan statesman expressed his support to
"Obasanjo" process, which is a project where the African Union is
studying ways of funding so that recommendations and activities
of this body have resolution based on resources from own funds
and finding alternative sources of funding for the resolution of
problems facing the continent.
The representative of the African Union expressed her
appreciation for the fact that Angola is a country that has its
quotas settled at the level of the institution, as well as the support
that the Angolan authorities have given to this organization not
only in the individual context but also at the level of the Southern
African Development Community (SADC).
The meeting was also attended by the Minister of Foreign Affairs,
Georges Rebelo Chikoti.

O vice-presidente da República, Manuel Domingos Vicente,
considerou no dia 23 de Setembro de 2014, em Nova Iorque
(EUA), a protecção da natureza e a redução das emissões de
carbono na atmosfera como temas de importância capital para o
desenvolvimento sustentável.
Manuel Vicente discursava na “Cimeira Mundial do Clima”,
convocada pelo secretário-geral das Nações Unidas, Ban
Ki-moon, em véspera do início do debate geral da 69ª sessão da
Assembleia Geral da ONU, em representação do Chefe de Estado
angolano, José Eduardo dos Santos.
O vice-presidente da República considerou a Cimeira como um
instrumento de inovação, oportunidades e desafios, mas
também de cada vez mais acção, colaboração e cooperação
global, pelos interesses comuns que unem os países para a
sustentabilidade e a protecção da vida no planeta.
Para o vice-presidente angolano, “estamos perante uma janela
única de oportunidade para salvaguardar o sistema climático
global, do qual depende o desenvolvimento sustentável e
crescimento económico sustentado”, apelando ao empenho de
todos os países pela necessidade de limitar o aquecimento global
a 2 graus centígrados, até ao fim do século.
Por isso, advogou uma resposta global às alterações climáticas,
com base no respeito dos princípios da Convenção Quadro das
Nações Unidas sobre as Alterações Climáticas, especialmente os
princípios da responsabilidade comum, mais diferenciada de
acordo com as respectivas capacidades e circunstâncias
nacionais.
Explicou que no continente africano, os países menos avançados
e os países insulares em desenvolvimento são particularmente
vulneráveis aos efeitos adversos das alterações climáticas, pelo
que devem merecer atenção especial.
Citou o relatório do programa das Nações Unidas para o
Ambiente sobre as necessidades de adaptação aos efeitos que
estimam que em 2020, o continente africano necessitará
desembolsar cerca de 15 biliões de dólares, anualmente, na
transformação e recuperação de perdas e danos causados pelas
alterações climáticas.
Estas necessidades, salienta o vice-presidente, poderão
representar 35 biliões de dólares em 2050. Afirmou que a
capacidade de alcançar um Novo Acordo Global sobre o Clima
está intimamente relacionado com a capacidade de partilhar as
ferramentas que viabilizam a edificação de economias e
sociedades de baixo carbono à escala global, mediante o
fortalecimento da capacidade humana e institucional, o acesso à
tecnologia e aos meios financeiros associados.
Manuel Vicente acredita que a cimeira proporciona uma
direcção política para impulsionar o diálogo e a definição de
objectivos claros e constitui-se num marco determinante para a
adopção de um acordo justo, inclusivo e ambicioso em Paris, no
ano de 2015.

Vice-presidente da República discursa na reunião sobre o clima nas Nações Unidas
7he vice-president, Manuel Domingos Vicente, said on 23rd
September 2014, in New York (USA),that the protection of
nature and the reduction of carbon emissions into the
atmosphere are issues of critical importance for the sustainable
development.
Manuel Vicente gave a speech at the "World Climate Summit"
convened by the Secretary-General of the United Nations, Ban
Ki-moon, on the eve of the general debate of the 69th session of
the UN General Assembly, representing the Head of State, José
Eduardo dos Santos.
The vice-president considered the Summit as an instrument of
innovation, opportunities and challenges, but also having
increasing action, global collaboration and cooperation for the
common interests that unite the countries for sustainability and
the protection of life on the planet.
For the Angolan vice president, "we have a unique window of
opportunity to safeguard the global climate system, which
depends on the sustainable development and sustained
economic growth," appealing to the commitment of all countries
by the need to limit the global warming to 2 degrees centigrade

until the end of the century.
Therefore, he advocated a global response to the climate change,
based on the principles of the United Nations Framework
Convention on Climate Change, especially the principle of
common, more differentiated responsibility in accordance with
the respective capabilities and national circumstances.
He explained that on the Africa continent, the least developed
countries and island developing countries are particularly
vulnerable to the adverse effects of climate change and should be
given special attention.
He cited the report of the UN Programme for the Environment
on the needs of adaptation to the effects that estimate that by
2020, Africa will need to spend approximately $ 15 billion
annually in the transformation and recovery of damages caused
by the climate changes.
These needs, stresses the vice-president, will represent 35 billion
dollars in 2050. He stated that the ability to achieve a New Global
Climate Deal is closely related to the ability to share the tools that
enable the building of economies and low carbon societies,
globally, by strengthening human and institutional capacity, by
access to technology and associated funding..

Manuel Vicente believes that the summit provides a policy
direction to drive the dialogue and the setting of clear objectives
and it is established as a determinant factor for the adoption of a
fair, inclusive and ambitious agreement in Paris, in 2015.

Genebra (Suíça), na 27ª Sessão do Conselho dos Direitos
Humanos, cujo debate geral cingiu-se no Relatório do Alto
Comissário sobre a situação dos Direitos Humanos no Mundo.
A delegação angolana à Reunião, que não contará com nenhum
segmento de Alto Nível, é chefiada pelo Embaixador Apolinário
Correia, Representante Permanente junto dos Escritórios da
ONU, em Genebra.
A presente Sessão foi marcada pelo inicio de funções do novo
Alto Comissário da ONU para os Direitos Humanos, Zeid Ra’ad
Zeid Al-Husein, príncipe da Jordânia.
O debate geral incidiu sobre a situação política e dos direitos
humanos nos Territórios ocupados da Palestina, na Líbia,
República Centro-Africana, Ucrânia, Iraque, RD Congo e Região
dos Grandes Lagos.
Foram igualmente abordadas a protecção dos direitos das
pessoas privadas das suas liberdades, o direito a privacidade na
era digital, a protecção da família e seus membros, direitos da
mulher e sua integração na sociedade, direitos das pessoas
indígenas, o papel, a prevenção e a promoção dos direitos
humanos e aceleração dos esforços globais para o fim da
violência contra a criança.
Esta Sessão do CDH, que decorreu até ao dia 26, antecede a 20ª
Sessão do Grupo de Trabalho do Exame Periódico Universal
(UPR), em que Angola vai ser avaliada pela segunda vez, dia 30
deste mês.
No capítulo político, Angola vai acompanhar na 27ª Sessão os
projectos de resoluções a serem adoptados, em particular os que
dizem respeito aos países africanos, como a situação dos direitos
humanos na agenda do CDH, nomeadamente na RCA e RD
Congo, já que ocupa a presidência da Região dos Grandes Lagos.
Além das questões políticas, a Sessão contará com debates
interactivos com os detentores de mandatos temáticos, painéis
de discussão e aprovação dos Relatórios finais do UPR dos países
examinados durante a 19ª Sessão do Grupo de Trabalho e
Projectos de Resoluções.
Durante a 19ª Sessão do UPR foram examinados a Albânia,
Butão, Brunei Darussalam, Cote D’Ivoire, Costa Rica, Dominica,
Etiópia, Guiné-Equatorial, Nicarágua, Noruega, Portugal, Qatar,
RD Congo e República Democratica da Coreia.

(Switzerland), at the 27th Session of the Human Rights Council,
whose general debate focused on the Report of the High
Commissioner on the situation of Human Rights in the World.
The Angolan delegation to the Meeting, which will not feature
any high-level segment, is headed by ambassador Apolinario
Correia, Permanent Representative to the UN Offices in Geneva.
This session was marked by the beginning of functions of the new
UN High Commissioner for Human Rights, Zeid Ra'ad Zeid
Al-Hussein, Prince of Jordan.
The general discussion focused on the political situation and
human rights in the Occupied Territories of Palestine, Libya,
Central African Republic, Ukraine, Iraq, DR Congo and the Great
Lakes Region.
The participants also discussed protecting the rights of persons
deprived of their freedom, the right to privacy in the digital age,
the protection of the family and its members, rights of women
and their integration in society, rights of indigenous people, the
role, the prevention and the promotion of human rights and
acceleration of global efforts to end violence against children.
This session of the HRC, which ran until September 26, precedes
the 20th Session of the Working Group of the Universal Periodic
Review (UPR), in which Angola will be evaluated for the second
time, on 30th September.
In political chapter, Angola will follow at the 27th Session the
draft resolutions to be adopted, in particular those relating to
African countries, such as the situation of human rights in the
HRC agenda, including the CAR and DRC, as it holds the
presidency of the Great Lakes Region.
Apart from the political issues, the Session will feature
interactive discussions with the holders of thematic mandates,
panel of discussions and approval of the final reports of the UPR
of the examined countries, the 19th Session of the Working
Group and draft Resolutions.
During the 19th Session of the UPR were analyzed the situation
in Albania, Bhutan, Brunei Darussalam, Cote D'Ivoire, Costa
Rica, Dominica, Ethiopia, Equatorial Guinea, Nicaragua,
Norway, Portugal, Qatar, Congo and Democratic Republic of
Korea.

A convite da empresa JOMIL d.o.o., uma delegação do exército
angolano chefiada pelo General, Lúcio Gonçalves do Amaral,
Chefe do Estado Maior do exército das Forças Armadas
Angolanas, visitou, de 19 a 24 de Agosto de 2014, a República da
Sérvia.
Durante a visita a referida delegação foi recebida em audiência

Sérvia responsável pelos recursos materiais, na qual, entre outros
assuntos, assinalaram que, nos últimos anos, a cooperação entre a

A empresa JOMIL elaborou a sua visão geral dos contratos
comerciais e projectos, a fim de acelerar o estabelecimento dos
acordos, exprimindo assim a sua prontidão para participar na

angolana, ficou definido que o arranque da consolidação da
cooperação deverá ser feito a partir das seguintes áreas: da
fabricação de produtos farmacêuticos na empresa Hemofarm em

medicamentos a granel, cujas embalagens serão feitas em Angola;

No que toca à entrega de equipamentos médicos, a JOMIL, d.o.o.
está pronta a enviar um grupo de peritos à Angola a fim de
negociar as modalidades de cooperação com o usuário final, a
indicar pela parte angolana.
Em relação ao domínio da agricultura, na base do estabelecimento
de institutos de reparação da tecnologia dual, no futuro o
Instituto de Reparação de Tanques da Funda deverá programar o
equipamento para instalação e produção parcial de tractores da
fábrica IMR.
Será ainda instalada uma fábrica de embalagem de sementes

matadouros, padarias e outras facilidades, assim como a entrega

No campo da entrega de água mineral natural e água sem gás, a
empresa JOMIL está disposta a enviar um grupo de peritos para
Angola a fim de negociar as modalidades de cooperação com o
usuário final, a indicar pela parte angolana.
Relativamente à indústria têxtil vocacionada à produção de
vestuário para uso civil e militar, a JOMIL está em condições de
enviar um grupo de peritos para Angola a fim de negociar as

At the invitation of the company Jomil doo, a delegation of the
Angolan army headed by the General Lúcio Gonçalves do
Amaral, Chief of Army Staff, of the Angolan Armed Forces
visited the Republic of Serbia from 19th to 24th August 2014.
During the visit the delegation was received in audience by the

in charge of material resources, in which, among other things,
pointed out that, in recent years, cooperation between Serbia
and Angola increased significantly and tends to expand more
and more with the hiring of a growing number of companies.
In confomity with the program of the visit, the Angolan military
delegation was taken to acknowledge the potential of some
companies, such as the AZIMUTH-DPS (which operates within
WKH -RPLO WKH 7HFKQLFDO ,QVWLWXWH RI 5HSDLU =DVWDYD 2UXåMH
6ORERGDDQGWKH*5$%LQ.RVWXQLüL
The JOMIL Company made its general overview of the
commercial contracts and projects, in order to accelerate the
establishment of agreements, thus expressing its readiness to
participate in the organization of the military industry of Angola.
From the negotiations held during the visit of Angolan
delegation, it was decided that the start of the consolidation of
cooperation should be made from the following areas: from the
manufacture of the pharmaceutical company Hemofarm in three
phases: 1 sale of medicines; 2 - supply of bulk drugs whose
packaging will be made in Angola; 3 - transfer to Angola of the
production technology of medicines that are most used.
Regarding the delivery of the medical equipment, Jomil, d.o.o is
ready to send a group of experts to Angola to negotiate the
modalities of cooperation with the end user, to be specified by
the Angolan side.
Regarding the agriculture, on the basis of the establishment of
institutes of repair of dual technology, in the future the Institute
of Tanks Repair of Funda will program the equipment for the
installation and partial production of tractors of the IMR factory.
There will be even installed a factory for the packaging of
selected seeds on site, ie in Angola. For its part, the plant seeds
factory JOMIL SEME has committed itself to immediately
deliver part of the equipment.
Regarding the production of corn, it was established that the
types of varieties will be determined by JOMIL in cooperation
with the Agricultural Institutes of Serbia, while the Angolan side
would provide the plantations in necessary surfaces.
For the establishment of military agricultural cooperatives, the
JOMIL will transfer technology to the dairies, slaughterhouses,
bakeries and other facilities, as well as the delivery of the
campaign feed for the needs of the army of Angola.

In the field of delivery of natural mineral water and still water, the
JOMIL Company is willing to send a group of experts to Angola to
negotiate the modalities of cooperation with the end user, to be
specified by the Angolan side.
Regarding the textile industry focused on the production of
clothing for civil and military use, JOMIL is able to send a group
of experts to Angola to negotiate the modalities of cooperation

During this visit in which they inspected the degree of
development and completion of all terrain multipurpose vehicle
"Palanca Negra" and other projects, the delegation consisted of

O estado das relações de cooperação, entre Angola e a União
Europeia, foi analisado no dia 24 de Setembro de 2014 em Nova
Iorque, Estados Unidos da América (EUA), num encontro que o
Vice-presidente da República, Manuel Vicente, manteve com o
Presidente da Comissão da União Europeia (UE), Manuel Durão
Barroso.
A reunião realizou-se no edifício sede da ONU, à margem do
debate geral da 69ª Assembleia Geral das Nações Unidas, cujos
trabalhos decorrerão até três de Outubro próximo.
Durão Barroso rejubila-se por, ao fim dos 10 anos como
presidente da Comissão da União Europeia, deixar a relação entre
Angola e a UE consolidada.
Lembrou que depois da sua visita à Angola, em 2012, foi
rubricado o acordo de cooperação a que se dignou "Caminho
conjunto", e adiantou que está estabilizado o quadro de
relacionamento com a nação angolana.
Anunciou, entretanto, para o mês de Outubro, uma reunião de
ministros, em Bruxelas, Bélgica, para avaliar a cooperação,
essencialmente nos domínios da energia e da investigação,
sublinhando haver "coisas nos dois sentidos" por tratar.
Quanto aos valores já investidos, respondeu não serem muito
relevantes os montantes financeiros dos investimentos, mas que o
programa deu estabilidade à relação e elevou a confiança dos
investidores, que detêm tecnologia e conhecimentos necessários
ao desenvolvimento de Angola.
Durão Barroso, que termina este ano o seu mandato à frente da
UE, acredita que as relações serão também boas com o seu
sucessor, por estarem lançadas as bases para um relacionamento
profícuo, institucionalizado e não dependente de pessoas.
Disse ter abordado também com o Vice-presidente angolano a
situação na região austral, e no continente africano, de um modo
geral.

meeting that the Vice-president of the Republic, Manuel Vicente,
held with the outgoing chairman of the EU Commission, Manuel
Durão Barroso.
The meeting was held at the headquarters of UN, on the fringes of
the general debate of the 69th General Assembly of the United
Nations, whose meeting will go until 3 October.
Durão Barroso was rejoiced at the end of 10 years as the chairman
of the EU Commission of the European Union, leaving the
relation between Angola and EU consolidated.
He recalled that after his visit to Angola in 2012, it was signed a
cooperation agreement and said that the relationship framework
with the Angolan nations stabilized.
Meanwhile, the official announced a meeting of ministers in
October in Brussels, Belgium, to assess the cooperation,
essentially in the domains of energy and research, underlining
that there are still issues to be worked out.
Regarding the amounts already invested, he answered that they
were not very relevant amounts of financial investments, but that
the program gave stability to the relationship and raised the
confidence of investors, who have the technology and expertise
necessary for the development of Angola.
Durão Barroso, who is outgoing the EU Commission, believes that
the relations will also be good with his successor, as the baselines
are laid for the positive relationship, institutionalized and not
depending on people.
He said he also discussed with Angolan Vice-President the
situation in the southern region and the African continent,

m memorando de entendimento técnico, no domínio da
defesa, foi rubricado no dia 5 de Setembro de 2014 no Estado de
Brasília, entre os ministérios da Defesa do Brasil e de Angola,
visando o estreitamento dos laços históricos de amizade entre os
dois povos e países.
A assinatura deste memorando é decorrente da visita oficial
efectuada pelo Chefe de Estado angolano, José Eduardo dos
Santos, em Junho deste ano, ao Brasil, e vem contribuir para o
reforço da parceria estratégica existente entre os dois países.
O acordo foi assinado pelos ministros da Defesa João Lourenço
(Angola) e Celso Amorim (Brasil), na presença do embaixador de
Angola no Brasil, Nelson Cosme.
O acordo visa estabelecer as directivas para o planeamento e
implementação do Programa de Desenvolvimento do Poder
Naval angolano (Pronaval), incluindo a assessoria técnica,
fornecimento de materiais, qualificação de pessoal,
desenvolvimento de projectos, capacitação de recursos humanos
e outras actividades.
Na sequência do diploma assinado, o Ministério da Defesa do
Brasil pretende apoiar Angola na troca de informações e
aquisição de navios militares, alguns construídos em território
brasileiro e outros em solo angolano. As claúsulas estão por
discutir .
Em declarações a imprensa angolana, o governante referiu que
este acto é muito importante para os dois países, principalmente
para Angola que beneficiará com a aquisição de navios e a
construção de estaleiro naval.
"A partir deste momento, podemos implementar o pronaval, que
é uma cooperação entre o Brasil e Angola na área naval, visando
criar infraestruturas em terras de Angola e aumentar a
capacidade de patrulhamento e vigilância da Marinha de Guerra
Angolana em toda a vasta costa maritima", disse.
“Temos bastante riquezas a defender e a nossa principal fonte de
financiamento está localizada no mar”, referiu.
Para o ministro da Defesa, com o memorando de entendimento
pretende-se garantir a salvaguarda da zona económica angolana,
já na perspectiva de num futuro estar-se em melhores condições
de proteger a plataforma continental.
Ainda hoje, o ministro angolano, acompanhado dos chefes do
Estado Maior da Força Aérea Nacional (FAN) e da Marinha de
Guerra Angolana (MGA), respectivamente Francisco Lopes
“Hanga” e Augusto da Silva “Gugu”, visitou a exposição da Base
Industrial de Defesa (BID) do
Brasil.
A referida amostra é iniciativa da Associação Brasileira das
Indústrias de Materiais de Defesa e Segurança (ABIMDE) e pela
Agência Brasileira de Promoção e Exportação de Investimentos
(APEX-Brasil), agregando um total de 84 empresas, entre estatais

A iniciativa inclui a apresentação de material de guerra ligeiro e
pesado produzidos no Brasil.
O ministro angolano da Defesa está no Brasil desde o dia 4 de
Setembro de 2014, a convite do seu homólogo Celso Amorim.
As repúblicas de Angola e do Brasil estabelecem relações
diplomáticas desde 12 de Novembro de 1975.
A 11 de Junho de 1980, rubricaram um acordo geral de
cooperação económica, tecnico-cientifica e cultural, que serviu
de base fundamental para o desenvolvimento dos laços.
Em 2010, no Estado de Brasilia, os Presidentes de Angola, José
Eduardo dos Santos, e do Brasil, Luiz Inácio Lula da Silva,
assinaram a declaração conjunta sobre o estabelecimento da
parceria estrategica entre os dois países.
O presente instrumentos estimula a concertação em assuntos
bilaterais e internacionais e a promoção de iniciativas,

Memorandum in defence

A
technical understanding memorandum, in the sector of
defence, was signed on 5th September 2014, in Brasilia, between
the Defence Ministries of Brazil and Angola, aimed at
strengthening the historical bilateral ties of friendship.
The signing of such memorandum happens in sequence of the
official visit made last June to Brazil by the Angolan Head of
State, José Eduardo dos Santos, and comes to contribute to the
reinforcement of the existing strategic partnership between both
countries.

The agreement was signed by the Angolan Defence minister,
João Lourenço, and by his Brazilian counterpart, Celso Amorim,
in the presence of the Angolan ambassador to the south
American country, Nelson Cosme.
The agreement aims to establish the guidelines for the planning
and implementation of the Program of Development of Power of
Angolan Navy (Pronaval), including the technical assistance,
supply of materials, personnel qualification, project
development, human resources training and other activities.
Following the signed certificate, the Ministry of Defence of
Angola in Brazil aims to support information exchange and
acquisition of military vessels, some built in Brazil and in other
Angolan soil. The clauses are still to be discussed.
Speaking to Angolan journalists, the minister said that this act is
very important for both countries, mainly to Angola to benefit
from the acquisition of ships and building a shipyard.
"From this moment, we can implement the pronaval, which is a
cooperation between Brazil and Angola in the naval area, to
create the infrastructure in Angolan lands and increase the
capacity of patrolling and surveillance of the Angolan Navy

Silva "Gugu", visited the exhibition of the Industrial Base of
Defense (BID) of Brazil.
That sample is an initiative of the Brazilian Association of
Defence and Security Materials (ABIMDE) and the Brazilian
Agency for Export and Investment Promotion (APEX-Brazil),

and specific projects of common interest in various fields,
including political, diplomatic and economic.
The Asian diplomat also praised the role of the Angolan
government and its leader in achieving peace and security in the
Great Lakes region and in other African countries.
"They play an important and responsible role in this case and, for
this reason, we express our support and solidarity," said the
North Korean ambassador.
He also recognized that "the Angolan government supports and
sympathizes for the just cause of the Korean people, the
independent and peaceful reunification of the country, the
defense of peace on the Korean peninsula and the establishment
of international order."
Relations between the two countries date back to the
independence of Angola on 11th November 1975 and the Parties
shall cooperate in the fields of healthcare, construction and
information technology.
On occasion, the ambassador assured that North Korea would

Peter Gitau, revelou no dia 12 de Setembro de 2014, em Luanda,
que o seu país poderá contar com o apoio técnico das autoridades
angolanas no domínio da exploração e desenvolvimento do
sector petrolífero.
O facto foi anunciado à imprensa pelo diplomata queniano, logo
após o termino de uma audiência que lhe concedeu o Chefe de
Estado Angolano, José Eduardo dos Santos, com quem abordou
aspectos de interesse politico, diplomático, económico e social.
"Sabemos que Angola tem grande experiência no campo dos
petróleos e o Quênia recentemente descobriu petróleo e neste
quadro pedimos o apoio das entidades angolanas", frisou Peter
Gitau, salientando que o Presidente Angolano "mostrou-se
disponível em dar todo apoio aos quenianos no domínio da
formação e exploração petrolífera.
"Com tudo isso nós vaticinamos um futuro brilhante nas relações
de cooperação entre Angola e o Quênia", concluiu o embaixador

Kenya can count on the
support of Angolans in
the field of oil exploration
The outgoing ambassador of the Republic of Kenya in Angola,
Peter Gitau, revealed on 12th September 2014, in Luanda, that
his country can rely on the technical support of the Angolan
authorities in the exploration and development of the oil sector.
This was announced to the press by Kenyan diplomat, soon after
the end of a meeting which was granted to him by the Angolan
Head of State, José Eduardo dos Santos, with whom he discussed
aspects of political, diplomatic, economic and social interest.
"We know that Angola has an extensive experience in the field of
oil and Kenya recently discovered oil and in this context we ask
the support of the Angolan authorities", said Peter Gitau,
stressing that the Angolan President "appeared to be willing to
give all the support to Kenyans in the field of training and oil
exploration.
"With all that we foresee a bright future in the relations of
cooperation between Angola and Kenya," the ambassador
concluded that for four years he headed the diplomatic mission
of their country in the relationship with the Republic of Angola.
Peter Gitau exercised the same functions in Namibia where he
resides.
The Republic of Kenya is a country that is also part of the
International Conference on the Great Lakes Region and is
situated in East Africa, bordered to the north by South Sudan
and Ethiopia, to the east by Somalia and the Indian Ocean, south
by Tanzania and to the west by Uganda.
The country lies at the equator. The area of Kenya covers 581

O vice-presidente da República, Manuel Domingos Vicente,
declarou no dia 23 de Setembro de 2014, em Nova Iorque (EUA),
que o emprego, a livre concorrência, justiça social e
sustentabilidade são os quatro pilares do Programa de
Desenvolvimento Económico e Social de Angola.
Manuel Vicente discursava numa reunião de alto nível sobre
"trabalho e emprego decente para o desenvolvimento sustentável
inclusivo", no quadro dos esforços da ONU para promover uma
agenda de desenvolvimento ambiciosa após 2015.
"Não há emprego sem competitividade e crescimento
económico. No entanto, o crescimento económico, por si só, não
é suficiente para criar emprego decente ou promover a justiça e
desenvolvimento social", argumentou .
Disse que progressos significativos, no âmbito da nova agenda,
exigirão uma combinação de políticas para promover o
crescimento económico por meio de reformas económicas.
Acrescentou ser necessário também o investimento produtivo e o
desenvolvimento do sector privado e que os empregos gerados
sejam decentes e proporcionem, a quem tiver acesso, a
oportunidade de sair da pobreza.
O vice-presidente afirmou que Angola apoia a ideia de que o
trabalho digno e inclusivo para todos deve ser complementado
por objectivos significativos e orientados para a acção que
cobrem áreas fundamentais.
Falou da necessidade de se garantir o emprego dos jovens, e sua
extensão para as mulheres e meninas, especialmente em áreas
rurais, a segurança social, os direitos dos trabalhadores, o
combate ao trabalho infantil e forçado e facilitar o
desenvolvimento
de
negócios,
empreendedorismo
e
desenvolvimento de competências.
Manifestou satisfacao por presidir a direcção da organização
internacional do trabalho (OIT) no período de 2014-2015 e
anunciou formalmente, a criação do Grupo de Amigos do
Trabalho Decente para o Desenvolvimento Sustentável.
Explicou que o Grupo vai servir como uma plataforma para a
troca de opiniões e a coordenação de posições sobre o papel do
trabalho decente nas próximas negociações da agenda de
desenvolvimento sustentável pós-2015, e convida os Estados
membros da ONU a, gentilmente, se juntarem ao grupo.
O vice-presidente de Angola apelou para que todos se juntem
por um mundo melhor com oportunidades de emprego decente,
de paz e prosperidade para todos.
Considera que
a busca de melhores empregos e de
oportunidades de trabalho decente é um esforço comum, tanto
para os países desenvolvidos e em desenvolvimento, e, a fim de
ser credível, a agenda de desenvolvimento pós-2015 deve
enfrentar este desafio.
O político angolano considera que combater o desemprego dos
jovens é um desafio social e económico fundamental, bem como
uma questão importante na agenda nacional, regional e global
de segurança.
A falta de oportunidades de trabalho decente para os jovens é
uma das principais causas do aumento da violência e da
criminalidade, especialmente em áreas urbanas, porquanto
concorre para desestabilizar governos e instituições, afirmou.
"Se desejamos a paz, devemos cultivar a justiça social" disse
citando as palavras que foram gravadas no edifício original da
OIT, em Genebra. Tal proclamação, traduzida para o presente
tempo, deve ser: "se queremos paz e a segurança, devemos
promover o emprego decente para os jovens".

The vice-president, Manuel Domingos Vicente, said on 23 de
Setembro de 2014, in New York (USA), that employment, fair
competition, social justice and sustainability are the four pillars
of the Economic and Social Development Program in Angola.
Manuel Vicente was addressing a high level meeting on "decent
work and employment for inclusive sustainable development" as
part of UN efforts to promote an ambitious development agenda
after 2015.
"There is no job without competitiveness and economic growth.
However, economic growth alone is not enough to create decent
jobs or promote social justice and development," he said.
He said significant progress under the new agenda will require a
combination of policies to promote economic growth through
economic reforms.
There must also be added productive investment and the
development of the private sector and that the jobs created are
decent and provide, to those who have access, the opportunity to
escape poverty.
The vice president said that Angola supports the idea that decent
work and inclusive for all should be complemented by
meaningful targets and action-oriented covering key areas.
He also spoke of the need to ensure youth employment, and its
extension to women and young ladies, especially in rural areas,
social security, workers' rights, the fight against child and forced
labor and facilitate the development of business,
entrepreneurship and skills development.
He expressed satisfaction for presiding over the direction of the
International Labour Organization (ILO) in the period of
2014-2015 and formally announced the creation of the Group of
Friends of Decent Work for Sustainable Development.
The vice president said that the group will serve as a platform for
exchange of views and coordination of positions on the role of
decent work in the forthcoming negotiations of the sustainable
development of post-2015 development agenda, and invites
Member States of the UN to kindly join the group.
The vice-president of Angola called on everyone to gather for a

better world with decent employment opportunities, peace and
prosperity for all.
He considers that the search for better jobs and opportunities for
decent work is a joint effort, both for developed and developing
countries, and in order to be credible, the development agenda
post-2015 must meet this challenge.
The Angolan politician believes that fighting the youth
unemployment is a social and fundamental economic challenge
as well as an important issue in the national, regional and global
security agenda.
The lack of decent work opportunities for young people is a major
cause of increased violence and crime, especially in urban areas,
since it contributes to destabilize governments and institutions,
he said.
"If we want peace, we must cultivate social justice" he said
quoting the words which are engraved in the original building of
the ILO in Geneva. This proclamation, translated to the present
time, should be: "if you want peace and security, we promote
decent work for young people."

September 2014, in London, United Kingdom, namely the
prizes of Best Bank in Angola and Best Private Bank in
Angola.
According to a note from the BFA, the distinction was
awarded by the British magazine “EMEA Finance” which
took into consideration the performance of the bank in the
past few months.
“This is the fifth consecutive time, since 2009, that the
EMEA magazine distinguishes BFA with the prize of Best
Bank in Angola.
The publication recognises the solid growth of the bank”,
reads a document issued by the banking institution.

na Santa-Clara, província do Cunene, que Angola e

consolidação

fortalecimento das trocas comercias.
Ao falar à Angop, após a assinatura do acordo de conversão
monetária, Hipunbo Shimy disse que a Namíbia e Angola
partilham, não apenas as mesmas fronteiras, mas também
uma amizade nos mais variados domínios da vida
económica, política e social, que já remontam desde os
primórdios das lutas pela independência dos dois países.
“Hoje, está relação ganha novo contorno positivo com a
assinatura deste acordo, que se torna numa base para o
reforço das relações comercias entre Angola e a Namíbia,”
adiantou o responsável.
Hipunbo Shimy sublinhou que este acordo bilateral de
conversão monetária, que foi celebrado no dia 22, vai
permitir o câmbio direito entre o Kwanza e o Dólar
Namibiano, deixando de ser necessário, nas transações
manuais, o recurso a moedas não emitidas pelos bancos
centrais de ambos países.
Deste modo, elimina-se um dos condicionalismos que mais
aflige o comércio e a integração económica dos cidadãos
com realce para os residentes nas zonas fronteiriças.

governor of the Central Bank of the Republic of
Namibia, Hipunbo Shimy reiterated on 22nd September
2014, in Santa Clara, southern Cunene province, that
Angola and Namibia remain firm in the consolidation and
strengthening of commercial exchanges.
Speaking to ANGOP, after the signing the agreement on
currency conversion, Hipunbo Shimy said that Namibia
and Angola share not only the same borders, but also a
friendship in various fields of economic and social life,
politics, already back from the beginnings of the struggle
for independence of the two countries.
"Nowadays, this relationship gets new positive contour
with the signing of this agreement, which becomes a basis
for strengthening the trade relations between Angola and
Namibia," said the responsible.
Hipunbo Shimy stressed that this agreement on bilateral
currency conversion, which was signed on 22nd
September, would allow duty rates between the Kwanza
and the Namibian Dollar, no longer needed, in the manual
transactions, the use of coins not issued by the central
banks of both countries.
Thus, it eliminates one of the constraints that most
distresses the trade and the economic integration of people

director geral adjunto do Fundo Monetário
Internacional (FMI), Naoyuki Shinohara, disse no dia 16
de Setembro de 2014, em Luanda, que a economia
angolana, uma das que mais cresce em África, pode
atingir até 7% a médio prazo.
Segundo Naoyuki Shinohara, que falava em conferência
de imprensa, anteviu tal crescimento tendo em conta o
contínuo crescimento que o país regista, particularmente
no sector não petrolífero.
"O sector não petrolífero angolano tem vindo a
desenvolver de forma significativa. Esperamos que
continue assim para que o país deixe de depender do
sector petrolífero e continue a apostar mais no ramo não
petrolífero", disse.
O director geral adjunto do FMI afirmou que as
expectativas económicas globais estão a expandir de
forma significativa e, nesse processo, Angola deve
manter-se firme.
“Angola tem muitos desafios pela frente, principalmente
na redução da desigualdade e da pobreza. Sabemos que a
economia mundial voltou a expandir mas ainda existem
vários riscos e Angola, de certo modo, também foi
afectada com a queda do preço do petróleo”, reforçou.
Naoyuki Shinohara encontrava-se em Luanda desde o dia
15 de Setembro de 2014, para uma visita de trabalho de
três dias, destinada ao reforço da cooperação bilateral.

deputy director general of the International
Monetary Fund (IMF), Naoyuki Shinohara, on 16th
September 2014, in Luanda, said that the Angolan
economy, one of the fastest growing in Africa, may reach
up to 7% in the medium term.
According to Naoyuki Shinohara, who was speaking at a
press conference he foresaw such growth taking into
account the continued growth that the country records,

particularly in non-oil sector.
"Angola's non-oil sector has developed significantly. We
hope it continues that way so that the country stops relying
on the oil sector and continue to invest more in non-oil
industry," he said.
The deputy general director of the IMF said the global
economic outlooks are expanding significantly and, in this
process, Angola must remain firm.
"Angola has many challenges ahead, especially in reducing
inequality and poverty. We know that the world economy
has further expanded but there are still a number of risks
and Angola, in a way, was also affected by the fall of oil
price, "he stressed.
Naoyuki Shinohara was in Luanda since 15th September
2014 for a three-day working visit, aimed at strengthening
bilateral cooperation.

Por sua vez, sobre a entrada no país de 1,5 milhões
turistas estrangeiros, em 2013, a directora da Feira
Internacional de Luanda (FIL), Suzana Gomes, destacou
o facto de 44 por cento da cifra ter chegado da Europa,
sobretudo, de Portugal.
Anotou também que, entre o ano 2012 e 2013, Angola foi
o quinto país com maior peso em Portugal, em termos
turísticos, depois da França, Reino Unido, Alemanha e

No mesmo período, referiu que os angolanos registaram
um crescimento em 12 por cento de gastos no turismo

preservation and dissemination of national identity.
In this sense, talks about the cultural dimension of
President José Eduardo dos Santos and the national
culture were performed.
Also as a part of his purposes, is to revisit the current state
of the cultural sector and provide an opportunity for
Angolan creators to present themselves in a spirit of
cultural exchange and celebration.
Designed to honor President José Eduardo dos Santos, for
his role in the defense of Angolanity, commitment and
dedication towards the enhancement and development of
the arts and the Angolan culture, the Fenacult gathers
activities related to the performing arts, dance, music,
visual arts, literature, among others.
The government also intends, with Fenacult to develop the
premises for the implementation of cultural policy in
coordination and interaction with the public, private and
third sector, to promote and enhance the arts and cultural,
traditional and popular events sector, the consumption
and appreciation of the national cultural property, by
creating cultural local, national and international
networks.

Cabinda, Aldina Catembo apontou o Dibondo, Matchatcha,
Lundo, Maringa e baile entre as danças e ritmos característicos
de Cabinda em via de desaparecer por falta de praticantes.
Convidou os cidadãos a criarem grupos, visando o
reaparecimento desses e outros ritmos tradicionais, no sentido
de contactar a Secretaria Provincial da Cultura para os devidos
apoios.
Mostrou-se satisfeita com a iniciativa da Secretaria Provincial da
Cultura que, no âmbito do Festival Nacional da Cultura
(Fenacult2014), faz deslocar equipas a várias localidades, dando
apoios, como panos para indumentária, instrumentos musicais e
valores monetários aos grupos culturais.

Exibição de dança tradicional da região norte de Angola
Agostinho Neto e sua
família -Fotos raras na
Mediateca de Luanda
Exposição fotográfica patente na Mediateca de Luanda, até ao
dia 10 de Setembro, no âmbito do FENACULT, mostrou o
político e poeta António Agostinho Neto em várias situações de
convívio, ao longo de várias décadas, com elementos da sua
família: esposa, filhos, pais, irmãos…
Sui generis por isso mesmo, a exposição trouxe ao conhecimento
dos jovens estudantes, a maioria esmagadora do público que
frequenta a Mediateca, um Agostinho Neto nos raros momentos
de repouso e desfrute familiar, despojado, em certa medida, das
responsabilidades imediatas atinentes à condição de líder da luta
pela emancipação nacional, primeiro, e do Estado angolano,
depois.
As fotos, ao retratarem Agostinho Neto esposo, Agostinho Neto
pai, Agostinho Neto filho, Agostinho Neto irmão, trouxeram à

nossa memória uma figura tão humanamente simples como nós,
como as que nos rodeiam no dia-a-dia, sem a aura épica da
história, como habitualmente o herói nacional surge nas
exposições fotográficas.
Talvez por isso tenham captado as atenções demoradas do
público. Primorosamente montada e arrumada, a exposição
reuniu acervo fotográfico dos arquivos particulares de Maria
Eugénia Neto, viúva, Irene Alexandra Neto, filha, Irene
Agostinho Neto e Maria Ruth Neto, irmãs, e ainda, de Doris
Blake. A Fundação Dr. António Agostinho Neto disponibilizou
igualmente material fotográfico.
Tendo como eixo central a árvore genealógica de Agostinho Neto,
aexposição incluiu vários painéis com textos elucidatórios. Um
deles dizia: “Esta mesma família, unida por Agostinho Neto, foi
por ele influenciada a obter uma educação sólida e uma
protecção, a defender-se, produzir e lutar contra qualquer tipo de
discriminação, dominação ou exploração do homem pelo
homem, a ajudar os que mais precisam como aconteceu com o
nosso auxílio aos povos da Namíbia, Zimbabwe e África do Sul
que se tornaram finalmente livres, pois como sempre disse ‘Nós
queremos que os homens sejam cada vez mais felizes para
harmonia do Mundo’.”
Outro painel sublinhava que “os vários retratos em que podemos
encontrar Agostinho Neto em família, apresentam claramente as

diferentes facetas da sua educação para a valorização
das pessoas ligadas por consanguinidade, parentesco ou mesmo
amizade”.
Se o conceito de família em África já é, de per si, alargado, o de
Agostinho Neto, segundo os organizadores, era muito mais
alargado: “Quer antes, durante ou após o período da
independência de Angola, por si proclamada a 11 de Novembro
de 1975, Agostinho Neto, logo que se apercebe que o conjunto de
pessoas que partilhavam o mesmo espaço territorial, as tradições
e a história em comum, careciam de uma preocupação ainda
maior, desviou- se um pouco da atenção à sua família, esta no
leque dos cuidados que todo o conjunto de populares merecia, a
que passou a chamar- se de família angolana que, de Cabinda ao
Cunene iria consolidar-se como Um só Povo, Uma só Nação”.

Mediatheque of Luanda
T he photographic exhibition on display in Mediatheque
of Luanda until the 10th of September under the
FENACULT, showed the politician and poet António
Agostinho Neto in various situations of life, over several
decades, with elements of his family: wife, children,
parents, siblings ...
Sui generis therefore, the exhibition brought to the
attention of young students, the overwhelming majority of
the public who attends the Mediatheque, one Agostinho
Neto in rare moments of rest and enjoy family, stripped to
some extent, of the immediate responsibilities relating to
the condition of leader of the struggle for national
liberation first, and the Angolan sate on second place.
The pictures, portraying the Agostinho Neto as a husband,
as a father Agostinho Neto, Agostinho Neto son, brother
Agostinho Neto, brought to mind one figure as humanely
simple as we as those that surround us on a day-to-day
basis, without the epic aura of history, as the national hero
usually arises in photographic exhibitions.
So it may be because of this, they have captured the long
attention of the public. Exquisitely assembled and
arranged, the exhibition gathered photographic collection
of private archives of Maria Eugenia Neto, widow, Irene
Alexandra Neto, daughter, Irene Neto Agostinho Neto and
António Agostinho Neto e a sua família

Mary Ruth, sisters, and even Doris Blake. The
Foundation António Agostinho Neto also provided
photographic material.
Having as the central point the family tree of Agostinho
Neto, the exhibition included several panels with
explanatory texts. One of them said: "This same family,
united by Agostinho Neto, was influenced by him to get a
solid education and protection, to defend themselves,
produce and fight against any kind of discrimination,
domination and exploitation of man by man, to help
those who are most in need as happened with our help to
the people of Namibia, Zimbabwe and South Africa that
became finally free, because as he always said 'We want
men to be increasingly happy to the harmony of the
World'. "
Another panel highlighted that "the various portraits
where we find Agostinho Neto with family, clearly show
the different facets of their education to the appreciation
of the people related by blood, kinship or even friendship.
"If the concept of family in Africa is already, in itself,
extended, then the Agostinho Neto´s, according to
organizers, was much broader: "Either before, during or
after the period of Angola's independence, proclaimed by
itself on 11th November 1975, Agostinho Neto, who soon
realizes that the group of people who shared the same
territorial space, traditions and shared history, lacked an
even greater concern, strayed a bit an attention to his
family, which was in the range of care that the whole set
deserved, that started to be called- the Angolan family
which, from Cabinda to Cunene would consolidate itself
as One People, One Nation only ".

reconhece talentos das

O treinador da selecção norte-americana de basquetebol sénior
feminino, Auriemma Geno, admitiu no dia 30 de Setembro de
2014, em Istambul, Turquia, que as jogadoras da selecção
nacional possam ter um futuro promissor, a julgar pelos
fundamentos básicos apresentados.
“Sei que Angola está a realizar um importante trabalho de
organização e formativo na sua equipa. Notamos com muita
atenção o desempenho da selecção angolana, que possui
jogadoras com execuções básicas e fundamentais do

basquetebol. Isso é muito importante para o seu futuro e devem
continuar”, encorajou após a vitória sobre a similar de Angola,
por 119-44, no jogo da terceira jornada do grupo D do
Campeonato Mundial da modalidade, disputado no pavilhão
Abdi Ipekçi Sport Salonu.
Quanto ao jogo, o seleccionador dos Estados Unidos da América,
que ainda destacou a capitã angolana Nacissela Maurício,
argumentou que o mais importante foi sua equipa cumprir a
primeira fase e caminhar seguramente para a revalidação do
título, embora se espere por mais dificuldades.
Com este resultado, os Estados Unidos da América são os
primeiros da série D, seguido da Sérvia e China, estando Angola
afastada da prova, iniciada no passado dia 27 e que termina no
próximo dia 5 de Outubro.
American Coach
recognizes talents of the
Angolan players
The coach of the American team of senior female basketball,
Geno Auriemma, admitted 30th September 2014, in Istanbul,
Turkey, that the national team players may have a promising
future, judging by the basic foundations presented.
"I know that Angola is doing important work in organizing and
training its team. We followed carefully the performance of the
national team, which has players with basic and fundamental
basketball performances. This is very important for their future
and they must continue," he encouraged after a similar victory
over Angola, by 119-44, in the game the third round of the D
group of the sport World Championship, held in the pavilion
Abdi Ipekci Sport Salonu.
Regarding the game, the coach of the United States of America,
who also highlighted the Angolan captain Nacissela Mauritius,
said that the most important for his team was to complete the
first stage and walk safely to revalidate the title, although more
difficulties are expected.
With this result, the United States of America are the first of the
D group, followed by Serbia and China, being Angola away from
the event, which started on the 27th and ending on the 5th
October.
